EXECUTIVE SUMMARY: The third annual Cairns Children’s Festival was delivered on Sunday May 15, 2016, continuing to deliver on the success of the previous two festivals. The 2016 Cairns Children’s Festival adopted a new layout and programming elements, focussing more on presenting free activities for families. Moving forwards the Cairns Children’s Festival will seek to grow new partnerships and also explore more options for sponsorship for the event. BACKGROUND: The Cairns Children’s Festival was introduced in 2014, in addition to monthly Kid’s Tank programming and School Holiday Workshops. The festival was initiated to encourage greater engagement from children and their families with the arts and the wider Tanks Arts Centre site, so that they are exposed to innovative, exciting, participatory and accessible children’s programming and entertainment. The 2016 Cairns Children’s Festival sought to grow on the success on previous years through developing existing partnerships, introducing new partnerships and also adopting an in house, curated approach to programming. The 2016 festival adopted a new layout, removing market stalls and developing a greater focus on free activities outside the Tanks walls, making the event more accessible to the community. The 2016 Festival program included: Tinkering Tank, multi-activity art and learning space with programs including Cairns Minecraft, engineering workshops with new partner ARUP, water colour classes with artist in residence Rosario Vásquez Mira, paper sculpture with local artist Rosie Miller and town planning in the Amaze, recycled cardboard maze.

RECOMMENDATION:

It is recommended that Council notes this Report.

EXECUTIVE SUMMARY:

The third annual Cairns Children’s Festival was delivered on Sunday May 15, 2016, continuing to deliver on the success of the previous two festivals. The 2016 Cairns Children’s Festival adopted a new layout and programming elements, focussing more on presenting free activities for families. Festival attendances increased from previous years, indicating the continued popularity of this annual event in the Cairns community. Moving forwards the Cairns Children’s Festival will seek to grow new partnerships and also explore more options for sponsorship for the event.

BACKGROUND:

The Cairns Children’s Festival was introduced in 2014, in addition to monthly Kid’s Tank programming and School Holiday Workshops. The 2016 Festival program included: Tinkering Tank, multi-activity art and learning space with programs including

Cairns Minecraft, engineering workshops with new partner ARUP, water colour classes with artist in residence Rosario Vásquez Mira, paper sculpture with local artist Rosie Miller and town planning in the Amaze, recycled cardboard maze.

*No cash sponsorship in 2016. Meetings are already underway to seek sponsors for the 2017 Cairns Children’s Festival Please note – wages for non-technical and non- contract staff have not been included in the above budget due to the fact that Cairns Children’s Festival is the culmination of an involved program of events which run throughout the Tanks yearly program.

COMMENT:

Increased attendances at the 2016 Cairns Children’s Festival indicate the growing popularity of this event in the region’s annual calendar. Cultural Services programming team will seek to expand on new partnerships made in the 2016 event and creating greater synergy between all children’s programming in the Cultural Services annual calendar to ensure the Cairns Children’s Festival continues to be the pinnacle event where families can engage with innovative, exciting and accessible children’s programming.

CONSULTATION:

Post the 2016 Cairns Children’s Festival, critical feedback was sought specifically from new event delivery partners as well as return partners. To date, all feedback from partners, audience and performers alike has been extremely positive. The Artistic Director and Executive Producer of Imaginary Theatre, a theatre company that creates work specifically for children aged 0-8yrs who also program Brisbane Powerhouse’s weekly Powerkidz program, attended the festival and consulted on a range of topics from site layout, marketing, promotion and programming. This valuable feedback from Imaginary Theatre will be adopted into the future planning of Cairns Children’s Festival. QPAC’S Out of the Box Children’s Festival and Perth City’s AWESOME Festival for Kids directly and informally mentor the program team from Cultural Services in Children’s programming. QPAC’S Out of the Box programmers have scheduled time in early September to discuss program and presentation models distinct to Children’s programming. Finally, CQU’s incoming Head of Education and the Cairns Children’s Festival program team have been in early consultation regarding an Education Partnership and the development of a ‘scholar in residence’ model. The intention of this partnership will ensure a programming foundation which speaks to an educational soundness across the entire event delivery.
