    The UNESCO/Bilbao Prize or the Promotion o a Culture o Human Rights rewards the out-standing contributions made by organizations and individuals to the cause o human rightsthrough education and research.

    Established in 2008thanks to a generous en-dowment rom the Cityo Bilbao, the UNESCO/Bilbao Prize or thePromotion o a Culture

    o Human Rights succeeds the UNESCO Prize or HumanRights Education, which was created in 1978 to mark the30th anniversary o the Universal Declaration o HumanRights. For thirty years, this Prize encouraged educationor and in human rights by rewarding achievements in

    this eld. Past laureates o the Prize include Vclav Havel(Czech Republic), Vitit Muntarbhorn (Thailand), AcademiaMexicana de Derechos Humanos (Mexico), the Arab Instituteor Human Rights (Tunisia) and the Centre or Human Rightsat the University o Pretoria (South Arica).

    The partnership o the City o Bilbao with UNESCO sendsa strong message. Cities have always been and remain theplaces where men and women have learned to live together.With more than hal o todays population living in cities,urban areas have become strategic points or deendinghuman dignity. Respect or human rights has never beenso vital in a world that is increasingly global and urban, thateatures ever more complex and heterogeneous societies.

    The rst edition o the UNESCO/Bilbao Prize took place in2008, the year o the sixtieth anniversary o the UniversalDeclaration o Human Rights. The Prize was awarded tothe senior French diplomat and ormer member o the re-

    sistance, Stphane Hessel, who was also a leading humanrights deender who had taken part in the drating and adop-tion o this historic document.

    I am deeply pleased that the UNESCO/Bilbao Prize 2010is awarded to Ms Asma Jahangir, a renowned lawyer, ad-vocate o the Supreme Court o Pakistan and President oits Bar Association. Asma Jahangir has devoted her timeand energy to the cause o deending human rights, espe-cially those o religious minorities, women and children. TheUNESCO/Bilbao Prize recognizes her relentless work at thenational and international levels and her courageous deter-mination to act, oten at personal risk.

    As the United Nations Special Rapporteur on Freedom o

    Religion or Belie, Asma Jahangir has initiated and encour-aged intercultural dialogue between countries and contrib-uted signicantly to the rise o tolerance, mutual understand-ing and cooperation or peace. Asma Jahangir is a convincedadvocate o education as the way to enhance the under-standing o cultures and religions and to root out the causeso intolerance and discrimination. It is signicant that theUNESCO/Bilbao Prize is awarded to Asma Jahangir in 2010,the International Year or the Rapprochement o Cultures asproclaimed by the General Assembly o the United Nations,and which UNESCO is leading.

    The ceremony to award the UNESCO/Bilbao Prize to AsmaJahangir takes place on December 10th, Human Rights Day,devoted this year to human rights deenders who act to enddiscrimination. I take this opportunity to renew my gratitudeto the City o Bilbao and its Mayor, Mr Iaki Azkuna, or theirinvaluable support to UNESCO.     Le Prix UNESCO/Bilbao pour la Promotion dune culture des droits de lhomme rcompense des organisations et desparticuliers ayant apport une contribution signicative la cause des droits de lhomme par le biais de lducation et dela recherche.

    Cr en 2008, grce au gnreux soutien de la ville de Bilbao,le Prix UNESCO/Bilbao sinscrit dans le prolongement du PrixUNESCO pour lducation aux droits de lhomme, cr en1978 pour le 30e anniversaire de la Dclaration universelledes droits de lhomme. Pendant trente ans, cette rcom-pense a permis de sensibiliser et dencourager lducationaux droits de lhomme, en rendant hommage aux eortsaccomplis dans ce domaine. Vclav Havel (RpubliqueTchque), Vitit Muntarbhorn (Thalande), lAcadmie mexi-caine de droits de lhomme (Mexique), lInstitut arabe pourles droits de lhomme (Tunisie) et le Centre pour les droits de

    Lengagement dune ville comme Bilbao aux cots delUNESCO est un signe ort, dont il aut bien mesurer limpor-tance. La ville est, par excellence et depuis ort longtemps, lelieu o les hommes et les emmes doivent apprendre vivreensemble. En ce dbut de 21e sicle, o plus de la moiti dela population mondiale est citadine, la ville devient un espacestratgique entre tous pour la dense de la dignit humaine.Dans le monde actuel, globalis, urbanis, compos de soci-ts diverses de plus en plus htrognes, le respect des droitsde lhomme est un devoir de plus en plus imprieux.

    La premire dition du Prix UNESCO/Bilbao eu lieu en2008, pour le soixantime anniversaire de la Dclarationuniverselle des droits de lhomme. Le prix ut dcern auranais Stphane Hessel, diplomate, gure de la rsistanceranaise, vigoureux denseur des droits de lhomme, or-

    tement impliqu dans la rdaction et ladoption de ce textehistorique.

    Je suis trs heureuse que le Prix UNESCO/Bilbao (2010) soitdcern cette anne Madame Asma Jahangir, juriste renom-me, avocate la Cour suprme du Pakistan et Prsidentede son Association du Barreau. Madame Asma Jahangir aconsacr sa grande nergie et sa orce de conviction la pro-tection des droits de lhomme, notamment des minorits reli-gieuses, des emmes et des enants. Le Prix lui est remis enreconnaissance de son immense travail accompli au niveaulocal mais aussi international, et pour la tnacit dont elle a suaire preuve, souvent au risque de sa vie.

    En tant que Rapporteur spcial des Nations Unies sur lalibert de religion ou de conviction, Asma Jahangir a sudvelopper le dialogue interculturel entre les pays et contri-buer de ce ait une meilleure tolrance, comprhensionmutuelle et la coopration pour la paix. Elle dend que ldu-cation est la cl dune meilleure cohabitation des cultures etdes religions, le meilleur moyen dliminer durablement lescauses proondes de lintolrance et de la discrimination. Ilest signicati que le Prix UNESCO/Bilbao lui revienne en2010, dclare Anne internationale du rapprochement descultures par les Nations Unies, sous lgide de lUNESCO.

    a be hstoc nd geogphc oveveBilbao, also known in the Basque language (or Euskera) as Bilbo,is the largest city in the Basque Country (Spain), and the capitalo the Basque Province o Vizcaya. It has 353,000 inhabitants,although this gure rises to 900,000 i we include the whole met-ropolitan area, which reaches all the way down the Nervin Estu-ary (also known in Basque as Ibaizabal, which translates literallyas wide river). Gran Bilbao, as this metropolitan area is called,extends all the way down to the point at which the estuary fowsinto the Bay o Biscay, at the oot o the Vizcaya Bridge, an archi-tectural iron wonder which was declared a World Heritage Siteby UNESCO in 2006.

    Bilbao was ounded in the year 1300, and today has a thriving,lively, commercially active historic quarter o notable architec-tural value, with medieval remains and numerous constructionsdating rom the 15th century onwards. Since its oundation, Bil-bao has always been a major trade centre, a hub o movementrst or the Vizcayan iron that Shakespeare mentions in some o

    his plays, and later or Castilian wool on its way to the British tex-tile mills o the incipient industrial revolution. This is the sourceo Bilbaos close relationship with England, a relationship stillevident today in the style o many o its houses, as well as in itsSociedad Bilbana, a turn-o-the-century imitation o the classicBritish gentlemens club. Being located just 120 kilometres romthe French border, the city also has a decidedly French favour,particularly evident in its 19th century suburbs. Bilbaos Basqueroots, then, merge with Mediterranean and Castilian infuences,and are seasoned with a wide range o international favours.

    As a result o its natural resources, location and, above all, the leg-endary drive o its entrepreneurs, Bilbao was one o Europes earli-est industrial centres. The consequences o this are still evidenttoday, when we enter a branch o the BBVA bank in Mexico or Co-lombia, or example, or when we buy our electricity rom Iberdrolain the United States or Great Britain. Both o these multinationalcompanies were originally set up in Bilbao, and still have theirheadquarters in the city. This tradition o entrepreneurship is stillvery much alive today, and Bilbao is currently home to a number ocompanies who are leaders in their respective elds, such as the

    well-known antivirus sotware developer PANDA Security.

    Bilbao has always been a cosmopolitan crossroad, open to thesea and trade, innovative and, above all, committed to culture andsolidarity.

    a Cty o Cutue nd EductonToday, Bilbao is known throughout the world or its amous Gug-genheim Museum, but art lovers should not miss a trip to theMuseum o Fine Arts, a building which is over one hundred yearsold and which is, ater the Prado, the second largest art gallery inSpain. Bilbao, birthplace o the classical composer Juan Criss-tomo de Arriaga, has its own symphony orchestra which shareshead oces with the Basque symphony orchestra. Both inhabit-ants and visitors can also enjoy a much acclaimed annual operaseason. The citys most internationally amous pianist, JoaqunAchcarro, is a UNESCO Artist or Peace.

    Bilbao has numerous theatres, concert halls, public and private

    exhibition rooms and a Conerence Centre, the Euskalduna,which has won much international acclaim.

    On the banks o the Nervin River stands the Jesuit Universityo Deusto, which or the last 120 years has nourished the mindso countless intellectuals, businessmen and politicians rom allover Spain and, more recently, Latin America. The city also hasan equally prestigious Engineering School, as well as a Universityo the Basque Country campus.

    Don Miguel de Unamuno, intellectual par excellence o the early20th century Spain that died with the Civil War, and the citys mostnotoriously controversial son (oten more loved and appreciatedoutside Bilbao than by the Bilbainos themselves), had a uniquerelationship with his native city, characterised by a mixture o love

    and criticism.

    But art and culture are, above all, evident in the citys streets andpeople. Bilbao is a bilingual city (Spanish and Basque) in whosestreets it is no longer unusual to hear English or French being spo-ken by university students on exchange programmes, Italian or Ger-man being spoken by tourists or indeed, any o over 90 languagesrom all 5 continents which are spoken today in Bilbao thanks to theimmigration o both students and workers.

    Bilbao is a city open to creativity, innovation and the cultural in-dustry. It has a lm school, a dance school, an innovative culturalcentre located in the old grain market and a world-amous cui-sine which is constantly evolving and experimenting, and whichis based on the highest-quality products rom both land and sea.

    Once a grey, damp, dark, industrial city, Bilbao has, thanks to thedetermination and tenacity o its inhabitants, reinvented itsel as acity o culture, tourism and services; a riendly, pleasant place to

    live and visit, ull o light and wonderul city walks.

    Bbo, cty commtted to Sodty, Pece ndHumn rghts.In a Basque Country oten known or the cruel, anachronistic per-sistence o political violence born o anaticism (which, ortunately,is increasingly being conned to marginal, minority segments othe population), Bilbao, in keeping with its enlightened, humanisttradition, has made a rm commitment to tolerance, solidari ty, hu-man rights and a culture o peace, as the hallmarks o its identityand its institutional and citizen-based activities.

    Bilbaos Peace Week is held every year at the end o Januarywith the aim o ostering education or peace and plurality. Theevent seeks to summarise and oer a global view o all the dierentinitiatives carried out in Bilbao in relation to the culture o non-violence. Seven days in which associations, groups, recreationalorganizations, retirement and pensioners clubs, companies work-ing in the eld o inormation and art, the media and citizens in

    general, all actively participate in the various events.

    The programme o events includes conerences, orums, exhibi-tions, workshops, lm screenings and recreational activities inwhich citizen participation is vital.

    Bilbao also organises a Local Peace Forum involving representa-tives rom various political parties, universities, the Bilbao Dioceseand related associations.

    The city has established a major public programme or interna-tional development cooperation and has a broad network o local

    NGOs, which work in a wide range o dierent elds in under-privileged or poverty-stricken countries. The work carried out byNGOs is evident in the countless aid, awareness-raising and edu-cational initiatives (many o which are unded by the City Council)which take place almost daily in the citys streets, cultural centresand schools. Thousands o Bilbainos (as the local inhabitants callthemselves) have travelled all over the world to participate in anendless variety o dierent solidarity projects and initiatives. Wher-ever you go, be it Arica, America or Asia, there is almost boundto be a son or daughter o Bilbao cooperating or working with thelocal or international institutions or NGOs.

    The Pedro Arrupe Institute or Human Rights at the University oDeusto, and the Hegoa Institute o International Development andCooperation Studies at the University o the Basque Country, bothrun internationally renowned postgraduate courses, doctoratesand research programmes.

    As part o its ongoing eort to remain aithul to this commitment

    and these identiying characteristics, the city has joined orceswith UNESCO to create the UNESCO/BILBAO Prize or the Promo-tion o a Culture o Human Rights. To this end, Bilbao has turnedto one o its local civil society organizations: the UNESCO Centrein the Basque Country, locally known as UNESCO Etxea, whichis based in Bilbao and whose status as ocial liaison has beeninternationally recognized by UNESCO. Together, UNESCO Etxea,a highly prestigious institution both in Bilbao and within UNESCOitsel, the Bilbao City Council and UNESCO, have orged an alli-ance to promote a Culture o Human Rights at an international

    A lawyer by proession and a leading human rights activist,Asma Jilani Jahangir was born in 1952 in Lahore, Pakistan.

    She did her BA rom Kinnaird College, Lahore and her LLBrom Punjab University. She also holds Honorary Doctoratesin Law rom University o Saint Gallen, Switzerland, QueensUniversity, Canada and Amherst College, United States o

    America.

    Historically Asma Jahangir has infuenced major social andpolitical issues in Pakistan.

    In 1980, soon ater her LLB, Asma Jahangir and her sister,Hina Jilani, got together with ellow activists and lawyersand ormed the rst law rm run by women in Pakistan,which was ollowed by AGHS Legal Aid, the rst ree legalaid centre in Pakistan. Initially, the activities were ocused

    on providing legal aid to women, but gradually these acti-vities increased to including legal awareness, education,protection rom exploitation, legal research, counseling andproviding legal assistance as well. The AGHS Legal Aid Cellin Lahore also runs a shelter or women, called 'Dastak'. In1980, Asma Jahangir and her ellow activists also helpedorm the Women's Action Forum (WAF).

    Asma Jahangir has been an advocate or gender equality.

    She has been a staunch critic o laws discriminating therights o women, and has been involved in a number olaw suits generated thereby. Her commitment led to impri-sonment and later to her house arrests. She and her amilyreceived various death threats. On 12 February 1983, thePunjab Women Lawyers Association in Lahore organizeda public protest (she was one o its leaders) against theProposed Law o Evidence, during which Asma Jahangir

    and other participating WAF members were conronted bythe police and arrested. Thanks to Asma Jahangirs eorts,many cases o injustice towards women have come to lightand she managed to alleviate the lie o many persecuted

    people. Some amiliar names are Saa Bibi, Saima Waheed,Jehan Mina and Shahnaz Bibi. One o the most controversialcases was her advocacy o Saa Bibi, a blind 13-year-old girlwho was raped by her employers, and as a result becamepregnant, yet ended up in jail charged with zina (adultery). Inprotest, 25-50 women members o WAF held their rst streetdemonstration in 1983 to protest against this case deendedby Asma Jahangir who with her ellow activists managed tooverturn her death sentence.

    In 1995, she received numerous death threats or herdeence o Salamat Masih, a ourteen-year old Christian boysentenced to death or allegedly writing blasphemous wordsagainst Islam on the wall o a mosque. In 1999, Asma andher sister, Hina Jilani, a ellow lawyer and activist, were againsubject to death threats ater representing Samia Sawar, a 32year-old woman who was seeking divorce rom her abusivehusband. Samia had turned to her amily or help but they hadreused to help her obtain a divorce. When Samia continued

    to seek a divorce, Samias amily had her murdered in broaddaylight in the very law oces o Asma and Hina. Apparently,the amily believed that Samia's actions were dishonourableto the amily.

    To promote gender equality and empower women, AsmaJahangir has also proposed interactions on the civil societylevel through social exchange combined with eorts to uplitthe status o women and at the same provide nancial stabi-lity through business and job opportunities to poor Pakistani.

    In addition to being an advocate o Supreme Court o Pakistan,Proessor o Law at Quaid-e-Azam Law College, Lahore, sheworked as Chairperson and Honorary Board Member o theHuman Rights Commission o Pakistan (HRCP).

    Since 1987, the Human Rights Commission o Pakistanhas developed, under the leadership o Asma Jahangir, tobecome a broad-spectrum, countrywide human rights body.

    Nationally, HRCP has established a leading role in providinga highly inormed and independent voice in the struggle orhuman rights and democratic development in Pakistan - arole increasingly recognized internationally, also. It is an inde-pendent, voluntary, non-political, non-prot making, non-governmental organization, registered under the SocietiesRegistration Act (XXI o 1860), with its Secretariat oce inLahore. Its mission includes:

    On 27 October 2010, Asma Jahangir was elected as Presidento Pakistans Supreme Court Bar Association. She is now therst woman to lead the most prestigious association o the

    legal community in Pakistan.

    Asma Jahangir was actively involved in the human rightswork at the international level.

    She co-chaired South Asians or Human Rights.

    She is Vice-President o the International Federation orHuman Rights (FIDH).

    From August 1998 to July 2004 she served as a SpecialRapporteur o the United Nations Commission on Extrajudicial,Arbitrary or Summary Executions, a task that had taken her toAghanistan, Central America and Colombia.

    From August 2004 to July 2010 she served as a SpecialRapporteur o Freedom o Religion or Belie o the UnitedNations Commission on Human Rights. Her eorts advancethe mutual understanding o religions in a time o conronta-

    tion and violence. In her ocial capacity she has initiated andencouraged intercultural dialogue between countries. Sheoperated on the assumption that religion is part o culture andthat dierent religions share sucient values and standardsto allow them to show respect or each others worldviews.

    Asma Jahangir is recipient o several national awards, inclu-ding Sitara-i-Imtiaz (Star o Distinction) in 1995 and Hilal-i-Imtiaz (2009) the highest civilian award. In recognition o

    The Foundation or a Culture o Peace (Fundacin Culturade Paz) was established in Madrid in March 2000. Its aim isto promote a culture o peace, human rights, non-violence,tolerance and dialogue among civilizations. Its Chairman isFederico Mayor Zaragoza, and a group o eminent gures,including Nobel Peace Prizes, participate in its activities:

    Oscar Arias, Mikhail S. Gorbachev, Rigoberta Mench, AdoloPrez Esquivel, Shimon Peres and Desmond Tutu.

    The Foundation seeks to contribute to building and consoli-dating the culture o peace through refection, research, edu-cation and on-the-spot action. Its activities ocus mainly onlinking and mobilizing networks o institutions, organizationsand individuals who have proven their commitment to thevalues o the Culture o Peace.

    The Foundation's concrete actions ocus mainly on inorma-tion and educational activities. The media constitute anotherundamental means o spreading the culture o peace basedon human rights.     The Non-Governmental Organization "France Land o Asylum"(France terre dasile - FTDA) was created in Paris, in 1971.This humanitarian organization aims at promoting the right oasylum and human rights o migrants in France and Europeby conducting legal work, undertaking engaged actions aimed

    at inormation, awareness-raising, sensitization o public andprivate stakeholders, as well as interventions o a humanita-rian nature. FTDA is member o the Executive Council o theEuropean Council on Reugees and Exiles (ECRE) and membero the European Union Agency or Fundamental Rights.

    One o the major French civil society organizations specializedin the protection the rights o individuals, FTDA constantlyghts or the respect o international obligations such as the

    1950 European Convention or the Protection o Human Rightsand Fundamental Freedom and the Geneva Convention rela-ting to the Status o Reugees, 1951.

    FTDA is a very infuential organization in France that takescare o almost 4,000 people every day. Its ght is based on theprinciples o social justice, Republican equality and its actionis based on application o a solidarity rather than charity logic.

    In the 30 years o FTDAs action, the world has been hit by

    several conficts triggering the exodus o millions o peoplerom their home countries. FTDA has contributed to help hun-dreds o thousands o people rom South Asia, Latin America,Arica, the Balkans, and Aghanistan. The UNESCO GoodwillAmbassador Miguel Angel Estrella, ounder o the InternationalFederation Musique Esprance, was one o them.

    The International Federation Musique Esprence (FdrationInternationale Musique Esprance FIME) is a non-

    governmental Organization, the purpose o which is to promote

    human rights and intercultural dialogue through music. It

    was ounded in 1982 by the Argentinean pianist, MiguelAngel Estrella. FIMEs Headquarters are in Paris, France.Its main activity is the organization o musical workshops inunderprivileged areas, like prisons, communitarian centresand shanty towns, all over the world. Particular attention ispaid to children and young people, to teaching them, throughmusic, human values, solidarity, respect or the Other, hisor her culture, religion, inculcating the principles o justice,equality, non-violence, peace and dialogue.

    FTDA and FIME work hand-in-hand on several activities, in par-ticular one called Music, a Bridge between Here and There.The project is based on the organization o music workshopsor isolated minor migrants taken in by FTDA. The purpose isto promote the integration o migrants in France, saeguardingtheir cultures, developing social links and promoting sharing.

    Both Non-Governmental Organizations maintain ocial rela-tions with UNESCO.

    Founded in 1996 in Pealoln, Chile, the Corporation VillaGrimaldi Peace Park (Corporacin Parque por la Paz VillaGrimaldi) is a Non-Governmental Organization that activelypromotes truth, justice, reparation and respect or humanrights. The Corporation strives to preserve the historicalmemory o the Villa Grimaldi that, during the dictatorship, was

    an interrogation, detention and torture centre or political pri-soners. About 5,000 detainees were brought to Villa Grimaldiduring this time, and at least 240 disappeared and wereprobably killed by DINA. Former Chilean President, MichelleBachelet and her mother Angela Jeria, were amongst thosetortured at Grimaldi. With the return to democracy, the loca-tion so tragically tainted has evolved and is now the site othe Villa Grimaldi Park or Peace.

    Since its establishment, the Villa Grimaldi Peace Park hascarried out signicant work in the eld o human rights edu-cation with great success on national and international levels.

    Among the activities implemented are: seminars in humanrights education, guided visits, school classes and universitycourses (in dierent languages), and training or governmen-tal and non-governmental entities. Important internationalauthorities have taken part in these celebrations and guidedvisits to learn more about Chilean history.

    Villa Grimaldi Peace Park holds an annual commemorationon the National and International Day o the Detained andDisappeared (30 August) and on other signicant InternationalHuman Rights Days (International Day against Torture, etc.).

    The Peace Park has published several books to inorm abouthuman rights violations in the past, and also to oster humanrights education to break down prejudices and discriminationand strengthen tolerance. This material is oered to schools,universities and civil society actors.

    Other examples o its activities are: its support in the esta-blishment o other National Memorials dedicated to thevictims o the military regime; the creation o an exhibitiono photographs and objects in memory o disappeared detai-nees and the recording o 110 testimonies o victims o the

    detention centre; Cinema and Memory season, etc.

    COrPOraTiON ParC POUr la Paix Villa GriMalDiFonde en 1996 Pealoln, Chili, la Corporation est uneorganisation non gouvernementale qui dend activementla vrit, la justice, la rparation dans un souci de respectdes droits de lhomme. La Corporation lutte pour prserver ledevoir de mmoire des personnes dtenues et disparues laVilla Grimaldi, qui a servi comme centre de dtention et detorture pendant la dictature militaire (1973 1990). Environ5.000 dtenus ont t amens la Villa Grimaldi lpoque,

    240 au moins, ont disparu probablement assassinspar la DINA. Lex prsidente chilienne, Michelle Bachelet,et sa mre, Angela Jeria, ont t tortures Grimaldi. Avecle retour la dmocratie, lendroit, teint de tragdie, estdevenu le Parc pour la paix Villa Grimaldi.

    Parmi les activits entreprises par la Corporation on comptedes sminaires sur lducation en droits de lhomme, desvisites guides, des cours aux coles et aux universits (dansdes direntes langues) ainsi que des ormations conuespour les entits gouvernementales et non gouvernemen-tales. De hautes autorits internationales ont particip cesactivits et visites guides an de mieux connatre lhistoirechilienne.

    Le Parc pour la paix Villa Grimaldi organise une commmora-tion annuelle pour la Journe nationale et internationale despersonnes disparues (le 30 aot) et pour dautres journessignicatives pour les droits de lhomme comme la Journeinternationale contre la torture, etc.

    Le Parc pour la paix a publi une quantit considrablede matriel dnonant les violations passes aux droits delhomme. Prjugs, discriminations, tolrance, ont partiede son programme dducation en matire des droits delhomme dans les coles, universits, acteurs de la socitcivile.

    Dautres exemples de ses activits sont souligner comme

    la cration de monuments nationaux ddis aux victimes durgime militaire, galement lexposition de photographies etobjets en mmoire des personnes disparues, lenregistrementde 110 tmoignages de victimes du centre de dtention, lasaison de Cinma et Mmoire, etc.

    Ms. Zerrougui has had a distinguished career working to-wards the strengthening o the rule o law, in particularthrough the administration o justice, and in human rights.

    Beore her appointment to Algerias Supreme Court in 2000,she served as a judge on the rst instance Tribunal rom1980 to 1986, and on the Court o Appeals rom 1986 to1997. From 1998 to 2000 she was legal adviser to the Cabi-

    net o the Ministry o Justice. Since 2000, she has also heldthe position o Charg de mission in the Presidency o theRepublic o Algeria.

    Ms. Zerrougui has been a member o the Working Group onArbitrary Detention under the United Nations Human RightsCouncil since 2001, and served as the Working GroupsChairperson-Rapporteur rom 2003 until May 2008. Shehas previously served as an expert member o a number oworking groups and committees under the Commission onHuman Rights.

    She graduated rom the Ecole Nationale dAdministration(Algiers) in 1980. Since 1993, she has held various aca-demic positions at law schools in Algeria, and is now associ-ate proessor o the Ecole Suprieure de la Magistrature(Algiers). She has published extensively on the administra-tion o justice and human rights.

    Mme Zerrougui a men une carrire remarquable au coursde laquelle elle a travaill au renorcement de la primautdu droit, en particulier dans le domaine de ladministrationde la justice et des droits de lhomme.

    Avant sa nomination en 2000 la Cour suprme algrienne,Mme Zerrougui tait, de 1980 1986, juge au Tribunalde premire instance; et de 1986 1987, juge la Cour

    dappel. De 1998 2000, elle tait Conseillre juridique aucabinet du Ministre de la justice en Algrie. Depuis 2000,elle a aussi occup le poste de Charge de mission laPrsidence de la Rpublique dAlgrie.

    Mme Zerrougui est depuis 2001 membre du Groupe detravail sur la dtention arbitraire du Conseil des droits delhomme, et elle a t, de 2003 mai 2008, Prsidente/Rapporteur du Groupe de travail.     Proessor Kinhide MUSHAKOJI, a reputed Japanese authorityon international aairs and a lielong peace advocate, is cur-

    rently Vice-President o the International Movement against AllForms o Discrimination and Racism (IMADR, Tokyo, Japan)and Executive Director o the Centre or Asia Pacic Partner-ship at the Osaka University o Economics and Law.

    Kinhide Mushakoji was educated at Gakushuin University inTokyo and the Institut des Sciences Politiquesat the Universityo Paris. He has been a visiting proessor at Princeton Univer-sity and Northwestern University in the U.S.A. Subsequently,he was a Senior Specialist at the East-West Center in Hawaiiand Consultant to the Committee on Society, Development andPeace in Geneva.

    He has been on the Board o several organizations, amongthem, the Japanese Peace Studies Association and the Inter-national Peace Research Association. He was also Vice-Pres-ident o the International Political Science Association, and amember o the Executive Board o the Japanese Political Sci-ence Association. He is also a member o the Japanese As-

    sociation o International Relations. During his long-standingacademic career, Proessor Mushakoji occupied a number oimportant positions: he was Chairperson o the Asia-PacicHuman Rights Inormation Centre (Hu-Rights Osaka); Directoro the Institute o International Relations at Sophia Universityin Tokyo which he ounded in 1969, a year ater joining theSophia aculty; and Vice-Rector o the Regional and GlobalStudies Division o the United Nations University (1976-1989).

    In addition to his other commitments, Mr K. Mushakoji is aProessor in the Department o International Relations o theChubu University and the Director o the Chubu Institute oAdvanced Studies. He has published books and articles inJapanese and English at the local and international level on avariety o issues, including on peace and security, racism anddiscrimination, patriarchal democracy, tracking o womenand the sex industry, cultural development and internationalpolitics. Among his publications are: An Introduction to PeaceResearch, Japanese Foreign Policy in a Multi-Polar World and
