●  Minimum Support Price ●  The MSP is the rate at which the government buys grains from farmers. ●  Reason behind the idea of MSP is to counter price volatility of agricultural

commodities due to the factors like variation in their supply, lack of market integration and information asymmetry.

●  Fixation of MSP ●  The MSP is fixed on the recommendations of the Commission for Agricultural

Costs and Prices (CACP). ●  Factors taken into consideration for fixing MSP include:

○  Demand and supply;

○  Cost of production (A2 + FL method)

○  Price trends in the market, both domestic and international;

○  Inter-crop price parity;

○  Terms of trade between agriculture and non-agriculture;

○  A minimum of 50% as the margin over cost of production; and

○  Likely implications of MSP on consumers of that product.

●  The CACP is an attached office of the Ministry of Agriculture and Farmers Welfare, formed in 1965. It is a statutory body that submits separate reports recommending prices for Kharif and Rabi seasons.

●  National Commission on Farmers: Swaminathan Committee ●  On 18th November, 2004, the Union government formed the National Commission on Farmers

(NCF) with MS Swaminathan as its chairman.

○  The main aim of the committee was to come up with a sustainable farming system, make farm commodities cost-competitive and more profitable.

●  It, in 2006, recommended that MSPs must be at least 50% more than the cost of production. ●  It talked about the cost of farming at three levels:

○  A2: All the types of cash expenditure to generate the crop like seeds, manure, chemicals, labour costs, fuel costs and irrigation costs.

○  A2+FL: It includes A2 plus an imputed value of unpaid family labour.

○  C2: Under C2, the estimated land rent and the cost of interest on the money taken for farming are added to A2 and FL.

●  Crops covered ●  Government announces minimum support prices (MSPs) for 22 mandated crops and fair and

remunerative price (FRP) for sugarcane. The mandated crops are 14 crops of the kharif season, 6 rabi crops and two other commercial crops. In addition, the MSPs of toria and de-husked coconut are fixed on the basis of the MSPs of rapeseed/mustard and copra, respectively. The list of crops are as follows.

●  1850 to 1904: developed by leaders like Dadabhai Naoroji, Gokhale, Ranade, Tilak, G. V. Joshi and Bhaswat K. Nigoni. This was also known as First Swadeshi Movement.

●  1905 to 1917: Began in 1905, because of the partition of Bengal ordered by Lord Curzon.

●  1918 to 1947: Swadeshi thought shaped by Gandhi, accompanied by the rise of Indian industrialists.

●  1948 to 1991: Widespread curbs on international and inter-state trade. India became a bastion of obsolete technology during the licence-permit raj.

●  1991 onwards: liberalization privatisation and globalization. Foreign capital, foreign technology, and many foreign goods are not excluded and doctrine of export-led growth resulted in modern industrialism.

●  The Swadeshi movement started with the partition of Bengal by the Viceroy of India, Lord Curzon in 1905 and continued up to 1911. It was the most successful of the pre-Gandhian movement. Its chief architects were Aurobindo Ghosh, Lokmanya Bal Gangadhar Tilak, Bipin Chandra Pal and Lala Lajpat Rai, V. O. Chidambaram Pillai, Babu Genu. Swadeshi, as a strategy, was a key focus of Mahatma Gandhi, who described it as the soul of Swaraj (self rule). It was strongest in Bengal and was also called the Vandemataram movement.

●  Centre has also allocated over 1 thousand 832 crore rupees for implementation of Jal jeevan mission in Bihar during 2020-21.

●  Assam has planned to provide functional tap connections to 13 lakh rural households in 2020-21, out of total 63 lakh households.

●  The state has planned to immediately provide household tap connections to all remaining households belonging to weaker and marginalised sections on a priority basis.

●  Jal Jeevan Mission was announced by the Prime Minister Narendra Modi last year aims to provide tap water connections to 18 Crore rural households of the country by the year 2024.

•  Government has pledged to make an Atma Nirbhar Bharat. A 1500 crore interest subvention for small business and cottage industries has been announced under Mudra Shishu loan.

•  Under this scheme, one lakh beneficiaries can avail interest benefit of 2 per cent for a year.

•  A Rs 5000 crore package was announced for the roadside hawkers.

•  Under this, 50 lakh street vendors can avail loan upto Rs 10,000.

•  Street vendors can contact any nationalised bank to avail the benefit.

•  सरकार ने आत्मनिर्भर भारत बनाने का संकल्प लिया है। मुद्रा व्यापार ऋण के तहत लघु व्यवसाय और कुटीर उद्योगो ंके लिए 1500 करोड़ की ब्याज सहायता की घोषणा की गई है।

●  The National “Artificial Intelligence Portal” of India called “ai.gov.in” has been launched by the Union Minister for Electronics and IT, Law and Justice and Communications Ravi Shankar Prasad.

●  It has been jointly developed by the Ministry of Electronics and IT along with IT Industry.

●  The portal will be jointly run by the National e-Governance Division of Ministry of Electronics and IT along with National Association of Software and Service Companies (NASSCOM) from the IT industry.

Govt bans file sharing website ‘WeTransfer’ citing security reasons सरकार न ेसुरक्षा कारणों का हवाला देते हुए फाइल शेयरिंग वेबसाइट ‘WeTransfer’ पर

●  The government has ordered internet service providers to block computer file sharing website WeTransfer due to security reasons.

●  The order issued by the department of telecom on May 18 directed all ISP to block two download links on the Dutch website WeTransfer and also the entire website www.wetransfer.com.

●  The DoT has received reference from the ministry of electronics and IT to block the website and two download links immediately.

●  Exact reason for blocking of the website could not be ascertained.

•  सरकार ने इंटरनेट सेवा प्रदाताओ ंको सुरक्षा कारणों से कंप्यूटर फाइल शेयरिंग वेबसाइट ‘WeTransfer’ को ब्लॉक करन ेका आदेश दिया है।

•  18 मई को दूरसंचार विभाग द्वारा जारी आदेश ने सभी आईएसपी को डच वेबसाइट वेट्रांसफर और पूरी वेबसाइट www.wetransfer.com पर दो डाउनलोड लिंक को ब्लॉक करने का निर्देश दिया।

•  DoT ने वेबसाइट और दो डाउनलोड लिंक को तुरंत ब्लॉक करने के लिए इलेक्ट्रॉनिक्स और आईटी मंत्रालय से संदर्भ प्राप्त किया है।

Ministry of Tribal Affairs announces inclusion of 23 additional MFP items in MSP list जनजातीय मामलों के मंत्रालय ने एमएसपी सूची में 23 अतिरिक्त एमएफपी वस्तुओं को शामिल करने की घोषणा

●  Ministry of Tribal Affairs has announced inclusion of 23 additional Minor Forest Produce (MFP) items in Minimum Support Price (MSP) list.

●  They include Van Tulsi seeds, Van Jeera, Mushroom, Black Rice and Johar Rice among others.

●  The decision enhancing the coverage from 50 to 73 items comes in view of the COVID-19 pandemic so that much needed support could be provided to the tribal MFP gatherers.

●  14 of the newly added items, otherwise agricultural produce, are not commercially grown in the North Eastern part of India but are found to grow in the wild in forests.

●  Hence, the Ministry has favourably considered to include these specific items as MFP items for the North-East.

•  जनजातीय मामलों के मंत्रालय ने न्यूनतम समर्थन मूल्य (MSP) सूची में 23 अतिरिक्त लघु वन उपज (MFP) वस्तुओं को शामिल करन ेकी घोषणा की है।

•  नए जोड़े गए वस्तुओ ंमें से 14, अन्यथा कृषि उपज, भारत के उत्तर पूर्वी हिस्से में व्यावसायिक रूप से नहीं उगाए जाते हैं, लेकिन जंगलों में जंगली तरीको से उगते पाए जाते हैं।

•  इसलिए, मंत्रालय ने उत्तर-पूर्व के लिए इन विशिष्ट वस्तुओं को एमएफपी आइटम के रूप में शामिल करने के लिए अनुकूल माना है।

●  Minimum Support Price (MSP) ●  The Union Cabinet, in 2013, approved a Centrally Sponsored Scheme for marketing of non-nationalized / non

monopolized Minor Forest Produce (MFP) and development of a value chain for MFP through Minimum Support Price (MSP).

●  This was a measure towards social safety for MFP gatherers, who are primarily members of the Scheduled Tribes (STs) most of them in Left Wing Extremism (LWE) areas.

●  The Ministry of Tribal Affairs will be the nodal Ministry for implementation and monitoring of the scheme. The Minimum Support Price would be determined by the Ministry with technical help of TRIFED.

•  Odisha, Sikkim and Mizoram have been included in the Integrated Management of Public Distribution System (IM-PDS) scheme as part of the nationwide portability of benefits under the National Food Security Act (NFSA) through ''one nation, one ration card'' plan.

•  It aims to enable the NFSA ration card holders claim the entitled quota of subsidised grain from any ePoS-enabled FPS anywhere in the country by using their ration card after Aadhar authentication on ePoS.

•  With the inclusion of three more states, the facility will now be available in 20 states/UTs.

•  By August, Uttarakhand, Nagaland and Manipur would also be added to the national cluster.

•  ओडिशा, सिक्किम और मिज़ोरम को राष्ट्रीय खाद्य सुरक्षा अधिनियम (NFSA) के तहत लाभ के राष्ट्रव्यापी पोर्टेबिलिटी के हिस्से के रूप में '' एक राष्ट्र, एक राशन कार्ड '' के तहत एकीकृत वितरण प्रबंधन सार्वजनिक वितरण प्रणाली (IM-PDS) योजना में शामिल किया गया ह।ै
