* The Secretariat was established in UNEP/RRC.AP in 2002 (IG2 Decision in 2000), it was rearranged and the UNEP ROAP is functioning as the Secretariat in May 2015 (IG15 Decision in 2013).
** Ad hoc Research Planning Group (under the TF on Research Coordination) is now developing new research proposals on PM2.5 and SLCPs to obtain external funds.
*** 1 new EG will be established in 2016 to revise 2 technical manuals. (Manuals for Air concentration monitoring in 2013 and Dry deposition flux estimation in 2010)

i) More than 1/3 of world population and more than 1/5 of the area on the earth.
ii) However air quality especially in all of
developing counties is very serious. Furthermore, air quality in Japan and R.
of Korea has been affected from
surroundings especially PM and ozone.
1. In accordance with the request from participating countries for future development of the EANET, the Network Center developed Draft Report of the (Pre-)feasibility Study on the Expansion of the Scope of the EANET, and the discussion was made at the EANET Sessions (WG, SAC, IG) in 2014-2015.
2. Finally following activities (Category 1-2) were included in the EANET activities from 2016 though the scope of the EANET was not expanded.
1) Category 1 (Strengthening current monitoring activities) Promotion of the monitoring of ozone and PM2.5 including research cooperation; Capacity building activities especially for ozone and PM2.5 monitoring; Increasing number of EANET monitoring sites; and Strengthening understanding and capacity for monitoring of meteorological
parameters. 2) Category 2 (Promotion of activities other than monitoring) Promotion of information exchange on clean air technology, etc.; Promotion of research and technical cooperation on emission inventory; and Promotion of research activities on EC and OC, etc.
3. However it was not agreed to include following items in the EANET scope. Monitoring of EC, OC, VOC, and submission of the emission inventory by each country. Name change to “Air Pollution Monitoring Network in East Asia (EANET)”.
Discussion on the expansion of the scope of the EANET will be implemented after 2021.

3. Implementation of the Feasibility Study on the Expansion of the Scope of the EANET
1. In order to further promote transparent and efficient activities and to achieve the objectives of the EANET, and based on the results of the review of the current activities and the outcomes of the Feasibility Study on the Expansion of the Scope of the EANET, at the IG17 in November 2015, the EANET developed the Medium Term Plan (MTP) for the EANET (2016-2020) as the third MTP for the EANET.
2. The MTP includes all of EANET activities and relevant information in 2016-2020 as follows:
(1) EANET activities in 2016-2020 (totally 33 activities) with Implementation year (2) Estimated cost of all of activities of the Secretariat and the Network Center The MTP also includes: 3) Expected output, 4) Milestone, 5) Indicator, and 6)
Lead organization/partner of each activity.
3. Taking into account of the 1 year total cost/budget plan (average of 5 years) of the Secretariat and the Network Center in the MTP, flat rate amount voluntary financial contribution from the participating countries to the Secretariat and the Network Center budgets in 2016-2020 will be implemented using the latest UN assessment scale.

4. Development of the Medium Term Plan for the EANET (2016-2020)
1. Monitoring of acid deposition including related chemical substances (PM and ozone), review for data quality and completeness. (10 activities)
2. Strengthening current monitoring especially PM and ozone through research, capacity building and increasing number of monitoring sites. (4 activities)
3. Activities other than monitoring including information exchange on clean air technologies, emission inventories, and research activities on EC and OC, etc. (8 activities)
4. Providing policy relevant information including development of Third Periodic Report on the State of Acid Deposition in East Asia (PRSAD3) in2016. (2 activities)
5. Promotion of public awareness through workshops, etc. (1 activity)
6. Enhancement of Intergovernmental Cooperation including EANET Sessions (IG, SAC, WGF, STM, TFs/EGs, etc.), and review (implementation of feasibility study) on setting up of a (plan of) new Network Center(s), etc. (5 activities)
7. Enhancement of cooperation and collaboration including sharing a common understanding on atmospheric environmental issues among the scientific community such as the APCAP Science Panel. (3 activities) (Totally 33 activities)
