Veterans’ Trust Fund

• Draft Notice about Maintenance and Use of Veterans’ Trust Fund reviewed by State Veterans’ Commission at February 2013 meeting.

• Notice is now prepared as “Statement of Policy”

• A draft has been handed out to the members at June meeting.

Veterans’ Trust Fund

• Substantive provisions largely unchanged since February except for Veterans in Need of Temporary Assistance.

• In earlier draft, this subject was to be handled by a grant agreement with the Pennsylvania Veterans Foundation.

• In current draft, payments to veterans in need will be made directly from Veterans’ Trust Fund.

Veterans in Need of Assistance• Veterans in Need of Temporary Assistance is

designed to supplant unfunded Veterans Emergency Assistance Program– Provides clarification of eligibility

• Necessities of living

• Income replacement

• Increased costs to replace necessities of living

– Provides statewide standard payments based on demonstrated need

– Provides payments for up to 4 months

Disabled Veterans’ Real Estate Tax Exemption Program

– At its April meeting, the State Veterans’ Commission approved new standards for applying the rebuttable presumption of need.

–There is currently a rebuttable presumption of need if the applicant’s income is $85,168 or less.

–New standards are to take effect July 1.

–DMVA has received legislative request that the Commission reconsider the new standards and delay effective date.

b. Military Family Relief Assistance Program – SB 923 introduced by Senators Baker and Robbins on 15 May 2013, referred to VA&EP Committee
