Sciences
Member of the NMSU Graduate Faculty. Elected to Graduate Council (one of
only two campus-wide elected committees on campus) where I served as Chair
(one year), Co-Chair (two year) and, Ex-officio Chair (one year). Responsibilities
include teaching, research, and service for a growing, progressive department
offering a SABPAC-approved Bachelor of Community Health and a CEPH-
accredited Master of Public Health in Community Health Education at NM’s land-
grant University. Teaching responsibilities include a wide range of undergraduate
and graduate courses in public health and Medical Anthropology for the
Department of Anthropology (FA16). Serve on various departmental, college and
university committees as well as serving on various MPH, Comprehensive
Examination, and doctoral committees (Nursing Department). Serve as Dean’s
Representative for graduate exams. Conduct research on biocultural-ecological
aspects of health, rural health, international/global health, public health policy
and administration, health disparities, community health. Incorporate students into
research projects.

Core public health faculty in the nationally recognized interdisciplinary rural health
care program, winner of the 2007 National Rural Health Association “Outstanding
Rural Health Program Award.” This interdisciplinary program has placed medical,
nursing, and public health service research and learning teams in rural since the
early 1990s. Served as public health member of the University Interdisciplinary
Curriculum Committee and helped develop major revisions to the program
designed to increase interdisciplinary activity among the disciplines involved and
encourage other disciplines to participate in the program. Represented the
department on various community, regional and state committees (specific list
reported under appointments). Participated in development and writing of PhD
program proposal. Developed community health programs, e.g., Community
Health Fair at annual electric co-op meeting and Emergency Preparedness
Health Fair. Conducted community assessments and oversight of community
based participatory partnership projects. Supervised interdisciplinary community

Educational Coordinator
Managed Egyptian and American employees in Department of Education and
Training in a project to design and establish, in conjunction with Egyptian
Counterparts at the Egyptian Ministry of Health and Population (MOH), a new full-
range post-graduate medical, nursing, and allied health training center.
Developed institutional action plan, which included needs assessment,
instructional strategies, course selection, task analysis, evaluation methods,
information delivery systems, and student, trainer, and committee criteria.
Managed budget >$200,000. Directed education organizational, operational and
human resource strategies. Developed and implemented annual budget.
Supervised team designated to design, implement, and manage a full-range of
post-graduate medical, nursing, and allied health educational training programs.
Programs included instructor-led, laboratory, computer based training (CBT), web
based training (WBT), and train-the-trainer programs. Developed institutional plan
of action that included needs assessment, instructional strategies, course
selection, task analysis, evaluation methods, information delivery systems, and
student, trainer, and committee criteria. Coordinated with Egyptian Counterpart
to develop curricula, train-the-trainer, and training materials to transition the
program to a totally Egyptian run program. Supervised curriculum, survey, in-depth
questioning, and focus group content development. Supervised development for
evaluating program courses, trainees, trainers, and skill acquisition. Organized
initial preparation of 14 instructional laboratories. Facilitated committee meetings
and focus groups. Provide liaison with the Ministry of Health and Population and
international healthcare stakeholders.

Distinguished Visiting Professor and Consultant
Developed and taught courses at the Advanced Management Institute in
Mohandaseen, Cairo, Egypt. Language of instruction in the branch of the French
based university was English. Graduate students were Egyptian (native-Arabic
speakers) enrolled in a Masters of International Business Administration Program
sponsored by the Operational Unit for Development Assistance (OUDA – a United
Nations Development Programme), the Arab League and ESLSCA. Courses
developed and taught include International Relations, Cross-cultural
Communication, and International Political Economy.
Developed curriculum plan for a Health Care Certificate for the Master of
International Business Administration program.

Director, Ethnographic (Qualitative) Field Methods Schools in Egypt
Designed, managed, and directed the first anthropology departmental
international research methods field schools in 1994/95 and 1996 in Egypt.
Developed and managed field school budgets of approximately $39,000 for
1994/95 and $46,000 for 1996. The content focus for each field school was: Health
Care, Public Policy, and Sustainable-Economic Development. The field methods
focus for each program included topics such as: community assessment,
interviewing techniques, mapping and photography, and participant observation.
Supervised 26 graduate and undergraduate students in Egypt during the two field
seasons for a combined total of approximately six weeks. A third field school
scheduled with 18 students, cancelled on November 18, 1997, three weeks prior to
departure, due to security concerns.
Taught a wide variety of undergraduate and graduate courses as an adjunct
faculty member (see list under Teaching). Average course load per semester was
3 or 4 courses. Participated on committees to establish a School of Public Health
for the university’s Ft. Worth campus.

International Health and
Assistant Professor of Preventive Medicine and Community Health
Coordinated international health conference on rural health, co-sponsored by the
University of Texas Medical Branch – Galveston (UTMB), the Pan American Health
Organization (PAHO) and the World Health Organization (WHO).
Performed governmental affairs and health policy analysis for UTMB. Successfully
developed bilateral programs between UTMB and the Kasr el Aini Medical School
(Cairo, Egypt). Presented lectures to medical students on topics such as health
planning, economics, and administration; health policy; and regulatory affairs.
Conducted research on international health in Egypt and the United Arab Emirates.
At the request of the Texas Senate, administratively re-assigned to Senator Chet
Brooks office (April – May 1989) to negotiate final wording and passage of the
Omnibus Health Care Rescue Act (HB18) of 1989 with Texas House of
Representatives sponsor and stakeholders. At the request of the Texas House of
Representatives, administratively re-assigned to Representative Frank Madla’s office
from July 1990 – February 1991, to conduct interim studies on two topics: Mail Order
Prescription Drug Programs in Texas and Licensing and Regulation of Medical
Laboratories.

Director of Research for Health Policy (“Staff Consultant”)
Senior Health Policy Analyst: analyzed political dynamics, wrote legislative
committee reports, drafted legislation, and successfully negotiated legislative and
regulatory policy that resulted in passage and implementation of major state health
legislation. Develop budgets and conduct budgetary analysis, e.g., rural health
budget of approximately $12,000,000 plus other statewide multi-million dollar
budgets. Conducted statistical and demographic analyses for evidence based
legislative studies. Conducted statewide program evaluations. Testified before
legislative committees and state agency boards. Provide technical assistance and
liaison to elected officials, advocacy groups, state agencies, and professional
organizations.
Represented the Texas Senate and Senator Brooks as a health expert member of
the Texas-Egyptian Delegation on Health and Human Services in Cairo, Egypt.
Develop and write legislative health policy studies (legislative “interim” reports),
published by the Texas Senate. Among the several legislative interim reports I
authored for the Texas Legislature was the Joint Task Force Report on Rural Health in
Texas (with J. Heckler), which resulted in passage of the Omnibus Health Care
Rescue Act (HB18), a.k.a., “Rural Healthcare Act,” 71st Legislature. Major provisions

Served with the university president’s Assistant for Legislative Affairs to analyze health
policy and prospective legislation effects on the university. Conducted legislative
affairs and represented the University to the Texas Legislature and the Texas
Congressional delegation. Developed and implemented educational seminars for
elected officials and their staff.
Conducted analysis related to health policy, planning, and development,
governmental relations, regulatory affairs, health services planning and

Implemented research protocol; directed data collection; and analyzed data for
a multi-million dollar project of essential hypertension (persistently elevated blood
pressure) among a tri-ethnic population of urban adolescents. Conducted
exercise stress tests, collected expired gases, and took anthropometric
measurements to evaluate physical fitness and obesity.
