2. Social Protection Analysis and Strategy Design: Substantial experience in poverty, inequality assessment; review of social protection systems from life cycle perspective and design of national social protection strategies.

a. Have worked as a key member of team composed of national and international experts to formulate the national social security strategy for Bangladesh. More specifically the tasks involved preparing background papers for the strategy centering around life cycle approach staring from infancy to death; assessing the financing aspects of the NSPS involving cost calculation and resource mobilization; assisting the formulation team in drafting of the NSPS; developing a Micro-simulation model assessing the cost and poverty implications of the NSPS proposed schemes and estimating the cost implication of proposed schemes and their financing through assessing the revenue potentials.

b. Prepared five backgrounds for the national social security strategy for Bangladesh:

c. Have completed the national social protection strategy for the Kingdom of Lesotho with Nicholas Freeland. The tasks involved preparing strategies centering around life cycle approach with special focus infant; children; disability and old age; assessing the cost implication of the NSPS; assisting the formulation team in drafting of the NSPS; developing a Micro-simulation model.

d. Have recently completed two studies on cost and financing options for the master plan for social assistance reform (MPSAR) in Viet Nam. The tasks involved preparing strategies centering around life cycle approach with special focus infant; children; disability and old age; assessing the cost implication of the NSPS; assisting the formulation team in drafting of the NSPS; developing a Micro-simulation model. Two papers have been prepared in connection with MPSAR:

i. Vietnam Master Plan for Social Assistance Reform (MPSAR)-Costing Implication and Financing Options.

ii. Is there a trade-off between Social Assistance and Investment in Viet Nam? Application of a SAM based Model.

e. Have been working as the team leader for updating social protection strategy for Mongolia. The tasks includes coordinating the tasks international consultants (4) and national consultants (4); preparing 17 background papers for the strategy; analysing data; constructing costing and micro-simulation models for impact assessment and producing reports.

3. Medium Term National Plan Formulation:

a. Have worked as a key member of team composed of experts to formulate the Seventh Five Plan for Bangladesh (i.e. 2016-2020). More specifically the tasks involved economic projection, macro consistent projections for sectoral growth, employment and poverty. Assisted in the draft of the seventh plan. Have worked to complete two background studies on (i) Tourism sector strategy for the seventh plan; and (ii) Strategies for the lagging region in Bangladesh.

b. Have worked as a key member of team composed of experts to formulate the Sixth Five Plan for Bangladesh (i.e. 2011-2016). More specifically the tasks involved economic projection, projections for sectoral growth, employment and poverty by representative household groups.

4. Technical Framework for the Medium Term Plan: led the development of the following modules of the technical framework:

a. Construction of a Technical Framework for Bangladesh Five Year Plans to provide consistent macroeconomic and sectoral projections for 2016-2020 (Seventh Five Year Plan) and 2011-2015 time-period (Sixth Five Year Plan).

b. Construction of Input-Output table and Social Accounting Matrix (SAM) for Bangladesh for 2012 (Seventh Five Year Plan) and 2007 (Sixth Five Year Plan) using National Accounts and other Datasets depicting Major Socio-economic Relationship between Sectors, Factors, Institutions and Household Groups.

c. GDP, Employment and poverty impact analyses of various interventions combining survey based data with economic, employment and poverty modules. Economic Analysis with Social Accounting Matrices and Input-Output Tables and CGE model.

d. Worked as a team leader and macro economist to construct a Macro Economic Framework for the Ministry of Finance.

5. Poverty and inequality analysis and Proxy Means Test (PMT) estimates using the unit record data of household budget surveys.

6. Construction of Micro-simulation models for policy analysis (e.g. tax policy; social protection; expenditure etc.).

7. Monitoring, Evaluation and Economic Appraisal:

a. Economic Appraisal of project applying NPV; IRR and B/C ratios. Conducted Economic appraisal of Padma Bridge and economic analysis of commissioning of Jamuna Bridge.

b. Worked as the lead consultant to evaluate the progress of “Geographical Targeting Strategy” in Bangladesh under a contract from UN Resident Coordinator Office.

c. Worked as a team member of a four member review team to review the performance of the BRAC’s ultra poor programmes in Bangladesh.

d. Worked as a team member of a four member to study Cost effectiveness of selected livelihoods interventions in Bangladesh.

e. Worked as a team leader of a two member review team to assess progress of DFID project “Strengthening Government Social Protection for the Poor” under the aegis of the Finance Division, Ministry of Finance.

f. Worked as a key member of team to evaluate the UNDP project “Urban Partnership for Poverty Reduction (UPPR)” and to formulate national urban poverty reduction strategy for Bangladesh.

g. Worked as a member of team to monitor and Evaluate of the Sixth Five Year Plan using the results based monitoring and evaluation framework.

8. Training and Capacity Building: Involved in training of government officials in the areas of macroeconomic framework, medium term expenditure framework (MTEF) and poverty analysis and project appraisal.

9. Support to Bangladesh Bureau of Statistics (BBS) on National Account (update, production and compilation)

a. Acted as an expert to review the base year update of SNA to 2006 from 1996. b. Acted as a member of expert group formed by Bangladesh Bureau of Statistics to periodic

review of SNA in Bangladesh. c. Developed a month long training materials for BBS staff on National Accounts and acted as

an instructor.

10. Support to Other Countries on National Account and Input-output Table Construction

a. Updated Social Accounting for India for 2006 with funding from CUTS International. b. Updated Social Accounting Matrices for Indonesia and Mozambique for Policy Option
