The Welfare Reform Bill: Changes to Housing Benefit

From April 2013, the Government is proposing to reduce the amount of Housing Benefit (HB) paid to working age customers (customers not yet in receipt of the state pension) who have spare bedrooms in their homes.

If you are of working age, and have a spare room, you will have your HB reduced if you are in one of the following groups:• ifyouaresingle,andliveinatwo(ormore)

bedroomed property;• acouplelivingaloneinatwo(ormore)

bedroomed property; or• familiesinthree(ormore)bedroomed

accommodation where children could share a bedroom - in other words, if you have two children of the same sex aged under 16, or two aged under 10,

regardless of sex.

Reduction in benefit for people under-occupying their homes

Direct payment of Housing Benefit

At the moment, Housing Benefit can be paid either to the customer or directly to the landlord. On a phased basis starting in October 2013, most customers will start having rent paid to them, instead of directly to their landlords.

Although there will be some exceptions for vulnerable people, it is essential all customers have a way of paying their rent as soon as they receive their payment.

This could have a big impact on the way customers manage their money, so it is important that you start to think now about how the changes

might affect you. There are some things you should consider, such as getting a bank account, paying your rent by direct debit, budgeting regularly and doing a financial health check. Stockport Homes can help you with all of these if you get in touch.

If this affects you, it is estimated that you will lose around £12 to £22 per week, depending on how many spare rooms you have.

Stockport Homes’ staff are celebrating after the organisation was ranked number 42 in The Sunday Times 100 Best Not-For-Profit Organisations To Work For 2012.

This is the third consecutive year that Stockport Homes has achieved a place in the prestigious annual listings, which measure employees’ opinions about working for the organisation.

In addition to its ranking within the Top 100 employers, Best Companies also awarded Stockport Homes its second ‘two star’ award which equates to a company rating of ‘outstanding’.

Repairs Contact Centre moves in-house

Tenancy termination recharges

On 1 April Stockport Homes welcomed the Repairs Contact Centre Team, following its transfer from Stockport Council.

This move will bring a host of service benefits to you because the team will have much closer liaison with our core technical, administrative and managerial staff. It will also provide Stockport Homes with better opportunities to improve customer service in the future.

As a fully integrated team we will be able to:• providequickeranswerstoissues;• delivermuchgreater‘right-first-time’responses;• developafullerunderstandingofyourconcerns;

Between April 2011 and January 2012, there were 746 tenancies ended. In 64 per cent of these cases, the outgoing customer was charged for damage or for clearing rubbish or furniture, which amounted to a whopping £244,000!

• offermoreflexibilitythroughanenhancedappointment system, including the ability, where required, to provide specific time slot, evening and weekend appointments.

Partnership ignites the largest UK renewable heating scheme

The wins a national award for excellence in gas safety

Stockport Homes is proud to announce a partnership agreement with the UK’s largest energy supplier British Gas.

The partnership will see over £13million of investment, supported by the Community Energy Saving Programme (CESP), delivered by autumn 2012. The funding will be used to upgrade district heating schemes at Mottram Street, York Street and Hollywood Towers, as well creating a new district heating system at Heaton and Norris Towers.

The upgrades of these heating systems will convert them from gas to biomass fuel. This will see significant reductions to carbon emissions, improved level of customer heating control and increased thermal comfort. The funding will also be used to provide over-cladding to the high-rise blocks which are served from these district heating networks.

Stockport Homes’ main heating and gas safety contractor, The Dodd Group, has been announced as silver award winner in the Morgan and Lambert Benchmarking and Service Provider Award for Excellence Scheme.

Morgan and Lambert audit the gas servicing work done on Stockport Homes’ behalf. They check that all aspects of the gas safety check have been completed correctly and the certificate is accurate. The Dodd Group has consistently received high audit results over the last financial year, thus ensuring the safety of our properties and residents.

Steve Gapik, National CESP Manager, British Gas said: “British Gas is delighted to be partnering Stockport Homes on this innovative programme. Having formed a successful partnership to deliver the first phase at Lancashire Hill, we look forward to rolling out this programme of heating renewal before the end of 2012.”

Older, but bolder onlineYork Street Tenant and Resident Association (TRA), Millbrook Community Café, Oldham Drive TRA, Cherry Tree TRA and customers from Birch Court and Oak Tree Court Sheltered Schemes have been working with a local organisation called StartingPoint that is based in the precinct in Woodley. StartingPoint provides training courses and support for customers who want to learn to use the internet and get the most out of using computers.

Customers have used computers to research ancestry and history and one of the groups has visited StartingPointandenjoyedafishandchipdinnernext door. There is nothing fishy in the relationship here – Taylors Fish were responsible for setting up StartingPoint as a ‘social enterprise’, aimed at supporting the local community and providing a friendly place to meet.

Sustainability news

Making a difference togetherStockport Homes has been helping to improve the local environment and provide opportunities for young people aged 18-24 to secure employment and training, as part of a partnership project with Stockport Council and Blue Sky (part of Groundwork Trust).

Blue Sky was set up in 2005 to give paid work to people coming out of prison, to enable them to move successfullyintolong-termemployment.Theprojecthas been supported with funding from Stockport Council, Groundwork Trust and Stockport Homes.

Neighbourhoods for improvement have been identified through consultation with customers and partners as part of estate walkabouts, inspections, physical and perception surveys. To date:

• 430environmentalprojectshavebeencompleted;

• 13 people aged 18-24 years old with a criminal record have been provided with employment;

• 85% have achieved at least one accredited qualification;

• 28 have achieved accredited qualifications, including health and safety at work, manual handling and grounds maintenance; and

• 61% people have secured onward employment (compared to the national average of 48%).

Since our launch last year, the Customer Scrutiny Panel has been busy looking at Stockport Homes’ services. We completed our first review of how empty properties are repaired and let in September and are currently looking at the Sheltered Housing Service.

The Super Six are a set of six indicators that were chosen by customers from a list of indicators that Stockport Homes uses to manage its performance. They were selected by customers because they were deemed to be of particular interest and represent a balanced set of the organisations performance measures.

We had 86 complaints between October and December. This figure has been gradually reducing for the past two years. Complaints tend to relate to repairs, home improvement and housing management issues. Almost half of these complaints were about policy issues and we will feed these in when policies are reviewed.

Stockport Homes’ anti-social behaviour

(ASB) Service is very pleased to

announce a new partnership with Victim

Support, which sees the appointment of

Gary Johnson from Victim Support to the

new position of ASB Support Worker.

This new post has been funded by Stockport

Homes to enhance the support service already

provided by the ASB Team. It will bring specialist

support to Stockport Homes’ customers whose

lives are affected by ASB.

Customers who feel they need further emotional

support while their case is being handled will be

referred to Gary by Stockport Homes Officers.

Gary will complete a full assessment for the

customer and offer emotional and practical

support. This could include arranging for extra

locks or security lights to be fitted or agreeing

regular contact with victims.

Should an ASB case go to court, Gary will be able

to take victims and witnesses to visit the court

before the trial so that they become familiar with

the layout and to help going to court feel less

daunting.

Gary will also be at Court with witnesses on

the day of the trial, making sure they feel

supported. This will include arranging for

witnesses to sit in a separate and comfortable

waiting area, away from the perpetrator.

Ongoing emotional support will be provided

byGaryand/orVictimSupportcommunity

volunteers for those customers who require this

service. This can include signposting or referral to

other agencies, as appropriate.

If you would like to purchase your contents insurance with Zurich they can now offer a five per cent discount. To receive a quote, simply call 0800 86 86 86 and request a ‘contents only’ quote, advising the sales team that you have existing buildings insurance policy with Stockport Council (please quote the policy number which can be obtained from Tracy Nield).

As you may be aware, Stockport Homes also offers a comprehensive contents insurance cover to both tenants and leaseholders. This has now been extended to other occupiers such as family members of tenants of an unfurnished let (leasehold properties only).

Changes leaseholders need to know about Ground rent

From April 2012 Stockport Council will no longer issue leaseholders with their annual ground rent invoice because this service has been transferred to Stockport Homes. We hope leaseholders will benefit from this in the following ways:

• StockportHomesoffersanumberofpaymentoptions;

• forthosewhopaytheirservicechargesbydirect debit, we will include this charge in the instruction which we hope you find more convenient;

• ifyouhaveaqueryregardingyourinvoiceorpayment option, the Leaseholder Officer can deal with the enquiry promptly;

• thechargewillbeincludedonyourstatementswhich makes it easier for you to monitor; and

• changesofcircumstancearedealtwithatonepoint.

Building insurance

The Leasehold and Customer Finance Teams have being working hard to set up a new building insurance policy which is value for money. The good news is that the new contract, based on the same policy cover as before, will result in a reduced premium rate from April 2012. The new standard* rate per thousand pounds insured will reduce from £1.99 to £1.484** which is a great saving in the current financial climate.

Remember: If you no longer live at the property or the property is empty for more than 30 days it is vital that you advise Tracy Nield, Leasehold Officer on 0161 218 1364 to prevent any issues should you need to make a claim.

*The standard rate does not include exceptions, such as non-standard builds or some instances of sub-letting where there is a higher risk to the insurance provider. **Confirmation of the new insurance charge was sent to leaseholders at the end of February.

Fair processing notice

Stockport Homes needs to make sure that the information it holds about its customers is accurate and up-to-date. This is a requirement of the Data Protection Act.

Stockport Homes works with companies that compare customers’ information, such as names and address, against records held by other organisations to see how closely they match. This is called Data Matching. If Data Matching identifies incorrect records, the reasons for this can be investigated and they can be corrected.

When Stockport Homes works with other companies in this way, a written agreement is put in place. This is to make sure that the other companies manage customers’ information to the same standards as if Stockport Homes was doing work itself.
