Editor’s NoteI welcome dear readers to the 159th issue of CJ! This issue also features news of important events that took place in the past month.

The major highlight of the past month was the appointment of Mr. Ibrahim Shareef Mohamed as the new Commissioner General of Customs. Mr. Shareef was appointed to the position after relieving former Commissioner General Mr. Mohamed Junaid of his duties.

Customs management held a special function to bid farewell to the former Commissioner General of Customs Mr. Mohamed Junaid. This ceremony was attended by Commissioner General of Customs Mr. Ibrahim Shareef Mohamed, Deputy Commissioner Mr. Ismail Abdulla, and other senior executives of Maldives Customs Service. In the ceremony, Mr. Junaid was presented with a plaque of recognition and appreciation for his services. He was also presented with his retirement card.

As the first official visit since taking office, Commissioner General of Customs Ibrahim Shareef Mohamed visited South Regional Customs Offices. This trip took place from the 6th to 8th May 2016. During his three-day visit to the South Region, Commissioner General met with the staff of S. Gan and S.Hithadhoo Customs and briefed them about his expectations with regard to work conduct and discipline. He also inaugurated a branch of CRC by the name ACRC in Addu City which was established to achieve the broader goals of CRC among the staff based in the southern region.

In the area of enforcement, MCS intercepted three consignments of contraband goods during the past month. The contraband goods include heroin and live birds. In the first drug seizure on 03rd May, Customs seized 940 grams of powdered heroin from a 29 year old Maldivian male who arrived from Sri Lanka (via Colombo) via Srilankan Airlines. The other seizure was also made on 27th April in which live birds were seized from a 35 year old Maldivian male who arrived to Male from Bangkok.

In the month of May, An agreement was been signed between Allied Insurance and Maldives Customs Service to provide corporate group Health Takaful (Ayadi Takaful) to the officers of Maldives Customs Service and their family. The Health Takaful package has an annual limit of MVR 150,000 per person, and covers medical bills incurred as inpatient or outpatient due to accident or illness. The package also covers healthcare from various countries including India, Sri Lanka and Thailand.

MCS also hosted the fifth meeting of the South Asian Sub-regional Economic Cooperation, “SASEC Customs Sub-group”, in Kurumba Maldives from 26th-28th May 2016. The SASEC is a sub-regional organization formed by the Asian Development Bank (ADB), whose main mandate is to work for the regional integration, development and trade facilitation. This meeting was opened by the Honorable Minister of Economic Development, Mr. Mohamed Saeed.

In sports, Customs Recreation Club became the Runners up of Inter-Office Handball tournament after losing the finals to Maldives Immigration. The first CRC inter-section carom tournament was also held in the month of May. Team SOS emerged as the winners in the male category after beating Sea Cargo Examination while Team Passenger Clearance beat Team SOS to become the champions in the women’s category.

The Commissioner General has published the procedural

guidelines for assigning, transferring and revoking official

appointments. With this publication, all temporary

appointments will become permanent, and the use of the

phrase “acting” before appointee titles will be abolished.

With the new guidelines, officers can hold a position

of appointment for two years before it is reviewed or

revoked. The guidelines also allow Superintendents and

higher ranking officers to hold the position of Section

Head, and Chief Customs Officers to hold the position of

Deputy Section Head. The lowest appoint of Assistant OIC

can be held by a Senior Customs Officer Grade 3.

The Commissioner General of Customs, in his directive

number 18/2016 has established the procedural

guidelines on processing declarations and releasing

goods under a risk management system. The guidelines

were published with the purpose of facilitating compliant

traders by providing a fast service to them, and detect

incompliant traders whose goods must be subjected to

more extensive checking.

According to these guidelines, there are 4 risk channels

which set service standards for processing import and

export declarations; green, yellow, orange and red. The

most compliant traders get routed through the green

channel, whereas the most incompliant traders are set to

the red channel. The risk management system categorizes

trader profiles into 4 levels depending on their risk level.

At the goods examination stage, only 5% of goods have to

be checked in the green channel. However, goods coming

in through the red channel have to be fully checked, and

50% of goods coming in through the orange channels will

also be checked.

His Excellency President Abdulla Yameen Abdul Gayoom has appointed Mr. Ibrahim Shareef Mohamed as the new Commissioner General of Customs.

President Yameen handed over the letter of appointment to Mr. Shareef at a ceremony held at the President’s Office on 24 April 2016. Mr. Shareef was appointed to the position after relieving former Commissioner General Mr. Mohamed Junaid of his duties.

Prior to being appointed as Commissioner General of Customs, Mr. Ibrahim Shareef Mohamed had been working as the CEO of Maldives Ports Limited.

On behalf of all the staff of Maldives Customs Service, we thank Mr. Mohamed Junaid for his services to the organization, and congratulate Mr. Ibrahim Shareef Mohamed on his appointment to the position of Commissioner General.

Customs management held a special function on 3 May 2016 to bid farewell to the former Commissioner General of Customs Mr. Mohamed Junaid. This ceremony was attended by Commissioner General of Customs Mr. Ibrahim Shareef Mohamed, Deputy Commissioner Mr. Ismail Abdulla, and other senior executives of Maldives Customs Service.

In the ceremony, Mr. Junaid was presented with a plaque of recognition and appreciation for his services. He was also presented with his retirement card.

On behalf of the management, three executives including Commissioner General Mr. Shareef, spoke praising Mr. Junaid for his remarkable leadership qualities and humble personality. He was particularly praised for his outstanding passion for employee satisfaction and their well-being.

Speaking at the ceremony, former CG Mr. Junaid said that it was a huge pleasure to have worked with Customs staff and expressed his gratitude for the love and support he received from the staff during his leadership.

Mr. Mohamed Junaid joined Customs on November 17, 2015. He was succeeded by Mr. Ibrahim Shareef Mohamed on April 24.

Commissioner General of Customs Ibrahim Shareef Mohamed visited South Regional Customs Offices on an official tour which took place from the 6 - 8 May 2016. He was accompanied by Deputy Commissioner of Customs Ismail Abdulla, Chief Superintendent Abdulla Waheed, Deputy Chief Superintendent Fathimath Mohamed and Senior Superintendent Ahmed Simah.

During his three-day visit to the South Region, Commissioner General met with the staff of S. Gan and S.Hithadhoo Customs and briefed them about his expectations with regard to work conduct and discipline.

Acting Head of S.Gan and S. Hithadhoo Superintendent Mohamed Ibrahim in his speech highlighted that it was a great honor that Commissioner General’s first official visit after taking office was to the South Region and thanked him in this regard. He also highlighted that these regional trips show the emphasis Commissioner General gives towards the development of customs offices across the country. Major work involved at these two offices along with statistical data and challenges faced in the day to day running was also presented in this meeting.

A friendly football match was played between a team from S. Hithadhoo Customs and S. Gan Customs on 7 May 2016 which was won by S. Gan Customs by 2 sets to 1.

This match was officiated by Commissioner General Ibrahim Shareef Mohamed.

Another highlight of this trip is the opening of the ACRC Game Centre. The Game Centre was officially opened by the Commissioner General Ibrahim Shareef Mohamed and Deputy Commissioner Ismail Abdulla opened the ACRC Game Centre on 7 May 2016.

ACRC is a branch of CRC established in Addu City to achieve the broader goals of CRC among the staff based in the southern region. An Executive Committee has also been elected to carry out the activities of ACRC.

At the moment, the Game Centre has facilities to play Billiard. The executive committee has plans to make arrangements to add Carom, Dart, Garlendo, TT and Badminton in the near future.

An agreement has been signed between Allied Insurance and Maldives Customs Service on 12 May 2016, to provide corporate group Health Takaful (Ayadi Takaful) to the officers of Maldives Customs Service and their family.

In a ceremony held at Maldives Customs Service, the agreement was signed by the Commissioner General of Customs, Mr. Ibrahim Shareef Mohamed and the General Manager of Allied Insurance, Mr. Niyaz Mohamed.

Speaking after the signing, Commissioner General Mr. Shareef expressed his gratitude for providing an insurance product for Customs officers, and at a lower rate compared with other corporate health insurance

policies. He highlighted on the benefits of the package and invited Customs staff to join the insurance scheme.

General Manager of Allied Insurance Mr. Niyaz also expressed his happiness in being able to provide Customs officers with the corporate health insurance scheme, and recommended Customs officers to not wait until the last moment to enroll in the Health Takaful package.

A Memorandum of Understanding (MoU) has been signed between Maldives Hajj Corporation Limited and Maldives Customs Service on 5 May 2016. In a ceremony held at Maldives Customs Service, the MoU was signed by the Commissioner General of Customs, Mr. Ibrahim Shareef Mohamed and the Managing Director of Maldives Hajj Corporation Limited, Mr. Yamin Idrees.

The purpose of the MoU was to provide a scheme for the staff of Maldives Customs Service and their family members, to save money for Hajj pilgrimage and Umrah.

Former Commissioner General of Customs, Mohamed Junaid along with Senior Superintendent, Ahmed Niyaz and Chief Customs Officer, Hawwa Rasheeda visited Sri Lanka on the 7 April 2016 to attend the “Bilateral Meeting with Sri Lanka Customs”.

In this 5 day long visit, the meeting held in Sri Lanka discussed mainly about establishing a mechanism for electronic exchange of data. More to it, the meeting highlighted on the proposed draft of Agreement on Cooperation and Mutual Administrative Assistance in Customs matters finalizing the dates and venue for signing of the Agreement. And finally thoughts were exchanged about areas where mutual cooperation and coordination that could be exchanged.

The meeting ended on the 11 April 2016, and former Commissioner General with two of the other officers returned to Maldives.

CG Meets with U.S. Department of Homeland Security Official

Bilateral Meeting with Sri Lanka Customs DG

The Commissioner General of Customs Mr. Ibrahim Shareef Mohamed has met with the Country Attaché for Maldives from the U.S. Department of Homeland Security, Mr. Satish Mathai at the Customs Building on 1 May 2016.

Speaking at the meeting, Mr. Mathai discussed various issues, mainly highlighting on capacity building of officials in the area of cross border financial investigation. Mr. Mathai also conferred regarding the strengthening of relations and coordination between the various agencies that affiliate in the different customs procedures. He also expressed the eagerness of the New Delhi Mission to provide assistance in areas of technical support and capacity building to the Maldives Customs Service, specifically on profiling and targeting of passengers and cargo.

Speaking at the meeting, Commissioner General Mr. Shareef thanked Mr. Mathai and the New Delhi Mission for their support and contributions to the development of Maldives Customs Service, and urged to work on the ways to strengthen inter-agency coordination between the various border agencies in Maldives.

CG Meeting with Staff

Commissioner General of Customs, Mr. Ibrahim Shareef Mohamed met with the staff of the organization. His meetings started by meeting the officers working in Customs Head Office, Hulhumale Customs, Air Cargo and Passenger Processing at Ibrahim Nasir International Airport and Thilafushi Customs. He concluded the meetings by visiting the regional Customs offices from Seenu, Laamu, Gaafu Alifu, Haa Dhaalhu and Haa Alifu.

During his meetings, he highlighted on the work done by the previous Commissioner Generals and that he would be carrying forward the work done by them, to improve and provide better service for the general public. During his remarks, he also looked into ways to improve the welfare of the staff and training developments.

Fifth meeting of the South Asian Sub-regional Economic Cooperation, “SASEC Customs Sub-group”, was held in Kurumba Maldives on 26 May 2016. The SASEC is a sub-regional organization formed by the Asian Development Bank (ADB), whose main mandate is to work for the regional integration, development and trade facilitation.

This meeting was opened by the Honorable Minister of Economic Development, Mr. Mohamed Saeed. In his opening remarks, Minister highlighted on the importance of Customs in trade transactions and that the regulations of Customs have to be familiar and simplified as much as possible for traders. He also mentioned about the importance given by the President of Maldives, His Excellency Mr. Abdulla Yameen Abdul Gayyoom on trade facilitation which would ultimately make process simplify and harmonized for prospective mega projects like International Airport Development, China-Maldives Friendship Bridge. Minister also urged the delegates from the regional Customs organizations to provide to their respective governments that it is the best time to come and invest in the Maldives.

Commissioner General of Customs, Mr. Ibrahim Shareef Mohamed in his welcome remarks, emphasized on the importance given by Maldives Customs Service to facilitate a better environment for international trade transactions and that he is confident that a better relationship with the regional customs organizations would be established in future.

The main agenda on this Meeting was focused on the status of Asian Development Bank’s funded projects taking place in the regional customs administrations, as well as steps to be taken to move forward with trade facilitation related projects. Currently ADB is providing technical assistance in 3 major areas, namely National Single Window (NSW) and the Risk Management System (RM) and accession to the Revised Kyoto Convention (RKC).

The Meeting, which was chaired by the Assistant Commissioner of Customs Mr. Ismail Nashid, was concluded with the agreement by member Customs administrations that to move forward with the current projects. Asian Development Bank (ADB) expressed their willingness and commitment technically and financially as the case has been in the past.

The 6th Meeting of the SASEC Customs Sub-group will be held in early 2017, in Bhutan.

Customs has intercepted three consignments of contraband goods during the past month of April. The contraband goods include heroin and live birds.

In the first drug seizure on 03 May, Customs seized 940 grams of powdered heroin from a 29 year old Maldivian male who arrived from Sri Lanka (via Colombo) via Srilankan Airlines. Through profiling and targeting, the individual was subject to checking. Upon examination, officers found the powder concealed inside his baggage.

On the same day, 762 grams of heroin was confiscated from the baggage of a Maldivian female who arrived in Male via Srilankan Airlines. This totals the mass of confiscated heroin to 1.7 kilos.

Another seizure was also made on 27 April in which live birds were seized from a 35 year old Maldivian male who arrived to Male from Bangkok. Through intelligence information, the baggage of the said male was inspected. Eleven birds were found hidden inside, including six green cheeks and two eagles.

Both cases have now been handed over to Maldives Police Service for further investigation.

A ceremony was held on the 2 May 2016, to start the training for all the officers on ASYCUDA World. The ceremony was officiated by the Commissioner General of Customs, Mr. Ibrahim Shareef Mohamed.

ASYCUDA World is the successor program to the ASYCUDA ++ which is being used to process declaration forms currently, in Customs. However from the 1 August 2016, ASYCUDA World will be coming into full force.

All Customs Officers, including those at regional offices, Customs brokers, and private personnel at the forefront in the import/export business will take part in this two-month-long training program.

Certificates of recognition were also awarded to Customs Officers who contributed to the development of the training kit and business process re-engineering.

Workshop on Electric Exchange of Data among SASEC Customs Administration

Regional Workshop on Strategic Trade Enforcement

On the 7 of April 2016, three officers namely, Senior Superintendent Khadeeja Moosa, Superintendent Moosa Ali and Chief Customs Officer Ahmed Nazim attended the “Workshop on Electric Exchange of Data among SASEC Customs Administration” which was held in India, under the sponsorship of ADB.

The objectives of this Mission, were to discuss the IT/Technical challenges including architectural messaging, data structure and other related issues as well as the policy, legal and operational implications that were being faced, also the capacity building requirement to support data exchange. The workshop also presented the current best global practices in the area of data exchange.

The workshop aimed for a learning experience which consequently would lead to a collaborative agreement on a proof-of-concept regional point.

The three officials returned back on the 8 of April 2016.

On the 18th of April 2016, Deputy Chief Superintendent Abdulla Ali attended the “Regional Workshop on Strategic Trade Enforcement” which was held in China, under the sponsorship of Japanese Customs Coorporation Fund (CCF/Japan).

This workshop intended to organize a regional Awareness-Raising Seminar in the Asia/Pacific region on strategic Trade Control Enforcement for the prevention of and detention of cross-border trafficking of chemicals, biological, radioactive and nuclear substances and strategic dual-use goods.

This workshop aimed to provide practical assistance and support to the region in the field of STCE prevention of smuggling and/or implementation/strengthening of national STCE programmes.

Deputy Chief Superintendent Abdulla Ali returned after concluding the workshop on the 22nd of April 2016.

WCO Asia/Pacific Regional Workshop on the HS 2017 Implementation

WCO Aisa/Pacific Regional Workshop on Passenger Control

WCO Asia/Pacific Regional Workshop on the HS 2017 Implementation was held in Japan on the 18th of April 2016. This workshop was attended by Chief Customs officer, Ali Zubair under the sponsorship of Japanese Customs Coorporation Fund (CCF/Japan).

This Workshop intended to ensure the uniform interpretation and application of the HS 2017 Nomenclature provisions by Members in the A/P region. It will also focus on the materials developed under the WCO Revenue Package Phase II to respond to Members’ needs in respect of fair, efficient and effective revenue collection.

The workshop concluded on the 22 of April 2016.

On the 23 April 2016, Senior Customs Officer Gr 2, Fazla Ahmed attended the “WCO Asia/Pacific Regional Workshop on Passenger Control” which was held in Thailand, under the sponsorship of Japanese Customs Coorporation Fund (CCF/Japan).

The workshop turned out to be beneficial in terms of identifying common challenges from the broad perspectives and sharing lessons learned from taking remedial actions against those perceived challenges and enforcement gaps.

In this workshop, combating smuggling was addressed to the entire process of passenger control, including intelligence, risk assessment and targeting, conduct of controls, investigations and reporting. Effective use of advance information on air passengers, such as Advance Passenger Information (API) and Passenger Name Record (PNR), turned out to be one of the means to improve risk assessment and targeting for passengers.

Senior Customs Officer Gr 2, Fazla Ahmed concluded the workshop and returned to Maldives on the 29 of April 2016.

Inter Section Carrom Tournament

A friendly carrom tournament was held between the sections of Customs, from 12 to 16 May 2016. The tournament was inaugurated by the Vice President of Maldives Carrom Association, Mr. Ali Mahir. Champion team from the male division was Team S.O.S, who beat Sea Cargo Examination in the final match, whereas Team Passenger Clearance beat Team S.O.S, in the women’s division’s final.

CRC Won Runner Up in 1st Inter Office Handball Tournament

An interoffice handball tournament was held from 5 to 16 May 2016 at the Maafannu Mini Ground 1. From the women’s division, Custom Recreation Club got the runner up title of the tournament. Aminath Shiura Abdul Baree and Aminath Shaina Abdulla was listed among the top six players of the tournament.

Imports rise by 20 per cent in April

Imports rise by 32 per cent in May

The CIF value of goods imported during May has risen by 32 per cent compared to the same period last year. Approximately MVR 3.3 billion worth goods were imported last month.

Machinery imported for Male’/Hulhule bridge project last month largely accounts for the significant increase in the CIF value. As such, 18 per cent of the total imports for the month was imported for those items under this project.

Similarly, the total revenue collected through customs duty and other fees and fines during May also increased by 15 per cent compared to the previous year. A total of MVR 187.4 million was collected through Customs duty last month.

The FOB value of goods exported during May has risen by 6 percent this May compared to the same period last year. As such a total of MVR 393.5 million worth of goods were exported during the said period.

The CIF value of goods imported during May has risen by 32 per cent compared to the same period last year. Approximately MVR 3.3 billion worth goods were imported last month.

Machinery imported for Male’/Hulhule bridge project last month largely accounts for the significant increase in the CIF value. As such, 18 per cent of the total imports for the month was imported for those items under this project.

Similarly, the total revenue collected through customs duty and other fees and fines during May also increased by 15 per cent compared to the previous year. A total of MVR 187.4 million was collected through Customs duty last month.

The FOB value of goods exported during May has risen by 6 percent this May compared to the same period last year. As such a total of MVR 393.5 million worth of goods were exported during the said period.

The CIF value of goods imported during April has risen by 20 per cent compared to the same period last year. Approximately MVR 30.1 billion worth goods were imported last month.

Similarly, the total revenue collected through customs duty and other fees and fines during April also increased by 11 per cent compared to the previous year. A total of MVR 209.7 million was collected through Customs duty last month.

Despite the substantial increase in imports and duty revenue, the FOB value of goods exported during April showed a 2 per cent decrease when compared to the same period of last year.
