What is Disaster ?
Calamity or grave occurrence in any area,
arising from natural or man made causes
Results in substantial loss of life or human
suffering, damage to, and destruction of property
Magnitude is beyond coping capacity of the
community of affected area (Sec. 2(d) of the
Disaster Management Act, 2005)
Disaster Management means
(As per Sec.2(e) of Act)
A continuous and integrated process of planning, organizing,
coordinating and implementing measures which are
necessary or expedient for—
(i) prevention of danger or threat of any disaster;
(ii) mitigation or reduction of risk of any disaster or its severity
or consequences;
(iii) capacity-building;
(iv) preparedness to deal with any disaster;
(v) prompt response to any threatening disaster situation or
disaster;
(vi) assessing the severity or magnitude of effects of any
disaster;
(vii) evacuation, rescue and relief;
(viii) rehabilitation and reconstruction

organize and coordinate specialized training programs
coordinate response to any threatening disaster situation or disaster
identify buildings and places which could, in the event of any threatening disaster situation or disaster, be used as relief centers or camps and make arrangements for water supply and sanitation in such buildings or places
establish stockpiles of relief and rescue materials or ensure preparedness
encourage the involvement of non-governmental organizations and voluntary social-welfare institutions
ensure communication systems are in order, and disaster management drills are carried out periodically
give directions for the release and use of resources available with any Department/ local authority in the district;
control and restrict vehicular traffic to, from and within, the vulnerable or affected area;
control and restrict the entry of any person into, his movement within and departure from, a vulnerable or affected area;
remove debris, conduct search and carry out rescue operations;
provide shelter, food, drinking water and essential provisions, healthcare and services;
establish emergency communication systems in the affected area;
make arrangements for the disposal of the unclaimed dead bodies;
DISTRICT PLAN includes
the areas in the district vulnerable to different
forms of disasters
the measures to be taken, for prevention and
mitigation of disaster, by the Departments
allocation of responsibilities to the Departments
prompt response to disaster and relief thereof;
procurement of essential resources;
establishment of communication links;
dissemination of information to the public;
No court (except the Supreme Court or a
High Court) shall have jurisdiction to
entertain any suit or proceeding in respect
of anything done, action taken, orders
made, direction, instruction or guidelines
issued by the authorities (Sec.71)
No suit or prosecution or other proceeding
shall lie in any court against the authorities

The word cyclone has been derived from
Greek word ‘cyclos’ which means ‘coiling of
a snake’.
The word cyclone was coined by Heary
Piddington who worked as a Reporter in
Kolkata during British rule.
Cyclone means
"Cyclonic Storm" or a "Cyclone" is an intense
vortex or a whirl in the atmosphere with very
strong winds circulating around it in anti-
clockwise direction in the Northern Hemisphere
and in clockwise direction in the Southern
Hemisphere.

Cyclones that struck the
coasts of India Rameswaram Cyclone of 17th to 24th
December 1964 wiped out Dhanuskodi in Rameswaran Island from the map.
Bangla Desh Cyclone of 8-13 November 1970 toll of about 3,00,000 people.
Andhra Cyclone of 14-20 November 1977 that crossed coast near Nizampatnam in the evening of 19th, took a toll of about 10,000 lives.
