1. As per paper read (l) above, Kannur University granted permission to pHApINESInstitute of Positive Health and Psychological Solution, Trikaripur to conduct pG Diploma (1year) inLearning Drsability(PcDlD) with effect from 2014 -15 admission with an intake of 30 students.
2' As per paper (2) above, the Regulation, Scheme, Syllabus and Pattern of euestion papersfor PG Diploma in Learning Disability were implemented with effect from2014 admission.
3' As perthe irnplernented Scheme & Syllabus of the course, the "Medium of Examination,,of the ( PGDLD) course is English.
4. The Course Coordinator PHAPINS Community College, vide paper read (3) above,requested to allow the students of the PGDLD course to write their semester exams in ,Malayalam,language also, stating that most of the students pursuing the course are from different background andthey are repeatedly requesting for the same.
5. The Vice Chancellor, after examining the matter in detail, and in exercise of the powers ofthe Academic Council as per section 1l(1) of Kannur University Act 1996 and all other enablingprovisions read together with, accorded sanction to permit the students to write their exams in Malayalamalso and to modifu the regulation with respect to, Medium of Examination, as ,.English/Malayalam,,
underthe heading Medium of Instruction & Examinations in page no 4 of the Scheme & Syllabus of the postGraduate Diploma in Learning Disability (PGDLD) (lYeay' course with effect from 20lg admission.subject to the reporting to the Academic Council.

Helping children v'rith learning ciisabirities ( LD) to overcome theirproblems is an efforl, v.,ihich must be carried out outside a typicalmedical setting. There is a strong support that they are not to besegregated from normal schools and normal social interactions,and the help must flor,v in the forms of remedial supporls andconfidence building measilres. part of the specialized help mustcome'from teachers in the school, whereas help in lhe form ofassessments and 'd*cision malting require support frompsychologists trained in learning disahility.
Learning disability in children consists of functional inability toreceive and process specific types of information in the brain. Thedisability makes it diffirult for the affected children to learn as fastas other nornral children, despite the faci that they areiniellectually average 0r above averags, Diagnosing LD inchildren and helping them to overcome the disadvantages havebecome exceptionally imporianr in schools. lt is known to beimpoi"tant for the parents and teachers, who have to learp toman*ge them, must possess gcod enough knowiedge of thespecific disadvantages and ih*y nrust know the rationale of effortsafi:jicO for overcoming them.
