1. ExecutiveSummaryThesupplyofdatasciencetrainingacrossEuropehasgrownrapidlyoverthelastfewyears.Thisalsomeansthatthemarketisacrowdedandsometimesconfusingplace.TheEDSAprojectwillbringclaritytothemarketbyconnectinglearnerstothetrainingtheyneed.Learnersandmanagerswillbeabletounderstandwhatskillsareindemand.Theywillbeabletomakeinformeddecisionsaboutthebestwaytodeveloptheseskills.Theywillbeabletoaccessthehigh‐quality,multi‐modallearningsolutionsthatEDSAisdesigninganddeliveringtomeetindustrydemandforskills. Connecting learners to high‐quality learning has the potential to make a long‐term impact on EUeconomiesbybuildingskillsandcapacityindatascience.ThereisthereforevalueinmakingtheEDSAapproachviablebeyondtermoftheproject. InthefollowingpagesweshareinitialinsightsintohowEDSAcanbeaviable,long‐termproposition,andadraftofanEDSACharterthatwillbetheagreedbasisforcooperationbetweencurrentandfutureEDSApartners. ThegoaloftheEDSACharteristodescribethestructuresandrelationshipsrequiredtomaintainEDSA’svaluableofferingbeyond2017.Earlyresearch,consultationwiththemarketandindustryinputhavesuggestedoptionsforaminimumEDSAofferthatcouldbesustained,alongwithwaysthatEDSAmayevolve.Theinitialoffer,orminimumviableproduct(MVP)shouldseektomaintainistheEDSAwebpresence,courseportalandcurriculum.Asitevolvesin2018and2019EDSAshouldbuildonthisMVP,andexploreoptionssuchascertifyingskillsandongoingdemandanalysis. WhateverstructureisadoptedEDSAwillneedgovernanceandresourcestobeviableinthelongterm.TheEDSACharteristheprincipledocumentwhichlaysoutthebusinessmodels,legalandgovernancestructures, relationships, resource commitments and conditions that are necessary to ensure thesustainabilityofEDSA’sactivitiesaftertheendoftheproject,andit’songoingevolution.ItincludesandbuildsonEDSA’sfoundationaldeliveryanddesignvaluesaswellasevidencegatheredthroughotherdeliverablesandongoingresearch,mostnotablythestudyandevaluationreport(“demandanalysis”)1 Whilstsomeofthesecomponents,forexamplethedesignanddeliveryvaluesarealreadywelldefined,fortheChartertobefinalised,furtherworkneedstobeconducted, inparticularthedevelopmentofviablebusiness, legalandgovernancemodelsforEDSA. Thiswillbethefocusforthisworkpackageoverthenext6‐months.

2. Introduction
Thisdocumenthastwosections.ThefirstlooksatthebackgroundtotheCharter,andexplainswhyitisneededandthebackgroundresearchthathasgoneintoitsdevelopment.ThesecondsectionpresentstheCharteritself.
InSection1welookatsomekeydevelopmentquestions:
Why is an Academy Charter Needed? We consider why we need to ensure that EDSAcontinues to improvedatasciencecapabilities throughthecreationofanetworkofpartnerswhoprovidehigh‐qualitytrainingmeetingindustryneeds.ThepurposeoftheCharterwillbeto outline how partners will work together to achieve the goals of the Academy and thestructuresandbusinessmodelthatwillmakeitpossible.
Whatmakes EDSA’s services unique?We look at the current landscape of data scienceinitiatives,mappingcorefeaturesofeach,andconsideringtheroleEDSAshouldplay.
WhatShouldtheAcademyOfferUsers? HostedontheEDSAprojectwebsite,theAcademywillhelpusersunderstandwhatskillstheyneedandprovideacuratedcurriculumofapprovedcoursesandpartnerstohelpthemmeettheirneeds.
WhatShouldtheAcademyofferPartners?AsanEDSApartner,trainingproviderswillgainbrandexposure,salesandmarketingopportunities.
TheOptionsforSustainingEDSA.Theminimumviableproduct(MVP)willincludetheneedforawebsite,amaintainedcurriculumandcourse‐listingswhicharecontinuouslyalignedtomatchmarketdemand. WealsolookatwhatelseEDSAmayneedtooffertobeaviableandvaluablelong‐termproposition.
CostImplications.WeconsiderwhatcostswillneedtobecoveredforEDSAtobemaintainedasaviableofferandevolveinlinewithindustryneeds.
TimelinesforhowtheEDSAstructurewillevolve.AphasedapproachwillbeadoptedtofirstlaunchingEDSA’sMVPthenevolvingittomeetmarketanduserneeds.
Legal Entity Implications. We present options for EDSA’s future incorporation as a legal entity.
Section 2 provides an outline of the charter itself. Specifically:
The Charter Summary. The principles and commitments that constitute the core Charterelements
Howpartnerswillwork together todevelop thedatascienceskills theEUneeds. Thecommitments that partnerswill bemaking towards the development of EDSA into a viable,commercialpropositionthatcontinuestoaddressthedemandfordatascienceskills.ThiswillincludetheexplorationofadditionalEDSAoptionssuchasskillscertification.
Howpartnersareexpectedtoadheretothetermsset‐outintheEDSAPartnerAgreement.The EDSA Partner Agreement will set out more detailed terms relating to the duration ofparticipation, use of brand and resource commitments required from EDSA partners. Thepartner agreement will also include subscription or other payments required of potentialpartners.
The requirement of Partners to follow guidance from the EDSA Steering Group. ThesteeringgroupwillprovideoversightofEDSA,inparticularmanagingthedevelopmentoftheChartertoensureitstaysalignedtothechangingneedsofbothEDSAPartnersandusers.

The importanceofmaintainingEDSACurriculumDesignValues. EDSACharterPartnerswillneedtocommittothecoursestheyofferthroughEDSA,andthatarepublishedontheEDSAwebsite,beingdesignedtothehigh‐qualitystandardsasdescribedinthecurriculumvalues.
TheEDSACurriculumDeliveryValuespartnerswillneedtofollow.Similarly,EDSACharterPartnerswillneedtocommit that thecourses theydeliver throughEDSAadhereto thecoredelivery values of multimodal and multi‐platform approaches, are high‐quality, and areunderpinnedbylearninganalyticsandopportunitiesforlearnerreflection.

3. Section1:WhyisanAcademyCharterNeeded?
TheEDSAprojectimprovesEurope’sdatasciencecapabilitiesbasedonananalysisoftheskillswhichorganisationsfromdifferentsectorsandcountriesneedandbyprovidingachoiceoftrainingactivitiesthatmeets these needs. Tomaximise impact over time, this offer needs to evolvewith curriculumcontentsbeingadaptedas thedatasciencedomainprogresses.Toensurea long‐lasting,sustainableimpactoftheproject,weproposetoestablishTheAcademy,embarkingonamissionto:
Bring together EDSA project members with external partners, to form a pan‐Europeancollaborationnetworkthatpersistsbeyondthelifeoftheproject.EDSACharterPartnerswillworktogethertofindpracticalwaystodevelopthedatascienceskillsthatcreatesocialandeconomicvaluefortheEuropeanUnion.
Toachievethisgoal,theAcademybuildsonfivecrucialresourcesdevelopedduringtheEDSAproject.Together,theseformtheframeworkofexcellenceforoursustainedofferandimpactbeyondtheprojectend:
1. An impartial and scientific approach to matching data science skills needs with a flexiblecurriculum.
2. TheCurriculumDesignValues2theEDSAprojectusestocreatehigh‐qualitytraining.3. TheCurriculumDeliveryValues3thattheEDSAprojecthasidentifiedasthebasisforimpact‐
driventraining.4. LearningAnalytics4thathelprefineandimprovetrainingdelivery.5. TheadviceoftheIndustryAdvisoryBoard5,incorporatinginsightsfromindustryleaders.
TheCharterisastrategydocumenttoguideandstructurethefurtherexploitationoftheseresourcesbyTheAcademyaftertheendoftheproject.Specifically,theCharterwillcapturetheworkingrelationship,businessstructure,financialmodel,activities,goalsandvaluesthatAcademypartnersmustcommitto.AcademypartnerswillbenefitfromtheirassociationwiththeEDSA’sframeworkofexcellenceoutlinedabove.This frameworkbuilds the foundation for theAcademy’s impartialguide tohigh‐qualitydatasciencetraining.Forthisvaluetobesustained,Academypartnerswillneedtomakecommitmentstosupport,maintainanddevelopcoreEDSAassetsandvalues.TheAcademyCharterthereforedescribes:
1. TheEDSAPartners’commitmentstoworkingtogethertofindpracticalwaystodevelopthedatascienceskillsthatwillcreatesocialandeconomicvaluefortheEuropeanUnion.
2. Thetermsset‐outintheEDSAPartnerAgreementandthefurtherguidancethatwillbeprovidedbytheEDSASteeringGroup.
3. Thepartners’approachtocontinuedevelopingandmaintainingacurriculumofcoursesthatmeetstheevolvingdemandsofdatascientistsandtheiremployers.

5. ThebusinessandoperationalmodelsthatunderpinEDSA
3.1WhichareasarecurrentEDSA’scompetitorsworkingin?IntheEUanumberofprivateandpublic initiativesareworkinginthedomainofdatascienceskillsdevelopment. Accordingly, it is crucial for EDSA to understand competitors and their offers; thisinformation is foundational tomake essential business and organisational development decisions ‐particularly,whichnichesexistforEDSA’sproductdifferentiation.Furthermore,theinformationalsohelpsustoassesswhetherEDSAshouldaimtobeintegratedwithanother,existinginitiativeorproceedasanindependententity.Toprovidetherequiredinsights,weconductedasurveyofmajorEuropeancompetitorsforEDSA.OursamplerepresentsapurposefulselectiontorepresentthevarietyofEuropeanorganisations,projectsandassociationsthatarecurrentlyworkingtoimprovetheaccessibility,deliveryandexploitationofdatascienceandskillsdevelopment.Becausetheserviceprofilesofthesurveyedentitiesvarywidely,weconsulted industryexperts inournetwork tounderstandwhichmainservicecharacteristicsaremostimportantforclients.Eventually,thisledustoselectandanalyse10differentservicecategories,whichcanbedefinedasfollows:
Courses&Training:Thiscategoryassesseswhethertheentityoffersitsownorthirdpartydatasciencecoursesortraining(eitheronline,face‐to‐faceorblended).
OnlinePortal:Thiscategoryexploreswhethertheentityoffersaportalfunctionwhichcollects,editsandrepresentsinformationfromdiversesources,inthiscaseondatascience.
Dashboard: Dashboards are easily understandable, real‐time user interfaceswhich visualizecurrentandhistoricalinformationrelatingtodatascienceskillsandtheirdevelopment.
Tools&Solutions:Thiscategoryevaluateswhetherentitiesofferstructured,regularlyupdatedinformationonspecificdatasciencetoolsandsolutions,e.g.throughanewsletterorblog.
Certification:Forentities thatprovidecoursesand trainings, this categoryanalysedwhetherparticipantscanreceivecertificatesforcompletedtraining.
Learning Analytics: This category indicateswhether the entity collects detailed analytics oncourse interactionsand completion fromparticipants.Thisdata allows trainingproviders togather feedback on the effectiveness of their courses and training in order to develop bestpracticeapproachestotraining.
Research:Thiscategorymarkswhetheranentityconductsitsownresearchintodatascienceandskillsdevelopment.
Jobs: This category showswhether an entity offers users help to find data science jobs, e.g.thoughajobboard.
Consulting: This category evaluates whether the entity offers consulting, advisory orprofessionalservicesrelatingtodatascienceandskillsdevelopment.

Astheanalysisshows,nosingleentityprovidesatthisstageafullcoverageofthewiderangeofproducts,servicesandfeaturesincludedinourresearch.Nevertheless,somedomainsseemtobemorepopulatedthanothers.Inparticular,numerousentitiesoffertheirowntraining–however,mostoftheseoffersarelimitedtoonlinetraining.Onlya fewproviderssuchasFraunhoferandEITDigitaloffer face‐to‐facetraining; whilst blended learning is not included in the portfolio of any of the surveyed entities.Networking,researchandconsultingservicesarewellrepresented.Finally, none of the surveyed entities offer dashboards, updates on tools, solutions and learninganalytics.Inthisspecificniche(dashboards,updatesontools,solutionsandlearninganalytics),EDSAcouldoffernewservices.Particulartheintegrationoftheseservicesinauniformofferfromoneproviderwould closeamarket gap.On thisbasis theestablishmentofEDSAas an independent entitywouldappear tobea rationaldecision, indeed thiswas theoriginalproposaloutlined in theEDSAprojectsubmission.3.2WhatShouldtheAcademyOfferUsers?HostedontheEDSAprojectwebsite,theAcademywillhelpusersunderstandwhatskillstheyneedandprovideacuratedcurriculumofcoursestomeetneeds.FromauserperspectivetheAcademyshouldasaminimumofferviatheEDSAwebsite:

3.2.WhatShouldtheAcademyofferPartners?ThedemandanalysisconductedbytheEDSAprojectfoundthatdatasciencetrainingisathrivingsectorwithabroadrangeofcourses,contentandcompanies.Thestudyalsofoundthatthediversityofcontentandqualityisbafflingforboththosewantingtolearnaboutdatascienceandmanagerswhoneedtoinvestinthedevelopmentofstaff. Putsimplythere’salotofchoiceinthemarket,andpeopledon’tknowwhatcoursesofferthebestvalue.TheAcademywillcutthroughthiscomplexityandbeatrustedadvisorforlearnersandmanagerstodecidehowtomeettheirneeds.CarefullyselectedAcademypartnerswillthereforehavealignedtheirexistingofferings,andcreatednewcoursestomeettheneeds identified inthedemandanalysisandongoingneedsofbothindustryandlearners.Theywillbenefitfrom:

3.4CostImplicationsAtthisstage,whilst theMVP forEDSA isyet tobedefined,a fullyresourcedandbudgetedbusinessmodel has not been developed. However, early estimating exercises and analyses of resourcerequirements for establishing sustainability for EDSA have been conducted through consortiumdiscussionsandinEDSAplenaryworkshops.Theseearlymodelsidentifiedgrowthineffortequatingtoapproximatelysix‐eightfull‐timeequivalent(FTE)stafftoeventuallybecomesustainable.Inadditiontostaffing, initial resource requirementsareminimal (sub€3K), consistingmostlyofwebhostingandassociatedsoftwareservicesandsubscriptions.Initiallyitisexpectedthatmuchofthiseffortcouldbeprovidedin‐kind,byfoundingEDSApartners,andadditional resources such asweb hosting covered by internal partner budgets, the network shouldconsideroptionsforbeingself‐sustaininginordertoprotectitselffromchangestopartners’prioritiesandcircumstances.Therefore,subscriptionandrevenuesharemodelsshouldbeconsidered.Someverypreliminarynumbersareset‐outbelow.

5. Conclusions
Inthisdeliverable,wepresenttheEDSACharterandtheroleitplaysinsustainingEDSA’sactivitiesinthelong‐term,aftertheproject’send. Weproposethatprojectpartnersandthirdpartiescommittodeveloping anddelivering services through aEurope‐widedata sciencenetwork. This suggestion isbasedoninitialexploratoryresearchintothecurrentlandscapeofdatascienceskillsprovision,insightsgainedfromthedemandanalysisconductedaspartofEDSA,competitoranalysisandadvicefromtheindustryadvisoryboardandadditionalindustryexperts,TheEDSACharterwillneedtosupportanyapproachforaviable,long‐termAcademy.ItwillneedtounderpinanAcademyvaluepropositionthatisappealingtoboththemarketandtoAcademypartners.ThiswillrequirebothcarefulscopingofwhatEDSAwillofferandanunderstandingofwhatthemarketneeds.ThecurrentversionoftheCharterdescribedinthisreportisbasedonexploratoryresearchthathasindicatedwheretheAcademymaysitinthemarket,themarketneedstheAcademymightaddressandthestructuresthatwillsupporttheAcademyoffer.

12.Disputes1. Intheeventofadisputebetweenthepartiesarisingoutoforinconnectionwiththis
Agreement,thepartieswillattempttoresolveitbynegotiation.2. Ifadisputeisnotsettledbynegotiationwithin21daysofanoticeofdissatisfaction
byeitherparty,eitherpartymay,bygivingtheothernoticeinwriting,referthedisputetotheCentreforEffectiveDisputeResolution("CEDR")formediationinaccordancewithCEDR’smodelmediationprocedure.
3. Thecommencementofmediationwillnotpreventthepartiescommencingorcontinuingcourtproceedings.
13.Limitation1. TheEDSAlimitsitsliabilitiesunderthisagreementtorepaymentofthecurrent
year’sPartnerFee,exceptinrespectofdeath,personalinjury,fraudandfraudulentmisrepresentation.
14.Boilerplate1. Thisagreementreplacesanypreviousagreementbetweenyouandusrelatingtooperationas
aPartner,andconstitutestheentireagreementbetweentheparties.Eachpartyacknowledgesthat,inenteringintothisagreement,ithasnotreliedon,andshallhavenorightorremedyinrespectof,anystatement,representation,assuranceorwarranty(whethermadenegligentlyorinnocently)otherthanasexpresslysetoutinthisAgreement,unlessmadefraudulently.
2. Thisagreementshallonlybevariedbywayofasignedwrittenagreementbybothparties.

Youagreetomaintainaseparatecorporateidentitytousandyouagreenottodescribeyourorganisationasapartner,jointventurer,agentorrepresentativeofEDSAortopledgeourcreditortobindusinanyway.Bothpartiesacknowledgethattheywillnotholdthemselvesoutasanagent,partnerorco‐ventureroftheotherandthatthisagreementisnotintendedanddoesnotcreateanyagency,partnership,jointventureoranyothertypeofrelationshipexceptthecontractrelationshipestablishedhereby.
5. Youacknowledgethatdamagesarenottheonlysufficientremedyforbreachofthisagreementbyyouandwereservetherighttoseekaninjunctionagainstyouforbreachofthetermsofthisagreement,includingthetermsoftheEDSATrademarkLicense.
6. ThisAgreementispersonalasbetweenthepartiesandshallnotbetransferred,assigned,subcontracted,orchanged,directlyorindirectly,allorinpart,byeitherpartywithoutthepriorwrittenconsentoftheotherparty.
7. Nothinginthisagreementshallconferanyenforceablerightorbenefituponanythirdparty.8. ThisAgreementislegallybindingandisgovernedbythelawsandstatutesofTBC.Youandwe
bothagreethatthecourtsofTBCwillhaveexclusivejurisdictionoveranydisputebetweenthepartiesarisingoutoforinconnectionwiththisAgreement.
