SANBA) as of 16 February 2018, 10PM Situation Overview At 04:00 AM today, he Low Pressure Area(LPA) was estimated based from all available data at 250km Southwest of Puerto Princesa City, Palawan(8.1N,117.2E). Easterlies affecting the eastern section of the country. The Low Pressure Area will bring moderate to occasionally heavy rains over Southern Palawan while scattered light to moderate rains will prevail over the rest of Palawan with moderate to rough seas. Residents in these areas are advised to continue monitoring for updates, take appropriate measures against possible flooding and landslides, and coordinate with their respective local disaster risk reduction and management offices. 3. Damaged Houses

At present, there is a total of 1,267 damaged houses; of which, 280 houses are totally damaged and 987 are partially damaged in Regions VI, VIII, and CARAGA, due to TS Basyang (see Table 4).

5. Cost of Assistance

₱4,954,178.58 worth of assistance has been provided to affected families and individuals ; of which, ₱3,515,618.58 came from DSWD and ₱1,438,560.00 from LGUs (see Table 6).

● The Disaster Response Operations Monitoring and Information Center (DROMIC) of DSWD-DReAMB is continuously coordinating and monitoring affected FOs reports related to TS Basyang.

● DROMIC Preparedness for Response Report on the TD is available online at: http://dromic.dswd.gov.ph.

● An Emergency Response Preparedness (ERP) meeting was conducted today, 1330H at the NDRRMC Operations Center, which was attended by DReAMB staff.

● As of February 14, 2018 Evacuation Centers from Municipality of Araceli, Balabac, Magsaysay, Rizal and Sofronio Espanola were activated to accommodate families who takes precautionary measures against flooding, flashflood and landslide.

● For Municipality of Rizal the said opened EC at 8:AM of February 14, 2018 has already closed at exactly 9:35 in the evening same day. Evacuees has already gone back to their residence.

● The Fifteen (15) reported EC were all pre-emptive. Number of evacuees is expected to lessen within a day.

● Local Government Unit of Araceli has distributed food and water to evacuees. ● As per coordination with PDRRMO and SWADT Office ALL Rescue Team are on

stand-by are ready to be deployed anytime. ● With close coordination to MDRRMO/MSWDO/PDRRMO to effectively monitor the

situation and weather disturbance within the affected areas of Palawan. ● Reported opened Evacuation Centers were ALL-PREEMPTIVE. This is currently

undergoing validation by the Field Office as to the number of currently open ECs.

● Activated Field Office Operation Center to monitor daily local weather condition and provide situational awareness.

● Alerted all P/C/M Quick Response Teams in 5 provinces of MIMAROPA to regularly monitor the situations in their areas.

● All members of R/P/C/M QRTs were on-call and on standby to be on duty, ready for deployment if needed.

● Advised P/MQRTs to coordinate with concerned LGUs to report any unusual eventualities in their respective areas and take appropriate actions.

● Information and Communication Technology Management Unit (ICTMU) of DSWD-FO MIMAROPA was activated to ensure robust communication system.

● Ensured that there is an on-call truck available for delivery of goods to areas that will be affected.

● Ensured that relief goods, both food and non-food items (F/NFIs) are also ready and available at any given time.

● Closed coordination with the Office of Civil Defense (OCD) for any warning signal updates for monitoring purposes and response mechanism for areas that will be affected.

● With ongoing purchase and replenishment of stockpile and prepositioned FFPs. DSWD-FO VI

● DROMIC-FO VII focal closely monitored the weather status in coordination with PAGASA VI.

● There are now various ECs closed, more are expected later today since families have started to go back home due to good weather experienced although, skies are still cloudy but scattered rainshowers are only experienced. Skies are clearing out since this morning.

● Typhoon signals are already lifted in the Region so sea travels resumed, strandees reported already were able to sail to their destinations.

● Classes are still suspended in Cebu Province ● A few LGUs in Bohol are still flooded but flood waters are expected to subside since

there had been little to no rains since this morning. Major rivers in Bohol also did not overflow.

● Despite Basyang making landfall in Dumaguete City last night, there were no reported incidents in the nearby LGUs. Most of the reported evacuees are from the Northern part of Negros Oriental. There were no reported incidents in the flood-prone LGUs in Negros.

● DSWD FO 7 is closely monitoring and coordinating with the affected LGUs thru the SWADTs and MATs and on standby for assistance and augmentation support needed by the affected areas.

● DSWD FO 7 Quick Response Team was on standby for any assistance and augmentation support needed from the field.

● All DSWD staff from the field were already updated/alerted of the latest weather information since Friday. They were also requested to monitor their areas of

responsibility and provide information/updates for any incidents. ● Around 300 passengers were left stranded in Cebu ports this morning, leaving at

least 27 passenger vessels suspended in some ports according to the PCG-Cebu. Ports that have cancelled trips were in Pier 1 and Pier 3 at Cebu City port, Bantayan; Sta. Fe Santander; Samboan; Camotes Island; Mandaue City Warf; Dumanjug and Tabuelan, among others.

● OCD 7 called for an Emergency Response Preparedness Meeting together with RDRRMC member agencies. Each agency reported their preparedness measures and activities for TS Basyang.

● Assigned a DReAMU staff to render duty at the Office of Civil Defense (OCD) this morning and for the succeeding days of operations.

● DROMIC Focal is continuously monitoring weather condition and in close coordination with SWADTs for any incident reports on the ground; also in coordination with PDO rendering duty at the OCD for any additional updates necessary to capture.

● QRT was activated. ● Assigned a DReAMU staff to render duty at the Office of Civil Defense (OCD). ● Predetermined the task force who would render duty at the Office of Civil Defense

(OCD) and Operations Center (OPCEN) for the succeeding days of operations for TS “Basyang”.

● SWADTs were advised to have prompt coordination and collaboration with P/C/MSWDOs and/or P/C/MDRRMOs to ensure timely information of affected and displaced families for immediate provision of assistance and augmentation of relief goods.

● Living along coastal areas and riverbanks were advised to evacuate to safer areas, especially those residents of TS Vinta-affected areas in Lanao del Norte, Bukidnon, and Cagayan de Oro City, for possible re-occurrence of high water level and flashfloods.

● The DSWD-FO IX was repacking goods to maintain the required 15,000 packs. The Field Office also prepositioned family food packs at its satellite offices.

● The DSWD-FO IX through its Disaster Response Management Division (DRMD) prepared and disseminated a memorandum on preparedness response to officially inform the SWADT Leaders to monitor the situation in their areas of responsibility. Also, the Field Office shared the initial update of DOST-PAGASA regarding TS Basyang.

● The DRMD Chief attended PDRA convened by the Office of Civil Defense. DSWD-FO XI

● All class suspensions throughout the region has been lifted since February 12, 2018. ● Currently, respective P/C/MDRRMCs across the region are still on active status and

the SWADT, PAT and C/MAT are also coordinating strongly with them for on-going data generation and reporting;

● There is an ongoing rescue operation in Cantilan, Surigao del Sur. Brgy. Calagdaan is experiencing low level of flood while the flood affecting other barangays has already subsided.

● DSWD-FO CARAGA is closely monitoring and coordinating with the affected LGUs through the SWADTs and MATs and on standby for assistance and augmentation support needed by the affected areas.

● All sea trips in the region were still suspended by the Philippine Coast Guard. Data on stranded remained the same.

● Classes in all levels both in private and public schools were suspended in the Municipality of Sibagat, Agusan Del Sur; and in the Provinces of Agusan Del Norte and Surigao Del Sur.

● Province of Dinagat suspended classes only from pre-school to elementary level, while in Surigao Del Norte from pre-school to high school level.

● P/C/MDRRMCs across the region activated their respective Quick Response Teams in preparation for TS Basyang. Moreover, the SWADT, PAT and C/MAT were also coordinating strongly with them for data generation and reporting.

2018 ● As per report from Philippine Coast Guard - Surigao Norte Station, sea travels from Surigao, Lipata and Dinagat Islands were already suspended as well as sea travels from and to Nasipit Port in Nasipit, Agusan del Norte are suspended since 11 February 2018 due to TS Basyang

● Per report from Lipata Ferry Terminal in Brgy. Lipata, Surigao City as of 8AM, 12 February 2018, 38 passengers are stranded going to Liloan and Benit, San Ricardo, Southern Leyte. Nine (9) rolling cargoes are also stranded in Lipata Port.
