Executivesummary

One aspect of fundamental importance for the success of PYTHIA is making sure that the findingsgenerated during the carrying out of the project will reach, in a timely and effective fashion, thestakeholderswhomaybenefitof thoseresults. Inorder toguaranteetheachievementofsuchobjective,theplanningandexecutionofall the requiredcommunicationanddisseminationactivitiesare tasks thatneedtobeaddressedproperly.

The PYTHIA consortium has therefore designed a whole communication strategy, whose main aim isreachingaselectedgroupofaudiencesconsistingof:

• Stakeholders:o Defenceexperts;o Strategyexperts;o Technologyexperts;

• Scientificcommunityasawhole;• Generalpublic.

In order to reach in themost effectiveway the audiences above, several communication/disseminationchannelswillbeemployedwithinthecontextofacoherentandcomprehensivestrategy.

Indetail:

• PYTHIAproject’swebsite;• Socialmedia(Twitter,LinkedIn,YouTube);• Scientificjournals;• Scientificconference,exhibitionsandfairs;• Media;• Newsletters;• Liaisonactivitieswithotheron-goingEUinitiatives;• Workshopsandfinalconference.

Ad-hoc support material (such as a graphical project logo, posters, flyers, brochures, newsletters andbanners)hasalreadybeenandwillbeproducedthroughouttheentireproject’slifespaninordertosupportthe consortium’s dissemination and communication efforts. At the same time, the beneficiaries’participationtoseveraleventsofinterest,inEuropeandoverseas,hasbeenforeseen.

TheextentandeffectivenessofthePYTHIAdisseminationandcommunicationeffortswillbecontinuouslymonitoredandperiodicallyevaluated,sotopromptlyadjustthewholeplanincaseofneed.

1 Introduction

Theaimofthepresentdocument,DeliverableD6.1a,istoelaborateacomprehensivestrategytocarryoutalltherelateddissemination/communicationactivitiesforthePYTHIAproject.

Thedefinitionofadissemination/communicationstrategyforPYTHIAfollowedaprocessarticulatedinfivesteps:

1. Identificationoftheaudiencecategoriespotentiallyinterestedinthefindingsoftheproject;2. Identificationofthepossibledissemination/communicationchannelstouse;3. Matchingbetweentheaudiencecategoriesanddissemination/communicationchannels;4. Definition of the criteria to be followed by the consortium members for performing

dissemination/communicationactivitiesandproducingrelatedmaterials;5. Preliminarydefinitionof thedissemination/communicationactivitiestobeperformedthroughout

theprojectandthedissemination/communicationmaterialtoproduce.

Eachofthosefivestepsisdescribedindetailinthisdocument.

For what concerns the difference between communication and dissemination, a brief clarification isreported below. Communication covers the whole project (including results) and refers to multipleaudiences(alsogenericpublic).Itsaimistoinformsocietytoshowthebenefitoftheprojects.Ontheotherhand, dissemination has a more specialist audience, such as peer groups, industry, professionalorganisations,policymakers,etc.Besides,disseminationhappensonlyonce the resultsof theprojectareavailable.Inthetablebelow,themaindifferencesbetweenthetwoactivitiesaredescribed1.

2 Target audiences for dissemination and communicationactivities

ThissectionwilldescribethedifferentkindsofaudiencesthatthePYTHIAconsortiumwilltargetwithinthecontext of the project’s dissemination/communication activities. Several individuals and their respectivecontacts are provided for each category. These lists represent a starting point that could be furtherintegratedinfuture.Theselectedgroupofaudiencesconsistsof:

• Stakeholders:o Defenceexperts;o Strategyexperts;o Technologyexperts;

• Scientificcommunityasawhole;• Generalpublic.

2.1 Stakeholders

Thissectionconsistsofexpertsindifferentresearchareasofinteresttotheconsortium,thatareDefence,StrategyandTechnology.SomeoftheseexpertsarealsopartofthePYTHIAStakeholderGroup(SG),whichhadbeenestablishedalreadyattheproposalstagetoremarkthattheroleofexternalstakeholderswillbecrucial to thesuccessof theproject.Membersof theSGhaveagreedtosupport thePYTHIAprojectandtake part in its activities. Which ones amongst these experts belong to the SG is defined in the GrantAgreement.

Ingeneral,stakeholdershavebeenselectednotonlybasedontheirexpertisebutalsoontheirprofileasinternational leading figures, capableofdrawingadditional stakeholders to theproject. Inaddition toanestablished reputation as domain experts, what stakeholders share is, indeed, a key role within theirvariousexpertnetworksand institutions,a role that theconsortiumwill leverage inorder toenlarge theproject'sownnetwork.

Stakeholdersbelongtothreemaincategories:Defenceexperts,StrategyexpertsandTechnologyexperts,that arepresented, respectively, in table2, 3 and4. Each table isdedicated toa specific subcategoryofstakeholders with expertise in one of the three aforementioned areas. The upper part of each tablecontainsthestakeholderswhoarealsomembersoftheSG.

2.2 Scientificcommunity

MostoftheresearchworkinPYTHIAismultidisciplinaryinnature,involvingdifferentfieldsofknowledge.This diversity offers advantages such as investigating a particular research question from differentperspective and solving problems in creative ways. Due to this multidisciplinary, PYTHIA’s findings andactivitiesmaybeofinterestforthewholescientificcommunity.

2.3 Generalpublic

This category consists of all individuals potentially affected by PYTHIA who do not fit in the othercategories.Incommunicationactivities,itisimportanttofocusnotonlyexpertsbutalsogeneralpublic,sotoinformthewholesocietyaboutresultsoftheproject.

3 Disseminationandcommunicationchannels

Thissectionisintendedtoprovideanoverviewofthevariousdissemination/communicationchannelsthatthe project will use for reaching the target audiences introduced in Chapter 2. Channels are describedregardless of which target audience they will be used for. Matchings between channels and targetaudiencesarepresentedinChapter4.

3.1 PYTHIAproject’swebsite

ThePYTHIAwebsiteservesto fosterprojectcommunication. Ithasbeendevelopedand it ismanagedbyENG. Itcontainsseveralcontentscollectedfromallpartners. Itcanbeaccessedathttp://pythia-padr.eu.Thewebsiteisconsideredasapubliccommunicationchannel,containingdetailedinformationabout:

• thePYTHIAproject;• thePYTHIAconsortium;• Publicdeliverables;• Publications;• CollectiveIntelligence.

Allpartnersarecommittedtoincreasethevisibilityoftheprojectwebsiteandwilldosousingsocialmediaandtheirindividualnetworks,drawingvisitorstorelevantcontentonthesite.

3.2 Socialmedia

SocialmediawillbelargelyemployedwithinthePYTHIAprojectasawarenessraisingmechanismsandwillalsobebeneficialforfosteringnetworkingactivitiesandthecreationofvirtualcommunities.Theywillalsoformoneofthekeypromotionaltoolsto increasevisibility fortheprojectandtheconsortiummembers.Furthermore, theywill also enable the creationof synergies in termsof contentpublishedandon-goingrelevantinitiativessuchasevents,publications,usecases,toolsandkeyannouncements.

Thechosenchannels for theprojectwillbeTwitterandLinkedIn,according toEDA’sguidelines specifiedduringtheKickOffMeeting(15thMarch2018,Brussels).

TheDisseminationLeader(ESF)willtakecareofpreparingandreleasingpostswhentherewillberelevantresults or activities. It’s under the responsibility of all partners to keep informed ESF about up-comingevents,resultsandsoon.

3.2.1 Twitter

Twitter is a social networking and online news service onwhich users post and interact withmessages("tweets") made of at most 280 characters. Registered users can post tweets, but those who areunregisteredcanonlyreadthem.

Following the general proceduredescribed above, the consortiumwill leverage their respectivenetwork(“followers”)todisseminateinacoordinatedfashionthesepiecesofinformation(retweets,favourites).In

addition to this, a specific #PYTHIA hashtag will be used in order to facilitate the identification andcommunicationofthenewspertainingtotheproject.

A Twitter account has been created (https://twitter.com/PYTHIA_Project) and is under EDA validation.Oncetheaccounthasbeenvalidated,theconsortiumcanstartusingit.

Inthe interestsofconsistency,continuity,stabilitytherewillbetwoTwitteraccountmanagers: themainTwitteraccountmanagerisESF,thesecondonewillbeappointedduringtheM5.

3.2.2 LinkedIn

LinkedIn is a business and employment-oriented service. It is mainly used for professional networking,including employers posting jobs and job seekers posting their CVs. Articles, pieces of news about theproject’sresearchandevents,aswellrelatedconferencescanbepostedonthissocialmedium.Oneofthekey advantages of LinkedIn is that it enables the posting of substantial pieces of information, easilyaccessibletoprofessionalsinthefieldamongwhich,avastmajorityhaveaLinkedInaccount.

LinkedIn enables the creation of a community of professionalsworking in technology foresight, defenceandstrategy.ESFwillcreateandmanageaLinkedInnetworkinggrouprelatedtotheproject.AllpartnerswillbeinvitedtoproposecontentstoESF.

ALinkedInaccounthasbeencreated(https://www.linkedin.com/company/pythiaproject)andisunderEDAvalidation.Oncetheaccounthasbeenvalidated,theconsortiumcanstartusingit.

In the interests of consistency, continuity, stability there will be two LinkedIn administrators: the mainLinkedInadministratorisESF,thesecondonewillbeappointedduringtheM5.

3.2.3 YouTube

YouTubeisavideo-sharingwebsitethatallowsuserstoupload,view,rate,share,addtofavourites,report,commentonvideos,andsubscribetootherusers.

InthecontextofPythia,ENGwilltakecareofcreatingthevideos.Atleastthreevideosareexpectedtobereleased:onewithanoverviewonthePYTHIAproject,oneaboutthemethodologyandoneaboutthetoolproduced.ESFwillbeinchargeofthecreationofthechannel.

3.3 Scientificjournals

PYTHIA’s researchoutcomes canbe evaluated to support the cumulative creationof knowledge in high-ranking peer-reviewed journals. The journals can be of any of the different areas of study involved inPYTHIA(e.g.Foresight,Innovation,Technology,etc.).Following,inTable8,itispresentedanon-exhaustivelistofthepotentialscientificjournalsthatcouldbetargetedbyPYTHIA:

3.6 Newsletters

AnewsletterisaprintedreportcontainingnewsofthePYTHIA’sactivitiesthatcanbesentbymailregularlyto all stakeholderswho are interested in (see Chapter 4.1). Newsletterswill include information on theprojectandlinkstothematerialsonthePYTHIA’swebsite.Potentialsubjectsfornewsletterscouldbe:

• Startoftheproject• Workshop’spresentation• Endoftheproject

The Dissemination Leader (ESF) will take care of circulating newsletters periodically to potentiallyinterestedtargets.

3.7 Liaisonwithotheron-goingEUinitiatives

The PYTHIA project will attempt to establish fruitful connectionswith other EU initiatives. Amongst theothers,thereareRECOBIA(ReductionofCognitiveBiasesinIntelligenceAnalysis),LEILA(LawEnforcementIntelligenceLearningApplication)andtheGoodJudgmentProject.Theprojectwillalsotake intoaccountother important activities by NATO (e.g. Multiple Futures, Future Works), IARPA (e.g. AggregativeContingentEstimation),JRC(e.g.FOR-LEARN)andinitiativesbytheItalianMinistryofDefence.

Furthermore, PYTHIA will establish a deep bond with the project which will be funded under the 2018StrategicTechnologyForesightcall(i.e.PADR-STF-02-2018).

3.8 Workshopsandfinalconference

PYTHIA’sworkshopsareintendedtofosteranetworkofEuropeantechnologyforesightprofessionalsandtofacilitatedialog,collaborationandthesharingofexperiencewithEUMinistriesofDefenceandwiththeinternationalresearchcommunity.AwholeWorkPackage(WP5)hasbeendedicatedtotheorganisationoffour workshops. Each of them will be coordinated by a different consortium member, which will beresponsible for animating the event, drafting the agenda, providing support material, stimulatingdiscussions and information exchange, drafting and disseminating the post-event reports. In the secondhalfof theproject,when therewillbe the first resultsof the forecastingactivity,workshopswill includetestingsessions.Indicatively,Workshop3(M12)andWorkshop4(M15)mighthavetestingsessions

Thefinalconferencewillbeheldat theendof theproject.Thegoalof this finaleventwillbetopresentresultstostakeholders.Thiseventcanbeastartingpointforatestingsession.Allpartnerswillbeinvolvedinit.

3.8.1 Testingsession(s)

Oneor several testing sessionsof themethodologydeveloped inPYTHIAwill beorganized, invitingend-users, technology foresight analysts, and experts in the geopolitical, economic, environmental, andtechnologicaldomains.Thiswillhappeninthesecondhalfoftheproject,whentherewillbethefirstresultsof the forecasting activity, workshops will include testing sessions. Indicatively, Workshop3 (M12) andWorkshop4(M15)mighthavetestingsessions

In these sessions, the consortium will fill the PYTHIA strategic cube by gathering the outcomes of theprevious tasks of the WP. This cube will then be presented to the invitees, together with a briefintroductiontotheproject’sgoalsandmethodology.Afterwards,thegroupwillbeengagedinadiscussionabout how to “fill the cells” of the cube: the inputs to this operation include the technological trendsemerged thanks to the application of PYTHIA’s approach described in WP3, as well as of the set ofrecommendationsdeliveredbyWP2concerningthecognitivefactor.

Thetestingsession(s)willaimatshowinghowthemethodologydevelopedbytheprojectcanbeappliedtoidentifyFutureDisruptiveTechnologies,quicklydeliveringscenarios to illustratepotential futureconflictsandproposingresearchtopicstoproperlyaddressthem.

5.1 Projectlogo

At thebeginningof theproject, theconsortium immediatelydevelopedgraphical identity for thePYTHIAproject,bydesigningitslogo.

The project logo suggests an electronic lens with focus rings as a viewfinder on the future. The lensadjustmentelements(parameters)areinnovation(lightbulb),psychology(thesymbol)andbigdata(withrelativeiconrepresented).Slenderfontotherandcompact,highreadabilityhasbeenadopted.

5.2 Posters,flyersandbrochures

Inordertosupportthecommunicationabouttheproject,asetofpromotionalmaterialwillbeproducedwhichincludesleaflets,brochures,flyersandsoon.

6 Disseminationcriteria

6.1 Rulesforthesubmissionofjournalarticlesandconferencepapers

Allpartners shouldalways consultESF (asDissemination Leader) and theProjectCoordinatorwhen theyareplanningtoproduceanarticletobesubmittedtoascientificjournalortoaconference/workshopforinclusionintheproceedings.

Thefollowingprocedureshallbefollowed(asperArticle29oftheGA):

1. Prior notice of any planned publication shall be made 45 days before the intended submissiondeadline (i.e. when the authors plan to submit their work to the referencejournal/conference/etc.), by filling aDissemination Form (AppendixA) and informingall partnersandtheAgency (throughtheProjectCoordinator)bye-mail (thisapplies foruptooneyearaftertheendoftheproject).

2. Any objection to the planned publication shall bemade in accordancewith theGA by e-mailingthe Project Coordinator, the Dissemination Leader and the authors of the planned publicationwithin 30 days after receipt of the notice. If no objection is made within the time limit statedabove,thepublicationispermitted.Ifanobjectionhasbeenraised,theauthors,theDisseminationLeader and the objecting Party shall discuss how to overcome the justified grounds for theobjection on a timely basis (for example by amendment to the planned publication and/or byprotectinginformationbeforepublication)andtheobjectingPartyshallnotunreasonablycontinuetheoppositionifappropriateactionsareperformedfollowingthediscussion.

3. Oncereadyforsubmission,theauthoruploadsthefinalversionofthepublicationonthePYTHIAWorkspace and notifies via email both the Project Coordinator and the chair of the SecurityAdvisoryBoard.TheSABchair,within3days,checksthepublicationforsensitivityaspectsand,viae-mail,communicatetotheauthorandtotheProjectCoordinatorwhetherthepublicationcanbesubmittedasit isorifchangesarerequired.Intheformercase,theauthoradjuststhedocumentaccordingtothecommentsreceivedandtheprocedureisre-iterateduntiltheSABchairissatisfiedwiththefinalversionofthedocument.

4. After the work has been published, the author provides all the relevant information on thepublication(includingbibliographicreferenceofthearticle,DOI,etc.)totheDisseminationLeaderandtheProjectCoordinator.

In case of inconsistencies between the procedures for the communication and dissemination activitiesincludedinthisdeliverableandthePYTHIAGrantAgreement,theGrantAgreementclauseswillprevail.

6.2 Guidelinesfortheparticipationtopublicevents

Conferences,congressesandpubliceventsingeneralareagreatmeansforexpertstomeeteachotherandsharetheirknowledge.Theyalsoprovidevaluablenetworkingopportunities.

AbeneficiarythatintendstodisseminateresultsrelatedtothePYTHIAprojectduringapubliceventmustgiveanadvancenoticetotheotherbeneficiariesof—unlessagreedotherwise—atleast45days,togetherwithsufficientinformationontheresultsitintendstodisseminate(theDisseminationForm–AppendixA–canbeusedforthatpurpose).TheDisseminationLeaderwilldecideonwhethertheactivityisinlinewiththeobjectivesof theprojectand therefore is authorised.Thedecisionwill benotified to thebeneficiarywithin3days.

7 Metrics

7.1 KPIs

ThePYTHIAprojectaimsatbeingresult-driven.Inordertodoso,theefficiencyandthesuccessfulnessofthe communication/dissemination strategy’s implementationwill bemonitored in order tomake sure itmeets its objectives. In Table 13, the main Key Performance Indicators (KPIs) for each channel arepresented. The time window is the entire duration of the project. Some KPI will be monitored in acontinuous way (i.e. those concerning the PYTHIA website). KPIs concerning events, publications andpromotionalmaterialwillbenotedastheyhappen.

Tools for measuring KPI will be online monitoring services (Google Analytics) that allow to collect therequireddetailedanalyticsabouton-linechannels.
