1 Introduction

1.1 Abstract

The deliverable reports the dissemination activities carried out by the EmerGent consortium partners during the project. EmerGent used two websites as the information hub of the project and all activities were linked to one or both websites. The project was active on social media and specifically on Twitter and Facebook, under the usernames @FP7_Emergent, @FP7EmerGent and @112Social. Furthermore, EmerGent produced three electronic newsletters, produced and published online three videos, prepared two leaflets and a poster and three infographics. Consortium partners were engaged in several dissemination activities and participated in 58 events, published 46 articles in journals, conference proceedings and books. In addition, EmerGent engaged in 21 activities regarding the publication of articles, press releases, other documents and radio interviews. Overall, the dissemination activities of EmerGent show that the consortium strived to communicate the project and diffuse its findings amongst the stakeholders and attract external interest. The key performance indicators reported in section 5 show a strong online presence with the websites and social media accounts, continuous production of dissemination material following the milestones of the project, numerous scientific and non-scientific publications and several participations and presentations at events.

1.2 Purpose of the document

The EmerGent project partners have engaged in several activities to reach all audiences identified early in the project and inform them about the project and its outputs. The purpose of this deliverable is to report:

the communication channels used by the consortium

the dissemination activities carried out during the project

the dissemination efforts with key performance indicators.

The audience for deliverable D7.1 are the partners in the EmerGent consortium and other stakeholders interested in the dissemination activities carried out by EmerGent.

2 Online presence & dissemination material

2.1 Project website

The EmerGent website [WWW01] was set up and launched online at the beginning of the project and represents the project’s information hub. All the deliverables and other relevant files, documents, publications, dissemination material and information are made available to all stakeholders via the project website and it also operates as EmerGent’s public repository. Background information about the project, its rationale, objectives and achievements are described and it also offers links to the project’s social media accounts and its RSS feed. With this information, the website has been the central communication tool of the project aiming to increase the dissemination effort, by specifically describing:

Project: background, objectives, work plan, the corresponding FP7 topic, and other related projects

Partners: all consortium partners, the End user Advisory Board (EAB) and the Ethics Advisory Committee (EAC)

News: project news, events, studies, etc.

Guidelines: being one of the main outputs of the project a separate page for the EmerGent guidelines is provided

Surveys: being one of the main outputs of the project a separate page for the EmerGent studies is provided

Publications: a repository of all related publications by EmerGent, including scientific publications, press releases, newsletters, etc.

The design of the website (Figure 1) established the graphical style guide and colour palette of the project.

2.2 112.social website

EmerGent implemented a second website, 112.social [WWW02, Figure 2], in parallel with the project website, as a dedicated web platform to act as a key information point for the dissemination and marketing campaign, defined in Task 7.2. The website and the campaigns are not described in detail in this deliverable, but a detailed report is provided in deliverable D7.2 Dissemination campaign [CmSf17].

2.3 Social media accounts

EmerGent uses Twitter and Facebook (Table 1) to disseminate information in social media. The consortium uses the social media accounts to provide up to date information linked to the project websites and to build a community of stakeholders interested in EmerGent. The use of social media proved to be a very useful method to reach interested stakeholders beyond the project consortium and we received interest from third parties to interact with the EmerGent outputs.

2.4 Newsletters

Electronic newsletter campaigns have been used by EmerGent to communicate the project’s latest news to those who expressed their interest. The newsletters are emailed to the End use Advisory Board (EAB) and a dedicated list of subscribers maintained from the beginning of the project. A newsletter subscription form [WWW07] is available on both project websites and visitors can subscribe by entering an email address and optionally a name. All newsletters are also available on the project website [WWW 08].

The newsletters (Table 2) provide short information about the latest project developments, a summary of the recently published documents and cover the past and upcoming events. The reader is invited to access more information about each of these items by following links to the EmerGent website. To increase the reach of the newsletters, consortium partners amplified their dissemination by including links to the newsletters in their campaigns and by posting to their social media accounts.

2.5 Videos

EmerGent produced three videos. The first video (Figure 5) presents the EmerGent architecture and how the four components of EmerGent, information gathering, information routing, information mining, and information quality have been implemented in the context of the EmerGent solution. The second video (Figure 6) presents what EmerGent is about, its objectives and why it is important to look at the impact of social media in emergencies. The third video (Figure 7) presents an overview of the detailed findings of the project studies and aims to raise awareness on the studies and the EmerGent guidelines. It directs viewers to the dedicated dissemination web pages for the studies and the guidelines. All videos are available on the project website and YouTube or Vimeo.

2.6 Leaflets & poster

Two project leaflets and a poster have been produced. The first leaflet (Figure 8) was produced early in the project and was dedicated to promoting the EmerGent surveys for citizens and emergency services. It also provided brief information about the project. The second leaflet (Figure 9) gives a quick overview of the objectives, approach, outputs and the project key facts. An EmerGent poster (Figure 10) has been produced giving a quick overview of the project. All dissemination material provides links to additional resources on the project websites. The leaflets and the poster have served as dissemination material and were used in conferences and other events to communicate EmerGent.

2.7 Infographics

EmerGent has produced two infographics to report and disseminate the results of the surveys of the attitudes of emergency services staff (Figure 11) and citizens (Figure 12) towards the use of social media. The infographics help raise awareness on the subject and understand the current attitudes of emergency services and citizens by the presentation of numerical data. A third infographic (Figure 13) was produced for the dissemination of the citizen guidelines and is provided with a free licence to emergency services and public authorities to adapt and disseminate to citizens.

3 Dissemination activities

The EmerGent consortium partners have been engaged in several activities to disseminate the project and reach all audiences identified in the dissemination plan for the project. This section reports the dissemination activities of the consortium by type of activity:

Conferences, workshops and other events (section 3.1), listing all events and meetings that EmerGent was present

Press releases, other documents and activities (section 3.2), listing all non-scientific publications of the project, including some activities not related to publications, such as radio interviews.

EmerGent partners have been collecting the dissemination activities during the project in a dedicated repository in the project’s online collaboration tool. Each activity is described by a title, date, location (if applicable), relevant URL (if available), a description of the activity and the partner(s) participating. The following sections have been extracted from the internal repository. Scientific publications in the form of a publication in a journal or conference proceedings are provided in section 4.

Partners are reported with their short names in the following tables as indicated in Table 3.

3.3 Liaison with related projects

A few other EU funded projects study similar topics with EmerGent about the use of social media in emergencies. EmerGent liaised with these projects to share the experience and knowledge gathered and explore initiatives for collaboration. As an outcome of the liaison activities EmerGent and Athena [WWW17] established a collaboration link and representatives from each project participated and contributed to the activities of the other project. The related projects are listed on the project website [WWW16] and provided in Table 6.

Project Description

Athena [WWW17] The Athena Project is an innovative EU funded project pioneering smarter communications for critical incidents. It aims to develop technical applications or “apps” for smart phones and mobile digital media devices, which will capture real-time information from the public during crisis situations.

COSMIC The COntribution of Social Media in Crisis management (COSMIC) project will identify the most effective ways to utilise new information and communication technologies in crisis situations for the protection of ordinary citizens. The project will result in a set of guidelines for citizens, government authorities, first responders and industry for the most effective use of ICTs to aid citizen security during crises.

iSAR+ [WWW18] iSAR+ is a research and development project aiming to define the guidelines that, in crisis situations, enable citizens using new online and mobile technologies to actively participate in response eff-orts, through the provision, dissemination, sharing and retrieval of information for the critical intervention of Public Protection and Disaster Relief (PPDR) organisations.

Slándáil [WWW19] The aim of Project Slándáil is to design and develop an intelligent information gathering and processing system which provides information about public distress to emergency services. The project will use information from different social media channels – text, visual and audio – to help provide warnings about major impending disasters, both natural and man-made, and the following efforts to recover from them.

SOTERIA [WWW20] The SOTERIA Project (On-line and Mobile Communications for Emergencies) will research the impact of social media in emergencies and develop the SOTERIA Prototype, comprising the:

The aim of the project is to introduce a holistic, integrated and privacy-friendly approach to the use of social media in emergencies and security incidents.

3.4 End user Advisory Board

In addition to the dissemination activities, EmerGent established an End user Advisory Board (EAB) and invited its members to three project workshops. The purpose of the workshops was to disseminate the activities and progress of EmerGent to the EAB and to invite the board to contribute to EmerGent. The activities and the workshops with the EAB are described in the deliverables D2.6 Workshop I and II [OGBS+16] and D2.7 Workshop III [GGSB17].

6 Conclusions

The dissemination plan of EmerGent strives to make the project results known widely to all audiences. The staff of emergency services and public authorities, companies providing solutions for social media analysis or solutions for emergency services, the research community and academia are amongst the stakeholders of EmerGent. To reach these groups, the consortium established a strong online presence from the beginning of the project, through its websites and social media accounts. It produced several dissemination materials for online and offline communication, such as leaflets, poster, videos and infographic. Each item in the list of produced materials contains key messages dedicated to the intended target group. EmerGent aimed to avoid communicating only its deliverables, but strived to extract information from them, transform it into key messages and diffuse it to the intended audience via the most appropriate dissemination channel. Following this approach, the dissemination activities of the project are considered successful and have helped the project raise awareness on the use of social media for emergency management and spark interest in external stakeholders. In addition to the strong online presence, the project consortium has been actively engaged in several publications, including scientific publications (46 in total, equating to more than one for each project month) and attend several events to represent, present and promote EmerGent. The planned dissemination activities have been successfully completed and have attracted the engagement of all stakeholders, achieving the objectives of making the project’s progress and outputs known to its community and bringing the community’s feedback as input to the EmerGent studies.
