Executive Summary
Dissemination, communication and networking reports show results of project provided by partners during the first life of the project. These results are fundamental to make known CITADEL approach and ecosystem in order to search for ways of interaction with different stakeholders: citizens and public administrations, researchers and scientific communities and industry.
In this deliverable evidence of results is illustrated by three different contexts: Dissemination, Communication and Networking.
Deliverable D7.3 will be delivered to EC within first twelve months of the project lifetime. It recalls aspects described in deliverable D7.2 and will be the basis for deliverables D7.4 and D7.5.

1 Introduction
This report describes the Dissemination, Communication and Networking report activities during the first life of the project; by explaining the contributions each partner has montly made according to activities planned and executed during first months of project. All activities registered in this document are results that show the project’s progress that is a basis to achieve the maximum project impact.
1.1 About this deliverable
The dissemination activities presented in the document were registered using a monthly report filled by all partners participant in scientific articles, business publications, conference and other events. Tables in this section are dedicated to contain contact reference people involved in dissemination actions such as events, workshops, seminars, hackathons and natural language algorithms are used to list the steps to do a good dissemination.
CITADEL communication activities follow the leading principle of keeping the communication message as easy as possible, short by exhaustive to keep in mind and stimulate people to inform about project results To do so, communication actions were undertaken during these first month of project: website, social networks, promotion material and CITADEL logos.
Regarding collaboration and networking activities, CITADEL results can be shared with external parties that increase the potential of explotation and scientific value of project results.
1.2 CITADEL Dissemination at a glance
During the first half year of the CITADEL project lifetime, WP7 Leader and partners defined the strategy and plans to realize the Dissemination, Communication and Networking activities organizing and sharing tasks among partners. Due to the different nature of activities and involved audience there were necessary separate flows to organize each of them.
The most part of activities are registered on a monthly report filled by all partners participating to relevant events that increase the knowledge and awareness around the project. Each month the partner reports are processed from WP7 Leader that remove the events not well described or not relevant for the project. The report template consists of tables referred to a specific kind of activity.
For dissemination activity the dedicated tables are:

This work will describe all activites planned and executed, getting in evidence how these activities are referred to KPIs defined to measure them.
The underneath pictures show the flows for the Dissemination, Communication and Networking activities defined in D7.2 and submitted to EC on M6.
As recommended in the Horizon2020 guidelines, the CITADEL-project has developed a dissemination plan in order to stimulate the commercialization, exploitation, and sustainability of the projects results. We opted to maximize dissemination effectiveness by using a structured strategy methodology, consisting of predefined objectives, target groups, areas of interest, a dissemination process and flowchart, and dissemination expected actions (DEA). A detailed elaboration, including partner-specific responsibilities, can be found in D7.2.
Objectives
The objective of the dissemination strategy is to raise awareness and maximize impact among its key stakeholders and target groups. It is believed this objective can most effectively be realized through targeted action, specifying dissemination objectives for specific partners and target groups. In general, the aims are to raise awareness among as many stakeholders as possible, engage with these stakeholders to interactively evaluate requirements, create and publish scientific contributions valuable for the research community, participate in events targeted at industry and academia, and liaise with other Horizon2020 projects.
Target groups
The CITADEL-dissemination strategy distinguishes between four primary target groups. These groups require groups-specific attention and differentiated dissemination-strategies in order to maximize outreach. The groups to which we focus our attention are:
• Citizens and Public Administrations
• Researchers and Scientific community
• ICT Industry and Open source communities
• Policymakers and legal community The first group consists of users. Citizens are regarded as the end users of the services this project aims to improve. Public Administrations are regarded as the users of the (components of) the CITADEL-ecosystem in order to improve the delivery of public services. The second group consists of researchers and the scientific community. This groups will be primarily interested in the research the project produces regarding administrators willingness to engage with citizens, citizen preparedness for digital public services, and the co-creation ecosystem. The third target group consists of the ICT industry and Open source communities. They are able to see an increase in their service demand to customize the CITADEL ecosystem to the needs of the public administrations interested in its usage. The companies that are expected to be most interested in the CITADEL-ecosystem are software development companies and consultants. The components of the ecosystem are envisioned to be made available following the freemium model. A basic free version will be made available Open Sourced, while the premium version will be licenced by the projects partners. The final target group are the policymakers and the legal community. For this group, the CITADEL-ecosystem is disseminated in order to raise awareness and provide solutions to the legal and policy issues discovered during the implementation of components of the CITADEL-ecosystem.

Involved areas of interest
The CITADEL ecosystem will encompass best practice methodologies, tools, certifications, and recommendations aimed at the inclusive transformation of public administrations in order to provide stakeholders with more efficient, inclusive and citizen-centric services. The best practice methodologies will be produced through two rigorous reviews of state-of-the-art technical literature on co-production. The [co-creation collaboration tool] will allow public administrations, private sector organizations, and citizens to co-create new public services at a conceptual level. A second major tool is the [discovery service/Maturity model] which allows public administrations to implement user’ profile specific digital public services. Certifications and recommendations are two more areas of interest involved in the project that shall be developed further.
The dissemination process
A last element of the dissemination strategy we want to discuss in this glance is the dissemination process itself. The process consists the dissemination team responsible for the projects dissemination strategy, a flowchart representing the dissemination process, and partner specific dissemination expected actions (DEAs). The composition of the dissemination team and the dissemination expected actions can be found in D7.2 (p.14-22).
Because the dissemination strategy involves all project partners, a dissemination flowchart was created to structure and coordinate all dissemination activities (D7.2 Figure 1). A high degree of success in the dissemination process is achieved when there is a clear understanding about the role and responsibility of each partner, as well as the monitoring policy. The dissemination plan specifies that there will be a monthly report with information concerning activities developed during every stage (Alpha, Beta and Omega) (1). This report shall contain a list of announced (2) and realized (10) actions with the contributions of each partner in collecting inputs (3) (11), checking compliance with KPIs (4) values and achieved results in the period (6) as well as carrying out the upload of achieved results on Website (7) (12) and social networks (8). It is also necessary to report all dissemination actions to the project coordinator, work package leader and WP partners so that they can implement corrective measures whether there is a diversion from achieving goals (5) (9). As final step, the Task Leader will report dissemination activities in D7.3, D7.4 and D7.5 (13).
1.3 Document structure
Specifically, chapters 2, 3 and 4 are dedicated to dissemination issues such as assets, material and activities.
Chapter 5 treats the elaboration and provisioning of dissemination material: logo, social media, promotion material and press releases.
Chapter 6 describes the follow up of dissemination activities and future plans, using for it three sections: an overview, a section of communication actions and an evaluation of the performance of the communication activity.
Chapter 7 reflects the updating and maintaining of website, social networks, participation in focus groups and the advisory board. In this section a set of statistics are provided in order to include metrics of the number of visitors, demographic, countries and average time on site. This section explains the CITADEL approach in social media through particularly Twitter and Feedbook. Furthermore, it also includes a description of the focus groups and the project advisory board.
Chapter 8 explains how CITADEL results can be also shared with external parties such as the collaboration with EU funded projects such as WeLive, Tropico and Skills+.

And lastly, section 9 explains the future plans on dissemination, communication and networking activities to carry out in next months.

2 Revision of CITADEL dissemination asset
2.1 Monitoring project’s evolution
CITADEL dissemination strategy [1] described in details the key areas of interest that was the basis for consortium’s dissemination and communication activities. However, research project’s evolution has led to adjustments of this dissemination strategy. Keeping intact the basics of CITADEL dissemination strategy and continuously considering CITADEL objectives and envisioned results, the development of more concrete CITADEL assets will make dissemination and communication activities more convincing and focused during the months to come.
As said, all dissemination and communications actions were carried out by CITADEL consortium during the 1st reporting period having in mind the objectives above mentioned as defined in the dissemination, communication and networking plan. At first it was aimed to raise awareness about the project and share information through the website. Also, to create a branding for the project that was used in all material created.
Then, in order to consolidate the work and communicate on regular basis news about the project different channels created ad hoc (website, twitter, LinkedIn) were used. Now, after one year of project by considering CITADEL objectives and measuring key performance indicators (see section 9), dissemination, communication and networking plan was successfully accomplished. Finally, the next steps can be defined in two main phases: 1) communication and 2) Hands-on:
1. Communication a. Communicate what’s going on using the social networks. b. Work to engage outsiders to build a CITADEL community using mainly the focus group
organised in the countries of the partners of the project 2. “Hands on”
a. Work on scientific publications b. Participation on events, fairs c. Cooperation with projects
2.1.1 Key areas of interest
CITADEL aims to create an ecosystem of best practice methodologies, tools, certifications and recommendations to transform Public Administrations (PAs) via an inclusive approach in order to provide stakeholders with more efficient, inclusive and citizen-centric services.
CITADEL project have two branches that enrich each other. The first branch is the social part of the project; this branch will elaborate studies to present the conclusions on citizen co-production in public services and on private sector involvement in co-production and recommendations to help PA in transforming their processes for being more citizens centric. The other branch is the technical part of the project, this branch has the objective of supporting with tools the transformation of PAs´processes. The main tools that CITADEL will be developed are: co-creation methodology tool, that will guide PAs in process to co-create new public services at a conceptual level, digital maturity assessment tool, that will assess the digital maturity of an public administrator and guides in the improvement of this maturity, and the Discovery service that will allow encountering digital public services based on the user´s profile and the result of semantic analysis of the data.
The CITADEL dissemination strategy will ensure all of these results are part of the messages disseminated to relevant target audiences. Therefore, CITADEL actions and messages that will be achieved through the

phases “communication” and “hands on” will be based on these topics described. As much as possible we will engage the public in our discussion and trying to get our clear messages and challenges across the globe.

Analysis of PAs services and related gaps against
citizens’ expectations and efficiency needs
Public policies, processes and services need to be adapted to expectations of citizens and organizations (users and non-users). In order to make PAs services really effective and satisfactory for citizens, the analysis activity of CITADEL will focus on two main aspects:
• Analysis of citizens’ opinions, behaviours and habits to understand their needs and expectations
• Analysis of current offering status of PA services
• This analysis, supported by automatic tools able to extract this kind of information from the disparate sources where it can reside at, is expected to produce two main outputs:
• Social indicators [KR2] characterizing the citizens’ attitude towards PA services.
• Recommendations and guidelines [KR1] for the PA about how to improve/transform their services.
Methodology and tools for co-creation of PA services
The establishment of an effective service passes through a process where the involvement of different actors at different phases is required, and it is difficult to execute this process without reference to a structured methodology. CITADEL aims to provide a methodology [KR3] for conceptual definition of services in order to help PAs to implement a collaborative and incentivized environment, customizable according to the application scenarios. Along with the methodology, CITADEL will deliver also a tool [KR4], or a set of tools, that can be ICT as well as non ICT, to support this methodology driving the PA officers across all the steps of its implementation.
Increase of Citizens’ participation to the PA
system
Sometimes citizens do not use PA electronic service just because they are not aware about the existence of services fulfilling their requirements; in other cases because they don’t perceive the benefit they could get by using them.
Furthermore, it is crucial to continuously check, once a service is on-line, if citizens really consider it useful and usable, and to understand if they expect improvements, even in consideration of the fact that users’ habits and expectations change over time, so that it may be necessary to modify services in order to be aligned with the evolving situation.
Addressing these two issues will result in an increase of the citizens’ participation to the PA system. In this respect CITIDAL will make available

two services:
The discovery service [KR5], that aims to push to the citizens information (based on the individual profile) about the services best fitting their needs and to provide easy access to those services.
The assessment service [KR6], that aims to feed the co-creation process once a service is on-line with user-provided data.
Tools and technological developments
All the analysis performed in the project, as well as the methodological framework developed, will be supported by a set of ICT tools integrated within a ecosystem [KR8] in order to provide to the PAs an instrument they can use to ease the implementation of the transformation process affecting their services. The ecosystem will include a Security Toolkit [KR7] designed taking into consideration the strict security requirements imposed to any electronic service by EU and National Privacy regulations, as well as the new European privacy framework. The ecosystem will also be validated in local, regional and national environments [KR9].

This service will receive requests to perform different types of information analysis. The initial envisioned “types” of information analysis are:
• Analysis of the information from different data sources to provide a set of recommendations with a certain objective.
• Analysis of the profile to customize the sort list of digital public services with the most suitable services for a certain user.
• Analysis of the information (context) to provide relevant KPIs and their trends
Co-creation methodology and tool
The methodology to guide and support PAs in the conceptual co-creation of digital public services, customized to take into consideration the different characteristics of each PA. This asset will also include a tool for guiding the PA in the different phases and activities of the methodology. This tool will link with other tools that citizens and PAs need in order to perform the co-creation of services at conceptual level in each activity

3 Elaboration and provisioning of dissemination material
3.1 Website
Following the plan defined in CITADEL dissemination strategy, project’s official web site was updated according the comments/suggestions received from all the members of the consortium. The updated version is available at http://CITADEL-h2020.eu/. All the details concerning the look and feel, structure and content of the website can be found on Deliverable D7.1 [2].

3.2 Leaflet
The first release of leaflet has been presented during the CITADEL event in Riga to the local stakeholders and partners. Due to the short but exhaustive contents this material is addressed to government audience. The contents of this material summarized the purposes of the project and they are gruped by 4 sections:
• Results: to describe the concrete entities (such as recommendations, services, methodologies, tools, etc) that the CITADEL project will carry out during the lifetime of the project.
• Approach: to highlight the two basic strands of the project: understand-to-transform and co-create-to-transform; in the middle the tools, the services and the methodologies are connected to the main actions of the two strands in order to explain the role of ICT in the project.

• Objectives: to describe the “desiderata” of the project underlining the involved actors (citizens, PAs, ICT and academic sphere) in some key project actions (to understand, to transform, to perform).
• Benefits: to give evidence to the advantanges that the project achievements could give to PAs and citizens.
• Use cases: to list the titles of use cases used as pilots for project.

3.3 Newsletter
During the lifetime of the project, every year a newsletter sending is planned. Newsletter are directed to all audience that already know the project and wish to get in touch with the project progresses. The first newsletter (sent on M9) contained the following sections:
• An introduction where the baselines of the project are explained, emphasizing the actors and the actions involved in CITADEL processes, and the two main project strands.
• An overview about the past events already held for the project such as the “Kickoff Meeting Project” and the next GA meetings
• A description of the dissemination highlights organized or attended to spread the project.
• A reminder to keep up to date the latest future events of the project.
The project will send once per year electronic newsletters, describing the project’s achievements and innovations, aiming at fostering the highest possible penetration to both market and scientific community. The Newsletter will be released in the webpage of the CITADEL project, as well as the business and research contacts of the project participants, who can potentially raise interest in the CITADEL results.

3.4 Posters
Posters are used by partners to represent the fundamental aspects of the project concisely. The layout of a poster respects the sections and concepts already described in the leaflet. This material has been presented at the GA meeting in Bari in September 2017.

3.6 Future plans
Keeping a continuous focus on CITADEL objectives and envisioned results transferring achieved outcomes through existing and consolidated dissemination channels (i.e. web, news, leaflet, etc.) a complementary approach will also be followed by means of use hands-on, concrete and convincing material representes by the prototyping tools. CITADEL co-creation tools, digital maturity assessment survey and semantic discovery link will be used in the freemium model delivery to complement the already available dissemination materials. An easy to understand mosud operandi approach and a corrisponding web traceable use and monitoring of prototyiping tools download, beside the consolidation of existing dissemination material delivery is expected.

4 Follow-up of dissemination activities and future plans
4.1 Overview
The CITADEL communication activities done so far in accordance to the plan defined in D4.2, following the leading principle of keeping the communication messages as easy as possible, short but exhaustive to keep in mind, and stimulating people to inform and increase knowledge in project results. Of course, at the end of the 1st project year, the project has few concrete results to diffuse; the contents of the communication messages have been focussed, therefore, in the diffusion of information about the project ideas and objectives and the initiatives somehow linked to the project. The main effort has been related to the production of the material (see section 5), which will be used in the future communication activities towards all the subjects identified in D5.2, and the activation of the target communication channels, listed in the table below.

4.2 Scientific publications
CITADEL is a research and innovation action. Thus, publication in scientific journals is a key aspect to demonstrate the scientific contribution and innovation achieved with the project. These journal publications prove that the challenges addressed by CITADEL approach are innovative and beyond the state of the art. They are also great means to raise awareness of the proyect in the scientificy community. Scientific project partners such as LU, KUL and UC provided scientific papers during the first year of project. These publications were about co-production, citizen involvement in public sector and customer satisfaction with public services.

4.4 Attended events - Conferences, seminars, workshops and webinars
Since the start of the CITADEL-project almost twelve months ago, the project-partners have attended
several events as part of the strategy of disseminating and communicating the CITADEL-project, as well as
embedding the project in wider technological and academic networks. In the strategy’s monitoring
procedure the performance indicator is set at a minimum of five events attended each year. In the first year
of the project this objective has been overperfomed by almost 4.5 times. Based on the partners’ own
reporting 22 events have been attended, while two more are planned for the near future. The events that
have been attended, including the attending partners and the dates of the events, are been included in the
table below.

4.5 Blog posts
There have been only four blog posts since the CITADEL project was started October 2016. The one was posted by the KUL (04.10.2017) about the launch of the CITADEL project and the other three by the University of Cantabria (UC, 25.11.2016; 7.03.2017 and 3.04.2017).
According to the information provided in the CITADEL partners’ dissemination reports, blog posts, as well as keynotes, hackathon, prizes, etc. haven’t been actively used by the organizations represented at the project. In some cases, participation at the social networks has been reported under the blog posts.
In the beginning of the project, in 2016, the Dissemination report included a separate section for the Blog posts, but since 2017 the blog posts have been reported under “Other”. Therefore, D7.3. in the future should also include only one section for reporting on all related activities under “Other” (sections 4.5 and 4.6 should be unified).
4.6 Other activities
The section “Other activities” including keynotes, hackathon, prizes, blog posts etc. is divided in two parts in the dissemination report:
1) To be reported when planned but not yet done; 2) To be reported once they have been done.
This division looks too detailed for reporting, since these activities don’t require too much of planning and are reported once they have been done. Under this section partners are mainly reporting their activities in social media (Twitter, Facebook, etc.). At the same time publications in social networks sometimes are also reported under the section “Press releases”. Therefore duplication could be possible if this isn’t clearly identified in the monthly Dissemination report, where the social media publications should be reported. Two of the partners – time.lex and Stad Antwerpen in several reports have indicated that they are “Following CITADELh2020 on twitter and retweeting”, while KUL has posted CITADEL related tweet on their Twitter account (https://twitter.com/stevenvdwalle/status/783233709952598016\) Some partners (LU, TLX) have reported about publications (3) in social media (Facebook, Twitter, LinkedIn. This should be noted that for some organizations, like LU, every press release is being automatically published on Twitter, Facebook, LinkedIn, local social media draugiem.lv and G+, etc. ICTU has reported on the two following workshops:

In June, 2017, the ICTU has reported on the following activities:
• A hyperlink on the ICTU website and a short introduction on the CITADEL Project in General and the ICTU Use Case Life Events Turning 18 in particular.
• We made a two-page document for our stakeholders to introduce them to the CITADEL project and our use case.
In July, 2017, the TLX has reported on the survey publication - Privacy Literacy Exercise (to be used among the partners in this stage, but also to be spread as a CITADEL result later on). It was released 27 June, 2017, reviewed and adapted with the first feedback in July, 2017.

4.7 Future plans
A high degree of success in the dissemination process is achieved when there is a clear understanding about the monitoring policy as well as the role and responsibilities of each partner. This deliverable contributes to these objectives by providing dissemination actions by CITADEL partners involved in the project. The CITADEL approach has the mission to accomplish the demands of the European Comission Horizon2020 guidelines on dissemination. In this sense, the activities attached here provide results that should be used to show the project’s progress as well as their implications for science and society.
According to this report, objectives of the dissemination and communication strategy have been achieved for this first year. A wide dissemination action of the project concept was carried out by employing communication procedures such as the website, social networks and newsletter. Then, scientific publications have been provided by partners during this period. These scientific papers used topics and keywords of CITADEL project such as “citizens”, “public services”, “co-creation”, “co-production”, “public service participation”, “customers” and “satisfaction”. Also, CITADEL partners have made their contribution to the CITADEL dissemination activities through their participation in conferences, seminars, workshop and webinars. These activities are expected to be replicated in the second year of the project, taking the advantage of using project results to prepare the way for a successful scientific and commercial exploitation of the project outcomes. During the second year of the project lifetime, the Consortium will perform some specific forward steps in order to favouring the execution of the ongoing dissemination strategy:

• the development of more concrete CITADEL assets with ICT preliminary prototyiping outcomes in terms of tools (co-creation, digital maturity assessment, semantic discovery) on one side and social elaborated studies (vignette methodology implementation, recommendations analyses) on the other side, will make dissemination activities more focused maximining the scientific meaning of the research project through e.g. international congresses on public management, regional studies and political economy and political science.
• due to the good results achieved by the focus group in Latvia (Riga) and the workshop organized in Italy (Bari), with the aim of involving suitable stakeholders and engage them in dedicated dialogue and debates, new events oriented to PAs and market stakeholders will be prepared alongside upcoming GA meetings.
4.8 Dissemination monitoring and evaluation
The KPIs described in the table below have been taken into account in evaluating the performance of the
Dissemination activity. The data are updated to the half of September 2017.

5 Elaboration and provisioning of communication material
5.1 Logo
The project logo borned in the early days of the project and identifies it in all dissemination, communication and networking activities. It has been used in:
• Dissemination materials such as website, leaflet, posters, PowerPoint presentation.
• Communication materials such as social network page profile images and promotional materials.
• Networking activities as identification seal for collaboration materials.
5.2 Social media
Social networks are the fastest and most incisive way to engage a vast audience. During the first year of the project, profiles were created for Twitter, Facebook and Linkedin social networks. During the first year of project timelife, contents were posted only on Twitter, pointing to project related news, meeting photos, attendance for project dissemination events etc. During the second year, instead, contents will be posted also on Facebook (especially for events involving use case stakeholders such workshop, dedicated meetings) and Linkedin (especially to let specialized audience know of networking opportunities)
5.3 Promotial material
The CITADEL consortium during the Riga meeting approved the creation of new promotional materials to be delivered during events related to local stakeholders. In detail the underneath table summarizes the promotional materials that will be created during the project:

5.4 Press releases
To create more attention around the project, partners can publish press releases to disseminate the presence of meetings or other initiatives designed at the aims of the project through the common information channels (such as TV, websites, newspapers, etc ...). 6 Follow up of communication activities and future plans
6.1 Overview
The CITADEL communication activities done so far in accordance to the plan defined in D4.2, following the leading principle of keeping the communication messages as easy as possible, short but exhaustive to keep in mind, and stimulating people to inform and increase knowledge in project results.
Of course, at the end of the 1st project year, the project has few concrete results to diffuse; the contents of the communication messages have been focussed, therefore, in the diffusion of information about the project ideas and objectives and the initiatives somehow linked to the project.
The main effort has been related to the production of the material (see section 5), which will be used in the future communication activities towards all the subjects identified in D5.2, and the activation of the target communication channels, listed in the table below.

6.3 Communication monitoring and evaluation
The KPIs described in the table below have been taken into account in evaluating the performance of the communication activity. It is important to point out that the only social network considered during the first year of the project is Twitter while the other social networks will be considered later. 7. Creating the CITADEL community
7.1 Updating and maintaining project’s web site
7.1.1 Web-site statistics
Among the Dissemination tools partners have prepared a website at www.CITADEL-h2020.eu and contains all project information such as description of use cases, methodologies used, latest news, contacts, etc... Statistical site access data measurements are detected with Google Analytics support and the Unique Page Views (number of single users who accessed the site) is considered as Communication KPI.

7.1.2 Search Engine Optimization (SEO)
In order to have a greater visibility of the site in the search results of the major search engines, we must propose techniques that work both on-page and off-page SEOs.
In the case of on-page SEO the Consortium is evaluating the introduction and updating of new keyword metatags and the creation and maintenance of the sitemap.
In the case of the off-page, the idea of the partners is to increase the number of links pointing to CITADEL website. This can be achieved by creating collaborations with other projects and it can be done once the Networking activity has reached a good level of maturity.
Another key factor is the constant updating of site content that may entice users to return to visit the site. At the moment, the last task is performed monthly by WP Leader and Project Coordinator.
7.1.3 Future Plans
So far, the data collected for site statistics is in line with the expected values while writing the DoA (see section 6.3). In spite of this, the goal is to try to improve the position in the site's search results regarding the key aspects of the project such as the co-creation and transformation of digital public services. The introduction of some additional measurements may also help to monitoring the process and drive the boost. In particular, through the data obtained from analytics and social networks statistics accessed via project’s website, it will be possible to trace the following information:
• Sessions average time on CITADEL website
• Number of CITADEL website accesses per country
• Percentage of users returning to the CITADEL website
• Number of twitter followers of CITADEL account
• Number of retweets
• Number of facebook followers of CITADEL page
• Number of likes for CITADEL page
• Number of Linkedin conversations
7.2 Social networks activities
This section will outline the main social networking activities on the CITADEL project profiles. During the first activity, the focus was on creating profiles for Twitter, Facebook and Linkedin, considering the social network that best suits the needs of the project. In particular, the Twitter profile has been used to communicate events and appointments related to the project

7.2.1 Why CITADEL cares and believes in social media
To meet an ever-more connected audience on the web, presence on social networks becomes one of the key tools to promote a product, enabling users to express their ideas about it. The reasons why CITADEL uses social networks can be summarized in the following list:
• To provide a simple channel to be used also by not specialized audience.
• To spread information to obtain visibility anywhere in the world
• To send short messages to be read immediately and foster the interest in readers for the project.
7.2.2 Twitter Feed
In CITADEL project, the Twitter feeds (@CITADELh2020) are sent to communicate to the followers short news about the CITADEL universe such as related events,collaborations with other projects, etc… The update of profile with new feeds is estimated in 2 feeds per week and is only allowed for WP Leader and Project Coordinator. CITADEL LinkedIn group
The CITADEL LInkedin Group has been created to allow for external collaborations with other projects and to create a network of relationships with experts from other projects. Permissions to accept new members in the group are mandated by the WP Leader while new project collaborations must be approved by the Project Coordinator.
7.2.3 CITADEL Facebook group
The CITADEL Facebook page has been created to focus on those activities that need to be transposed by a large audience, but differently from Twitter, they need more complete descriptions and can be accompanied by multimedia content such as live video or image albums. Again, the management of this channel is the responsibility of WP Leader and Projetc Coordinator.
7.3 Focus groups
7.3.1 Scope and activities
Several focus groups will be held during the duration of the project in each location where the CITADEL General Assembly meetings will take place.
The objectives of these focus groups will be defined depending on the state of the project but mainly will be focused on presenting the benefits gained through the application of CITADEL results and discussing the future use and applicability of CITADEL in other context of the Public Sector. The Partners´ idea is to get direct feedback from the stakeholders related to the CITADEL project (Public Sector, Citizens and Private sector)
7.3.2 Current status
During the first 12 months of the projects, two focus groups have been organised.
1. RIGA Focus group. This focus group was help on 16th May 2016 in Riga. The objective of the Focus group was to present the attendees to this meeting the CITADEL project and approach, and to get feedback from them. During this focus group a presentation covering the following issues was done:
a. General information of the project: Duration, budget and partners b. CITADEL Mission, general objective and concept c. CITADEL Approach

d. General presentation of the different use cases of CITADEL e. CITADEL Results f. Benefits for Public administration and for citizens
The attendees provided interesting feedback that has been analysed by the CITADEL partners to improve the CITADEL results and their usability.
2. BARI Focus Group. This focus group is organised in BARI, the objective of the 2nd focus group is to present the attendees the CITADEL project, the CITADEL Co-creation methodology and the Digital Maturity assessment model. This focus group has been organised in two sessions.
a. Informative session of the project. The dealt topics are: CITADEL general project/goals, Conceptualizing and (re)structuring different forms of user involvement that combines Hirschman and Rokkan models, and what is the vignette methodology and what are some already available case examples. The audience of this session is general public, local stakeholders and civil servants.
b. Two interactive parallel working tables: 1) Understand to transform, the topic of this table was Digital Maturity Model, and the audience was horizontal civil servant in public administration and regional agency. 2) Co-create to transform, the topic of this table was the Puglia use case on tourism services, and the audience is tourism domain PA responsible and touristic operators involve.
7.3.3. Concrete actions defined for the following months
For the next months, several focus groups will be help in each location where the CITADEL General Assembly meetings will take place. There are four general assemblies planned by year. The topics to be dealt in each focus group depend on the requirements of the project in each moment. In each general assembly, the next focus group is organised and the topics are decided.
7.4 Advisory Board
7.4.1 Scope and activities
The Advisory Board (AB) represents a group of professionals involved in disciplines and sectors relevant to the ones of CITADEL. The main aim of involving external stakeholders is to extend the CITADEL capability outside the project’s consortium in order to enlarge the project’s assessment in terms of approach, technologies and strategies (e.g. the recommendations that will be included in the CITADEL ecosystem) and to support the project in improving its capability to analyse chances and content for dissemination and exploitation.
The Advisory Board will physically convene twice during the project’s lifetime providing guidance and assess the scientific quality and practical relevance of the work. Furthermore it will take care of maintaining a constant open channel with other stakeholders, feeding them with news on the project’s progress and soliciting feedbacks and input.
7.4.2 Current status
Recruitment of AB members has been performed by each partner of the CITADEL project also by means of a participation letter. At the moment, eight experts have been identified.
The first virtual meeting of the GA was held on 12th of May. Prior to this meeting, TECNALIA contacted with the Advisory Boards member to ask them to sign: the Informed of consent to be compliant with the Ethics

issues and the Non-Disclosure Agreement since the Advisory Board members are going to have access to some confidential deliverables.
Moreover prior to this meeting, TECNALIA sent to the Advisory Board members the following documents:
• D6.1. This document analyses different policy initiatives, the competition, and establishes the basis for the CITADEL value proposition and business model(s).
• WD4.1. A working document focused on the generic processes that the ICT platform shall provide and the initial set of functional requirements that we have gathered, which will be complemented with those coming from the use cases. This document is still work in progress.
During the first virtual meeting, the project coordinator presented to the attendees the approach of CITADEL and the main outcomes. The received feedback from the Advisory Board members has been analyzed and used to improve the CITADEL Results.
7.4.3 Concrete actions defined for the following months
After December CITADEL will have the first tangible results, which can be shared with the AB. The next meeting could be virtual or face-to-face.
The plans for the next meetings of the Advisory Board are:
• 1st F2F meeting: M16 (January 2018). In this moment of the project the requirements and architecture to be ready , and the CITADEL partners can provide the following documents to the members to receive comments: D3.1, D3.3, D3.5, D4.2, D4.3, D5.1, D6.6 D6.4, D7.3
• 2nd Virtual meeting: M20 (May 2018). After MS3, CITADEL ecosystem will be ready to be shown.
• 2nd F2F meeting: M30 (March 2019). After MS6, Second release of the CITADEL ecosystem will be ready to be shown.
7.5 Expanding the CITADEL community
The work towards creation and expansion of the CITADEL community will be done on a regular basis based on sharing information, engaging our group in discussion and try to open channels for communication. According to [3] there are three parts to building an online community:
a) starting the online community b) encouraging early online interaction c) and moving to a self-sustaining interactive environment.
Therefore, our key actions that we have identified to build this community based on these premises from [3], is to:
• Starting the community on the project website
• CITADEL community members are: project partners, Focus group participants, AB members, twitter followers and LinkedIn members
• The project partners will attend to events and present CITADEL to engage more people (Citizens, PAs or Private sector) in CITADEL community
• During the events work on networking activities as much as possible
• Foster and consolidate cooperation with other projects like WeLive and TROPICO (See next section 8 of this document)

• Post comments and key information on the web site, share information about the key assets as described at the beginning, the co-creation methodology, the set of tools of the ecosystem, the digital maturity assessment model and the set of recommendations to improve the PAs´processes.

8 Collaboration and networking activities
8.1 CITADEL results that can be shared with external parties
CITADEL results that can be shared with external parties will be identified in the context of WP6, because the ultimate objective of this sharing is the increment of the exploitation potential and scientific value of the project outcomes.
Being the project results still at an early development stage, the communication activities done so far have been focussed on the establishment of the ground on which the collaboration with external parties will be built up. In this respect, similar projects and initiatives have been identified as part of the market watch tool under development in WP6. One of the results of this scouting task, that is going to continue for the entire project duration, will be the selection of those initiatives with which is worth to establish a connection for mutual cooperation and enhancement. The analysis of how to approach the initiatives so identified, then, will be done in cooperation with WP7, evaluating the most appropriate appropriate strategy on a case-by-case strategy.
A first action done in this respect is the establishment of the CITADEL open source repository, established within the GitHub community, for the software components that will be released as OSS. In the prosecution of the project, additional communities will be evaluated and approached if considered valuable in the perspective of engage users, developers, research communities and universities in activities related to the maintenance and extension of the open features of CITADEL.
8.2 Collaboration activities with EU funded projects and beyond
8.2.1 Overview
CITADEL is keen to collaborate with other EC funded projects under the same or similar objectives. This means that CITADEL will actively seek collaboration with other projects with the aim to exploit synergies between the projects and increasing the impact of the action. Furthermore, when feasible, collaboration with projects from other Units, further initiatives or local, regional and national strategies will be promoted. To this end, all partners will contribute to and especially the ones who actually carry out the technical work. The collaboration will not only be addressed at a conceptual level but at a technical level as well. CITADEL aims at co-operation activities with other EC funded projects under mainly the following topics: ICT-enabled open government (INSO1 – 2014, INSO1 – 2015) and Meeting new societal needs by using emerging technologies in the public sector (EURO6 – 2015).
8.2.2 CITADEL and WeLive
WeLive project overview
WeLive aims to bridge the gap between innovation and adoption of open government services and to catalyse public services by empowering citizens and businesses to directly participate in the design, creation, selection and delivery of some of the public services in the form of mobile apps.
WeLive aims to develop an innovative and open technological framework to involve citizens, public administrations (P.A.) and local businesses and companies into the innovation process. Specifically, the WeLive will enable:
• Citizens, companies and public administration to express their needs and elaborate new ideas for services and apps and to choose the most promising ones;

• Companies to develop basic building blocks that emerge from the needs expressed by the selected ideas;
• Public Administration and Citizens (final users) to release open data that emerge from the needs expressed by the selected ideas;
• Citizens and P.A. to fund companies to transform popular ideas into Applications, using the building blocks (open service and open data) available in the marketplace.
WeLive and CITADEL
During this period, the project coordinators of WeLive and CITADEL met with the objective to find synergies between both projects (8th June 2017).
The main important issue common to these two projects is the Co-Creation methodology. Although the approach followed by the two projects is different, there are some similarities like the phases of the co-creation methodology defined in both projects.
In order to continue with job started in the mentioned meeting, WeLive and CITADEL had co-organised the “European Co-Creation workshop” 21st of September 2017. During this workshop CITADEL project had a relevant role presenting the CITADEL Co-Creation methodology. 8.2.3 CITADEL and TROPICO
The objectives of the TROPICO project are closely aligned with the objectives of the CITADEL project. The Public Governance Institute of KUL is partner in both projects and could therefore facilitate collaboration between TROPICO and CITADEL. At the time of writing, the TROPICO kick-off has not yet occurred so no collaborative initiatives or proposals could be discussed or developed. Collaboration with TROPICO can be pursued starting in the coming months.
8.2.4 CITADEL and Skills+
SKILLS+ is an interregional cooperation project aiming at advancing public policies promoting information and communication technologies (ICT) skills among SMEs in rural areas helping them seize fully the opportunities offered by a digital single market and benefits of a digital economy.
The project is co-financed by the European Regional Development Fund and Norwegian national funding through the INTERREG EUROPE program. The project together twelve partners from Bulgaria, Croatia, Czech Republic, Finland, Germany, Greece, Hungary, Latvia, Norway, Poland and Spain. CITADEL partners from Latvia – LU and VARAM, also participate in the SKILLS+ project, which could have some synergies and collaboration activities related to improvement of public e-services. Both, partners, LU and VARAM cooperate in the framework of both projects and exchange information.
In the future this could also be possible to organize collaboration on a broader scale, i.e. through the exchange of information, as well as joint activities, i.e. organizing a joint conference, etc.

8.2.5 Collaboration with other working groups and projects
There is an ongoing cooperation with other EU funded projects in various formats. For example, the IMEC is cooperating with other EU funded projects (Synchronity; U4IoT) and Technalia with the project WeLive.
The University of Latvia and VARAM are cooperating in the framework of another project funded by the EU Interreg Europe programme – SKILLS+, which could bring interesting insights in cases of both projects. Further exchange and collaboration will be planned, when the first CITADEL results can be presented.
The University of Cantabria is cooperating with the Santander Financial Institute for conducting research work on customer experience of the banking system, where an insight from the CITADEL project may be useful.
The University of Cantabria is also using the CITADEL project to show students how to evaluate policy from the citizens’ perspective in the framework of Jean Monnet Module on European Policy from a Citizen Perspective.
The Stad Antwerpen is collborating with other departments of their own institution to evaluate if the tool developed by the CITADEL project - use of blockchain technology for registration of a newborn child, could also be used in their case.
The ICTU is cooperating with the Gebruiker Centraal on the UX, service design.
Further cooperation opportunities can be explored by searching for similar projects in Horizon-2020, Interreg Europe and other databases. When the initial CITADEL results will become publicly available this is important to present and discuss them with other working groups focusing on similar topics. Collaboration could also take place in the form of joint meetings, workshops and conferences with other working groups and projects.
Anorther important collaboration partners for the CITADEL project are national and/or regional level working groups – final users of the CITADEL results, which could bring useful insights, as well as added value already at this stage of the project.
8.3 Planned Vs. actual collaboration activities – success criteria
As explained in Networking Flow in D7.2, the WP Leader gathers all data provided by the partners and communicate this information to the PC that analyses the initiative and decide the best way for starting collaboration. 10 Conclusions
This work described the Dissemination, Communication and Networking activities during the first life of the project. Even if the values do not exactly match one-third of the total values supposed in DoA, it must be considered the time taken to define and share strategy and plans with partners before implementing the flows of the three macro-activities. For Dissemination and Communication some achievements have been reached while for Networking at this moment there are only proposals of collaboration and it is needed to wait an higher level of project maturity .
CITADEL partners have reported to have contributed in 22 events (conferences, seminars, workshops, and webinars). Overperforming the dissemination objective more than four times (D7.2, p. 32). Collaboration between CITADEL and TROPICO could be facilitated through KUL. However, as TROPICO still has to start, no collaboration initiatives have been pursued yet. Collaboration with WeLive (TECNALIA) has already started. Following changes in monthly Dissemination reports also the structure of the D7.3. should be changed including only one section for reporting all activities (keynotes, hackathon, prizes, blog posts etc.) under “Other” (sections 4.5 and 4.6 should be unified).
In monthly Dissemination reports the division 1) To be reported when planned but not yet done; and 2) To be reported once they have been done should be united into one asking partners to report activities, when they are done, because these activities don’t require too much of planning and are reported once they have been done.
Also, monthly Dissemination report should clearly be indicated, where the social media publications should be reported (Twitter, Facebook, etc.) in order to avoid duplication between the sections “Press releases”, “Blog posts” and “Other activities”.
Taking into acount already ongoing and envisigioned collaboration of CITADEL partners this could be very important to continue already started cooperation, as well as to search for similar projects in Horizon-2020, Interreg Europe and other databases, where further mutually beneficial collaboration opportunities could be explored. As initial CITADEL results become publicly available this is important to present and discuss them with other working groups focusing on similar topics. Also, joint meetings, workshops and conferences with other working groups and projects could be organized.
Taking into account the importance of the CITADEL project for the development of public services, this could be recommendable to cooperate with national and/or regional level working groups – final users of the CITADEL results, which could bring useful insights, as well as added value already at this stage of the project.
