Abstract

The present deliverable contains the consolidated, final plan for use and dissemination of foreground of the SYNER-G Project. This deliverable contains the objectives, description of tasks, expected results, task assignment, milestones, list of deliverables, graphical presentation and planning of activities concerning the use and dissemination of foreground. The contents of the present deliverable are related to Deliverables D8.5 and D8.6, and to a all Deliverables of Work Package 8.

1 Premise

The SYNER-G Final plan for the use and dissemination of foreground is the result from the discussions and contributions between the JRC, AUTH, VCE, and UPAV, the Workshops Responsible Partners and LESSLOSS Report Editors and Reviewers.

The contents of the present deliverable give a detailed, updated, consolidated final version stemming from the description of Work Package 8 of the Document of Work of the SYNER-G Project.

Objectives

2 Objectives

The main objectives of the SYNER-G plan for the use and dissemination of foreground are:

(i) Preparation of technical guidelines and recommendations in the form of European Reference Reports concerning the fragility and loss assessment of individual elements at risk (buildings, utility and transportation network components, critical facilities) and the systemic vulnerability and losses of entire networks and of system of networks (in city and regional scale) considering inter-element and intra-systems interactions.

(ii) Development and implementation of a dissemination plan for output from the project, which encompasses:

o Knowledge (new methodology for systemic vulnerability assessment);

o Products from Research (Prototype software for systemic vulnerability analysis and loss estimation, Classification of European physical assets and Guidelines for further development and deployment) and Demonstration activities, and

o Involvement of Stakeholders and User Communities (ranging from European to Local Authorities, Technical and Scientific Communities). Special attention deserves exploitation of the Prototype software to be developed during the project.

Dissemination will be carried out through a dedicated web server and by the organization of Workshops identified in the Grant Agreement. Leaflets, newsletters, and other awareness material, such as booklets, multi-media, brochures and publications will be produced as part of the dissemination activities.

3 Task description

The development of the SYNER-G Final plan for the use and dissemination of foreground will be carried out through two (2) main tasks, namely: (i) Writing, review and production of seven (7) European Reference Reports; and (ii) Dissemination schemes for all products and tools.

The definition and consolidation for the use and dissemination of foreground was achieved through meetings with AUTH, VCE and UPAV, with the participation of the Editors and Reviewers of the Reference Reports.

3.1 WRITING, REVIEW AND PRODUCTION OF REFERENCE REPORTS

Writing, review and production of seven (7) European Reference Reports, which will constitute seven (7) corresponding Milestones for SYNER-G (at month 34). A detailed description of this task is given in Deliverable D8.5.

3.1.1 Consolidated list for the SYNER-G Reference Report series (titles, Editors, Reviewers, addresses, audience)

Set-up of a final list of the Reference Reports. Agreement on the process of writing (including the template) and production of the reports, as well as on the final list of editors, reviewers and target audience (as given in Table 1.1 of Deliverable D8.5).

The JRC coordinates the process and is responsible for the printing, publication and distribution of the reports.

3.1.2 Guidelines for Editors, Reviewers and production

The guidelines for writing, reviewing and production of the SYNER-G Reports are given in Deliverable 8.6. These guidelines will be distributed to Editors and Reviewers, and define the specific tasks and responsibilities in the process for the production of the Reference Reports.

3.1.3 Version 1 of the Reference Reports (structure, contents, contributors, etc)

Editors are deemed to provide a Version 1 of the reports (with structure, contents, and contributor partners) to the Project Leader of WP8 (JRC) and to the Project Coordinator (AUTH) at month 18.

3.1.4 Final version of the Reference Reports (ready for printing)

The final version of the reports will be produced by the contributor partners identified in Section 3.1.1 under the leadership of the Editors. The reports will be ready for printing only after the review process is completed and no later than month 34.

3.1.5 Printing of the Reference Reports

Production of the Reference Reports is foreseen between month 34 and month 36 and will be available at the Final workshop of the project..

3.1.6 Distribution of the Reference Reports

The Reference Reports will be distributed to members of the scientific community, public administration and policy makers identified in Section 3.2.4, complemented by a List of Potentially Interested Readers submitted by the Editors (see Deliverable D8.6). Additionally, the Reference Reports will be available for download from the public website of the project, as well as, where possible, from the websites of the partner institutions participating in SYNER-G.

3.2 DISSEMINATION SCHEMES FOR ALL PRODUCTS AND TOOLS

3.2.1 Development of communication, awareness and dissemination material and tools

a) Project web server

One of the main tools for communication, awareness and dissemination is the development and set up of the project web server. The web server has a single access point (www.syner-g.eu) for both the public and the partners of SYNER-G.

The public pages of the website give general information about the project, namely the overview, objectives, description of work packages, expected results and list of partners. The public pages provide news about the project: announcement of workshops, leaflets and newsletters, and will serve as the main point for dissemination of the results of the project, namely the deliverables, Reference Reports, workshop presentations and reference to publications in conferences and refereed journals. Information is also given concerning the contact points related to technical problems of the website (VCE) and administrative matters of the project (AUTH).

The partners of the project have a dedicated restricted access with username and password to the partner pages of the project (https://syner-g.jrc.ec.europa.eu), used as an internal communication exchange platform and for document archiving. The partner pages include: a repository of all the documents generated in the eight work packages of the project, categorized per Task and Sub-Task; a repository of all publications, working documents, minutes of meetings, contract documents and templates; a list of events, such as project meetings and workshops; a repository of all the deliverables of the project; and a list of all the users (partners) of the project, including their contact points.

b) Project leaflet

A project leaflet was developed, prepared and printed early in the project, containing a description, goals, objectives, and structure of the project, and a list of partners with their corresponding logos.

The project leaflet is used as a means of effective, rapid dissemination during public events such as conferences, workshops and seminar; it will be uploaded in the public pages of the project webs server.

c) Project presentation

A PowerPoint presentation was developed early in the project, giving a summary, list of partners, background and overall objectives, goals, list of deliverables and main impact, dissemination of project results, management structure and procedures, and list of end-users.

The project presentation will be uploaded in the public pages of the project web server and will be used by the partners of the project, as well as by end-users, for communication and promotion of SYNER-G to the public and to interested stakeholders.

d) Project newsletter

The project newsletter gives information on on-going activities of the project, on the outcome of past events and on the announcement of future ones, including the organization of the two Technical Workshops (in Vienna, Austria and Thessaloniki, Greece) and of the Final Workshop (Ispra, Italy) of the project. One newsletter was issued at month 3, and two more will be issued during the course of the project on month 15 and month 27.

3.2.2 Organization of project workshops

Two technical workshops in the cities chosen for pilot applications and a final workshop will be organized during the course of the project, with the aim of communicating to the project stakeholders the results of the project.

The workshops will count with the participation of external partners and third non-EU countries (USA, Japan, China, Taiwan, etc.). SYNER-G partners, including the International Advisory Committee, are encouraged to profit from their international contacts to draw a list of possible attendees outside of the EU.

The dates and venue of the workshops shall be announced within a minimum of nine (9) months time; a draft program of the workshop with the titles and corresponding authors of the presentations shall be prepared and distributed 3 months in advance. The Project Coordinator (AUTH), together with the organisers of the workshops, will make efforts in having the proceedings of the workshops published in a special issue of a recognized journal in the field.

The workshops will be announced through the project newsletter, the public website of the project, and through the websites of all the participating institutions.

At the end of each of the workshops feed-back questionnaires will be distributed to the participants (see Section 3.2.4).

a) Technical Workshop in Thessaloniki (Greece)

This workshop will disseminate the results from the validation studies carried out in the city of Thessaloniki as part of Task 6.1 (DoW). The workshop will count with the participation of stakeholders from the city of Thessaloniki, in particular governmental institutions and civil

protection, as well as participants from academia and research institutions. Stakeholders from European cities with similar levels of seismic hazard (i.e. high seismicity) will be encouraged to attend. The workshop will be organized by AUTH and will be held in Thessaloniki on 11-12 October 2012.

b) Technical Workshop in Vienna (Austria)

This workshop will disseminate the results from the validation studies carried out in the city of Vienna as part of Task 6.2 (DoW). The workshop will count with the participation of stakeholders from the city of Vienna, in particular governmental institutions and civil protection, as well as participants from academia and research institutions. Stakeholders from European cities with similar levels of seismic hazard (i.e. low seismicity) will be encouraged to attend. The workshop will be organized by VCE and will be held in Vienna on 18-19 October 2012.

c) Final Workshop at the JRC (Ispra, Italy)

This workshop will be the concluding workshop of the project and will present a summary of the outcomes of the project. The workshop will count with the participation of stakeholders identified in Section 3.2.4, in particular governmental institutions and the civil protection of EU countries (and cities) affected by seismic hazard, as well as participants from academia and research institutions. Of outmost importance will be the participation of representatives from the European Commission, in particular DG ENV and DG ECHO (Humanitarian Aid and Civil Protection). Printed copies of the SYNER-G Reference Reports (see Section 3.1.6) will be distributed, as well as printed copies and a CD (or USB key) with digital information of the dissemination material presented in Section 3.2.3. The workshop will close with a presentation and discussion of the exploitation plan prepared in Section 3.2.4, which will serve to draw a strategic plan for a the use and advancement of seismic risk analysis in Europe. The workshop will be organized by the JRC and held in Ispra (or a nearby town) on 25-26 October 2012.

3.2.3 Other awareness and dissemination activities

This comprises all those activities not listed in Sections 3.2.1 and 3.2.2.

With the overall goal to stimulate the growth of a wide technical hazard community in Europe beyond national or project boundaries, SYNER-G will interact closely with other ongoing national and international projects, such as NERIES, SAFER, SERIES, SAFELAND, MAEViz, RELUIS,ENSURE, MOVE, etc., to share information, build on existing expertise, facilitate the transfer of knowledge (from already completed projects) and the triggering of collaboration initiatives (with projects still running). The Project Coordinator of SYNER-G (AUTH) will act as point of contact with these projects.

a) Leaflets, booklets and multimedia

Leaflets will be produced by the workshop organizers to announce the two Technical Workshops and the Final Workshop.

Booklets (in electronic form) and multimedia will be produced for educational purposes with the aim of communicating the results of the project to the general public, in particular to the younger generations, in order to create awareness and a culture of managing risk.

The contents of booklets and multimedia will be defined in month 24, and will be developed and produced by UPAV and AUTH, profiting from their profile as educational institutions, and by VCE, that will guide the preparation and set-up of these products; the agreed and updated details of the preparation of these products will be part of the updated strategy report for dissemination (see Section 3.2.5).

b) Participation at the 14th European Conference on Earthquake Engineering

Partners of the project participated at the 14th European Conference on Earthquake Engineering, held in Skopje, FYROM, from 30 August to 3 September 2010. Reference to the papers published in the proceedings of the Conference will be announced in the public website of the project.

c) Participation at the 15th World Conference on Earthquake Engineering

Partners of the project are encouraged to participate at the 15th World Conference on Earthquake Engineering that will be held in Lisbon, Portugal, on 24-28 September 2012. Prof. Polat Gulkan (METU) will explore the possibility of hosting a special session dedicated to the SYNER-G Project (See A.2). In such case, relevant dissemination material and announcement of the special session will need to be prepared well in advance.

d) Publication of scientific results in peer reviewed journals and magazines

Partners of the project are encouraged to published their research results associated to the SYNER-G project in peer reviewed journals and magazines. Reference to published articles will be disseminated through the public website of the project. Since most articles will be published after then end of the project, partners are encouraged to keep contact with the Project Coordinator to updated the public website repository.

e) Production of a high-quality brochure

A high quality brochure will be produced at the end of the project describing the main products of the project and the key results of the pilot studies on the two European urban, infrastructure and network sites (Vienna and Thessaloniki). The contents of the brochure shall be targeted to risk management authorities, civil protection agencies, policy makers, industry and the interested public. Special attention will be paid to producing an appealing and easy to read format. The brochure will be produced both in printed and digital form and shall be posted at the website of the project. Paper copies shall be distributed at the two Technical Workshops and at the Final Workshop.

f) Synthetic document and vision paper

A unique synthetic document outlining in a comprehensive manner the scientific achievements and findings of the project will be prepared to highlight the usefulness of the research output for policymakers and other users. The effort will be to communicate key messages and explanations about the main results of SYNER-G and present the step forward for knowledge and practice. The document will be prepared based on the synthetic deliverables of work packages WP2, WP3, WP6, WP7 and WP8, namely D2.17, D3.12, D6.8, D7.6 and D8.18.

A vision paper will be prepared, giving an opinion and recommendation on the way forward following the end of the SYNER-G project. It will serve as a primary tool for the development of the exploitation plan of Section 3.2.5.

g) Awareness and societal implications

It is important to ensure that the general public is not only aware of the level of seismic risk to which it may be exposed to, but also of the commitment of scientific/professional communities, policymaking bodies, European Commission, etc. in mitigating earthquake-related risks. As such, advantage will be taken from the accumulated experience in such type of public awareness raising activities (e.g., preparation of material adequate for distribution in schools, organization of public visits to research centres, organization of press conferences, etc.) of the JRC, UPAV and other partners, including UILLINOIS and UKOBE. The dissemination activities and educational materials will be orientated in the context of seismic risk prevention and mitigation efforts. A report summarizing the awareness activities carried out by all partners will be issued at the end of the project. To this end, all partners of the project must keep informed the JRC about such activities, including dates, location, type of audience and expected outcome.

h) Dissemination to the European Construction Industry and to ECTP

The project addresses part of the issues quoted in Priority G - ‘Improve Safety and Security within the Construction Sector’ of the European Construction Technology Platform (ECTP) Implementation Action Plan; namely, the development of effective vulnerability assessment methods for the large stock of existing buildings and civil structures, as well as for supply and communication networks and transport infrastructures. To ensure appropriate addressing of the issues included in the ECPT Strategic Research Agenda it is foreseen to maintain a direct connection with ECTP, to participate in the annual Conferences of the ECTP, reporting on the project progress and results, and to invite members of the European Construction Industry and ECTP to the project events, namely the technical workshops, demonstration activities and to the final workshop.

3.2.4 Involvement of potential users to achieve utilization

a) Identification of stakeholders and potential end-users

During the course of the project all partners shall contribute to identify and draw a list of stakeholders and potential end-users of the project knowledge and products, namely the scientific and technical communities, national authorities, civil protection agencies, industry (insurance and re-insurance companies), relevant European technology platforms and European associations and federations for infrastructures and networks.

This list will be used for the dissemination of the awareness material of Section 3.2.1 and Section 3.2.3, for the announcement and invitation to the Technical and Final Workshops, and for the distribution of the Reference Reports of Section 3.1. Since dissemination needs to be done to target audiences, the list of stakeholders and potential-users must be grouped in categories and should be available for download from the partners pages of the project’s website.

The list of stakeholders and potential users identified at the date of publication of the present deliverable is given in Annex B.

b) Collection and analysis of feedback from key events (questionnaire)

Questionnaires will be prepared prior to the two Technical Workshops and the Final Workshop, and will be distributed and collected at the venue of these events. The results from the questionnaires shall be analyzed and published in graphical form on the public website of the project. The questionnaire shall be targeted to the audience and will be prepared by the organizers of the three venues.

The questionnaire will be used for up-dating the implementation plan for dissemination and to set-up an effective exploitation plan as detailed in Section 3.2.5.

3.2.5 Development of detailed dissemination and exploitation plans

A detailed implementation plan for dissemination will be prepared at month 12 and represents the current Deliverable D8.4. It will be updated regularly (at 6 month intervals, if needed) and will constitute the basis of the project exploitation plan to be ready at the end of the project. A synthetic deliverable (D8.18) will summarize all the dissemination activities deployed during the life of the SYNER-G project.

The exploitation plan will profit from the vision paper (Section 3.2.3) and the questionnaires collected at the project workshops (Section 3.2.4). It will be presented and discussed during the Final Workshop at month 36 and will aim at setting up a scheme for continuous collaboration beyond the end of the project. This will allow to advance on research topics within the field of systemic seismic vulnerability and risk analysis, and to maintain and to further develop the tools developed during the project.

4 Expected results

The use and dissemination of foreground designed for SYNER-G comprise the preparation of dissemination material (Reference Reports, project presentation, leaflets, newsletters, booklets, multimedia, brochures and web-based applications), workshops (Technical Workshops and Final Workshop), publication in refereed journals and participation in international workshops (14th ECEE and 15th WCEE). Most of the deliverables related with these activities will be achieved completely within the six last months of project. However, there are a series of milestones, within the next 18 months of the project, which will control the progress towards the deliverables.

The writing, review and production of seven (7) European Reference Reports, described in detail in the Deliverable D8.5 (Consolidated program for the production of the SYNER-G Reference Reports) and in D8.6 (Guidelines for editors, reviewers and production of the SYNER-G Reference Reports), set a precise and clear schedule for the preparation of these reports, from their conception to printing and distribution. In this process, the Editors and Reviewers have endorsed their participation (acceptance of Table 1.1 of D8.5) and have been made aware of their responsibilities through D8.6.

The two Technical Workshops that will be held in Vienna and Thessaloniki, and the Final Workshop that will be held at the JRC, will contribute to the dissemination of the project results and will result in an increased collaboration between Civil Protection Agencies in the Union. These workshops are also a key instrument for dissemination to the scientific and technical communities, as well as to policy and decision makers at national, regional and local level.

The partners responsible for the completion of each of the tasks described in the above paragraphs are identified in Table 3.1. Note that for consistency with Work Package 8 of the Document of Work (DoW), the numbering of tasks has kept the same numbering as in the DoW, with a one to one correspondence with the numbering of sections of the present deliverable. For example, Task 8.2.1 corresponds to the task description of Section 3.2.1.

A Extract from Project meetings

In the following is given an extract of the main topics of WP8 discussed at the project meetings

A.1 KICK-OFF MEETING

The kick-off meeting of the project was held in Thessaloniki on 19-20 November 2009. The following is an extract of the discussion held in WP8.

Fabio Taucer (JRC) gave a presentation on WP8 “Guidelines, recommendations and dissemination”.

Significant aspects of the presentation:

o Description of WP8 objectives and tasks.

o List of SYNER-G (7) reference reports, time schedule for preparation and

o production.

o Workshops and other dissemination activities.

o Deliverables and meeting of first year.

Discussion / decisions on WP 8

A meeting is proposed for March 26th, 2010 at JRC, Ispra Italy, with the participation of WP8 partners. This meeting is necessary in order to review the project, to establish a plan for the use and dissemination of foreground, to define the key stakeholders and potential end-users of the project knowledge and products, to decide about the participation in key international events related to the project, to discuss about the technical workshops to be held in the cities chosen for pilot applications as well as the final workshop and to conclude to a consolidated list of SYNER-G reports, their editors and reviewers.

A discussion was made about the possibility of producing educational material (in electronic format ?). JRC and UPAV were offered to explore the feasibility of this proposal. A discussion was also made regarding the selection of possible reviewers of the deliverables; it was decided to leave each WP leader to decide upon their assignment.

Finally, it was concluded that before March 2010, the final definition of the editors and the reviewers of the reference reports should be made.

A.2 1ST ANNUAL MEETING

The first annual meeting of the project was held in Vienna on 16-17 September 2010. The following is an extract of the discussion held in WP8.

WP8: Guidelines, recommendations and dissemination (Fabio Taucer, JRC)

The completed tasks and deliverables were outlined, while the coming deliverables were discussed. The project newsletter 2, should include among other information material from the 1st Annual Meeting, the dates of workshops, and highlighting of important achievements. The final plan for the use and dissemination of foreground should include the implementation details and dates, assignment of tasks identifying responsible partners, list of milestones and deliverables as well as planning of activities. Possible dates for the final workshop in Ispra were discussed, while the possibility for a hosted session in the 15WCEE (Lisbon 2012) will be examined (as suggested by Prof. Polat Gulkan). The dates for workshops in Vienna and Thessaloniki should be finalized soon.

The need for expanding/ improving the public web-page was highlighted, in accordance with the new webpage/ portal layout, which is already under development by VCE.

The program for the production of the SYNER-G reference reports was also presented together with the list of editors and proposed reviewers.
