    Buildings account or around 40% o EU energyrequirements.

    In the last fve years, Socia Housing Organizationshave payed an exempary roe in improving theenergy efciency o the housing sector. Theyhave anticipated orthcoming national legislationand have punctually experimented with theconstruction o low-energy buildings and innovativeenergy reurbishment.

    AFTERaims to promote and continue this eortespecially in light o the obstacles and challengespresented by the current economic situation.

    The AFTER project aims to enable participatingand non-participating Social Housing Institutionsand Organizations all over Europe to improvethe energy efciency o their housing stock withcost optimal solutions. Its goal is to promote anddeveop existing European knoedge in theareas o energy saving strategies and encouragetheir implementation by companies in the housingsector.Social Housing Organizations in 6 dierentcountries (Czech Republic, Denmark, France,Germany, Italy, and Slovenia) and their partners-including National Housing Associations,

    Scientifc Committee and National TenantsAssociations- are cooperating to highlight andevaluate the most efcient and adaptable energysaving measures.

    AFTER asserts the importance o establishingenergy efciency as a major goal even aterconstruction o the building. The project promotesmeasures adapted to a variety o investments andsituations. A special emphasis is placed on theimportant contributions o operation maintenanceand management in the energy perormance obuidings.

    AFTER will participate directly to this eort inimproving energy efciency by 20% accordingto the target set or 2020 by the EuropeanCommission.

    AFTER Energy Saving Measures have beenpresented in the Newsletter #2 o the project.These Energy Saving Measures (ESMs) coveran exhaustive range o interventions on the

    social housing stock aiming at improving theenergy efciency o the buildings, their economicperormance both or the Social HousingOrganizations and their tenants.

    An Energy Saving Measure can be described asollowed.An ESM:

    is implemented in order to improve the energy

    consumption o a building and related to heatingaspects, warm water or electric powering orheating equipment. its impacts can eventually be monitored andevaluated regarding kWh and heating energy costs. can be optimized/inuenced/present a potentialto be improved.

    These ESMs gather a large range o interventionsthat have been listed as ollows

    The objective o the second phase o the AFTERProject is now to optimize these ESMs fndingactions that will correct and improve theirefciency ater their implementation.

    Optimizing Energy Saving Measures

    An Optimization Solution is related to an ESMwhich show potential o improvement.Thispotential can concern the 3 ollowing objectives:

    - improve the economic model o the ESM.- enhance the energy efciency.- increase the social perormance and thereception o the ESM by tenants.)

    As a consequence the Optimization Solution can

    lead to several types o actions:

    - management & strategic decision- technical intervention (control, maintenance,replacement) on the systems and equipment.- improve the reception o the ESM by tenants.

    The objective is still to highlight simple and low-cost interventions that will improve the savingslinked to an Energy Saving Measure.Optimization solutions have been proposed by theAFTER participating Social Housing Organizationswith the sustain o the Scientifc partners. Theseoptimizations will be tested during the heating

    season in order to measure and to assess theirimpact on buildings.

    Type o ESM: Replacement o a standard boiler by a calorifc boiler.Optimization Suggestion proposed: Radiators were not replaced and were sized according to the oldsupply temperature. Hydraulic balancing will ensured that eachradiator gets the same amount o heat.

    Type o ESM: Global reurbishmentOptimization Suggestion proposed: Ventilation system was installed that runs the entire year: running

    times o the ventilation system can be adapted to the users behavior,so as to temporarily switch o the ventilation system, or example insummer.Review o the control o the heating system as well as user behaviorare reviewed and adjusted, the heating system can possibly shut downat night.

    Type o ESM: New construction in Passiv House Standard.Optimization Suggestion proposed: Hot water demand in relation to total heating demand is very high(50%). Check to what extent the circulation pump can be turned o, orexample in the night time (heat losses are reduced signifcantly in thehot water pipes).

    ATC Torino - AFTER Itaian Socia HousingOrganization - as estabished in 1907 by theTorino City Counci to suppy underpriviegedcitizens ith o-cost housing and at the sametime administering and managing their on reaestate and that entrusted to them by other pubicbodies. ATC manages around 31.000 deing unitsand 10.000 oned by ormer tenant.

    what is the roe o ATC ithin the AFTERProject ?

    As a social housing organization, ATC is in charge,in the rame o AFTER, o reporting energy savingmeasures and testing new optimized measures.

    what kind o ESM is more idey appied inyour country?

    According to our experience in the feld o energysaving measures applied to new and existingbuildings, the most common ESMs consist inplant optimizations (e.g.: lighting, heating, coolingsystems). ATC, based on its building stock and

    money supply, has:

    -installed smart metering systems,-improved heating systems by installing newboilers and substituting individual with centralheating systems,-placed external insulation on buildings allowingthis kind o intervention,-substituted windows.By the way, the most common and challengingissue to be aced in Italy concerns interventionson ancient buildings: our historical centres areprotected by a very strict system o prohibitionsand regulations, orcing technicians to choose

    between the limited range o ESMs unable to aectthe integrity o the building and its exterior look.

    what kind o probems did you ace duringthe ESM seection process?

    The biggest challenge was undoubtedly the lack oa common methodology, as each building has itsown management protocol, and even its own way tocollect data, measure systems being dierent romone building to another. However, these problemshighlighted the value o our SIGE managementsystem, a good resource or the management otenants and monitoring protocols. Maybe in theuture it should be implemented and made able tomanage technical and energy aspects too.

    In your ESM seection are economic, energyand socia aspects baanced? I not peaseexpain.

    The economic and energy aspects played aprevailing role in our ESMs selection. This becausethe tenants are not owners of the ats they livein, and the interventions on buildings have tobe paid by ATC, so we must try to guarantee thebest result we can achieve using a limited moneysupply. However, AFTER project will allow us, inthe next months, to give out a questionnaire aimedat inquiring into tenants satisaction about ourbuilding management, so we will at least get a

    eedback on our actions.

    what is the roe o Bl ithin the AFTERProject ?

    BL is working on its members and residentsinterests by inuencing the social housing sectordevelopment, both economically, technically andsocially. In practice BL represents the socialhousing companies in relation to public authorities.It also has a strong inuence on its membersinvestment choices, particularly regarding energysavings.BL is engaged in climate politics, energy reductionand sustainability. At the national level BL isrepresented in a governmental committee workingon a national strategy or energy reductions.In the context o AFTER project, BL is in charge toguarantee the reproducibility o the project outputsnotably through dissemination activities. BL willalso report and experiment innovative energysavings measures.

    what kind o ESM is more idey appied inyour country?

    I like to distinguish ESMs into two categories:ESMs with high or low investment. The highinvestment ESMs are typically Global retroftting.This is because it is much more proftable thanrenovating only one component o a building. But I

    know that this is not necessarily the case in othercountries. Widely applied low investment ESMswould be Tenant inormation and campaigns, lightcontrol, regulation o ventilation systems etc.

    what kind o probems did you ace duringthe ESM seection process?

    Probably the most difcult part during the ESMselection process was the data collection. A loto required inormation is about respectivelymaintenance, operation and management costs.These kind o data were not easy to fnd; they arerare and or many ESMs I ended up with only onefgure representing the sum o all three types ocosts. Furthermore, I was not able to fnd costs othe relatively cheap ESMs - simply because theywere not computed or estimated at all. I guessthe reason or missing data is that many SHOsdont see it as normal business. And thats a pity.Without such data it is hard to create the basis or

    energy savings. On the other hand: this is why wedo the AFTER project.

    In your ESM seection are economic, energyand socia aspects baanced? I not peaseexpain.

    I think some o the best ESMs are otencharacterized by a good balance betweeneconomic, energy and social aspects. In myselection I also ound some well balanced ESMs.But whereas economic and energy aspects arerelative easy to measure, the same is not the case

    or the sot aspects. So, in the real world it is notstraight orward to evaluate whether i an ESMis balanced or not. Pilot Sites some optimizationsolutions in order to

    Energy Saving Measure impemented:

    2011: Total reurbishment. Everything wasmodernised, except for walls (Windows / Doors / Roofinsulation / Heating system / Ventilation system /Electrical system / Photovoltic panels).New ventilation and photocoltic panels ware added.Energy consumption beore renovation:Approximately 150kWh/M2 per. years.Energy consumption ater renovation:Approximately 74kWh/M2 per. years.

    Ne heating system:Water based district heating: district heatingsupplied, directly injected, shunt and thermostatregulated underoor heating. Divided into 5 zoneswith WAVIN Tigris AHC Wireless Floor HeatingControl System.

    Ne ventiation system:Balanced mechanical ventilation with heat recovery,by-pass unction and a heating coil. DANFOSS AIRw2 ventilations unit, with DANFOSS AIR DAIL

    wireless control panel.

    The AFTER Pilot Site LYSTRUP in Denmark hasbeen reurbished in 2011. The objective o the RCxprocess, was to identifed some weak points inthe energy consumption o the building in order toimprove its post-reurbishment perormance.

    In the system after refurbishment, underoor

    heating and heat recovery ventilation systems werepartially interdependent. I the heating recoveringventilation system was on, the underoor heatingwould have to be on. In order to avoid drat comingrom the ventilation system, tenants would have toturn on the heating system.In order to optimize this system, Aarhus Kommunesta proposed to separate the two systems addinga control valve or the heating coil o the ventilationsystem in order to make its control independentfrom the underoor heating.

    As a consequence, especially at the beginning and atthe end o the heating season (when temperaturesare still intermediary) - tenants could use only theheat recovery o the ventilation system and thenatural sun effect. Underoor heating will be turnon later during the season in order to save energy.

    AFTER project is based on a severa stepsapproach. Beore the summer and the beginning o

    the heating season, AFTER partners mainy ocused on thevaidation o the scientifc documents and the identifcationo reevant Piot ESMs and Piot Sites to impementoptimization soutions.

    Optimization Soutions

    Thanks to the RCx Process, Social HousingOrganizations identifed in their Pilot ESMs and

    Pilot Sites some optimization solutions in order toimprove the existing efciency o their buildings.

    These optimizations aim at adding perormanceto the savings planned with an ESM. Thanks tolow-cost investment and small intevrentions, theoptimization solutions will correct defciencieslinked with the original implementation o oneESM. I every building has its own problems, AFTERmethodology will allow to identiy real technicaland operational improvements.

    This optimization identifcation process has beenimplemented thanks to the knowledge o the SocialHousing Organizations regarding their housingstock and their planned works. WP leaders 3 to 7provided a scientifc sustain to the SHOs proposalssuggesting some other solution ater assessing theRCx Investigation Plans completed by our SHOs.

    Impementing AFTER Optimization Soutions

    The Optimization Solutions will be implemented bythe participating SHOs or -at least one complete

    heating season.The implementation process will be organizedaccording to the SHOs routines and work plans inorder to ft with the activities o the companies. A20 000 EUR budget per country will be associatedto the optimization solutions implementation inorder to strengthen metering equipment and tocollect more data or the assessment o our testingresults.

    A Common Evaluation Protocol has beendevelopped by the scientifc partners in order toollow the implementation o the optimizationsolutions. This Common Evaluation Protocol bothdevelop a complete process to assess/adjust datarelated to our topics and an Excel fle customizingthe common methodology to the characteristics oevery Pilot ESM tested.
