Introduction

Facts and figures: 65% of the population falls in age

bracket of 16 to 35 years.

Illiteracy rate of Punjab is 56%, and Pakistan on the whole has 49%.

This rate is the highest in South Asia.

When did idea the of a Daanish School system stem?

The concept of Daanish School system was initiated on 18th January 2010.

the idea of such system took got place right after the assassination of then Governor Punjab Salman Taseer.

This is why Government of Punjab called it a substitute of “Madaras”, as proper religious education is also provided there.

Introduction

The objective of system is to cut the class differential, promote the underprivileged, and provide them opportunities to have quality education.

Provide the educational facilities to the poor of the poorest and needy ones.

In order to ensure that needy, downtrodden, and deserving are inducted in the school, there are some strict rules for admission in the School.

RULES ARE: Entry test should be cleared by student

Income of parents shall be not be above $100

Parents have to be illiterate

Student shall have one if not, both mother and father.

In illiterate societies its belief at large that female shall not get education.

Therefore to overcome this problem, certain committees have been formed by management, in order to convince the parents and beware them about the importance of education.

Furthermore, these committees address the concerns of parents regarding School system.

This project cost around 2.5Billion rupees initially, and by the time it will be increasing.

Currently there are around 1.5 million students enrolled in Daanish Schools.

90% is attendance rate.

Around 81,000 teachers appointed in schools.

This makes ratio of student to teacher 20:1.

LONG TERM SUSTAINABILTY OF DAANISH:

Government has decided to open a Daanish School in every district of Punjab, Whereas there are only 4 operational currently.

In the last tenure Government of Punjab spent 9 times more than PML-Q`s Government.

Critics argue: why so much money is allocated and lavishly being spent on the Daanish Schools rather taking care of flood affected schools of Punjab.

Above argument woke in light of the fact that from 6500 devastated Schools, 2000 can be developed those affected by flood.

Indeed these affected schools require only Rs.2 billions, to become functional.

Additionally, around 21% of the students are deprived of the basic facilities.

Recently a program has been launched for new teachers, however, this is again a mismanagement since the all existing teachers are untrained.

Locations of school Daanish school are situated in RYK, hasilpur, chishtian & mianwali

which are in operation. Few others that are also in under construction at attock, DGK and

fazilpur. In Rahim yar khan

Daanish school Inaugurated by mian shahbaz sharif.. 114 acres land . Grounds for in-door and out-door games, modern info

technology lab and many other facilities. In RYK, they have 321 boys and 284 girls.

In Hasilpur Hasilpur is a city in bahawalpur district in southern punjab.Its

situated between satluj river and indian border. Daanish Schools (Boys & Girls) at Hasilpur District Bahawalpur

have started functioning since January, 2011. Danish school in hasilpur has labs, library, art room and

separate dorms for boys and girls. For interaction between students they try to do activities like vocational enhancing game etc.

In hasilpur, they have 317 boys and 261 girls.

In chishtan It is situated 37km distance from district headquarter

bhawalnagar. district bhawalnagar is an underdeveloped area. Quality education was not affordable. Daanish school create opportunity for residents of

chishtan. In chishtan, they have 302 boys and 282 girls.

In harnoli Daanish Schools (Boys and Girls) at Harnoli District

Mianwali have started functioning since May, 2012. In the Daanish Schools, both students and teachers

compulsorily stay at campus From dawn to dusk, a busy schedule of curricular and

co-curricular activities is followed that would result in personality and character building.

In harnoli, they have 103 boys and 94 girls.

Cost structure In Daanish school around Rs.16000 per month

spent on each child. In government school less than 1600 had been

spent on each child. Daanish school in RYK costs Rs 805.60million. Daanish school in chishtan has 440 students

which are in bhawalnagar costs of Rs 835.25 million.

Daanish school in hasilpur costs of Rs 847.71 million.

Daanish schools in harnoli has started in operation since may.2012 that costs of Rs. 668.06 million.

• Rs. 2 billion has allocated for to construct eight more branches in Punjab.

The literacy rate in Punjab is very low. In such situation, the idea of opening Danish Schools is strikingly excellent as the main objective of establishing Danish Schools in poor areas is to provide good educational facilities there so that the children there can get better education and do something better for their future.

To make this successful, such system should be devised that there should not be any political interference in the affairs of Daanish Schools.

Potential: Mian Shahbaz Sharif has intended to launch the

Daanish School system all over the country. He said “strong Pakistan can be built by making sure that poor children get modern education and Daanish Schools will bring prosperity in the society ”.

Mian Sharif has criticized the people who are opposing Daanish Schools Project.

The Government of Punjab is planning to establish 6 Daanish Schools in Punjab. In Bhawalpur and Rahimyar Khan, two Daanish schools have been made operative, where the third is due to be officially launched in Bahawalnagar.

The literacy rate in Punjab is very low. If the desired results are achieved from Danish Schools by the Punjab Government then such system can be spread to entire province and whole country can follow it.

To make this successful, such system should be devised that there should not be any political interference in the affairs of Daanish Schools.

Criticism:

Analysts reject the Daanish schools action to be a showy burden, which will waste valued resources that can be used much more carefully.

The estimated cost of each Daanish School campus is around Rs. 1 billion and requires an estimated Rs 21 million annual operating expenditures.

They say that such projects like Daanish schools could not bring any meaningful impact on the overall education and literacy rate of Pakistan.

Analysts suggest that Government should focus on giving facilities to millions of students in existing public schools instead of spending billions of rupees and resources on expensive schools, which can provide very little to the school-going population.

Transparency Issues:

News of violations of rules with corruption in the construction of mega Daanish School project are there.

The auditors of Punjab had pointed out gross violations of rules in performance of Daanish Schools Project under former managing director Yousuf Kamal.

The former MD and DCOs had been releasing funds to these contractors, which came into attention when the auditors of Government of Punjab called “gross violations”. As a result of this, authorities stopped giving funds.

A meeting on the same issue was held at the minister’s secretariat and in the meeting it was decided to run the project with rules and regulation to improve mistakes.

Recommendation

If we recommend “discontinue the Schools” in light out the valid arguments by critics and the huge expenses on the students.

THEN what should we do: With 1.5 millions School going students 25,000 teachers 100s of acres of land Gigantic amount already spent Expenditure on building the Schools in

different areas.

we recommend to continue Schools and cut the expenses significantly, and make the over spending even on the students studying in Government through the Punjab.

And further we reject the proposal of Government to make one Daanish School in EACH district of Punjab. This will be something like digging ditch for oneself, as average spending is 16,000 on each student..

Government must develop the devastated Schools and spend even amount on the students that can be around 5000.
