    PRESS RELEASE

         A WANTED, NOTORIOUS AND DESPERATE CRIMINAL RAVI BHARDWAJ @ BUNTY, ARRESTED.         ILLEGAL PISTOL OF .32 BORE WITH THREE LIVE CARTRIDGES RECOVERED FROM HIS POSSESSION.         WANTED IN TWO CASES OF OUTER DISTRICT OF MURDER AND ASSAULT ON POLICEMEN

 

INFORMATION & TEAM:

        On 19.05.2013, a secret input was received in Crime Branch that a desperate criminal namely Ravi Bhardwaj @ Bunty of Alipur, Delhi who is involved in many heinous crimes would come to his house at Alipur village via DSIDC Complex, Narela around 9.30 to 10 pm.

 

        To develop this information and to nab the wanted criminal, a team led by Inspr Arti Sharma, consisting of ASI Hemkaran, HCs Bijender, Bahadur Sharama, Rajinder, Narender and Rajinder Cts Dabbu Kanwar, Raman, and Pushpender was constituted under the close supervision of ACP KPS Malhotra and Addl DCP Kumar Gyanesh.

 

INCIDENT:

                The source of information appered to be authentic and hence a trap was laid around 9pm at Narela-Alipur Road near bus stop towards Shah Pur Garhi village.  At around 9.50pm, a person was sighted coming from Narela side.  On pointing by the informer, the sleuths overpowered him when he was trying to flee.  After apprehension, it was confirmed that he is Ravi Bhardwaj s/o late Shri Jai Bhagwan r/o H.No.491, Village Alipur, Delhi.  His cursory search was conducted during which he was found carrying an illegal pistol of 7.65 bore (prohibited bore) with three live cartridges.  A case vide FIR No. 90/13 dt.19.05.2013 u/s 25/54/59 A. Act has been registered at PS P.S. Crime Branch.

 

INTERROGATION:

                On sustained interrogation, accused Ravi Bhardwaj @ Bunty revealed that he is in property business with his associates Deepak and Ravinder.   His relationship with Deepak deteriorated on account of monetary issues to such an extent that he hatched a conspiracy with his other associates namely Ravinder Mann @ Gallu and Ajay to eliminate Deepak and his own brother Virender.   On 1st May 2013, they reached Balmiki Chopal, Khera Kalan where accused Ravi Bhardwaj and Ajay went inside the Chopal whereas Ravinder Mann @ Gallu were on the driver seat of Scorpio vehicle.  At around 8.40 pm, when Virender was taking his dinner in the Chopal, Ravi Bhardwaj started abusing Virender and on the instigation of Ajay, he fired at Virender from his country made pistol and fled from the spot, leading to registration of a case vide FIR No. 210/13 u/s 302/34 IPC & 25/27 A. Act at PS S.P. Badli.

 

                While on the way to Khera Kalan to execute the above mentioned criminal conspiracy, Ravi Bhardwaj and his associates had also indulged in manhandling of the Delhi Traffic staff when police stopped their Scorpio vehicle for checking.  A separate case vide FIR No. 195/13 u/s 186/353/332/506/34 IPC & 25 A. Act is registered at PS Ali Pur in this regard. 

 

PROFILE:

                Accused Ravi Bhardwaj @ Bunty is a BC of PS Ali Pur, Delhi.  A matriculate from his village school, he started his career as a technician repairing AC/Fridge, and later became a property dealer.

                Due to the lure of earning fast money, he fell into bad company and entered the world of crime.  His frequent involvements are as following:-

  DRUG TRAFFICKER HELD WITH 500 GMS OF FINE QUALITY HEROIN.  PRICE OF THE CONTRABAND IN INTERNATIONAL MARKET IS APPROXIMATELY RS. 50 LAKHS.

 

INTRODUCTION:

                    THE CRIME BRANCH OF DELHI POLICE HAS APPREHENDED A DRUG TRAFFICKER AND RECOVERED 500 GRAMS OF HEROIN FROM HIS POSSESSION. INFORMATION, TEAM AND OPERATION:                   An input was received, in the Narcotics Branch on 19.5.2013 that a person, who is into supply of heroin, would come near Delite Cinema, Delhi between 2.30 to 3pm to deliver a consignment of heroin to one of his contacts.                     A team of officers of the Crime Branch led by Inspr Sanjay Gade consisting of SI Rajni Kant, ASI Devender, HCs Mahesh, Narinder, Charan Singh, Cts Satpal, Sunny, Vinit, and Manoj was constituted under the close supervision of ACP Zile Singh and able guidance of Addl DCP Bhisham Singh.                     A trap was laid near Delite Cinema Delhi and one person namely was apprehended at the instance of informer. A search was made and 500 grams of fine quality heroin was recovered from his possession.  He was identified as Md Qayum s/o Md Ansari of Gokalpuri, Delhi.  He was arrested, contraband was seized and a case vide FIR No.88/13 dated 19.05.2013 U/s 21 of NDPS Act was registered at PS Crime Branch. INTERROGATION & PROFILE: 

              During questioning, the accused claimed that he is an illiterate, is married and having three children.  He was working as a loader at New Delhi Railway Station, where he met one Hamid of Saran (Bihar) who used to drive lorry at the same place.  Hamid suggested to him a new way (via drugs) to earn easy money.

Due to poor financial condition of his family and for earning quick money, he got involved in drug trafficking.  Efforts are being made to trace Hamid.                    Further investigation of the case is underway.

             Special Cell, Delhi Police had received an information while making surveillance

over criminal elements in U.P. and Haryana that they were planning to kill one Naresh

Kala, who is the Vice President of Jat Education Society in Haryana.  It was also learnt

that he alongwith his wife Smt. Rajo Devi, a candidate in Rohtak Municipal election. The

information was shared with SSP/Rohtak.  Delhi Police offered to provide any assistance

that Rohtak Police may have wanted in nabbing the said criminals. The intelligence was

further developed and it came to our knowledge that the person who is spearheading the

attack is one Ramesh Lohar r/o Bohar, Haryana.   

 

            On 21.5.2013, it was further learnt that he alongwith his wife shall be filing

nomination papers for the Municipal elections in the office of Addl.Dy. Collector,

Rohtak.  It was also learnt that the criminals were planning to kill Naresh Kala when he

would accompany his wife for filing the papers. It was further learnt that they had

assembled near Balaji Properties near ADC Office and will attack Naresh Kala at the

opportune time. 

 

            The Special cell team alongwith the team of CIA/Rohtak took strategic positions. 

About 12  criminals who had come in more than 2/3 vehicles were spotted.  The joint

team carried out a raid and arrested 3 of them. Some ran away in the open field while the

remaining fled away in the vehicles.  On being chased, they fired on the police party. 

One  criminal was seriously injured while one commando from Delhi Police was also

injured. The criminal who is identified as Ravi Pal r/o U.P. died as a result of the

injuries.  Those arrested are Anil r/o U.P., Sandeep r/o Ladoth, Haryana and Dinesh r/o

Ladoth, Haryana.  The remaining criminals managed to run away. 

 

            Naresh Kala has criminal background.  He is engaged in property dealing.  The

operation is still on.

  FOUR DESPERATE ROBBERS HAVE BEEN ARRESTED BY POLICE OF PS BADARPUR.  ROBBERY CASE OF PS SARITA VIHAR HAS BEEN WORKED SOLVED, AND SOME ROBBED AMOUNT Rs. 15,000/- RECOVERED.

 

With the arrest of four desperate Robbers namely (1) Ahsan S/o Abdul Hai, R/o H. No. 34, Gali No. 1, Surya Colony, Sehatpur Extn. Faridabad (HR), age 22 yrs, (2) Deepak @ Dilip @ Ganja S/o Sh. Montu Poddar R/o 114, Gali No. D-4, Shiv Durga Vihar, Lakkarpur, Faridabad (HR), age 24 yrs, (3) Amit @ Pali S/o Sh. Kishan Bahadur, R/o H. No. 71 D, Gali No. 39, Molarband Extn., Near Laxman Store, IInd 60 Ft. Road, Badarpur, New Delhi, age 22 yrs, (4) Madhusudan @ Vicky @ Bona S/o Sh. Abhey Singh R/o K-104, Vedram Colony, Palla, Faridabad (HR), age 23 yrs, the team of PS Badarpur comprising of ASI Rajesh Kumar No. 2721/SE, HC Vinod Kumar 7245/DAP, HC Joginder Singh 126/SE, Ct. Vikas 3298/SE, Ct. Sonu 3299/SE

and Ct. Ravinder 3770/SE,  under the leadership of Insp. Akhilesh Yadav SHO/Badarpur,  and under the overall supervision of Sh. V. K. Nayyer ACP/Sarita Vihar, have busted a gang of desperate robbers, who were actively involved in the incident which happened in a running bus on the Mathura Road.

 

INCIDENT:

                        On 20-5-13, the complainant Sh. Jitender Singh S/o Sh. Ram Chander R/o A-38, Mohan Baba Nagar, Badarpur was coming from Sarita Vihar in bus route No. 460.  At about 7:30 pm when he was about to alight from the bus at Jait Pur Mor, four young, strong built persons targeted him and two of them started pushing him by their elbows. In the meanwhile, one of them, took out complainant’s purse from his pocket, containing Rs. 3150/ and a Voter Id Card, and ran away, with his 3 other associates.   On that the complainant also got down from the bus and chased them, by raising alarm. This alerted the  patrolling police team comprising of HC Vinod Kumar, HC Joginder Singh, Ct. Vikas, and Ct. Sonu, caught all the four persons with the help of the complainant, who was also chasing them.  After that the stolen purse with cash Rs. 3150/- of the complainant was also recovered from their possession. Later on the complainant made a call to Police Control Room and then ASI Rajesh Kumar and Ct. Ravinder reached at the spot.  After enquiry a case FIR No. 165/13, U/s 379/411/34 IPC was got registered on the basis of statement given by the complainant.

 

INVESTIGATION:

During investigation all four accused persons were arrested and interrogation was carried out. During investigation it has been found that the above named persons were involved in a cash robbery in PS Sarita Vihar area  on that a case FIR No. 165/13, U/s 392/34 IPC has been registered at PS Sarita Vihar.  

 

INTERROGATION:

On sustained interrogation all four accused persons have confessed their involvement in that crime and also disclosed that they all are involved in pick pocketing to full fill their desires.  They also added they first try to steal the cash/valuables from the pocket of the targeted person and if the targeted person protests then they use force to rob the cash/valuables from him.  They also disclosed that working on the same M.O., on 19-5-13 all of them robbed an amount of Rs. 18,500/- from a person in Bus Route No. 473 and flew away.  Rs. 15,000/- out of the robbed amount has been recovered on the instance of accused Amit @ Pali from his house. 

 

RECOVERY:  One purse containing cash Rs. 3150/-.

Rs. 15,000/- out of the looted amount of robbery, in PS Sarita Vihar area.

ORDER

1.    Whereas, there is a mushrooming of BPOs (Business process outsourcing Centres) prominently known as Call Centres, Corporate Houses, Media Houses, Companies, Organizations and Firms in Delhi and other parts of the NCR offering employment opportunity for the youth.

 

2.    And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab service for the purpose of picking up and dropping them from their places of stay to office and back. As these organizations are functioning round the clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

 

3.    And whereas, it has come to notice that certain criminal and antisocial elements look for soft targets, particularly during odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

 

4.    And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life and safety and their property and it is felt that immediate action is necessary in this regard.

 

5.    Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C. 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010. I, Satya Dev Dahiya, ACP/ Punjabi Bagh, do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses, having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Punjabi Bagh, West District, Delhi shall :-

 

a.    Maintain a database of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

 

b.    Hire security personnel and other contractual personnel as far as possible from licensed agencies only.

 

c.    Ensure verification of antecedents of all their employees including contractual employees.

 

d.    Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (Regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

 

e.    Choose the route in such a manner that as far as possible a woman employee is not the first one to be picked up or the last one to be dropped.

 

f.     Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms her arrival/ reaching at their residence/ place of stay through a telephone call.

 

g.    Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot up to her house and takes a confirmation about her safe arrival.

 

h.    Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designed route etc.

 

i.      Get GPS System installed in the cabs used in transportation of such employees, especially women employees.

 

6.    These orders shall come into force with effect from 24.05.13 and shall remain in force for a period of 60 days i.e. up to 22.07.13 (Both Days Inclusive) unless withdrawn earlier.

 

7.    Any person / employer / transporter etc. contravening these orders shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and

 

8.    As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil offices, all police stations concerned and the offices of NDMC and MCD.

O R D E R

 

                 Whereas a large number of commercial places/shops have come up in West Distt., Delhi which are popularly known as Cyber Cafes

and a large number of  people visit them to use the facilities available in such places including e-mail facility.

 

1)             And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions help in the terrorist activities directly affecting the security of the State.

 

2)             And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

 

3)                  Now, therefore, I, Satya Dev Dahiya, Assistant Commissioner of Police, Sub Division Punjabi Bagh, West District, Delhi in exercise of the power conferred upon me under Section 144 Criminal Procedure Code, 1973 (No. 2 1974) read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No. U-11036/ (i) UTL dated 09.09.2010, do hereby make this written order for strict compliance by the owners of such Cyber Cafes in the entire Sub Division Punjabi Bagh, West District, Delhi.

 

(a)   Prohibiting the use of Cyber Café by unknown person and whose identity has not been established by the owner of Café.

(b)   Maintaining a register for identity of the visitor/user.

(c)   Make an entry in the handwriting of the visitor/user mentioning name, address telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

(d)   The identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).

(e)   Activity server log should be preserved in main server and its record should be preserved for at least six months.

(f)    If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately inform the police station

(g)   Record be maintained about the specific computer used by the person, and

(h)   Make sure that the users of Cyber Café are photographed on continuous basis and a record of the same is being maintained properly.

 

4)            This order shall come into force with effect from 24.05.2013 and shall remain in force for a period of 60 days i.e. up to 22.07.2013 (both days inclusive) unless withdrawn earlier.

 

5)           Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

 

6)      As the notice cannot be served individually on all concerned, the order is passed ex-prate.  It shall be published for the information of the public through the press and by affixing copies on the notice boards of the offices of all Distts. DCsP/Addl. DCsP, Tehsil officers all Police Stations concerned and the offices of the MCD.

Whereas report have been received that due to the situation prevailing in the area of Police stations of West District, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations/West District and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life, safety and injury to public property on that account.

 

2.         And whereas it is necessary that some checks should be put on landlords/tenets so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

 

3.         Now, therefore, I, Satya Dev Dahiya, Asstt. Commissioner of Police, Sub-Division Punjabi Bagh, West District, Delhi in exercise of the power conferred upon me under section 144 Cr.             Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places.  Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity.  Sometime, ‘Baratis’ of marriage processions also openly drink liquor etc. on the roads while the Barats are moving.  Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property.  This affects the peace and tranquility of the area and creates problems in maintaining law and order.  It is also a punishable offence under section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010).

 

2.         And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

 

3.         Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010, I, Satya Dev Dahiya, ACP, Punjabi Bagh, West District, Delhi do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the area of Sub Division Punjabi Bagh, West District:-

 

a)    Install CCTV with sufficient number of cameras and recording system with play back facility, to cover up to 50 meters area in front of the shop.   The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.b)    The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.c)    The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.d)    Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken.  An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Diary Number on the intimation.e)    During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No.100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.f)     The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited.  Telephone number of nearest Police Station shall also be mentioned on the sign board.

1.         Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycle, Scooters and Cars in Delhi through dealers engaged in this profession.

 

2.         And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

 

3.         And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/ agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activities.

 

4.         And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the in investigation agencies to identify the criminals involved in such crimes

 

5.         And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

 

6.         Now, therefore, in exercise of the powers conferred upon me by virtue of sec. 144 Cr. PC, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036(i)UTL, dated 09/09/2010, I, Satya Dev Dahiya, ACP/Punjabi Bagh, do hereby make this written order that all such Vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division Punjabi Bagh, Delhi shall :-

 

a)    Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.

 

b)    Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction.

 

c)    Affix photographs of the seller and purchaser on the register.

 

d)    Keep copies of identification documents like election card, ration card, PAN Card, Driving Licence etc. as well as copies of Form 29, Form 30 ( Part-I & II ) and Delivery Letter for access by the police as and when required.

 

e)    Inform the nearby police station if the seller or buyer is found suspicious.

2.         And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.

 

3.         And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

 

4.         And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

 

5.         And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

(c)   Cross-Check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

 

 

 

(d)   Generally satisfy oneself about the goods before accepting the packet/parcel booked for courier.

 

 

(e)   Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

 

(f)    The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

 

(g)   The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

 

(h)   Inform the nearby police station if the courier sender of the goods is found suspicious.

           In this connection it has been observed that there is an open sale of the metallic/ metal coated thread for the kite flying in nearby streets/ markets. The residents of the nearby area are continuously enjoying the kite flying even they are using the metallic kite thread. Efforts regarding not selling/ using of metal coated thread for kite flying will be very useful to avoid major power system failure due to felling of metal coated kite flying threads to avoid any inconvenience to public and public services like as public transport and health services etc.

BURGLARY CASE WORKED OUT AND CASE   PROPERTY RECOVERED

 The staff of PS Adarsh Nagar of North West District has arrested

three persons namely Rinku @ Samsher, Deepak @ Deepu and Deepak and recovered the theft property from their possession.

 

INCIDENT

 

          On 6.4.13 at night, shutter of three shops were found broken in the area of Lal Bagh. The shops owners Sh. Rajkumar, Sh. Prabhu Yadav and Lal Singh stated that 25-30 mobile phones, gas cylinders and some cash were stolen from their shops. The inspections of the shops were conducted by the crime team of North West Distt. Accordingly, a case vide FIR No. 95/13 dated 7.4.13 u/s 457/380 IPC was registered at Police Station Adarsh Nagar in this regard and for another burglary taken place in TPT Center, a case vide FIR No. 91/13 dated 03.04.13  u/s 457/380 IPC PS Adarsh Nagar was also registered.

          A team under the supervision of Inspr. Praveen Kumar, SHO/Adarsh Nagar consisting of SI Anil Kumar, ASI Raju Yadav, HC Ved Prakesh 144/NW, Ct Rahul 1395/NW, Ct Surjeet 1997/NW and Ct. Jai Bhagwan 1436/NW was formed to apprehend the alleged persons in this case.

 

INVESTIGATION

 

          In the night intervening of 20/21.5.13 based on a secret information, the team was checking at  Transport Center behind petrol pump gali where three persons namely Rinku @ Samsher, Deepak @ Deepu and Deepak were stopped while they were carrying 3 gas cylinders and one micromax mobile phone to dispose off.  They could not give any satisfactory reply in this regard. During interrogation, they

disclosed about the incidents of burglary in Lal Bagh and Transport Center. Further investigation of this case is in progress.

Auto lifter arrested red handed

                   The picket staff of PS Swaroop Nagar showed a dedication and alertness in their duties which causes an auto lifter namely Amit Rathi @ Pille s/o Dharambir Rathi  r/o village Manana, PS Samalkha,

Distt. Panipat, Haryana aged 19 years was arrested and solved a case of autolifting.  

INCIDENT

         The night picket staff at Ganda Nala, Swaroop Nagar namely HC Ram Kumar No. 92/NW, Ct Sunil Dutt No. 1704/NW, and Ct Fateh No. 1325/NW have shown tremendous alertness during the vehicle checking in the intervening night of 20/21.5.13 and apprehended a person namely Amit Rathi @ Pille S/o Dharambir rathi R/o Village Manana, PS Samalkha, Distt. Panipat, Haryana with a stolen motorcycle No. DL 8 S AM 3668.  The complainant Rakesh Singh Bisht resident of Kadipur, Delhi stated that he alongwith his friend Amit and Monu came at Gali No. 1, D-78, Swaroop Nagar for dropping the Monu who was in drunken condition on his motor cycle No. DL 8SAM 3668.  He further stated that he parked his motor cycle before the house of Monu and took him to inside with the help of his friend Amit.  In the meantime, he listened the starting voice of his motor cycle which was parked by him in front of the house of Monu.  He came outside at once and saw that one youthwho was wearing red T-shirt stole his motor cycle and went towards the Ganda Nala pul, Swaroop Nagar.  He made a PCR call and chased the youthwith his friend Amit.  Thereafter, he reached at Ganda Nala pul and found that the said youthwas apprehended by the picket staff with his stolen motor cycle No. DL 8S AM 3668.   Accordingly, a case FIR No. 134/13 u/s 379/411 IPC PS Swaroop Nagar was registered in this regard.  During investigation, the aforesaid youthwas arrested. On sustained interrogation, he disclosed that he stole the motor cycle just for joy ride.  The investigation is still under progress to know the connection of youth with any network of auto lifting

            The staff of Police Station Tilak Nagar, West District has done a good work by arresting two autolifters namely  Yogender Singh @ Vicky and  Babloo. With their arrest one button activated knife and  three stolen motorcycles have been recovered. Ct. Dalip No 940/W and Bhoop Singh No.2361/W were deputed on this picket. At about 9 PM, two persons  came from Sant Nagar Extn. on a motorcycle No.DL-4S-3612. Police personnel posted at the picket tried to stop them for checking, but they tried to run away. Due to alertness of the police personnel on duty they were apprehended. Later on they were identified as Yogender Singh @ Vicky  and  Babloo. The motor cycle was checked and found to be stolen from police station Aman Vihar vide FIR No 204/13 u/s 379 IPC. On sustained interrogation  they disclosed their involvement in other instances of auto theft and 02 other motor cycles bearing No DL-  8 SAN 8470  Hunk M/Cycle  and  DL – 8 SAM  8977  Bajaj Pulsar have been recovered on the instance of the above said accused persons.

A gang of gamblers busted by West District Police-Ten Persons Arrested -Stake money worth Rs. 101370/- Recovered

 

          Police personnel of Police Station Rajouri Garden, West District have apprehended a notorious gang of gamblers operating in the area of Rajouri Garden. Ten persons have been arrested while they were gambling in a public place near Murga market, Rajouri Garden.

MODUS OPERANDI

 

          On 21.05.2013, a secret information was received that some persons were gambling in a public place in the area of P.S. Rajouri Garden.  A team under the supervision of Sh. Eish Sighal, ACP/ Rajouri Garden, headed by Inspr/ATO Girish Kumar consisting of SI Hansaram, Ct. Gaurav, Ct. Muktesh, Ct. Virender, Ct. Vijender and Ct. Karambir  was constituted and raid was conducted at Murga Market, Near Ghorewala Mandir, Raghubir Nagar, Rajouri Garden, New Delhi. A total 10 persons were arrested on the spot who were indulging in gambling and stake money of Rs.1,01,370/- (one lakh one thousand three hundred seventy only) and playing cards were recovered. Jijar Singh is the head of this group of gamblers. Further investigation is in progress.

ENVIOUS LOVER KILL AN INNOCENT LADY TO IMPLICATE BROTHER OF EX-FIANCÉE

 

         Sensational murder case of a lady solved.

         Three accused persons nabbed , who are so desperate that to teach a lesson to the brother of Ex-fianceé they took the life of an innocent lady.

         After break up, accused Abhisek nursed a grudge and decided to eliminate the brother of fiancé.

         Mobile phone , Sim card used for making PCR call  recovered.

         Bed sheet in which the body was wrapped, has also recovered. 

 

With the arrest of three persons viz. (1) Abishek s/o Pan Singh aged-32 yrs. r/o H.No.

183, Janta Flat, Vill.- Madi pur, Delhi. (2) Anil Dangi, aged-32 yrs s/o Raj Singh, r/o A-54,

Najafgarh Park colony, Dichaon road, Najafgarh, Delhi and (3) Manoj yadav, aged-39 yrs s/o Sri

Chand Yadav, r/o RZ-27, Rajiv Vihar, Near Anaj Mandi, Najafgarh, Delhi, Sec-23 Dwarka,  

South-West District Police has worked out a case of brutal murder of a lady, whose dead body

was found in a drain near Shamshan  Ghat, Sec-19 Dwarka on 11.05.2013.  A mobile phone was

also recovered.

 

GIST OF CASE

On 11.05.2013 at 04:15 PM, an information was received that one

dead body was lying  in a drain near shamshan ghat, Dwarka.

ACP/SHO/Inspr. Inv and  SI Pushpender reached at the spot  where a highly

decomposed dead body of female, wrapped in a bed sheet was found. The

deceased was found clad in black jeans trouser &  red  colour top.  The

identity of the deceased couldn’t be established despite sincere efforts.

Crime team was called at the spot and photographs of the scene of crime

and dead body  were taken. Bereft of any eye-witness, a case on DD No. 21A

vide FIR No.-124/13 u/s 302/201 IPC PS Sec-23 Dwarka was registered and

investigation was taken up in right earnest. 

 BREAKTHROUGH

 At the outset, whole incident was analyzed for prospective  motive of

crime. During investigation a mobile phone was recovered from the spot,

which was analysed.  In the

cellphone a video was detected according to which the deceased was

alleging against one Karan.  The information was developed  and   a

dedicated team comprising of Inspr. Ramkishan , SHO/Sec-23 Dwarka, Inspr.

Ranjeet Dhaka SHO/J.P.kalan, Inspr./ Inv. Sh Sanjay Singh , SI. Pushpender, SI

Ram Pratap, HC Suresh , HC Rajesh, Ct. Jagdish, Ct. Rakesh was constituted

under the supervision Sh. Samay Singh, ACP/Dwarka.

Detailed investigation and step-by-step backtracking led to

apprehension of one Abhishek from Sector 11 Dwarka.   

INTERROGATION

Accused was subjected to sustained interrogation, who admitted to the act of murdering

the lady in order to implicate Karan, brother of ex-fiancée of accused Abhisek. On the fateful

night dated 10.5.2013 accused Abhishek called his friends and persuaded them to join him to

implicate Karan. According to their plan, they called the victim Preeti and persuaded her to

record a fake video on her phone implicating Karan, brother of ex-fiancee of accused Abhishek.

After this she was killed by  Anil Dangi, Manoj Yadav and Abhisek. Later her body was wrapped

in a bed sheet and dropped in the nearby drain on scooter. Thereafter Abhisek made a PCR call

about the dead body.  

NAME AND PROFILE OF THE ACCUSEDS    

- 1) Abhishek s/o Pan Singh aged-32 yrs. r/o H.No. 183, Janta Flat, Vill.- Madi pur, Delhi, is a

school dropout  and is running a road side dhaba in Punjabi Bagh, He is unmarried and hails

from lower strata of the society.

 

- 2)Anil Dangi, aged-32 yrs s/o Raj Singh, r/o A-54, Najafgarh Park colony, Dichaon road,

Najafgarh, Delhi, is a school dropout  of 10th class and used to work in a school canteen.

Currently he is unemployed. He is married and has two children .

 

-3) Manoj yadav, aged-39 yrs s/o Sri Chand Yadav, r/o RZ-27, Rajiv Vihar, Near Anaj Mandi,

Najafgarh, Delhi, is a school dropout of 12 th class and is a property dealer. He is married with

two children.

 

RECOVERY

-One Mobile phone  with fake video. 

-A Mobile phone instrument.

                    Accused are in police custody and  efforts are being made  to finalise investigation.
