te reageren op eisen De vakbonden geven havensleepdienst Smit nog één dag om te reageren op de eisen. "Als ze niet reageren, volgt donderdag een 24-uursstaking", kondigde Cees Bos van FNV Bondgenoten aan. Bos sprak dinsdagochtend in de Schiedamse Wilhelminahaven de ongeveer twintig stakers van de zes sleepboten toe die er liggen afgemeerd. Zijn nieuwe ultimatum werd met gejuich begroet. Bos beschouwt de actie van dinsdag als een waarschuwing voor Smit en maakte duidelijk dat de bonden hebben geprobeerd de schade van de actie te beperken door slechts twaalf uur het werk neer te leggen. Volgens Bos is er maandagavond nog overleg geweest met de directie van Smit, maar die had niet genoeg te bieden om de voorgenomen staking af te blazen. "Ze zeiden op het laatst dat wij eigenlijk alleen maar wilden staken. Toen hadden ze me echt op de kast", zei Bos in zijn toespraak tot de stakende zeeslepers. Overwerkvergoeding Het conflict tussen de bonden de Unie en FNV Bondgenoten en Smit spitst zich toe op een nieuwe cao voor twee jaar. De partijen verschillen van mening over een overwerkvergoeding, de ziektenkostenpremie, de aanvulling van het loon bij arbeidsongeschiktheid en een reiskostenvergoeding. Bos prees de mannen van de sleepboten. "Staken doe je niet voor je lol. We balen allemaal dat we dit moeten doen, dat we moeten grijpen naar het ultieme middel om een goed cao te krijgen. Maar we zullen vastberaden doorgaan", zei de vakbondsbestuuder. Een ploeg van Smit Tak die nu in de Golf van Mexico actief is, is solidair met de Rotterdamse stakers. CNV Bedrijvenbond heeft laten weten dat bij twee projecten van Smit Tak in dat gebied het werk om 13.30 uur Nederlandse tijd wordt neergelegd. Betreuren Havensleepdienst Smit heeft dinsdag gezegd de stakingen "zeer te betreuren". Het bedrijf hoopt zo snel mogelijk weer met de vakbonden om de tafel te kunnen gaan zitten. "Aan ons zal het niet liggen", zei een woordvoerder van Smit. Over de financiële schade van de staking kon het bedrijf dinsdag niets zeggen. "Dat is speculeren."

Illegal catch worth millions The illegal catches onboard the two Spanish trawlers which were arrested off Svalbard at the weekend are worth an estimated NOK 6 million, according to Aftenposten. The two trawlers are now being unloaded, and although it is still uncertain how much of the catch was illegally caught Greenland halibut, it is estimated that it amounted to around 300 tons. If it had reached the EU market, it would have been worth at least NOK 6 million, according to the newspaper. - The Greenland halibut was hidden under legally caught shrimp, says Commander Roaar Lund of the Norwegian Coast Guard Vessel "Nordkapp". - In my 25 years in the Coast Guard, I have never seen a worse case of illegal fishing, Lund says.

The Norwegian coast guard helicopter also filmed the one trawler dumping overboard large amounts of fish when it realized that the Norwegian fisheries inspectors were coming onboard.

NORTH OF ENGLAND SETS 7.5% INCREASE THE 55m gt North of England P&I club is increasing its protecting and indemnity premiums by 7.5% for the 2006/07 policy year. A statement says that the marine mutual’s shipowner directors consider the increase – “in line with the industry average - necessary to maintain the 'A' rated club's financial strength and stability in an adverse claims environment and uncertain outlook for investment returns. P&I deductibles will also be increased by 7.5% at the renewal on 20 February 2006, with a minimum rise of US$ 250. The general increase for freight, demurrage and defence (FD&D) premiums in 2006/07 has been set at 2.5%. According to chairman Bill Thomson of Scottish tanker owner Forth Tankers plc: “he increases are essential to enable North of England to protect its financial position and continue progress towards achieving a technical underwriting balance. In a climate of growing shipowner liabilities, claims inflation and greater exposure to large, random losses, we must set premiums at levels which contribute to a breakeven operating result over the medium term.” Finance director Alan Wilson says the club's conservatively structured investment portfolio continues to perform in line with the benchmark index but the index return remains relatively low and the outlook increasingly uncertain. 'It is thus vital we continue to aim for another near breakeven underwriting result in 2006/07 so as to protect our free reserves.' These stood at US$ 142.3 million at the 2005 renewal. The club currently insures some 300 member groups from around the world, with a total P&I entry of 2750 vessels of 55m gt, of which 45m gt are owned and 10m gt are chartered). Around 1200 ships are also entered for FD&D.

Boskalis and Jan de Nul to construct mega harbour for LNG in Qatar

Royal Boskalis Westminster in the Netherlands has announced that it has won a major contract to construct a mega LNG harbour at Ras Laffan, Qatar. The contract is to be implemented in 36 months, and Boskalis is to build the new harbor in cooperation with the Belgian dredging company Jan de Nul. The total value of the contract is approximately US$2 billion of which Boskalis has a 50 per cent share. To build the new harbour, 20 million m3 of limestone is to be dredged. Three heavy-duty cutters are to be used, and the dredged material will be used as landfill for the new terminal. The dredging work will also involve the reclamation of 25 million m3 of sand from the sea, to be supplied by hopper dredgers.

The contract also includes the construction of breakwaters that will protect the new harbour. The total length of the breakwaters is 21km, for which approximately 18 million tons of stone and 2.5 million m3 of concrete will be required. Construction of the harbour will more than quadruple the capacity of the existing harbour at Ras Laffan (which was also constructed by Boskalis and De Nul, in 1992). In a statement about the contract issued on November 17th, Boskalis said the project in Qatar is one of a series of large scale land reclamation projects, and noted that the market for such projects is driven by long term factors, such as world population growth, growth in the world economy, and developments in the global energy market.

Trawler's captain questioned Valery Yarantsev, captain of the troubled trawler Elektron, has been questioned, sources in the Murmansk region prosecutor's office told Interfax. "On Monday evening, doctors of the Murmansk City Hospital, where Yarantsev is being treated, allowed investigators to see the captain for half an hour," one of the sources said. The first questioning session centered on when the vessel set off on its voyage, the size of its crew and other matters, he said. Investigators also plan to question the two Norwegian coastguard officers who inspected the Elektron and the sailors from Norway's ships that chased the trawler in neutral waters, he said.

Reflecting continued optimism in the face of a rapidly changing global and political climate, new orders for luxury yachts grew 7.9 percent compared with year-earlier figures. The increase was spurred primarily by orders for motor yacht projects of 80 to 119 ft. (24 to 36 m), as well as those 150 ft. and larger. Italy retained its position as the world's leading luxury yacht-building nation, with 260 units and 29,804 linear feet of boats. The United States again placed second, with 85 units accounting for 10,621 linear feet. The

Northrop Grumman Awarded $558.6M Contract Modification

Northrop Grumman Corporation received a $558.6 million contract modification to exercise an option under a previously awarded contract for continuation of work on the new generation nuclear-powered aircraft carrier, CVN 21. A total of $85.2 million has been funded under current continuing resolution authority. The

company's Newport News sector is the prime contractor for the award. Work performed under this contract includes the continuation of ship design activities, procurement of long-lead-time materials to support construction, and advanced construction work on select parts of the ship. "We've made significant progress on the CVN 21 program over the past year as we have continued with design development and advanced component construction in our steel shops," said Mike Shawcross, vice president of the CVN 21 program at Northrop Grumman Newport News. "This contract modification signifies the continued support of the program and its importance to the future of our naval forces." Enhancements being incorporated in the

CVN 21 class design include flight deck changes resulting in increased sortie rates; improved weapons movement; a redesigned island; a new nuclear power plant; increased electrical power generation capacity; allowance for future technologies and reduced workload for the sailors, translating to a smaller crew size.

Daehan goes for expansion Daehan Shipbuilding in South Korea will start the construction of a 29.97 acres new shipbuilding facility in Haenam and the development will consist of two stages. The first stage will cost W 90 billion and will be completed by early 2007 enabling the shipbuilder to build annually 12 ships of 20,000 to 30,000DWT. The second stage will commence in 2017 and involve developing 162 acres at a cost of W 200 billion. When completed, the yard will be able to build 15 ships of 70,000DWT per year.

Damen Shipyards Takes Tug Order

Croatian tug operator JPS (Jadranski Pomorski Servis) from Rijeka has ordered a new tugboat of the Damen Stan Tug 2208 type. This vessel, with a bollard pull of 40 tones, will be the second Damen vessel in the fleet of JPS, following the in 2002 delivered David Prvi of the Damen ASD 3211 type. The Damen Stan Tug 2208 will be completely built by Damen Shipyards Gorinchem and will be delivered to JPS at the end of 2006.

Building of Dock to Start Next Year Kenya Ports Authority sees a planned cruise ship terminal as a key plank of Kenya's drive to boost tourist numbers. Mr Brown Ondego says that the proposed facility will put the port of Mombasa on an equal footing with other ports around the world that have already developed cruise ship tourism as a selling point. "We are developing an exclusive cruise ship docking facility that will attract cruise ships to adopt Mombasa as home, giving an alternative to the western cruise ship ports which are already saturated with vessels," says Mr Ondego, speaking to Smart Company at the sidelines of a Press conference called last week to give details of an upcoming congress of port managers set for Nairobi next month. The site for the cruise ship facility has already been identified and all that is remaining is to renovate it and tailor makes it to suite the exclusive and highly sensitive cruise business. The cost to upgrade the docking unit, estimated at between Sh500 million and Sh1.5 billion, will be shared with the strategic investor who will be identified once the tendering process is commenced and concluded. The tendering process is in the offing. To spur more activities at the port, KPA is set to open up 12 hectares of land covering the G-Section of the port area as a Free Trading Zone. The process is at the tendering stage to identify a partner who will set up and run a pilot project to transform the port to a free trading zone. Quelling fears that the project may end up as another white elephant on paper Mr Ondego said implementation would begin by the end of next year. KPA has commissioned a feasibility study and the investigation committee has finalised it work and handed in its report. "As we are talking the tendering process has been commence and will be opened at 9.30 am December 21 at the Treasury hall," he added. The project has been outlined in the KPA master and business plan and strategic road map as a high priority. It will be developed through a Public-Private Partnership (PPP), easing government expenditure on the project, as most of the funding will be borne by the winning private partner. It will be managed under a Build, Operate and Transfer (BOT) concession for 33 years. A mandatory site visit for those interested in the concession will take place on 27th of this month. A key pillar of the facility will be its duty free shops. Modelled on the world-famous Dubai Trade Zone, the free trade area will allow Mombasa to play a greater role in the development of international trade and

stimulate growth in the national economy. "Though there will be a marginal revenue benefit to the Authority the effect the zone will have in the economy is tremendous," added Mr Ondego. The four-day Nairobi conference at the Safari Park Hotel will bring together port managers under the auspices of the Pan African Port Cooperation. Safari Park Hotel will be the venue to host the over 300 participants who will includes members of the International Association for Ports and Harbours from the Africa-Europe region. The conference will focus on issues relating to shipping, port business and trends in the international trade. This will be in line with the PAPC's role to promote Africa's ports by creating a directory, and exchanging data on developing trends in the international trade, transport, ports and regulation of the industry. The four-day conference, which opens on December 5, is being organised by the Kenya Ports Authority in conjunction with the Ministry of Transport. "The choice of conference venue goes a long way to vindicate Nairobi as preferred conference centre for international meetings, a plus to the government effort to revive conference tourism which is on the increase," says Mr Brown Ondego the Managing Director of Kenya Port Authority. The conference presents a great opportunity for Kenya to showcase the diversity of its tourist attractions.

Malaysian shipping giant MISC has boosted its half-year profit by lowering costs for its fleet. Second quarter pre-tax profit was $175.23 mn, 15% up it posted in the same period last year. And excluding gains from disposals, the interim figure was $317 mn, compared to $478 mn the year before. Revenues were down slightly at $608 mn in the quarter, against $661 mn in 2004. But over the first 6 months they rose to $1.4 bn, from $1.2 bn.

Med Marine delivers first of three tugboats to Kotug

The fast growing European tugboat company Kotug recently took delivery of the first of a new series of three identical, powerful and manoeuvrable tugboats from Med Marine in Istanbul, Turkey. The delivery of the first tugboat was made official by Mr Ard-Jan Kooren President of Kotug and Mr R. Hakan Sen President of Med Marine during a small ceremony at the Dutch Consulate in Istanbul last Thursday in the presence of the Mayor of Rotterdam Mr Ivo Opstelten and the Dutch Consul-General Mr Marco Hennis.

The vessel is fully fitted for assisting seagoing vessels in port, coastal and deep-sea towage, provision of waterborne fire fighting (Fifi I) capability for the protection of ship and dock facilities and salvage operation facilities.

Fast Ferry on Norway-Denmark Service The Norwegian ferry operator Gabriel Scott Rederi A/S, Kristiansand, has announced that it will start sailings in March 2006 between Hanstholm and Kristiansand with the fast ferry "Mads Mols". The HSC-ferry is presently laid up at the port of Arhus. It is owned by Incat of Australia, and was redelivered in August after 5 years of bareboat charter to Mols-Linien. The ferry type has been used on a Baltic crossing, in New Foundland waters and on the English Channel. The Norwegian operator has also announced sailings with the veteran ferry "Gabriel Scott" ex "Sandefjord

Dredging company to sue Lerwick Port Authority over cancelled project

The Shetland News newspaper says Lerwick Port Authority in the UK may have to pay out millions of pounds in compensation because Shetland Islands Council (SIC) took legal action to block a huge dredging project in the harbour. "Belgian dredging firm Jan de Nul... confirmed that they were taking steps to recover costs incurred preparing for the contract to dredge the north mouth of Lerwick harbour," said the newspaper earlier this week. The newspaper said the port authority wanted to dredge a deeper channel to make way for huge vessels involved in decommissioning oil rigs, but their plans undermined the council’s own plans to build a £23 million bridge across the harbour. In August the Court of Session, in Edinburgh, granted the SIC an interim interdict to put a stop to the dredging work going ahead. However, reported the newspaper, by then Jan de Nul had already mobilised equipment in preparation for the work. A spokesperson for Jan de Nul told the newspaper: “We were awarded the (Lerwick) contract. We had to commit certain vessels to move our materials to the site in time. People had started work and we are going to try and recover our costs.” No compensation figure has been mentioned, but industry sources suggest it could be around £2 million.

MSC confirms 2 more ships on order MSC Cruises has said it will add two 133,500-ton vessels to its fleet, with delivery slated for 2008 and 2009. The Italian company with U.S. operations based in Fort Lauderdale said it signed a nearly $1.2 billion contract for two newbuilds. The vessels would increase MSC's fleet to 11 ships with a total capacity of 900,000 passengers. The first of the new ships, to be named MSC Fantasia, is to join the MSC Cruises fleet in June 2008. The second vessel, MSC Serenata, is to be delivered in March 2009. In addition to the ships sailing Mediterranean itineraries, the line said it is considering bringing one of the new ships to North American waters in the winter months.

Each of the two new ships is to be 1,092 feet long, 124 feet wide and accommodate 3,300 passengers in 1,650 staterooms. Of the staterooms, 1,260 are to have private balconies. Their crews are to number 1,313. Each ship is also to feature several restaurants, more than 21,000 square feet of spa facilities and a magrodome for all-weather deck activities. A special two-deck section of VIP suites with butler service is to include an exclusive restaurant, pool and sun deck, as well as other amenities. MSC has two other newbuilds under construction. MSC Musica is scheduled to debut in spring 2006 and MSC Orchestra is due to arrive in 2007.
