    FederalTitleCompliancespecialists,onandon.Thatisaproblemthatrequiresa

    culturechangebythesuperintendentandawillingnessbytheTrusteestohavean

    opendoortoteachers.Grievancesarenowbeingheardbythreetrustees,Houston,

    whichspendsfarlessmoneyongrievances,usesapanelofnine.Weneedtoseekoutbestpracticesand,whereappropriate,implementthem.

    concentrateourdistrictresourcesonthePre-KandKstudentsnowandencouragethe

    cityandgroupslikeCommittoprovideresourcestothosewholacktheminthecity.
