FederalTitleCompliancespecialists,onandon.Thatisaproblemthatrequiresa
culturechangebythesuperintendentandawillingnessbytheTrusteestohavean
opendoortoteachers.Grievancesarenowbeingheardbythreetrustees,Houston,
whichspendsfarlessmoneyongrievances,usesapanelofnine.Weneedtoseekoutbestpracticesand,whereappropriate,implementthem.

rolebeginninginthechildsearlyyears.AchildwhoisrearedwithoutbooksorparentswhocannotreadarealreadyatadisadvantageinKindergarten.Weneedto
concentrateourdistrictresourcesonthePre-KandKstudentsnowandencouragethe
cityandgroupslikeCommittoprovideresourcestothosewholacktheminthecity.
