Cameras in Public SpacesThe Dallas Police Department intends to utilize video surveillance cameras in public places as a deterrent to crime, to enhance citizen safety and serve as a Homeland Security tool.

Internet-based technology provides the Police Department with the ability to monitor activity from a variety of remote locations.

Strict guidelines on appropriate usage of cameras and stored images protection.

The initial phase 34-cameras will be installed and situated at major flash points for activity in the Central Business District.

Other Cities Chicago PD originally deployed 10 “PODS” that were not internet capable, required a briefcase and radio dish to be hung from the car, and officers had to be within 200’ of the camera to monitor or control its movement. Others to be installed this year.

Los Angeles PD has begun a pilot project along Hollywood Blvd.

New Orleans PD installed 25 cameras with successful implementation.

Minneapolis PD realized significant crime reductions using cameras in the downtown area.

Deep Ellum Pilot ProjectDecember 2004 – March 2005: The Dallas Police Department partnered with Plano-based Virtual Surveillance to conduct a test of this technology.

Cameras were placed outside these locations:

Gypsy Tea Room (Main Street & Good Latimer Freeway)

Curtain Club (Main Street & Crowdus Lane)

Digital Strata (Commerce Street & Malcolm X Blvd)

15 cameras were deployed in the area.

Deep Ellum Pilot Crime Reduction Results

90% reduction in violent crimes

48% reduction in non-violent crimes

38% reduction in vehicle related crimes

53% reduction in calls for service

55 responses to suspicious activity as a result of camera monitoring occurred.

A total of 12 custodial arrests as a direct result of the camera monitoring.

Program Objectives Reduce part 1 crime in the Central Business District core by 30% during 1st six months after the cameras are operational.

Maintain a citizen satisfaction rating of 65% in regards to feeling “very,” “somewhat” or “reasonably” safe in downtown Dallas.

Expand this project to other areas of the city as funding becomes available.
