Dear Reader,
Daniel Andrews talks a big game, but when you scratch the surface, it becomes apparent
he’s all talk and no action.
After six months, his government has still not produced an economic plan to grow jobs
and to develop the industries that will provide Victorians with the jobs of the future.
Instead, Daniel Andrews’ decision to tear up the East West Link contract has cost around
3,700 jobs and damaged Victoria’s international reputation as a place to invest and do
business. That means less investment, less infrastructure and less jobs.
The decision to scrap the East West Link has also cost Victorian taxpayers at least
$640 million in compensation and sunk costs. That’s valuable public funds that could have
been better used to build over 38 new schools, or 44 new 24-hour police stations or the
equivalent of building three new Children’s Hospitals.
And after cancelling Victoria’s only major shovel-ready infrastructure project, the Premier
is now attempting to create the impression that he has an ambitious program for our state.
Rarely does a week go past where the Daniel Andrews doesn’t organise a media event about
the Metro Rail Tunnel or level crossing removals.
But both of these projects remain unfunded. These two projects combined will cost just over
$17 billion but the Andrews Labor Government has only allocated approximately $2 billion over
the next four years. Meanwhile, Daniel Andrews has already put the State Budget under more
pressure with an explosion in public sector wages and reports of wage claims by some unions,like the United Firefighters for a 30% increase in salary.
The Liberal National Coalition is focussed on putting forward ideas and making positive
contributions about growing Victoria’s economy to create more jobs. We’ve already had
a lot to say about developing a second container port for our growing state as well as the
opportunities that brings to our exporters, small businesses and the agricultural sector.
The Coalition has also been active in working with emerging industries in the sharing economy,
particularly on employment opportunities for Victorians over 50 years of age. The technology
behind new, innovative companies such Uber, airbnb and Freelancer, have the capacity to
provide more jobs and better services for consumers.

comprehensive plan for a strong economy and a stronger jobs market that providesopportunity and prosperity for all Victorians.

This Budget demonstrates yet again that
Labor cannot manage money and cannotmanage major projects.
This Budget has no detailed economic plan
to create the jobs of the future for Victoria.
Instead, it’s the story of a government that has
no plan to grow jobs.
This is a government which is not doing what
it said it would do.
Labor’s first Budget isn’t about putting
people first, it’s about Daniel Andrews
playing politics.
Melburnians have been double-crossed
by Daniel Andrews. There are noguaranteed funds or start dates for
level-crossing removals besides those
previously funded by the Coalition.
Melbourne Metro remains unfunded,
with Daniel Andrews and his Treasurer
unable to agree on how to pay for
its construction.
The promised Mernda Rail, Drysdale
bypass and the upgrades for
Thompsons Road and Yan Yean Road
are unfunded.
And the one road that Labor hasprovided funding for, the West Gate
Distributor, was scrapped by Daniel
Andrews.
Victoria is growing at more than
100,000 people every year. But there is
no funding to make sure our services,
transport and roads can keep pace with
the fastest growing city in Australia.
There is no money in this Budget for
new police or PSOs for Melbourne.
There is no money in this Budget for
shovel-ready projects to create new jobs
and relieve crippling traffic congestion.
There is no money in this Budget for the
Country Roads and Bridges Program.
Underpinning this Budget is more Labor
waste. Buried away under ‘Contingent
Liabilities’ is the taxpayers’ money lost
on Daniel Andrews’ decision to scrap the
East West Link. In April, Daniel Andrewsclaimed, Daniel Andrews claimed losses
were limited to $339 million but in the
Budget that figure can’t be quantified.
What we do know is that at least
$640 million has been wasted – with
more to come – by Daniel Andrews’
political decision to scrap the only
shovel-ready project in Victoria, which
was to employ 3,700 people and relievetraffic congestion.
If it wasn’t for Daniel
Andrews’ waste on the
East West Link
compensation, this Budget
could have funded

to 320 new ambulance

Daniel Andrews lied to Victorians about the East
West Link contract.
On the Neil Mitchell program, three days before
the election, Daniel Andrews said that the East
West Link contract was “not worth the paper it was
written on” and that no compensation was payable.
Now it has emerged that Daniel Andrews has paid
out $640 million to the East West Link consortia
in compensation for scrapping the East West Link.
The decision by Daniel Andrews to scrap the East West
Link contract and waste over $640 million will costVictorians new schools, ambulance and police stations,
trains and hospitals.
Every time the Australian Education Union complainsabout a lack of funding in schools, remember that Daniel
Andrews’ waste on the East West Link is the equivalent ofbuilding up to 38 brand new schools.
If the ambulance union makes a claim for additional
resources, don’t forget that Daniel Andrews’ waste on the
East West Link is the equivalent of building about 320
brand new ambulance stations.
When public transport advocates lobby for new andadditional trains, think about how Daniel Andrews’ waste
on the East West Link is the equivalent of buying at least
29 brand new trains.
When there is a demand for more hospitals to keep up withpopulation growth, remember that Daniel Andrews’ wasteon the East West Link is the equivalent of building three
new Monash Children’s Hospitals.

Why would motorists pay a toll to take Daniel Andrews’
Western Distributor toll road when they can take the West
Gate Bridge for free?
Daniel Andrews is fond of talking about business cases and
mandates. For this project he has neither.
This project has never been to Infrastructure Australia and
has been announced before the Government’s much-touted
Infrastructure Victoria has even been established.
The one shovel-ready project Daniel Andrews did take to
the election was the West Gate Distributor. Now he has
scrapped it for an alternative at ten times the cost.Melbourne’s south and eastern suburbs face paying
extra tolls for the next 40 years for a road most will
never see or use.

break the deadlock, created by Daniel Andrews inaction,with a positive plan to use Federal EWL money to reduce
the burden on motorists in Eastern and Southern suburbs.
The Business Case for the East West Link, which Daniel
Andrews is so fond of quoting from, warned on page 16
that building a western link without an eastern link “will
be another freeway-standard road that comes to an end
in the inner-city (similar to the current Eastern Freeway),
potentially generating further congestion while still not
offering a cross city alternative to the M1 corridor”.
Daniel Andrews’ Western Distributor toll road appears to be
building another freeway that ends in a T-intersection, like
the Eastern Freeway.
The entire State Budget has a massive asterisk next to it
because Daniel Andrews cannot say when this project will go
ahead and how much it will cost Victorian taxpayers.

Claim: Daniel Andrews criticised the Coalition
for “cutting four new stations” on the
Melbourne Rail Link route.
Labor has cut three of the Coalition’s
funded new metro stations. Now, it will not
be possible to interchange from South Yarra
Station to Labor’s Melbourne Metro route.
The Coalition’s Melbourne Rail Link included
an underground station interchange at
South Yarra.
Claim: Labor say MRT will have five new stations.
It will only have three new stations. CBD
North is an extension of Melbourne Central
Station, and CBD South is an extension
of Flinders St Station. Arden Station
is proposed to be in the middle of an
industrial area.
Claim: Labor promised a new station at the Royal
Children’s Hospital.
The Melbourne Metro does not provide for a

from the RCH, and Labor’s proposed Arden
Station is 1.2km away.

undertake detailed site investigations.”
This project has been planned and designed
in detail already.
Claim: Daniel Andrews criticised the Coalition’s
Melbourne Rail Link, because Pakenham and
Cranbourne trains will no longer run through
the City Loop.
Labor’s Melbourne Metro will have Cranbourne
and Pakenham trains only stopping at Flinders
St and Melbourne Central. They will not runthrough the city loop, or stop at Southern
Cross, Flagstaff or Parliament.

as a solemn commitment to Victorians. We again see from this
Budget it is grossly underfunded. You can’t build an $11 billion
rail tunnel with $1.5 billion.

Port of Melbourne with no details to that port sale, with no
answer to the ACCC’s possible investigation and referral by the
Tasmanian government, and we don’t know when that money
is going to come through.
He’s put out a press release claiming that there’s hundreds of
millions of dollars for new level crossing elimination works with
no start date, no end date, and again double crossing Victorians
about these proposals that he said were shovel-ready and thathe would get underway. He hasn’t.

Victoria must now resign itself to 50 years with only one container port
after Daniel Andrews put forward legislation promising a monopoly for
half a century or have future taxpayers pay heavy compensation.
According to the Andrews Government’s own estimates, however
a second container port will be required within 30 years, meaning a
future government in Victoria will face costly compensation fees if
they need to increase capacity.
Last time Labor tried to sell something, poker machines,
the Victorian taxpayer faced a compensation claim worth over
$1.2 billion dollars, that is still yet to be resolved seven years later.
Daniel Andrews went to the election promising a second container
port, Bay West. Before this, Labor advocated for a second container
port at Hastings. Yet another example of all talk no action from
Daniel Andrews.

UNIONS CASHING INON LABOR I.O.Us
Six months in and the factional feuding
within the Andrews Labor Government
is beginning to show. The United
Firefighters Union has muscled up to
have the Government intervene in a
serious disciplinary action in the MFB,
the Health Workers Union is annoyed
East West Link compensation wasn’t
used to raise wages and the warring
right faction has seen a Cabinet
Minister stood down.
In addition we’ve seen a union blockade
at an Aldi construction sites in Altona
(a project generating hundreds of
construction and retail jobs) as well
as transport union threats to disrupt
public transport during the Grand Prix.
In March there was the startling
revelation that the United Firefighters
Union has logged claims for a 30% pay
rise and new benefits like 8 hours pay
for 21 minutes overtime. All up, the new
deal reportedly equals $1.6 billion.
And in January, in a press release
on whooping cough, the Andrews
Government announced in the final
sentence that they were abolishing the
Construction Code Compliance Unit
which ensures worker safety and therule of law on building sites.
One of the effects of Daniel Andrews’
decision to abolish the Construction
Code Compliance Unit is that workers
are no longer required to be drug
tested on worksites. So, on the one
hand Daniel Andrews says that there is
an Ice epidemic, but on the other hand
he is failing to protect the safety of
workers on construction sites who may
be at risk from fellow workers who are
under the influence.
Victorian taxpayers are already losing
out because Daniel Andrews has
started to return his union favours. He
has already settled with the Ambulance
union with an offer that, on the face
of it, matched the former Coalition
Government’s offer but it also includeda number of secret side deals.
And now, other unions such as the
notorious HWU and the CFMEU are
preparing to list their demands to
Daniel Andrews for hefty pay rises and
special benefits. This will cost Victorians
money and jobs.

GOVERNMENT ANDUNIONS BEGIN TO WAR
The Health Workers Union is also shocked to read recent reports that Treasurer Tim
Pallas has foreshadowed borrowing billions of dollars to pay for future projects. The
new Labor government was only elected barely 6 months ago. How is it possible
that our State’s fnances have deteriorated so quickly that we must now borrow
billions of dollars just to make ends meet?
We are dismayed by today’s announcement that taxpayers will have to pay over $420million to scrap the East-West Link project. Our members were told by you that the“contract was not worth the paper it is written on”. This has proven to be false. This $420million could have and should have gone towards funding better wages for over 55,000low paid public sector workers.

A UNION connected to Prem-ier Daniel Andrews has askedcouncils to provide detailedfinancial data that could beused to campaign againstLabor’s rate cap policy.
The Australian ServicesUnion wants “precise dollarfigures” on the level of cost-shifting to councils from stateand federal governments.
“(This) is a major cause for what the current State Gov-ernment describe as ‘excessive’rate increases (and) this prob-lem wil ther com
capped at the inflation rate, with councils needing to justifyany increases beyond thatto the Essential ServicesCommission.
The CPI is currently 1.3 percent, but the Herald Sun re- vealed yesterday that councils were planning rate hikes of between 3.5 and 7 per cent in2015-16.
