    I. FUNDING OPPORTUNITY DESCRIPTION

    DARPAissolicitinginnovativeresearchproposalsintheareaofsocialmediainstrategic

    communication. Proposedresearchshouldinvestigateinnovativeapproachesthatenable

    revolutionaryadvancesinscience,devices,orsystems. Specificallyexcludedisresearchthat

    primarilyresultsinevolutionaryimprovementstotheexistingstateofpractice.

    ThisBAAisbeingissued,andanyresultantselectionwillbemade,usingproceduresunderFAR

    Part35.016(DoDGARSPart22forGrantsandCooperativeAgreements). Anynegotiations

    and/orawardswilluseproceduresunderFAR15.4,ContractPricing,asspecifiedintheBAA

    (includingDoDGARSPart22forGrantsandCooperativeAgreements). Proposalsreceivedasa

    resultofthisBAAshallbeevaluatedinaccordancewithevaluationcriteriaspecifiedherein

    Introduction

    TheconditionsunderwhichourArmedForcesconductoperationsarerapidlychangingwiththe

    spreadofblogs,socialnetworkingsites,andmediasharingtechnology(suchasYouTube),and

    furtheracceleratedbytheproliferationofmobiletechnology. Changestothenatureofconflict

    resultingfromtheuseofsocialmediaarelikelytobeasprofoundasthoseresultingfrom

    previouscommunicationsrevolutions. Theeffectiveuseofsocialmediahasthepotentialto

    helptheArmedForcesbetterunderstandtheenvironmentinwhichitoperatesandtoallow

    moreagileuseofinformationinsupportofoperations.

    ThegeneralgoaloftheSocialMediainStrategicCommunication(SMISC)programistodevelop

    anewscienceofsocialnetworksbuiltonanemergingtechnologybase. Inparticular,SMISC

    willdevelopautomatedandsemiautomatedoperatorsupporttoolsandtechniquesforthe

    systematicandmethodicaluseofsocialmediaatdatascaleandinatimelyfashionto

    accomplishfourspecificprogramgoals:

    1. Detect,classify,measureandtrackthe(a)formation,developmentandspreadofideas

    andconcepts(memes),and(b)purposefulordeceptivemessagingandmisinformation.

    2. Recognize

    persuasion

    campaign

    structures

    and

    influence

    operations

    across

    social

    media

    sitesandcommunities.

    3. Identifyparticipantsandintent,andmeasureeffectsofpersuasioncampaigns.

    4. Countermessagingofdetectedadversaryinfluenceoperations.

    Background

    EventsofstrategicaswellastacticalimportancetoourArmedForcesareincreasinglytaking

    placeinsocialmediaspace. Wemust,therefore,beawareoftheseeventsastheyare

    happeningandbeinapositiontodefendourselveswithinthatspaceagainstadverse

    outcomes. Forexample,inonecaserumorsaboutthelocationofacertainindividualbeganto

    spreadinsocialmediaspaceandcallsforstormingtherumoredlocationreachedafeverpitch.

    Bychance,responsibleauthoritiesweremonitoringthesocialmedia,detectedthecrisis

    building,sentouteffectivemessagingtodispeltherumorsandavertedaphysicalattackonthe

    rumoredlocation. Thiswasoneofthefirstincidentswhereacrisiswas(1)formed(2)observed

    and

    understood

    in

    a

    timely

    fashion

    and

    (3)

    diffused

    by

    timely

    action,

    entirely

    within

    the

    social

    mediaspace.

    Eventsinsocialmediaspaceinvolvemanytomanyinteractionsamongnumbersofpeopleata

    compressedscaleoftimethatisunprecedented. Entirelynewphenomenaareemergingthat

    requirethinkingaboutsocialinteractionsinanewway. Thetoolsthatwehavetodayfor

    awarenessanddefenseinthesocialmediaspaceareheavilydependentonchance. Wemust

    eliminateourcurrentrelianceonacombinationofluckandunsophisticatedmanualmethods

    byusingsystematicautomatedandsemiautomatedhumanoperatorsupporttodetect,

    classify,measure,trackandinfluenceeventsinsocialmediaatdatascaleandinatimely

    fashion.

    ProgramScope

    Thedevelopmentofanewscienceofsocialnetworksandthesolutionstotheproblemsposed

    bySMISCwillrequiretheconfluenceofseveraltechnologiesincluding,butnotlimitedto,

    informationtheory,massivescalegraphanalyticsandnaturallanguageprocessing. While

    SMISCwillnotdirectlysupportnaturallanguageprocessingdevelopmentefforts,itwill

    certainlyusetheresultsofpreviousprogramsaswellascontributenewchallengestofurther

    stimulateongoingefforts.

    TechnologyareasparticularlyrelevanttoSMISCareshownheregroupedtocorrespondtothe

    fourbasicgoalsoftheprogramasdescribedabove:

    1. Linguisticcues,patternsofinformationflow,topictrendanalysis,narrativestructure

    analysis,sentimentdetectionandopinionmining;

    2. Memetrackingacrosscommunities,graphanalytics/probabilisticreasoning,pattern

    detection,culturalnarratives;

    3. Inducingidentities,modelingemergentcommunities,trustanalytics,networkdynamics

    modeling;

    4. Automatedcontentgeneration,botsinsocialmedia,crowdsourcing.

    Recentresearchhasshownthattraditionalapproachestounderstandingsocialmediathrough

    static

    network

    connectivity

    models

    often

    produce

    misleading

    results.

    It

    is,

    therefore,

    necessary

    totakeintoaccountthedynamicsofbehaviorandSMISCisinterestedinawidevarietyoftechniquesfordoingso.

    TheSMISCprogramincludesthreetechnicalareas. Proposalsmaybesubmittedindividuallyto

    II. AWARD INFORMATION

    MultipleawardsareanticipatedforTechnicalArea1andsingleawardsforTechnicalAreas2

    and3. TheleveloffundingforindividualawardsmadeunderthisBAAhasnotbeen

    predeterminedandwilldependonthequalityoftheproposalsreceivedandtheavailabilityof

    funds. Awardswillbemadetoproposerswhoseproposalsaredeterminedtobethemost

    advantageous

    and

    provide

    the

    best

    value

    to

    the

    Government,

    all

    factors

    considered,

    including

    thepotentialcontributionsoftheproposedwork,overallfundingstrategy,andavailabilityof

    fundingfortheeffort. SeeSectionV.B.forfurtherinformation.

    Proposalsselectedforawardnegotiationmayresultinaprocurementcontract,grant,

    cooperativeagreement,orothertransactiondependinguponthenatureoftheworkproposed,

    therequireddegreeofinteractionbetweenparties,andotherfactors. Inallcases,the

    contractingofficershallhavesolediscretiontoselectawardinstrumenttypeandtonegotiate

    allinstrumentprovisionswithselectees.

    AsofthedateofpublicationofthisBAA,DARPAexpectsthatprogramgoalsforthisBAAmay

    bemetbyproposersintendingtoperform'fundamentalresearch,'i.e.,basicorapplied

    researchperformedoncampusinscienceandengineering,theresultsofwhichordinarilyare

    publishedandsharedbroadlywithinthescientificcommunity,asdistinguishedfrom

    proprietaryresearchandfromindustrialdevelopment,design,production,andproduct

    utilizationtheresultsofwhichordinarilyarerestrictedforproprietaryornationalsecurity

    reasons. Notwithstandingthisstatementofexpectation,DARPAisnotprohibitedfrom

    consideringandselectingresearchproposalsthat,whileperhapsnotqualifyingas'fundamental

    research'undertheforegoingdefinition,stillmeettheBAAcriteriaforsubmissions. If

    proposalsareselectedforawardthatofferotherthanafundamentalresearchsolution,then

    DARPAwilleitherworkwiththeproposertomodifytheproposedstatementofworktobring

    theresearchbackintolinewithfundamentalresearchorelsetheproposerwillagreeto

    restrictionsinordertoreceiveanaward. SeeSectionVI.B.5forfurtherinformationon

    fundamental,nonfundamentalandrestrictedresearch.

    III. ELIGIBILITY

    A. Applicants

    AllresponsiblesourcescapableofsatisfyingtheGovernment'sneedsmaysubmitaproposalthat

    shallbeconsideredbyDARPA.

    1.HistoricallyBlackCollegesandUniversities,SmallBusinesses,SmallDisadvantaged

    BusinessesandMinorityInstitutions: Historicallyblackcollegesanduniversities(HBCUs),

    smallbusinesses,smalldisadvantagedbusinessesandminorityinstitutions(MIs)are

    encouragedtosubmitproposalsandteamwithotherstosubmitproposals;however,no

    portionofthisannouncementwillbesetasidefortheseorganizationsduetothe

    impracticalityofreservingdiscreteorseverableareasofthisresearchforexclusive

    competitionamongtheseentities.

    2.FederallyFundedResearchandDevelopmentCenters(FFRDCs)andGovernment

    Entities: Federallyfundedresearchanddevelopmentcenters(FFRDCs)andGovernment

    entities(e.g.,Government/nationallaboratoriesandmilitaryeducationalinstitutions)are

    subjecttoapplicabledirectcompetitionlimitationsandcannotproposetothisBAAinany

    capacityunlessthefollowingconditionsaremet.

    FFRDCsmustclearlydemonstratethattheproposedworkisnototherwiseavailable

    fromtheprivatesectorandmustprovidealetteronletterheadfromtheirsponsoring

    organizationcitingthespecificauthorityestablishingeligibilitytoproposeto

    Governmentsolicitationsandcompetewithindustryandcompliancewiththe

    associatedFFRDCsponsoragreementandtermsandconditions. Thisinformationis

    requiredforFFRDCsproposingaseitherprimecontractorsorsubcontractors.

    Governmententitiesmustclearlydemonstratethattheproposedworkisnototherwise

    availablefromtheprivatesectorandprovidewrittendocumentationcitingthespecific

    statutoryauthority(andcontractualauthority,ifrelevant)establishingtheabilityto

    proposetoGovernmentsolicitations.

    Atthepresenttime,DARPAdoesnotconsider15U.S.C.3710atobesufficientlegal

    authoritytoshoweligibility. While10U.S.C.2539bmaybetheappropriatestatutory

    startingpointforsomeentities,specificsupportingregulatoryguidance,togetherwith

    evidenceofagencyapproval,willstillberequiredtofullyestablisheligibility.

    DARPAwillconsidereligibilitysubmissionsonacasebycasebasis;however,theburden

    toproveeligibilityforallteammembersrestssolelywiththeproposer.

    3.ForeignParticipation: NonU.S.organizationsand/orindividualsmayparticipatetothe

    extentthatsuchparticipantscomplywithanynecessarynondisclosureagreements,

    securityregulations,exportcontrollaws,andothergoverningstatutesapplicableunder

    thecircumstances.

    B. ProcurementIntegrityandOrganizationalConflictsofInterest

    ActiveFederalemployeesareprohibitedfromparticipatinginparticularmattersinvolving

    conflictingfinancial,employment,andrepresentationalinterests(18USC203,205,and208).

    Priortothestartofproposalevaluation,theGovernmentwillassesspotentialconflictsof

    interestandwillpromptlynotifytheproposerifanyappeartoexist. TheGovernment

    assessmentdoesnotaffect,offset,ormitigatetheproposersresponsibilitytogivefullnotice

    andplannedmitigationforallpotentialorganizationalconflicts,asdiscussedbelow.

    WithoutthepriorapprovalorawaiverfromtheDARPADirector,acontractorcannot

    simultaneouslybeascientific,engineering,andtechnicalassistance(SETA)contractoranda

    performer. (SeeFederalAcquisitionRegulation(FAR)9.503at

    https://www.acquisition.gov/FAR/.)Aspartoftheproposalsubmission,proposers,proposed

    subcontractorsandconsultantsmustaffirmwhetherthey(individualsandorganizations)are

    providingSETAorsimilarsupporttoanyDARPAtechnicaloffice(s)throughanactivecontractor

    subcontract. Affirmationsmuststatewhichoffice(s)theproposerand/orproposed

    subcontractor/consultantsupportsandmustprovideprimecontractnumbers. Allfactsrelevant

    totheexistenceorpotentialexistenceoforganizationalconflictsofinterest(FAR9.5)mustbe

    disclosed. Thedisclosureshallincludeadescriptionoftheactiontheproposerhastakenor

    proposestotaketoavoid,neutralize,ormitigatesuchconflict. Proposalsthatfailtofully

    disclosepotentialconflictsofinterestand/ordonothaveplanstomitigatethisconflictmaybe

    rejectedwithouttechnicalevaluationandwithdrawnfromfurtherconsiderationforaward. If,in

    thesoleopinionoftheGovernmentafterfullconsiderationofthecircumstances,anyconflict

    situationcannotbeeffectivelymitigated,aproposalmayberejectedwithouttechnical

    evaluationandwithdrawnfromfurtherconsiderationforawardunderthisBAA.

    Ifaprospectiveproposerbelievesaconflictofinterestexistsormayexist(whether

    organizationalorotherwise)orhasaquestionastowhatconstitutesaconflict,asummaryof

    thepotentialconflictshouldbesenttoDARPABAA1164@darpa.milbeforepreparinga

    proposalandmitigationplan.

    C. CostSharing/Matching

    Costsharing/matchingisnotrequiredunlessastatutoryconditionappliessuchastheconditions

    of10U.S.C.2371astheyapplytoOtherTransactions(seesectionIV.B.2.e).

    D. OtherEligibilityRequirements

    1. SubmissionofProposalstoMultipleTechnicalAreas: Whileproposersmaysubmit

    proposalsforallthreetechnicalareas,andallthreeproposalsmaybedeemed

    selectable,proposerscannotbeconsideredforawardinbothTechnicalArea1and

    TechnicalArea3,whetherasaprime,subcontractororinanyothercapacityfroman

    organizationaltoindividuallevel. Thisistoavoidorganizationalconflictofinterest

    situationsbetweenthetechnicalareasandtoensureobjectivetestandevaluation

    results. Thedecisionastowhichselectableproposalisconsideredforawardisatthe

    discretionoftheGovernment.

    A. EvaluationCriteria
