  • 1.0 INTRODUCTION

    In accordance with the scope of work for the Ottati & Goss/Kingston Steel Drum Superfund Site, dated May 1998 (M&E, 1998a), Metcalf & Eddy (M&E) performed field work associated with Phase I and II Sediment Sampling in Country Pond Marsh. The sampling occurred in two separate phases in order to characterize the wetlands beyond the previous sampling efforts and assess the potential for redistribution of sediments contaminated with polychlorinated biphenyls (PCBs) after a 100-year flood event. The first phase of sediment sampling took place from October 12 through 16, 1998, during which time M&E collected sediment samples from thirty-two locations within the existing sampling grid established by ADL as part of their sediment sampling program. The results of the Phase I sampling event are summarized in the Data Evaluation Summary Report for Phase I Sediment Sampling (M&E, 1998c). Based on the outcome of a meeting held on December 14,1998, which was attended by representatives from the U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, New Hampshire Department of Environmental Services, U.S. Fish and Wildlife Services, and M&E, a second phase of sediment sampling was initiated to better define the limits of excavation based on a cleanup goal of 10 ppm total PCBs. The second phase of sediment sampling took place from December 17 through 28,1998. During Phase II, M&E collected sediment samples from ninety-eight locations within the existing sampling grid and "ballfield" area. The sampling grid was previously established by ADL and the "ballfield" is a diamond-shaped area which is located on the east side of the culvert situated under Route 125.

    The field work was conducted in accordance with M&E's Sampling and Analysis Plan (SAP) for Technical Assistance (1998b). The SAP was developed to cover field activities, data collection, and analytical activities associated with sediment sampling in Country Pond Marsh. The Phase I and II sampling locations within the existing grid are shown in Figure FG-1. Phase II sediment sampling locations from the "ballfield" area are shown on Figure FG-2.

    2.0 SUMMARY OF FIELD ACTIVITIES

    Phase II of the sediment sampling was performed by M&E from December 17 through 28, 1998. Upon arrival at the site on December 17th, M&E field personnel mobilized into teams of two personnel and initiated sampling activities. As a result of brush cutting activities conducted during Phase I and seasonally minimal vegetation, access to previously established travel routes through the marsh to sampling locations was readily available. Sample collection was performed in the same manner as during Phase I, with the field teams following the sample collection and drying procedures outlined in the M&E SAP (1998b). A total of ninety-eight sediment locations were sampled during the second event. A summary of the sample analyses and quantities collected during Phase II is presented in Table 1. Copies of the sediment sampling worksheets are included in Appendix A.

  • 7 2.1 Sediment Sampling

    Upon arrival at the site each day that sediment sampling was conducted, field instruments were calibrated and sampling equipment decontaminated following the procedures outlined in the M&E SAP (1998b). Prior to initiation of sample collection at each sediment location, organic vapor readings were taken with a photoionization detector (PID). Sediment samples were collected using the procedure adapted from the Wells G&H project for collecting samples with a high percent moisture (M&E, 1997).

    During Phase II, samples were collected from locations within the area of the existing sampling grid which had previously been identified as an area of contamination (ADL, 1997) (Figure FG-1). Sediment samples were collected using a bulb planter, post-hole digger, or shovel, from the top 6 to 12 inches of the marsh, below the vegetation. In addition, seven locations were selected within the existing grid for sampling at the 6-12 inch depth and the 24-30 inch depth, to determine the potential vertical extent of contamination. Five locations were also designated in the "ballfield" area for sampling at the 24-30 inch depth, only. These locations were selected based on locations, previously sampled by ADL, which had the highest reported concentrations of PCBs. Upon collection, all samples were homogenized and standing water was removed from the sample by decanting or the use of filter paper as specified in the M&E SAP (1998b).

    At the request of EPA, all samples were submitted to the laboratory for the analysis of PCBs. In addition at the request of EPA, approximately 70% of the samples submitted for PCB analysis were also submitted for the analysis of pesticides and metals. However, upon receipt of the data, it was determined that all of the samples submitted for PCB analysis were also analyzed for pesticides. Pesticide data has been tabulated for all samples along with the results of the required analyses.

    At all sampling locations, the pesticide/PCB samples were collected first, then the bottles for the metals analysis were filled. Sediment samples were collected for the DAS parameters outlined in Table 1. All samples were labeled prior to sample collection and immediately placed on ice after the bottles were filled. Each day, samples were packaged for shipment and the chain-of-custodies prepared. Upon completion of the field activities each day, samples were submitted to an EPA-approved DAS laboratory for analysis.

    3.0 ANALYTICAL DATA

    Based on the results of the Phase I data validation and at the direction of EPA, all pesticide/PCB and metals analytical data from the Phase II sediment sampling event were validated to Tier II in accordance with Region I EPA-New England Data Validation Functional Guidelines (US EPA, 1996). The analytical data tables are presented in Appendix B. Figure FG-1 depicts the Phase I and II sediment sample locations in the vicinity of the previously identified area of contamination (ADL, 1997). Table 2 presents a summary of the total detected PCB concentrations, total detected pesticide concentrations, and combined total detected concentrations for arsenic, chromium, lead, and nickel.

    Based on a review of the data, several pesticides including 4,4'-DDD, 4,4'-DDE, 4,4-DDT, aldrin, alpha- and gamma-cUordane, dieldrin, endosulfan I, endrin, gamma-BHC, and heptachlor epoxide were detected in the sediment samples. A comparison with the data collected during Phase I shows that the frequency and concentrations of pesticides detected during Phase II increased over those detected during Phase I sediment sampling. The increase is attributed to sampling closer to the source area.

    The total PCB concentrations calculated are presented on the analytical data tables (Appendix B) for comparison with the site clean-up goal-of 10 parts per million (10,000 parts per billion) total PCBs. The total PCBs at each location are also presented on Table 2. The total PCB results detected during the Phase II sediment sampling were all less than 10 parts per million (ppm), with the exception of locations 12N22E and 14N14E, located within the "ballfield" area, and locations B'350 and B400, within the existing grid. In addition, at several locations, the reported concentrations of PCBs were greater than 1 ppm. A review of the results indicates that, with the exception of one pocket of contamination around the FVG 450/500 grid area, the F grid line appears to be the eastern perimeter of the area of contamination which is reported as less than 1 ppm.

    A review of the metals data indicates that arsenic, chromium, lead, and nickel were detected at all of the Phase II sediment sampling locations. Although these metals have been considered analytes of interest at the site, clean up goals for these metals have not been designated. Therefore, for correlation purposes with the PCBs and pesticides results, Table 2 has been prepared by M&E to present the tabulated results of the total PCBs, total pesticides, and combined totals for arsenic, chromium, lead, and nickel for each Phase II sediment sample location.
