• A comparison of the 2010 and 2012 survey results show a lack of progress towards improved data management and quality initiatives.

• Organisations are increasingly recognising the importance of data quality and the role that upper management should be playing in ensuring this.

• At the same time financial stresses and weak trading conditions are forcing companies to look inward and not provide the means, processes or systems required to allow data quality initiatives to be successful.

• There is a continuing gulf between perceptions and actions. Contact information collected by organisations is, in many cases, still not checked or validated, and data is not measured or financially valued enough at a strategic level.

• Organisations do not truly understand the benefits of data quality management (DQM) and its ability to help them provide better customer service, achieve a single customer view, or improve strategic marketing.

• For most organisations DQM remains an issue of operational improvement and not something of true strategic relevance. The gap between the organisations stating that they had a data quality management strategy and realising it is still too large.

• An DQ initiative or programme offered to trading partners within a country or a specific geographical region

• It is adapted to the specific needs of the market/region where they are offered

• Goal: to improve data quality processes and capabilities for the supply chain (locally and globally)

• GS1 MOs, industry associations and GDSN-certified data pools are strongly encouraged to collaborate within a region in order to align LDQPs and avoid redundant processes for trading partners.

• LDQPs are devised, developed and operated by local organisations• Local organisations own and have rights over any specific publications,

tools, methodologies, etc. they develop as part of a LDQP except for any piece taken from copyrighted GS1 materials

• Local organisations have full liberty to define the characteristics of a LDQP in order to respond to local business needs

• Local organisations have full liberty to define the terms of agreement under which the LDQP will be offered

• Local organisations have full liberty to define the business/funding model of a LDQP

• GS1 retains ownership of all source documentation produced by GS1 Global office posted on www.gs1.org at all times

• GS1 (Global Office) will provide support on the use of its documentation to its members in good standing

Prior to developing a LDQP, the following conditions are assumed. That:• Trading partners are engaged in dynamic supply chain processes

where synchronised master data is used• GS1 Standards are implemented locally and are in use by trading

partners• Local GS1 organisations are able to deliver services to support the

trading partners• There is common understanding and agreement on the needs and

areas that need to be addressed through a LDQP• There is solid trading partner endorsement for the LDQP that will be

established within a region• GS1 MOs and GDSN-certified data pools that manage trading

partners will act as LDQP facilitators and promote regional collaboration

• What is it?• Providing data quality education through documentation and

courses. MOs can develop also workshops to facilitate the work of their members.

• What do I need for this?• Create training manuals or information resources where all

the knowledge is stored. From there you can easily extract the information and shape it into different means of delivery.

• Participate at GSMP and make sure that you can keep up with all changes in standards so your services remain always well sync’d.

• Important considerations• Good education courses can be positioned as a very valuable

offering in our members’ minds.19

• Information may be difficult to communicate in a training session; organisations need to work on practical/real issues to understand the applicability of the Framework for their business.

• A workshop is therefore a very ‘hands-on’ approach to familiarise users with the application of the Framework.

• Each GS1 MO can define of course how to best include this in their service portfolio.

• A workshop might cover:• Basic introduction to GS1/GDSN/Supply chain• Introduction to data quality principles• Technical information about the DQ Framework, tools and its

use• Activities for participants so they get to use the Framework.

These can also be based on real issues that exist in the participants’ organisation

• Materials for the sections may be extracted from the DQF Introduction or Implementation training course.

• What is it?• A process to measure and inspect products, comparing the

information to that which had been previously obtained/prepared by customers.

• What do I need for this?• Definition of a clear scope for the service: what is vital for your

members to control and most importantly, to what extent? • Appropriate measurement instruments, technology and facilities• Availability of clear documentation over measurement rules and

attribute definitions

• Important considerations• Measurement services can take multiple forms and variants. A critical

point is to have a clear process that supports the business requirements critical for your members.

• Do not over-reach on what this is meant to do: a measurment service should always be coupled with other measures to achieve sustainability.

• What is it?• Generate the master data that is entered into the data pool or

system that a company uses.

• What do I need for this?• Flawless data generation procedures and rigorous validation

and verification processes.

• Important considerations• MOs interested on this type of service should be aware of the

responsibility inherited by being the ones producing the data.• Additionally there is the complexity of gathering all relevant

item data to consider.• There should be a clear definition of what data can GS1

create and which has to be provided by the company itself. Process can become a little complex.23

• What is it?• Offering consulting to members who are unsure what needs

to be improved in their organisations in order to have a better data quality output.

• What do I need for this?• Suggested to have a solid methodology for project

management and consulting (e.g. PRINCE2, PMI).• Solid knowledge of the application of standards on different

business processes and their impact on the supply chain output

• Important considerations• Consulting services are some of the highest-valued type of

service offerings and offering result in (or require!) a strong positioning of the organisation offering them

• Increased value if GS1 is able to follow up on the implementation of recommendations.24

• What is it?• Offering services to implement standard-based solutions that

help improve the efficiency of the processes of user companies.

• What do I need for this?• Particular requirements extremely variable. • Clarity over the implications of implementing a solution.

• Important considerations• Maybe GS1 is not able to provide implementation for all types

of solutions (for instance, developing software). Yet it can be in a position to ‘join the dots’ and connect solution providers with the market in a more efficient way.

• Clear policies over the liability for the implementation of a given solution.25

• What is it?• Creating a benchmark that can track different KPIs of the

various companies active in a market in order to compare progress in achieving superior data quality.

• What do I need for this?• Defined data quality KPIs based on the KPI model from the

Data Quality Framework• The ability to keep data quality KPIs up to date and constantly

published to the community.

• Important considerations• This technique, even if not done with all the members, has a lot

of value to help keep track of the progress of companies. It can also be organised in the context of a specific collaboration between a retailer and some of its selected suppliers, for instance.

• What is it?• Making comparisons for customers between two versions of

the data they may have in order to identify inconsistencies.

• What do I need for this?• Have means to make automatic comparisons of the data• Tools to follow up on the origin and nature of the

discrepancies identified during the analysis.

• Important considerations• Having access to the areas of opportunity in the data itself

can be an important trigger for organisations wishing to track down and resolve the causes for bad data.

• As a stand-alone service value is limited, but paired with additional measures can help to identify some root causes for bad data.27

• Regardless of the services and actions established for data quality, all GS1 MO’s should try to remain aligned with standards at all times.

• That will reduce potential barriers for trading partners and will boost the value of the services.
