Photo 5 - View from the gateway off the A1198, looking north east. Photograph 5 is a wide panoramic view which illustrates the open, expansive nature of the arable farmland with few features. It is evident that the ground levels rise gradually to the northern boundary of the Site which forms the horizon. The buildings at Caxton Gibbet Roundabout and the industrial premises to the north of the Site are just evident, partially screened by vegetation. The Leyland Cypress trees at Swansley Wood Farm are more conspicuous in the view than the buildings. High The footpath is not clearly visible on the ground but plans show that its entire length is within the Site running from the A1198 to Swansley Wood Farm. Views are over the open, relatively flat and featureless arable landscape in all directions with boundary woodland and development visible on the horizon. To the south Cambourne and commercial premises at the edge of Caxton are partially visible on the horizon behind boundary trees with the higher land to the south west of Bourn Brook valley just dis-cernible. To the west Swansley Wood Farm, Cambourne Village College and buildings at Cambourne Business Park are prominent in the view. To the east the Elm trees along the western boundary of the Site provide a good visual screen but there are glimpsed views of traffic on the A1198. The commer-cial premises at Caxton Gibbet roundabout are partially visible behind boundary vegeta-tion to the north.

During the first 2 phases of construction the route would need to be temporarily diverted. Earthworks associated with the construction of the lakes, the works to the roundabout access and the first and second phase of housing development are likely to be visible within a relatively short distance. Upon completion of the footpath in phase 2 it would run within a landscape corridor which would contain water attenuation areas, wetland and tree planting. Later phases of construction would be less visible as they are located further from the route and there would be a landscape structure in place to provide a buffer. Changes to views from PRoW 44/17 during the construction phase are likely to range from major in phases 1 and 2 to moderate during later phases.

Major/moderate adverse

Views from the footpath would change from long views over a relatively flat and featureless arable landscape to views within a landscape corridor which contains lakes, wetland, trees and subtle undulations in the topography with the frontage of some houses visible beyond. The change in view would be moderately different and poten-tially more interesting but not necessarily better or worse. The change has therefore been assessed as moderate but neutral.

Moderate neutral

The landscape corridor in which the route passes will have matured in to a pleasant, interesting open space with varied habitats and more diverse views than the existing long views over a relatively flat and feature-less arable landscape. The change in view would be moderately different but not nec-essarily better or worse and has therefore been assessed as moderate but neutral.

High As the footpath enters the Site from Caxton bypass, for a short section (approx. 15m) there are views north across the arable farmland and south east over the rough grassland with roofs of properties at the edge of Lower Cambourne visible on the horizon. As the route progresses through the Site the hedgerow which runs along its northern edge (H4) restricts views north. There are views to the south over field 7 which has been used for disposal of fill and is mounded so that the roundabout which provides access to Cambourne is not visible apart from the tops of the lighting columns.To the south of Caxton bypass the route cuts alongside a field boundary for approx. 160m. The edge of Cambourne can be seen to the east but generally the bypass embankments and low lying route of the path means that the Site is not visible.There are no views of the Site from the remaining 470m of the route due to the topography and intervening vegetation and development.

During the first phase of construction the proposed roundabout and first phase of housing development are likely to be visible at a distance of around 700m from the short section of the route as it enters the Site from Caxton bypass. Further east the views north are partially screened by hedgerow 4 and there are no construction activities proposed with field 7 to the south of the route. Woodland planting is proposed within the first phase of the development which would provide some screening of the later phases. The change to views from the section of the route which runs within the Site have been assessed as moderate adverse. The change to the views during construction from the section of the route to the south of Caxton bypass would be minor given that the taller structures associated with the construction of the new roundabout and phase 1 housing near to the roundabout would be the only visible elements.

Moderate/minor adverse

The change in views from the section of the route which runs through the Site would be minor as views looking south would remain similar to existing and the views looking north would be partially screened by the existing hedgerow 4. There may be some views of the roofs of proposed housing but the existing views from the route include the housing on the outskirts of Lower Cambourne. The change to views from the section of the route which runs within the Site have been assessed as minor but neutral as they are not necessarily better or worse than the existing view. The change to the views from the section of the route to the south of Caxton bypass would be negligible.

Minor neutral/negligible

The section of the route which runs within the Site would be enclosed within a wood-land corridor. This would have matured to provide screening of the roofs of proposed housing to the north and existing housing at Lower Cambourne. There would be some loss of a more open view but the views would include less development than the existing view which could be seen to be beneficial. The change to the views from the section of the route which runs within the Site have been assessed as minor but neutral as they are not necessarily better or worse than the existing view. The change to the views from the section of the route to the south of Caxton bypass would be negligible.

High The route runs within a woodland corridor. For the majority of the route there are no views of the Site due to intervening vegetation. The roofs of a few houses within Lower Cambourne can be glimpsed through the vegetation, where there is a gap created by an adjoining path. For a section of around 200m in the vicinity of Cambourne Village College there are glimpsed views of the Site partially screened by the boundary hedgerows.

From the majority of the route there would be no views of the construction activity as the existing woodland provides a visual screen resulting in negligible changes. From a short section in the vicinity of Cambourne Village College there would be some views of the construction works immediately around the boundaries of the college. The construction works would be partially visible behind the existing buildings and boundary vegetation and would therefore be a minor change to the view from this section of the route.

Negligible/ minor adverse

From the majority of the route there would be no views of the Proposed Development as the existing woodland provides a visual screen resulting in negligible changes. From a short section in the vicinity of Cambourne Village College there would be partial views of the proposed school and housing immediately north and east of the college in the context of the existing buildings and boundary vegetation. Changes to views from this section of the route would be a minor and neutral as they are not considered to be an improvement or a deterioration.

Negligible/ minor neutral

The existing woodland which encloses the route will have matured and will con-tinue to screen views of the Proposed Development from the majority of the route resulting in negligible changes. From the short section in the vicinity of Cambourne Village College there would be partial views of the roofs of housing immediately east and north of the college. Tree planting will have matured around the boundaries to assist in the integration of the proposals which would be seen in the context of the existing college building. The changes to the views from this section are assessed as minor neutral as they are not considered to be an improvement or a deterioration.

High The route loops around Lower Cambourne and the Site is not visible for the majority of its length due to intervening develop-ment. It runs parallel with the Site around 10m from the boundary before briefly cutting within the Site boundary. This sec-tion the route (460m in length) is generally contained within a vegetated corridor with views of the Site mostly screened. There are some glimpsed views of the arable fields, Cambourne Village College, Swansley Wood Farm and the existing buildings locat-ed near the A428 on the horizon, where there are gaps in the trees and where the route crosses Sheepfold Lane. Views south from Sheepfold Lane include buildings at Cambourne Business Park.

From the majority of the route there would be no views of the construction site resulting in negligible changes to views. Where the route crosses Sheepfold Lane there would be views of the construction of houses in the eastern corner of the Site as part of the first phase of development. The proposals would be readily noticeable but from a very short section of the overall route. Subsequent construction phases would not be visible so that the views of construction activity would be over a limited timescale. The change to the view from the majority of the route would be negligible with a moderate but short term change in view from the very short section of the route which crosses Sheepfold Lane.

Negligible/moderate adverse

There would be no change in views from the majority of the route. At the entrance to the Proposed Development near to Sheepfold Lane there would be fleeting views of the fronts of housing and the access road with tree planting along it. The proposals would present an attractive frontage but there would be a loss of an open view. Existing views include built form both within the Site and within Cambourne Business Park. The proposals would be partially visible and fleeting resulting in minor changes to the view.

Negligible/minor adverse

Changes to views from the majority of the route would be negligible. Vegetation planted along the boundary of the Site and around the entrance area at Sheepfold Lane would have matured to further inte-grate the Proposed Development into the surroundings and create an attractive setting. The nature of the existing open view would change, however the resulting view would be attractive and high quality. Proportionally this change would affect a very short length of the overall route.

High There are open views north across the arable fields with the embankments of Caxton bypass on the horizon. From the eastern end of the route there are some views of the existing housing at Lower Cambourne partially screened by trees. However the Site is generally not visible because the route is low lying and the embankments of the A1198 (Caxton bypass) provide a visual screen. Further west the ground levels rise and as photograph 13 illustrates field 7 within the Site is visible as a narrow strip and Swansley Wood Farm and Cambourne Village College are partially visible.

From the eastern end of the route the construction activity would be partially screened by planting on the embankments along the A1198. Taller structures such as cranes positioned near to the southern boundary of the Site may be visible on the horizon. Further west as the ground levels rise the construction works within the southern parts of the Site would be more evident on the horizon, although the works associated with the formation of the new roundabout off the A1198 would be largely screened by the earthworks and existing vegetation associated with the A1198. Planting along the A1198 is proposed within the first phase of development to screen later phases of construction activity.

Moderate/minor adverse

From the eastern end of the route the roofs of proposed housing are expected to be partially visible with the planting and embankments along the A1198 providing partial screening. The ground levels rise as the route progresses west and there would be views of the proposed housing within the southern parts of the Site on the horizon. The Proposed Development would be partially screened by the existing trees located along the A1198. Proposed housing on the horizon would be seen within the context of existing development at Lower Cambourne.

Moderate/minor adverse

As the strategic woodland planting buffer adjacent to the A1198 matures, views of the proposed housing would be largely screened.

High The PRoW runs alongside a ditch before cutting through an arable field with long, open views in all directions. Looking north east towards the Site the planting along the A1198 and the tops of the lighting columns can be seen in the distance on the horizon. None of the existing buildings within or adjacent to the Site are discernible.

The construction of the new roundabout would be partially visible on the horizon looking north. The existing trees located along the A1198 would provide a partial visual screen of the construction works but taller structures within the western parts of the Site may be visible on the horizon. The construction works would occupy a small portion of the view and would be seen at some considerable distance resulting in a minor change to the view.

Minor adverse The Proposed Development would largely be screened by the existing located along the A1198 and Caxton bypass. The roofs of some proposed housing near to the pro-posed roundabout and within the western parts of the Site may be partially visible on the horizon. The proposals would occupy a small portion of the view and would be seen at some considerable distance result-ing in a minor change to the view.

Minor adverse/negligible.

The maturity of new trees and vegeta-tion within the landscape buffer along the A1198 would help to further integrate the Proposed Development into the surround-ings and provide screening so that the proposals are barely discernible.

The buildings on the outskirts of Caxton can be seen and the tops of the lighting columns and roadside vegetation located along the A1198 are visible on the horizon. None of the existing buildings within or adjacent to the Site are discernible.

The bridleway is generally well enclosed by vegetation so that from the majority of the route the construction site would not be discernible. There are occasional glimpsed views north over the arable fields where there are gaps in the vegetation. The vegetation located along Ermine Street, the A1198 and Caxton bypass would largely screen any views of construction works although the tops of taller structures may be just discernible on the horizon. The changes to the views would be barely discernible or completely unseen from the majority of the route but there may be some partial glimpsed views of construction works seen from some considerable distance resulting in minor adverse changes.

The Proposed Development would not be discernible from the majority of the route due to the enclosure provided by existing vegetation. The vegetation located along Ermine Street, the A1198 and Caxton bypass is visible on the distant horizon where there are occasional gaps in the vegetation which allow glimpsed views north. This existing vegetation would partially screen any views of the Proposed Development so that the changes to the views would be barely discernible.

The maturity of vegetation within the landscape buffer along the A1198 would help to further integrate the Proposed Development into the surroundings and provide screening so that the proposals are barely discernible.

There would be no views of the construction activity from the low lying southern parts of the route. As the ground levels rise the roundabout at the entrance to Cambourne and the planting along the A1198 (Caxton bypass) can be seen on the horizon but the Site and features within it are not discernible. Views from Crow Hill north include the Country Park in the foreground with Lower Cambourne in the middle distance. The Site is visible as a thin strip of land behind Lower Cambourne with Swansley Wood Farm and the evergreen trees visible. The trees located along the A1198 and A428 as well as the buildings located along the A428 are visible in the distance. Wind turbines at Gravely are visible on the horizon.

There would be no views of the construction site from the low lying northern parts of the route. In views from the more elevated sections of the bridleway the construction works in the southern parts of the Site would be partially visible on the horizon. The works would be partially screened by the existing vegetation and seen in the context of built form at Lower Cambourne. In views from the highest parts of Crow Hill within Cambourne Country Park the construction works would be seen as a narrow band in the distance behind Lower Cambourne. The construction works would be noticeable but would occupy a relatively small portion of the view as Lower Cambourne would remain the most prominent element in the view. In views from the more elevated sections of the bridleway the roofs of housing located within the southern parts of the Site would be barely discernible on the horizon. Low From Caxton Gibbet roundabout to the roundabout at the start of the Caxton bypass there are roadside trees which provide screening of the Site from approximately 75% of this section of the route. As photo 21 illustrates there are several gaps in the enclosure provided by the existing roadside planting which allows longer views across the Site. The arable farmland is visible in the foreground with the Leyland Cypress at Swansley Wood Farm prominent. Development at Cambourne can be seen on the horizon. At the Caxton bypass roundabout there is some recent woodland planting which is beginning to filter views of the Site. Swansley Wood Farm and parts of Fields 1, 6, 5, 4, the school and SCDC offices are partially visible. Caxton bypass is generally at a slightly lower elevation than the Site with hedgerow planting and some young tree planting starting to filter views over the arable fields. Development at Cambourne is visible on the horizon.

In views from the stretch of the A1198 near to Caxton Gibbet roundabout to the point where the new access will be constructed the works would be largely screened by existing trees. There would be some glimpsed views of the construction within the western parts of the Site. The construction of the new roundabout and access would be clearly visible to motorists. There would be fleeting views of the construction of housing within the southern parts of the Site from Caxton bypass partially screened by existing roadside planting.

Moderate/minor adverse

The Proposed Development would largely be screened in views from the stretch of the A1198 near to Caxton Gibbet roundabout to the point where the new access will be constructed by the existing boundary vegetation. Proposed housing would be set well back from the roundabout access with intervening woodland planted within the first phase of construction assisting in integrating the built from in to the landscape. There would be fleeting views from Caxton bypass of the landscape open space and wetland areas within the southern parts of the Site with some housing beyond. Views from the route would generally be more enclosed with some loss of open views and fleeting glimpses of built development resulting in minor changes to the views.

Minor adverse The maturity of new trees and vegeta-tion within the landscape buffers along the A1198 and Caxton bypass would help to further integrate the Proposed Development into the surroundings and create an attractive setting for the route. The nature of the existing view would change and would be more enclosed with vegetation, however the resulting view would be attractive and high quality. Proportionally this change would affect only part of the route as existing views are quite enclosed from the A1198.
