Date: April 16, 2020 To: All Vendors Subject: Addendum #1 REFERENCE: B033-20 Rio Grande Substation Commissioning and Testing This Addendum forms part of the contract and clarifies, corrects or modifies original bid document. Question 1: When will BPUB be energizing the substation? Answer 1: BPUB will tentatively energize the substation during the 1 st week of July. Question 2: Is 15 KVA equipment outdoor gear? Answer 2: Yes, the equipment is outdoor metal-clad/metal-enclosed switchgear with 11 breakers. Question 3: Is 15 kV cable testing for each feeder required? Answer 3: Yes, however, testing for the outgoing customer 15kV feeders will not be required. Question 4: What is the low side of the transformer conductor? Answer 4: See attached cable schedule.     Question 1: When will BPUB be energizing the substation?

    Answer 1: BPUB will tentatively energize the substation during the 1st week of July.

    Substation Commissioning & Testing

    Answer 7: Burns & McDonnell is the Engineer of Record. All protection and control schematics

    will be provided to the selected vendor. The commissioning of the electrical is part of the scope of

    this bid. Please refer to the provided specifications for substation testing and commissioning.

    Question 8: Is the engineer going to provide relay setting files?

    Answer 8: BPUB will be providing the relay setting files.

    Question 9: Who is handling the SCADA programming?

    Answer 9: SCADA programming will be handled internally by BPUB.

    Question 10: Who is handling the testing on remote ends?

    Answer 10: The vendor shall perform the end-to-end test between the two adjacent substations

    (Power Plant and Sixth Street) for both main and back-up relays. Also, at the Sixth Street

    Substation remote end, there is (1) SEL-387L and (1) SEL-311C and at the Power Plant Substation

    remote end, there is (1) SEL-87L and (1) SEL-421.

    Question 11: Would the substation be available 6 or 7 days a week and will BPUB staff be

    available?

    Answer 11: The substation will be available six days a week. BPUB staff can be available, if

    requested.

    Question 12: Is there a bill of material associated with the one line? If so, can you provide us with

    that information?

    Answer 12: Yes, see attachments BOM1 and BOM2 for reference.

    Question 13: Ground testing – fall of potential testing here? Do you have a grounding schedule

    for the substation?

    Answer 13: Fall of potential testing is an application of the 3-point method. 3-point method is

    outlined in the testing and commissioning specification. See 2.03.C in section 260800 of the

    specifications.

    Question 14: Commissioning – “tester” developing the plan could leave a lot of gaps between

    contractor’s quotes. Our perception could be different from others. Are there any typically

    commissioning scripts, or function testing that you would like to see included?

    Answer 14: The latest NETA standards should be used for reference for testing plans. Otherwise,

    we typically ask the tester to develop the plans.

    Question 15: There’s also a lot of “support” listed in the RFQ. Can you provide a firm schedule

    for this scope?

    Answer 15: Bidders should reference the construction schedule and develop a proposed testing

    and commissioning schedule to coordinate with this.

    Question 16: Can you provide the cable schedule as mentioned on the call?

    Answer 16: Cable schedule is attached.

    Question 17: Can you provide manufacturer of the equipment or a Bill of Material?

    Answer 17: See answer #12 above.

    Question 18: Will you be posting all questions?

    Answer 18: Yes, all questions will be answered via addendum and posted on BPUB’s webpage.
