LABORATORY INSPECTION AND CERTIFICATION FOR
Pamir Geotechnical Services Company
This letter confirms the completion of inspection and certification for the Pamir Geotechnical
Services Company at the following locations in Afghanistan: Kabul. While Pamir Geotechnical
Services Company has one physical lab location in Kabul, they can perform field tests anywhere in
Afghanistan Engineer District – North. They will also be recommended for use anywhere in Afghanistan
Engineer District – South.
This laboratory should now be considered as certified for use by the Afghanistan Engineer District North
(AEN), U.S. Army Corps of Engineers (USACE), for the quality control tests listed in Tables 1 through 5.
This certification will be included with records that are maintained at the AEN Headquarters in Kabul,
Afghanistan. Retaining certification will require yearly inspections by the AED. This certification is also
contingent upon the continued employment of Ali Ahmadi, Laboratory Manager, and Reza Hussaini,
Senior Lab Technician (Engineer). Without the oversight of these gentlemen, the laboratory will require
recertification. Finally, if the laboratory is moved to a new location, it will require recertification.
The inspection and certification process for the Pamir Geotechnical Services Company adhered to
procedures outlined by the Materials Testing Center (MTC), which is located at the Geotechnical and
Structures Laboratory (GSL), U.S. Army Engineer Research and Development Center (ERDC) in
Vicksburg, Mississippi, USA. The MTC is the USACE-authorized agency for certifying
laboratories for use in quality control testing for USACE construction projects. To facilitate
construction in Afghanistan, the AEN has authorized the Chief of the Quality Assurance Branch to
conduct laboratory certifications with strict adherence to MTC protocol.
