Subject: Neal's Landfill Remedial Action Field Oversight

As you requested, Tetra Tech EM Inc. (Tetra Tech) performed a visual investigation for waste and debris

outside the perimeter fence at Neal's Landfill. The investigation was conducted on May 27, 1999, and

consisted of touring all four sides of the perimeter fence. Observation was limited to within about 50 feet

of the fence. A photographic log is enclosed.

No waste was observed on the north, south, or west sides of the fenceline. Several pieces of debris were

observed on the eastern side of the fence, including a 30-gallon air tank (see Photograph No. 1); metallic

debris (see Photograph No. 2) that include a 40-gallon drum; and an empty, 300-gallon aboveground fuel

storage tank (see Photograph No. 3). Several discrete piles of residential waste were also observed (see
