THE DAUGHTERS OF THE REPUBLIC OF TEXAS

Tthe Daughters of the Republic of Texas was founded in 1891 with the objective to

(1) perpetuate the memory and spirit of the men and women who achieved and maintained the independence of Texas,

(2) encourage historical research into the earliest records of Texas, especially those relating to the Revolution of 1835 and the events which followed; to foster the preservation of documents and relics; to encourage the publication of records of individual service of the soldiers and patriots of the Republic and other source material for the history of Texas, and

(3) promote the celebration of Texas Honor Days.

SAN JACINTO CHAPTER San Jacinto Chapter is a chapter of The Daughters of the Republic of Texas, a 501 (c) 3) organization. The Chapter is located in District 6 of 10 districts in Texas. CHAPTER HOME

MEETINGS

Chapter meetings are usually held on the first Thursday of the month, October through June, 10:00 AM at the Pioneer Memorial Log House. Board meetings are usually held the last Thursday of the month at the Log House. See Activities Calendar for current dates.

MEMBERSHIP DUES

Annual State and Chapter Dues for the period June 1 to May 31 of $60 are due on June 1. Dues not received by September 1 are considered delinquent and the member is placed on the inactive roll. Life Membership in the San Jacinto Chapter is available for those members 65 years or older for $500. Dues checks should be made payable to San Jacinto Chapter, DRT and mailed to the Chapter Treasurer.

PUBLICATIONS

The Chapter Yearbook and Roster is published annually in September. The San Jacinto Dispatch is published monthly during the months of September through June. Send articles to Newsletter Editor by the 10

th

of the month.

DOCENTS

Many opportunities are available to volunteer your services as a docent in the outreach education to schools and private groups, interpreting the Pioneer Memorial Log House Museum exhibits and in hosting programs and special events in the Log House. Contact the Chair of the Docent Committee if you are interested in becoming a docent.

SCHOLARSHIPS

Each spring the Chapter awards scholarships from the Thelma Maresh Scholarship Fund to graduating students in the Greater Metropolitan Area of Houston. These awards are presented during the San Jacinto Day Commemorative Ceremony at the San Jacinto Monument. For scholarship applications, contact the President or the Chair of the Patriotic Education Committee. TEXAS HISTORY ESSAY CONTEST

The Patriotic Education Committee conducts an annual Texas History Essay Contest for 7

th Grade and 4

th Grade Students. The winners of

the San Jacinto Chapter are then submitted to the State DRT for the State Contest. Awards are presented to the winners at a ceremony held at the Pioneer Memorial Log House Museum. TEXAS HISTORY TEACHER AWARDS

Outstanding 4th

and 7th

Grade History Teachers are also identified for recognition at the Chapter and State level. Income from the Marian Beckham Texas History Teacher Awards Fund helps to recognize these outstanding teachers in our local area. CONTRIBUTIONS

SAN JACINTO CHAPTER OBJECTIVES

To perpetuate the memory and spirit of the men and women who achieved and maintained the independence of Texas. To encourage historical research into the earliest records of Texas, especially those relating to the Revolution of 1835 and the events which followed; to foster the preservation of documents and relics; to encourage the publication of records of the individual service of the soldiers and patriots of the Republic, and other source material for the history of Texas. To promote the celebration of Texas Honor Days. To memorialize all historic spots by erecting markers thereon, and to cherish and preserve the unity of Texas as achieved and established by the fathers and mothers of the Texas Revolution. The special objective of San Jacinto Chapter shall be to further interest in the San Jacinto Battleground, San Jacinto Museum of History, and the Pioneer Memorial Log House Museum.

SAN JACINTO CHAPTER BYLAWS THE DAUGHTERS OF THE REPUBLIC OF TEXAS

ARTICLE I – NAME

Section 1. The name of this Organization shall be San Jacinto Chapter,

Daughters of the Republic of Texas.

Section 2. It is a chapter of the State organization of the Daughters of

the Republic of Texas and is organized subject to the laws of that organization.

ARTICLE II – OBJECTIVES

The objectives shall be the same as those of the State Organization:

Section 1. To perpetuate the memory and spirit of the men and women

who achieved and maintained the independence of Texas.

Section 2. To encourage historical research into the earliest records of

A. Eligibility

1. Any woman having attained her sixteenth (16th) birthday is eligible for membership, provided she is personally acceptable to the chapter and

is a lineal descendant of a man or woman who rendered loyal service for Texas prior to the consummation of the Annexation Agreement of the Republic of Texas with the United States of America on 19 February 1846.

2. Any girl who is a member of the Children of the Republic of Texas (hereinafter referred to as “CRT”) is eligible for transfer to the chapter any time after her sixteenth (16th) birthday but before her twenty-first (21st) birthday without payment of initiation fees.

B. Proof of Eligibility

Proof submitted by an applicant shall include documentation on the applicant’s ancestor. Any date cited on the membership applications shall be documented. The applicant must furnish acceptable proof of her lineal descent from a man or woman who served in any of the following capacities:

1. As a colonist with Austin’s Old Three Hundred, or any colonies authorized under the Spanish and Mexican governments before the Texas Revolution or those authorized by the Congress of the Republic of Texas.

2. As an officer or private in the service of the Colonies or of the Republic of Texas.

3. As a loyal resident, male or female, regardless of age, who established residence in Texas prior to 19 February 1846. (“Loyal” shall be interpreted to mean that he or she had not been proven disloyal. A loyal resident, regardless of age, gave the service of residing in Texas and aiding in its settlement. “Service” shall be interpreted to mean “resident” or “military”.)

4. As a recipient of a land grant authorized by the Provisional Government of the Republic of Texas.

C. Application for Membership

1. Application to the chapter: The prospective member’s name shall be proposed in writing by two (2) members of the chapter to whom she is personally known. The chapter registrar submits the prospective member’s name to the executive board for consideration. The board shall pass upon the prospective member and, if favorable, refer her to the chapter. She shall be elected to become an applicant of San Jacinto Chapter at a regular chapter meeting by a 2/3 written ballot.

2. Application time limit: An applicant is required to submit her completed application within two (2) years from the time she was accepted as an applicant, after which period her recommendation for membership must be resubmitted.

3. Application may be made by completing either the printed DRT application form or the computer-version application available on diskette, both available from the San Jacinto Chapter registrar. The completed application papers upon the registrar’s approval shall be signed by the chapter president and the chapter registrar and sent by the chapter registrar to the registrar general for final action.

D. Membership Changes

An inactive member, a transferee, or a member-at-large who wishes to become a member of San Jacinto Chapter must have her name presented and voted upon, conforming to the rules governing new applicants. After acceptance in the manner prescribed, an inactive

member shall be restored to full membership upon the payment of her dues for the current year and the DRT’s reinstatement fee. A transferee or member-at-large, upon payment of her dues for the current year and the DRT’s transfer fee, shall become a member of San Jacinto Chapter. A chapter member in good standing who wishes to become a member-at-large must pay her transfer fee to the chapter treasurer who will send the fee to the treasurer general requesting the transfer.

Section 3. Emeritus Member

In the event a member of fifteen (15) years or more is placed in long term care, is incapacitated, or finances forbid her from continuing to pay dues and she would rather not resign, she shall be maintained on the state and chapter DRT records as an emeritus member until her death with all state and chapter dues being waived. Eligibility shall be established through written request by her family, a friend, or chapter member to the chapter treasurer, which is then forwarded to the second vice president general.

Section 4. Life Member

A member may purchase a life membership for the cost of $500, provided she is 65 years old or older. This amount shall be deposited in a separate account, monies from which may be used as approved by the San Jacinto Chapter Board to pay state and chapter dues each year as needed. The life membership is applicable only to San Jacinto Chapter and is nontransferable.

Section 5. Inactive Member

An inactive member is a member whose dues are not current. If a member resigns, she becomes an inactive member as of the resignation date. If a member is placed on inactive status for non-payment of dues, she becomes inactive on October 1. An inactive member who desires reinstatement and whose written request is accepted by vote of the chapter shall be restored to full membership upon the payment of her dues for the current year and payment of the DRT reinstatement fee.

Section 6. Associate Member

A woman who has applied for San Jacinto Chapter DRT membership but is ineligible and who has a deep interest in furthering the objectives of DRT may become an associate member. An associate member does not have the privilege of voting or holding office and pays only chapter dues. An associate member may serve on committees, but may not chair the committee. Associate membership is applicable to San Jacinto Chapter DRT only and is not transferable.

Section 7. Honorary Member

A person, male or female, who has actively worked to further the objectives of the Daughters of the Republic of Texas, may be presented to the Executive Board for consideration as an honorary member. If the board deems the person is acceptable, his or her name must be read at two regular San Jacinto Chapter DRT meetings before being awarded honorary membership. An honorary member does not have the privilege of voting or holding office and pays no dues. An honorary member may serve on committees, but may not chair the committee. Honorary membership is applicable to San Jacinto Chapter DRT only and is not transferable.

ARTICLE IV - DUES AND FEES

Section 1. Fiscal Year

The fiscal year of the San Jacinto Chapter shall be from June 1 to May 31, inclusive.

Section 2. Dues and Fees

A. The DRT initiation fee, DRT dues and chapter dues, processing

fees, reinstatement fees, supplemental line fees, and transfer fees will be charged in accordance with the Standing Rule for those items.

B. The annual dues shall be payable in advance. Dues apply from the

first day of June (1 June) through the thirty-first day of May (31 May) each year. Dues shall be accepted beginning with the first day of June (1 June) and shall be considered delinquent after the first day of September (1 September). Notices of dues shall be sent by the chapter treasurer by the first day of May (1 May), second notice to those unpaid by the first day by the first day of July (1 July); and if necessary, a third notice by the first day of August (1 August). A member whose dues have not been received by the chapter treasurer postmarked by the first day of September (1 September) shall be placed on inactive status and she shall be required thereafter to pay a reinstatement fee and the current year’s dues to return to active status.

C. Applicants for membership whose papers are received and

eligibility established after the first day of April (1 April) shall not be billed for further dues until the following fiscal year, payable before the thirty-first day of August (31 August) of that year.

ARTICLE V - OFFICERS

Section 1. The elected officers of the chapter shall be a president, five

vice presidents, recording secretary, corresponding secretary, treasurer, registrar, historian, chaplain, and CRT registrar. The parliamentarian and two advisory members shall be appointed by the president.

Section 2. The executive board shall be composed of the chapter

officers, the two advisory members, the retiring president, and the parliamentarian. The parliamentarian shall neither vote nor have the privilege of making a motion.

ARTICLE VI - DUTIES OF OFFICERS

Section 1. The executive board shall attend to all business of the

chapter and shall be called together by the president. The board shall hold one stated meeting each month previous to the regular meeting of the chapter, and shall present its recommendations to the chapter for action. The executive board shall elect by 2/3 majority a qualified chapter member to fill an officer vacancy. She will serve the unexpired term of her predecessor and shall be eligible for election to the same office for a two-year term.

Section 2. The duties of the president shall be to preside at all

meetings, to enforce all rules as adopted by the chapter, and to call special meetings when necessary. She shall appoint all committees, except those appointed by the fifth vice president or those elected by the chapter, and she shall be an ex-officio member of all committees,

except the Nominating Committee. Postmarked no later than the first of May, she shall send a typewritten or computer written report of the work of the chapter to the president general and to the recording secretary general. One copy of the chapter report is to be emailed to the annual proceedings chair. This report shall be the same as the one read at the convention and must include two copies of the chapter roster including name, maiden name, ancestor, address, zip code+4, and email address. Upon election of new officers, she shall immediately send one (1) copy of a list of new officers to the president general, one (1) copy to the recording secretary general, and one (1) copy to DRT headquarters. The president of the chapter shall serve on the board of the Pioneer Memorial Log House Museum for three years and serve as its president during such time as she is president of the chapter. She shall report to the chapter at the October meeting on the Pioneer Memorial Log House Museum.

Section 3. The vice presidents shall assist the president when

requested and, in the absence or inability of the president, shall preside in their numerical order. The first vice president shall be responsible for preparation and distribution of the chapter yearbook. It is also her responsibility to submit the chapter yearbook for judging in odd-numbered years at the state convention. The second vice president shall be responsible for programs for chapter meetings. The third vice president shall be responsible for San Jacinto Chapter of the Children of the Republic of Texas. The fourth vice president shall be in charge of fund-raising projects and will be a member of the Pioneer Memorial Log House Museum Board. The fifth vice president shall be in charge of the Pioneer Memorial Log House Museum and she shall appoint the docents, accessions, Pioneer Memorial Log House Maintenance and Texas Heritage Garden Committees. Additionally, the fifth vice president shall serve on the board of the Pioneer Memorial Log House Museum for three years.

Section 4. The recording secretary shall keep a strict record of all

business transactions at the meetings of the chapter. She shall, with the president, sign the annual chapter report.

Section 5. The corresponding secretary shall conduct all

correspondence and convey all official decisions of the chapter.

Section 6. The treasurer shall keep a strict account of all receipts and

disbursements. The treasurer shall issue checks only after expenditure has been approved by the executive board. All checks must be signed by the president and treasurer. The treasurer shall notify members of unpaid dues. She shall order the past president’s pin and have it at the June installation service. The chapter treasurer shall conform to the DRT bylaws, Article XIV, Section 3, regarding her responsibilities.

Section 7. The historian shall preserve papers and records of the early

history of Texas which shall come into her possession through the chapter, and biographical sketches of ancestors of each incoming member, and shall keep the chapter history book. She shall preserve all historic documents belonging to the chapter, and shall place same in the chapter files. It is her responsibility to submit the chapter history book for judging in odd-numbered years at the state convention.

Section 8.

A. The chaplain shall open all business meetings with prayer and shall

preside over memorial programs and such other meetings as may require her services. She shall send a copy of the Deceased Member Report Form to notify the chaplain general of the death of a chapter member, name of the chapter member’s next of kin, any available newspaper obituary clippings, and a photo, if available, as soon as possible after the member’s death. She shall extend appropriate courtesies to members who are ill and shall send notes of condolence to the bereaved family members of the Daughters of the Republic of Texas.

B. A woman who has been a member of San Jacinto Chapter for

many years and has served the DRT actively, and resigns because of age or illness shall, on the occasion of her death, be reported to the chaplain general to be mentioned at the following convention as any deceased paid-up member would be and shall be honored at her funeral with the Texas flag.

Section 9. The registrar shall keep a correct list of all members of the

chapter, a list of all dismissals, removals, transfers and marriages. She shall assist in procuring data for applicants, and issue all application forms to new members, forwarding same to the registrar general. She shall notify new members of their acceptance into the chapter. She shall be chair of the Membership Committee.

Section 10. The CRT registrar shall keep a correct list of all members of

the San Jacinto Chapter CRT. She shall assist in procuring data for applicants, issue all application forms to new members, and review applications and supplementals for accuracy. She shall forward all approved applications and supplementals to the CRT registrar general. She shall notify new members of their acceptance into the San Jacinto Chapter CRT.

Section 11. The parliamentarian shall, at the request of the president,

direct the chapter in parliamentary usage and be a member of the Bylaws Committee.

Section 12. Retiring officers shall give to their successors, after

installation of new officers in June, all letters and records of information.

ARTICLE VII - COMMITTEES

Section 1. The Membership Committee receives the letters of

recommendation for membership. The committee shall have 30 days in which to make its report to the Executive Committee. The registrar shall act as chair of the committee.

Section 2. The Patriotic Education Committee shall promote

observance of Texas holidays and shall endeavor to stimulate interest in the study of Texas history, especially among school children.

Section 3. The Social Committee shall have charge of all social affairs.

Section 4. The Music Committee shall provide music whenever

needed.

Section 5. The Historic Literature Committee, each year, shall present

to the Texas Room of the Houston Public Library an appropriate volume in memory of deceased members of the chapter. The volume shall be marked with a book-plate bearing the names of the deceased. The chair of this committee shall maintain membership in the Texas State Historical Association under the name of the chapter, with membership fees paid by the chapter. The chapter shall present the association’s publication, Southwestern Historical Quarterly, to the Clayton Library for Genealogical Research, a branch of the Houston Public Library. The historian shall act as chair of the committee.

Section 6. The Ways and Means Committee shall suggest and direct

means of raising funds. The fourth vice president shall act as chair of the committee.

Section 7. The Telephone Committee shall function when called upon

by the president.

Section 8. The Courtesy Committee shall welcome members and

visitors and be responsible for registration at chapter meetings and events.

Section 9. The Yearbook Committee shall prepare and distribute a

printed yearbook. The first vice president shall act as chair of the committee.

Section 10. The Program Committee shall prepare and direct the year’s

study. The second vice president shall act as chair of the committee.

Section 11. The Children of the Republic of Texas Committee shall

assist the CRT in electing officers, holding meetings, and fulfilling objectives as outlined in the bylaws of the Daughters of the Republic of Texas. The third vice president shall act as chair of the committee.

Section 12. The Accessions Committee shall assist the Pioneer

Memorial Log House Museum in acquiring objects for the Museum. The fifth vice president shall act as chair of the committee.

Section 13. The Flag Committee shall take the large Texas flag and the

casket flag to the funeral service of a member. They shall sponsor the display of flags on memorial days.

Section 14. The San Jacinto Battleground Committee shall promote

interest in the San Jacinto Battleground, the San Jacinto Museum of History, and the Battleship Texas.

Section 15. The Relics and Preservation of Historic Sites Committee

shall report at least once every two years on markers placed by the chapter at the San Jacinto Battleground and other sites. They shall encourage the chapter to appropriately designate places of historic significance, including ancestral graves.

Section 16. The Public Relations Committee shall handle all publicity

for the chapter.

Section 17. The Memorial Log House Maintenance Committee shall

assist the Pioneer Memorial Log House Museum in maintaining the Pioneer Memorial Log House and Brooks Cottage.

Section 19. The Finance Committee shall be composed of the treasurer

as chair, assistant treasurer, retiring treasurer for the two (2) years succeeding her term of office, first vice president, president and, by appointment of the president, one or more chapter members with financial experience. The committee shall prepare a proposed budget for the next fiscal year and submit it to the executive board for consideration in April and then to the members for adoption in May. The committee shall also examine the accounts at the end of the year and report to the executive board.

Section 20. The Houston Memorial Park Committee shall be

responsible for informing the general membership of matters concerning Memorial Park.

Section 21. The Texas Heritage Garden Committee shall assist and

advise the Pioneer Memorial Log House Museum with respect to the gardens and grounds.

Section 22. The Docents Committee shall be responsible for conveying

to visitors the history of the chapter and the Pioneer Memorial Log House Museum. This committee shall operate under the mandate of the museum’s mission statement.

Section 23. The Pioneer Memorial Log House Museum Select

Committee, an ad hoc committee, may be formed at any time by the request of one member of San Jacinto Chapter in good standing as the need arises to: (a) instigate deaccession of any acquisitions of the museum; (b) review any changes or intended changes made in the Pioneer Memorial Log House Museum policy for the use and care of the museum; (c) review any of the museum’s expenditures in excess of $25,000. This committee, upon request, shall be formed immediately by nomination and election of nine former officers of the chapter. The decision of the issue reviewed must be presented to the next general meeting. Decisions and findings of the committee must be acted upon immediately and are final.

Section 24. The Bylaws Committee shall update the chapter bylaws to

agree with any revisions, changes, or amendments to the State DRT bylaws approved by the state convention. The committee shall review, study, and present amendments of the bylaws to the chapter for its approval. The parliamentarian shall be a member of the committee.

ARTICLE VIII - MEETINGS

Section 1. Meetings shall be held the first Thursday of each month,

October through June, except for January and December, when the executive board may authorize a date change due to the holiday calendar. Field trip meeting dates will be set by the executive board. Meetings shall be held at the Pioneer Memorial Log House unless otherwise authorized by the executive board.

Section 2. Special electronic meetings may be called by the president

for the Chapter Executive Board or by a committee chair for her committee. A notice for the meeting shall be sent to all members at least three days before the meeting. The notice shall include (1) the

purpose of the meeting, and only that business may be considered; and (2) instructions for participating in the meeting. All participants must be able to communicate concurrently. Electronic meeting votes may be taken electronically. Reasonable methods shall be taken to identify every person voting.

ARTICLE IX - QUORUM

Twenty members, including five elected officers, shall constitute a quorum to transact business at a chapter meeting. Seven elected members shall constitute a quorum for a meeting of the executive board.

ARTICLE X - PARLIAMENTARY RULES

Roberts Rules of Order, Newly Revised, shall be the authority on all

questions of parliamentary procedure not covered by these bylaws and standing rules.

ARTICLE XI - AMENDMENTS

These bylaws may be amended twice per year at the November and May chapter meetings by a two-thirds vote. Proposed bylaw changes must be read at two consecutive chapter meetings where a quorum is present at each meeting. As a courtesy, the proposed bylaw changes may be reviewed by the executive board before they are voted upon by the chapter. Proposed Bylaw amendments will be reviewed by the Executive Board at their meeting the end of September and March. They will be published in the newsletter in September and March, read to the chapter in October and April, voted on by the chapter in November and May.

ARTICLE XII - PIONEER MEMORIAL LOG HOUSE MUSEUM

Members-at-large of the Board of the Pioneer Memorial Log House Museum shall be elected by the chapter to fill expiring terms of museum directors. Elections will be held at the June meeting of the chapter.

ARTICLE XIII – ELECTION PROCESS

Section 1. In even-numbered years a Nominating Committee of five

members, each of whom has been a member of San Jacinto Chapter for at least one full year, shall be elected by written ballot at the November meeting of the chapter. Candidates may be nominated from the floor. The member receiving the most votes shall serve as chair. Members may not serve on this committee two consecutive terms. The chair shall present the proposed slate of officers at the meeting of the executive board prior to the March chapter meeting in odd-numbered years. The Chair shall insure the proposed slate of officers is distributed to the Chapter members no later than March 20 via newsletter, email or US Postal Service. The slate will be presented to the members at the April chapter meeting.

Section 2. Elections are held in odd-numbered years. A chapter

member must have been a member of the chapter for one year before being eligible for election to an office. A qualified member may be nominated from the floor. When two or more members are nominated

for any office, the election shall be by written ballot. All officers shall be elected for a two-year term with the exception of the treasurer whose term shall expire when her successor is elected. Officers shall be elected at the regular meeting in April and installed at the regular meeting in June. No election will be conducted on a field trip.

STANDING RULES

1. Chapter meetings will be held October through June pursuant to the

bylaws, at a time determined by the Chapter Executive Board. See Article VIII – Meetings, Section 1.

2. The schedule of dues and fees collected by the chapter will be

those currently in use by the State DRT: These are: DRT initiation fee $70; DRT and CRT application fee $4; DRT annual dues $45; DRT reinstatement fee $25; DRT supplemental lines fee $40; and DRT transfer fee $10. Fee for posthumous membership is $150. Annual Chapter dues are $15. A processing fee of $7 will be charged for processing DRT application forms, DRT supplemental forms, and CRT to DRT transfers. An additional charge of $3 will be collected if applications are computer generated using DRT licensed computer software available from DRT headquarters.

3. All chapter records will be stored at Private Mini-Storage River

Oaks, 4217 San Felipe, Houston, Texas 77027. The president and any members approved by her may have access to the storage.

4. Outgoing committee chairmen shall give to their successors, after

installation of new officers, all letters, records and procedures.

5. After installation of new officers, the outgoing president will collect

all keys to the Pioneer Memorial Log House, Brooks Cottage, and the Private Mini-Storage River Oaks file cabinets and cause them to be delivered to the incoming president. The president is responsible for authorizing ingress and egress to the chapter’s facilities and shall maintain a current list of who has keys.

6. The president shall appoint a member to assist the treasurer who,

during her term of appointment, may attend the executive board meetings.

7. The chapter newsletter editor may attend all board meetings in her

capacity as newsletter editor, but may not vote if she is not a member of the executive board by virtue of being an elected officer.

8. The president of the chapter shall be its official spokesperson and

all communication intended for public dissemination pertaining to the chapter shall be read and approved by her prior to its release.

9. The president shall appoint a chapter member to serve as

Membership Database Administrator who shall manage the chapter’s database.

10. The president shall appoint a chapter member to serve as

Website Administrator, who shall manage the chapter website.

11. The standing rules may be amended at any executive board

meeting by a two-thirds vote of members present provided a quorum is present.

Ratified by the Chapter June 2, 2011 I. INTRODUCTION A. The purpose of this Statement is to establish the investment objectives

and policies for the management and monitoring of the financial assets of the San Jacinto Chapter, the Daughters of the Republic of Texas “the Chapter.”

B. Chapter financial assets are classified as: unrestricted, temporarily restricted and permanently restricted. Current funds are listed in Appendix 1.

C. An Endowment Trust created in 1991 is administered separately by its trustees.

II. INVESTMENT OBJECTIVES

A. The primary investment objective for the Chapter is two-fold: 1. to provide the additional income needed to fund current expenses

and commitments, and 2. to earn an absolute return that will insure the Chapter’s long-term

ability to carry out the purposes and objectives of the Chapter as stated in the Bylaws.

B. The Board’s investment objective is to maximize the total rate of return on investments within prudent levels of liquidity and investment risk.

III. DEFINITION OF RESPONSIBILITIES

A. The Board will be responsible for the management of financial assets of the Chapter.

B. The Treasurer shall be responsible to the Board for carrying out the Board’s investment objectives and policies.

C. The Finance Committee shall be responsible for monitoring the performance of all investments.

D. The President and Treasurer will be authorized to open and close investment accounts, as directed by the Board.

IV. PERSONAL CODE OF CONDUCT A Director, officer, or member of the Chapter may not have a direct or

indirect interest in the gains or profits of any investment made and may not receive any pay or emolument for services.

V. MANAGEMENT OF ASSETS

A. The Board shall operate in compliance with all applicable laws and regulations, particularly the “Uniform Prudent Investor Act of Texas” enacted by the 78

th Texas Legislature in 2003.

B. The Board may actively manage assets in order to obtain the highest attainable total return (income plus appreciation) within a framework of prudence, while giving primary consideration to preservation of capital.

C. At the discretion of the Board, a financial advisor may be engaged to manage funds of the Chapter.

VI. INVESTMENT POLICY GUIDELINES

A. Current operating funds will be placed in a checking account and an adequate balance maintained to meet ordinary and recurring expenditures.

B. Excess operating funds and restricted funds will be managed in separate accounts with established objectives and guidelines as listed in the attached schedules in Appendix 1.

C. Financial advisors engaged by the Board will be provided with the established objectives and guidelines for the portfolios they will manage.

D. Donated securities may be retained or converted to cash, taking into consideration all of the investment objectives and guidelines of this policy.

VII. INVESTMENT RESTRICTIONS AND PROHIBITED TRANSACTIONS

A. No investment account will have check-writing privileges. All investment withdrawals require the signatures of the President and the Treasurer and must be transferred directly to the Chapter’s operating bank account.

B. Sale of any security in a Board-managed account in excess of $30,000 will require the written authorization of the President and the Treasurer.

C. No transactions shall be made which threaten the tax exempt status of the Chapter or that would subject the Chapter to the tax on “unrelated business income.”

D. No direct investments shall be made in initial public offerings, restricted securities, partnerships, privately held securities, real estate properties, derivatives, options, futures and margined transactions.

VIII. MONITORING AND EVALUATION OF PORTFOLIOS

A. Asset Allocation and Diversification: The Finance Committee will review the investment portfolios at least semiannually against the guidelines for asset allocation and diversification. Upon approval of the Finance Committee and in consultation with the Financial Advisor, the President or Treasurer will implement rebalancing of the portfolio(s) consistent with the objectives and guidelines herein set forth. Rebalancing transfers greater than $30,000 will require the signatures of both the President and the Treasurer.

B. Portfolio Performance Evaluation: The Finance Committee shall

review the investment portfolios at least semiannually and measure the performance of each portfolio in total, as well as each asset class component, against commonly accepted performance benchmarks to determine if the objectives and guidelines as set forth herein are being performed and achieved.

C. Management Investment Reports: The Finance Committee shall

prepare for the Board the following management investment reports as of June 30 and December 31:

1. Value Summary Report for all investment accounts, to include: beginning value, income, assets added and withdrawn from the account, fees and charges, change in market value, and ending value.

2. Asset Allocation Report for each investment portfolio, to include: a listing of the individual securities and their values, the total value for each asset class component,

the percentage of the total portfolio that each asset class component represents, and a comparison to the target allocation for each asset class.

3. Asset Class Performance Report for each investment portfolio which shows the total return of income and appreciation for each asset class compared to the common benchmark for each asset class.

The Board shall make these reports available to the Chapter. IX. SELECTION OF A FINANCIAL ADVISOR

The Finance Committee will make recommendations to the Board regarding the selection of a Financial Advisor. These recommendations must be based on prudent due diligence procedures. A qualifying investment manager must be a registered investment advisor of a reputable investment firm or bank and an unaffiliated third-party.

X. PERFORMANCE REVIEW AND EVALUATION OF FINANCIAL ADVISOR

The Finance Committee will review the Financial Advisor regularly regarding performance, personnel, strategy, research capabilities, organization and business matters, and other qualitative factors that may impact their ability to achieve the desired investment results.

The Finance Committee will inform the Board whenever any one of the following conditions exist which would justify termination of a Financial Advisor:

Investment performance over a two-year period that is significantly less than anticipated, given the discipline employed and risk parameters established, or unacceptable justification of poor results.

Failure to adhere to investment policy guidelines for each portfolio under management, including communication and reporting requirements.

Significant qualitative changes to the investment firm. XI. FINANCIAL ADVISOR REPORTING

Reports and communications by the Financial Advisor should include the following:

1. Monthly statements to the President and Treasurer. 2. Notice of upcoming maturities. 3. Semiannual portfolio performance, asset allocation and portfolio

analysis reports to the President and Treasurer. 4. Performance benchmarks applicable to the managed portfolios. 5. Other reports and communications deemed necessary by the

Chapter. XII. ADOPTION

This policy shall be adopted by resolution of the Board and ratified by the Chapter membership. The Finance Committee shall review the policy annually and recommended changes will be presented to the Board for consideration.

INVESTMENT GUIDELINES

GENERAL: This fund was established in 1992 with a contribution of stock from Mrs. Thelma Maresh. Additional stock was received in later years. The purpose of the Portfolio is to provide funding for Chapter operating and capital needs. GOALS AND OBJECTIVES: The overall goal is to maximize total return to the extent consistent with a:strong emphasis on preservation of capital. PORTFOLIO COMPOSITION: The Portfolio shall consist entirely of Cash and Fixed Income investments. The asset allocation for Cash relative to Fixed Income over the short to intermediate term will be determined by the Chapter’s projected cash and liquidity needs over the Chapter’s fiscal year. Fixed Income investments shall be diversified to minimize the risk resulting from over concentration of assets in specific maturity, specific issuer, or specific industry. No direct investments shall be made in initial public offerings, restricted securities, partnerships, privately held securities, real estate properties, derivatives, options, futures, and margined transactions. EVALUATION: The Fixed Income component of the Portfolio will be evaluated against the Barclays Capital Aggregate Bond Index Benchmark. DISTRIBUTIONS: Distributions will be made as necessary to fund the Chapter’s operating and capital needs, in accordance with the approved annual budget, or by direction of the San Jacinto Chapter Board.

GENERAL: This fund was established in 2000 with a contribution of stock from Mrs. Thelma Maresh. Additional stock was received in 2004, and a substantial bequest in multiple payments beginning in 2007. The purpose of the Portfolio is to fund annual scholarship awards, at a level approved in the annual budget of the Chapter.

GOALS AND OBJECTIVES: The overall goal is to maximize total return to the extent consistent with a strong emphasis on preservation of capital. PORTFOLIO COMPOSITION: Asset allocation of the Portfolio shall be invested with intermediate and long-term components. 1. The Intermediate component shall be invested primarily in Fixed Income. 2. The Long Term component is designed to enhance total return, contribute

to the growth of the Portfolio assets over a 5-10 year time horizon, and shall be invested primarily in equities.

The target asset allocation will consist of 40% equities, 50% fixed income obligations, and 10% cash and cash equivalents. International equities will be limited to a maximum of 10% of the portfolio market value. Investments shall be diversified to minimize the risk resulting from over concentration of assets in specific maturity, specific issuer, or specific industry. No direct investments shall be made in public offerings, restricted securities, partnerships, privately held securities, real estate properties, derivatives, options, futures, and margined transactions. Rebalancing of the Portfolio shall be considered when the allocation deviates more than 5 percentage points from the target allocation.

EVALUATION: The various components of the Portfolio will be evaluated against the following benchmarks: Asset Class Fixed Income U. S. Public Equity International Equity

Benchmark Barclays Capital Aggregate Bond Index S&P 500 MSCI EAFE

APPROPRIATION FOR EXPENDITURE: No more than 5% of the fair market value of the fund is to be appropriated for expenditure in any year, calculated on the basis of market values determined at least quarterly and averaged over a period of not less than three years immediately preceding the year in which the appropriation for expenditure is made.

GENERAL: This fund was established in the mid 1980’s to pay dues of Life Members. GOALS & OBJECTIVES: The overall goal is to maximize total return to the extent consistent with a strong emphasis on preservation of capital. PORTFOLIO COMPOSITION: Funds shall be invested in federally insured banks and savings and loan institutions, up to the insured levels, and U. S. Government securities with a maturity of 5 years or less. DISTRIBUTIONS: Distributions will be made to pay state and chapter dues of life members each year as approved by the San Jacinto Chapter Board.

PORTFOLIO COMPOSITION: Funds shall be invested in federally insured banks and savings and loan institutions, up to the insured levels, and U. S. Government securities with a maturity of 5 years or less. DISTRIBUTIONS: Distributions will be made each year as approved by the San Jacinto Chapter Board.

SAN JACINTO CHAPTER OF THE DAUGHTERS OF THE REPUBLIC OF TEXAS

ENDOWMENT TRUST

The San Jacinto Chapter of the Daughters of the Republic of Texas Endowment Trust “the Trust” is a supporting organization of the San Jacinto Chapter, Daughters of the Republic of Texas “SJCDRT”. The Trust is an organization described in Section 509 (a) (3) of the Internal Revenue Code. The Trust was incorporated January 1, 1991 and granted 501 (c) (3) tax exemption status by the IRS determination letter of March 5, 1991. As stated in the Trust documents “income shall be expended for purposes of maintaining a facility for a meeting place and museum devoted to artifacts, history and activities of the SJCDRT as limited by the Articles of Incorporation of the Daughters of the Republic of Texas.” The Trust is administered by 5 trustees designated by the San Jacinto Chapter. Present trustees are: Tamara Phillips, Esther Simon, and Caroline Gregory.

History

The history of the San Jacinto Chapter and the San Jacinto Battleground are so entwined for the first fifty years that it is sometimes difficult to separate the two. The name, San Jacinto, was chosen for the chapter name in honor of the most significant battle of the Western Hemisphere, which won independence for the new Republic of Texas. The Daughters of the Lone Star Republic was organized on November 6, 1891, at the home of Mary Jane Briscoe, 620 Crawford, Houston, Texas. The first chapter, the Sidney Sherman Chapter, was organized two days later. Early the following day, on November 9, 1891, the San Jacinto Chapter was chartered, making it the second oldest DRT Chapter. Five months later, the name of the organization was changed to The Daughters of the Republic of Texas at the first annual meeting in Lampasas, April 1892. Of the seventeen ladies who first met at Mrs. Briscoe’s home, eight became charter members of the San Jacinto Chapter: Mesdames Anson Jones, Andrew Briscoe, E.H. Vasmer, J. R. Fenn, A. B. Looscan, J. J. Mc Keever, and Misses Annie Hume and Belle Fenn. Mrs. Anson Jones, wife of the last President of the Republic of Texas, was elected president of the state organization, and Mrs. J. R. Fenn, was elected first president of the San Jacinto Chapter. From its beginnings, the San Jacinto Chapter has held a very special interest in the San Jacinto Battlefield, as one of its original purposes was to “acquire and mark the Battlegrounds of San Jacinto where our Republic was born.” In 1891, the State owned about ten acres at the Battleground. The San Jacinto Chapter immediately began petitioning the Texas Legislature to purchase additional acreage. In the early 1900’s efforts were redirected to San Antonio to assist in saving the Alamo, which was accomplished by 1905.

In 1907 the Legislature appropriated the necessary funds to purchase an additional three hundred and fifty acres at the Battleground; however the State Treasury was $400 short. The San Jacinto Chapter donated $400 from its chapter funds to the State and the acreage was purchased. It is a well-known fact that were it not for the San Jacinto Chapter, the San Jacinto Battleground would not exist in its present size today. In the 1890’s the San Jacinto Chapter worked with the Texas Veterans to “mark” the Battlefield with iron markers. Twenty granite boulders replaced the iron markers on the Battlefield in 1912. Two off-site markers placed by the San Jacinto Chapter are at Vince’s Bridge and the Santa Anna Capture site. In recognition of their service, legislation provides that a member of the San Jacinto Advisory Board be a member of the San Jacinto Chapter. The President of the San Jacinto Chapter is also an ex-officio member of this Board.

THE SAN JACINTO BATTLEGROUND San Jacinto Chapter’s Special Commission

The San Jacinto Battleground is within a few miles of Houston on the banks of Buffalo Bayou. When the San Jacinto Chapter DRT was organized in 1891, its founders decided that the Battleground should be preserved as a lasting memorial to the Texas Revolutionary War veterans. The fledgling chapter took on the campaign of urging the State of Texas to purchase all of the San Jacinto Battleground.

For several years, the chapter courted the state legislators with trips to the battleground, boxed lunches, dances and souvenirs. On July 4, 1894, the San Jacinto Chapter organized a joint excursion with

the Texas Veterans Committee to visit and define the boundaries of the battlefield.

When it looked as if adequate funds had not been appropriated by the state to consummate the battleground purchase, San Jacinto Chapter put its treasury at the disposal of the state. It took over four years to purchase three hundred and thirty-seven acres. Once purchased, the strategic battlefield locations were designated and marked. In 1901 a committee comprised of battle veterans and their representatives, state officials and members of the San Jacinto Chapter visited the site and marked locations with temporary iron crosses.

By 1912, San Jacinto Chapter had replaced, at their own expense, the temporary markers with 19 granite boulders. In the years that followed, the chapter encouraged and supported other legislative measures that would beautify the San Jacinto grounds and build appropriate monuments to those who fought and died there.

One of the greatest honors San Jacinto Chapter received was the trust and faith placed by the Texas Veterans Association. The TVA was forced to disband in 1907 because their members were too ill and too old to meet any longer. But before adjourning for the last time, it was resolved that “the holy memories clinging around it should be merged into the patriotic association, the Daughters of the Republic of Texas.”

These old heroes laid aside forever their badges of membership and bequeathed their memories and their deeds for an “undivided Texas” as a precious legacy to the Daughters of the Republic of Texas, by them to be held in trust forever. Funds, slightly over $1,500, which were collected by the veterans to build a monument at the San Jacinto Battleground, were given to San Jacinto Chapter to carry on the work.

Begun in 1936 and completed in 1939, the San Jacinto Monument marks the site of the famous battle between the Texian and Mexican armies, which on April 21, 1836, secured independence for Texas. It now stands as a symbol of that important event in our history.

In recognition of its dedicated service, early legislation provides for a San Jacinto Chapter member to serve on the San Jacinto Park Board.

THE SAN JACINTO BATTLEGROUND SUNDIAL The large bronze Sundial was commissioned and placed near the San Jacinto Monument by the San Jacinto Chapter. Designed and constructed by the artist Julian Muench, it was dedicated April 21, 1940, to the memory of the nine men who gave their lives at the battleground for Texas liberty. These heroes are Benjamin Rice Brigham, Lemuel Stockton Blakey, John C. Hale, George A. Lamb, William Junius Mottley, Mathias Cooper, Thomas Patton Fowle, Ashley R. Stephens and Olwyn J. Trask. The building of this memorial was the culmination of years of effort expended by San Jacinto Chapter in its role as trustee of the Texas Veterans Association Memorial Fund, which was placed under the chapter’s control in 1901 by former Governor and TVA founder Francis Lubbock. San Jacinto Chapter, organized November 9, 1891, has as its special commission the San Jacinto Battleground.

PIONEER MEMORIAL LOG HOUSE MUSEUM BYLAWS

ARTICLE ONE – Name and Geographic Base

The name of the organization is Pioneer Memorial Log House Museum. The principal location of the organization is Houston, Texas.

ARTICLE TWO – Purpose

The organization is formed for all educational, charitable, historic, scientific and literary purposes.

The specific purpose of the Pioneer Memorial Log House Museum shall be to collect and preserve documents and relics relating to the early history of Texas, Texians and Houston, and to encourage the study of Texas history through exhibits, literature and educational programs. The Museum shall place special significance on the Battle of San Jacinto, the Texas Revolution, the period of the Republic, and women’s contributions during this time. The Museum shall also adhere to the objectives of the Daughters of the Republic of Texas, as founded in 1891.

The purpose is further intended to include the granting of scholarships, educational and charitable endeavors, and other activities related to the advancement of the foregoing.

The Pioneer Memorial Log House Museum is organized exclusively for charitable, religious, educational, or scientific purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code. No action shall be permitted or authorized to the organization or its members which is not within the scope of Section 501(c)(3). All provisions of this document shall be interpreted consistent with the intent to qualify as a Section 501(c)(3).

No part of the net earnings of the organization shall inure to the benefit of, or is to be distributed to its members, trustees, officers or other private persons, except that the organization is authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set by any political campaign on behalf of or in opposition to any candidate for public office. Notwithstanding any other provision of these articles, the organization shall at all times operate as and shall not carry on any activities not permitted (a) to an organization exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code, or corresponding section of any future federal tax code or (b) to an organization, contributions to which are deductible under Section 170(c)(2) of the Internal Revenue Code, or corresponding section of any future tax code.

ARTICLE THREE – Membership

The corporation shall be governed by the Board of Directors and shall not have members unless otherwise determined by said board. Any such members shall be admitted on such terms and conditions and shall have only such rights and privileges as said board shall authorize.

ARTICLE FOUR – Board of Directors

Number. The Board of Directors shall be comprised of those persons designated by the Executive Board of the San Jacinto Chapter of the Daughters of the Republic of Texas consisting of not more than nine (9) persons.

Term of office. A Board Member’s regular term of office shall be three (3) years, or until a successor is duly qualified.

Board Meetings. The meetings of the Board and all of its Committees shall be conducted according to the latest revision of Robert’s Rules of Order, but it shall be necessary in any event for a quorum to be present for the board or any of its committees to act. A quorum for any such meeting shall be a majority of those entitled to notice of such meetings.

Museum Management. The Board shall assume the management of the Museum. It shall receive and act upon all committee reports, those of its officers and of the director. It shall determine the policies of the administration and operation of the museum, excepting building use of the museum which will be determined jointly with the Executive Board of the San Jacinto Chapter, Daughters of the Republic of Texas, who may specify that certain functions be held there; it shall assume responsibility for the finances and responsibility for the ethical standards of the Museum.

ARTICLE FIVE – Duties of the Board of Directors

The Board of Directors shall be the governing body of the organization and be authorized to:

1. elect officer and to remove any officer they deem necessary, and in their discretion, from time to time, to transfer the powers and duties of any officer upon any other person for the time being;

2. designate the time and place of its meeting or authorize the President to do so;

3. appoint such committees on any subject within the powers of the association and define the powers and duties of such committees;

4. select and designate such bank or trust company as they deem advisable, as official depository of the funds of the association and to prescribe and order the manner in which such deposits are made/or withdrawn;

5. take such additional actions as shall be necessary or appropriate to the operation of the organization for the exempt purposes stated herein;

6. ratify any appointment for the replacement of any successor to a resigning officer by a majority vote of the board. A successor so appointed shall serve for the predecessor’s unfinished term;

7. appoint qualified independent accountants to perform an annual audit and file the necessary and appropriate tax returns.

ARTICLE SIX – Officers and Duties of Officers

The officers of the organization and their function shall be as follows:

President – The President of the San Jacinto Chapter, the Daughters of the Republic of Texas shall be the President of the Pioneer Memorial Log House Museum. She shall preside over all meetings of the Board of Directors; shall have such powers and perform such other duties as may be required of her by the Board of Directors; shall be an ex-officio member of all committees except the nominating committee; and shall serve as a signatory on bank accounts of the organization, provided, however, that two signatures shall be required on all checks. She shall make an Annual Report to the San Jacinto Chapter, the Daughters of the Republic of Texas at the October meeting of that body and such report shall include current audited financial statements and tax returns.

Executive Vice President – The Fifth Vice President of the San Jacinto Chapter, the Daughters of the Republic of Texas shall be the Executive Vice President. She shall preside in the absence of the President; and shall perform all duties assigned by the President and/or Board of Directors.

Secretary – The Secretary shall keep minutes and attendance records of the meetings of the Board of Directors; shall distribute the minutes and attendance records to the Board of Directors prior to each meeting; and shall provide official ballots for the election of the nominating committee.

Treasurer – The Treasurer shall be responsible for all funds belonging to the organization and deposit same in an accredited bank approved by the Board of Directors; shall keep a record of all funds received and disbursed; shall make reports to the Board of Directors; shall make disbursements authorized in an approved budget or approved by the Board of Directors; shall serve as signatory on the bank accounts of the organizaiton; and within 30 (thirty) days after July 1

st of each year shall

submit to the Board of Directors the completed set of organized financial records.

ARTICLE SEVEN – Executive Director

The Board of Directors may appoint an Executive Director who shall be in charge of the operation of the museum. The Executive Director shall be responsible for its administration and its activities, according to the policies established by the Board. He or she shall have authority to employ and dismiss personnel of the staff in accordance with policies and budgets approved by the board. The Executive Director shall submit an Annual Report at the Annual Meeting on the conditions and activities of the museum, and he or she shall make such recommendations in regard thereto as he or she sees fit. The Executive Director shall submit informal progress reports at the meetings of the board, and he or she shall call to their attention any matters requiring action or notice.

ARTICLE EIGHT – Committees

The board may by resolution designate one (1) or more committees; each committee shall have and may exercise powers as provided by the Board. Such committee or committees shall have such name or names as the Board may determine. The committees shall keep regular

minutes of their proceedings and report the same to the board when required.

The Board’s standing committees may include Collections, Activities and Programs, Building and Grounds, Exhibits, Finance and Budget, Memorials, Personnel, and Standing Rules, or others as needed. The chairs of the the standing committees shall be members of the board and others deemed qualified by the president. The membership of all other committees shall be in such number and for such terms as the president shall designate.

ARTICLE NINE – Advisory Board

Members of an Advisory Board may be nominated by the Board of Directors and elected by the board at its Annual Meeting. A prerequisite to such membership shall be the ability and insight to make a specific contribution to the museum and its activities. Reelection to the Advisory Board shall be only after service on one of the Advisory Board’s committees or after specific contribution in support of the museum’s activities and purposes. Such membership shall be without the privilege of voting on the policies or management of the museum, and no member of the Advisory Board shall be counted for quorum purposes.

ARTICLE TEN – Amendment to the Bylaws or Article of Incorporation

The president shall appoint a committee to review and update the bylaws each two years on odd-numbered years at the first meeting after the Annual Meeting. This committee shall review and update the bylaws and present recommendations for bylaw changes to the Board of the Museum within sixty (60) days of their appointment. Any proposals or motions to amend the bylaws shall include an effective date and purpose and be submitted in writing to the Secretary/Treasurer. Amendments or changes to these bylaws may be made upon a majority of the Board of Directors.

ARTICLE ELEVEN – Meetings

There shall be an annual meeting of the Board of Directors of this association at such time and place as determined and announced by the Board of Directors. No guest may be invited to the annual meeting.

There shall be four (4) regularly scheduled quarterly meetings of the Board of Directors. A meeting may be called at any time by two (2) members of the Board.

Action may be taken without a meeting of the Board of Directors if a consent in writing, setting forth the action so taken, is signed by a majority of the Board of Directors. Such consent shall have the same force and effect as a majority vote of the Board of Directors. The signed consent or a signed copy shall be placed in the minutes book.

ARTICLE TWELVE – Dissolution

Upon dissolution of the organization (after payment of all liability of said organization) assets shall be distributed to the San Jacinto Chapter, the Daughters of the Republic of Texas, if in existence, and if not, then to another organization which is exempt under Section 501(c)(3) and to which contributions are deductible under Section 170 of the Internal Revenue Code, as determined by the Board of Directors.

PIONEER MEMORIAL LOG HOUSE MUSEUM

The Pioneer Memorial Log House Museum is a Texas nonprofit corporation organized in 1997. The Museum was formed to collect and preserve documents and relics relating to the early history of Texas, Texians and Houston, and to encourage the study of Texas history through exhibits, literature and educational programs. The Museum is located in Hermann Park in a log house constructed in 1936 as the chapter home of the San Jacinto Chapter of the Daughters of the Republic of Texas and as a hospitality house for the many visitors expected in Houston for the Texas Centennial. PIONEER MEMORIAL LOG HOUSE HISTORY

As the year 1936 approached and plans for celebrating the centennial of Texas’ independence from Mexico developed, members of San Jacinto Chapter, Daughters of the Republic of Texas, considered how they might participate. Mrs. George (Sarah Groce) Berlet is credited with the inspiration to build a log house that could be used as a hospitality center for many of the activities that were to take place. In the fall of 1934 she shared with chapter members her idea, along with a drawing of how it should look – with a wide gallery at the front that would welcome visitors. Her rough sketch became the basis for the subsequent design of the house as later interpreted by the architect, Harry Weaver. The idea was enthusiastically received and the Pioneer Memorial Building Committee was formed, ultimately composed of:

Mesdames Berlet, Hearne, Kemp, and Miss Todd immediately met with Houston Mayor Oscar Holcombe and secured his promise of support. On February 13, 1935, the committee presented to the Houston City Council the proposal to construct a pioneer shrine “as a landmark for all time and a mecca for Texas Centennial visitors and celebrants in 1936.”

The daughters’ request to locate the log house on city property was approved by the council, with the location to be determined later. All three Houston newspapers covered the meeting and reported on it in their February 14 editions. To finance the construction, San Jacinto Chapter turned to its members and their friends. They held bake sales, bazaars and luncheons, sold flags and contributed their own money as well. They visited members of the media and generated articles about the project and the need for funds. Although the nation was in the midst of the Great Depression at that time, members raised almost $4,000. The City of Houston donated land in Hermann Park in honor of its founders, brothers John K. and George Allen. A contract was signed with builder John MacKay on November 27, 1935, and work began the next day. More than two hundred and fifty pine logs were provided by Robert Morris, president of the Sons of the Republic of Texas. They were cut, peeled and saddle-notched. Stones and bricks from early Texas homes were gathered to use in the construction of the large fireplace that spans one end of the building. Although not completely finished due to weather conditions, the building was dedicated on March 2, 1936, the 100

th anniversary of the Texas

Declaration of Independence from Mexico. Mrs. C. E. (Marian Hearne) Thornall, daughter of Mrs. Hearne and great-granddaughter of Sam Houston, ‘christened’ the Log House with water from the Brazos River. Upon completion, the house was furnished with period pieces that reflect the formative period of the Texas Republic. Mrs. J. G. T. (Orlean Allen) Milby contributed funds for a pair of chandeliers made from old wagon wheels rimmed with lanterns, which Mrs. Hearne found in an antique store on Washington Avenue. A spinning wheel was placed near the hearth alongside a rocking chair with a rawhide seat. Two paintings of Texian scouts galloping across the prairie were given by E. N. Gray, a well-known Houston physician and historian, and a grandson of William Fairfax Gray. They are believed to have been painted around 1840 by Harriet L. Rather. Mrs. Penelope Lingan, a Houston artist, presented a bust of Sam Houston in honor of Mrs. Hearne, the general’s granddaughter. In November 1940, Sinclair Refining Company donated to San Jacinto Chapter a small house, which was moved from its Montrose location to the rear of the Log House to be used as a caretaker’s cottage. In 1950, the Log House and the cottage were moved a short distance to the present location to accommodate the expansion of the Houston Zoo. Each log and stone in the Log House was carefully numbered before it was disassembled and transported to its new site. During the Texas Sesquicentennial in 1986, the Texas Historical Commission placed a historical marker on the Log House recognizing the efforts of the San Jacinto Chapter, the Daughters of the Republic of Texas.

On the grounds, the Texas Heritage Garden features plants and trees native to the state as well as those brought by pioneers as reminders of their former homes. Many varieties of roses bloom throughout the year, including a Sam Houston Rose developed by the Antique Rose Emporium during the bicentennial celebration of General Houston’s birth in 1993. On the front lawn is a tree grown from a walnut harvested on the grounds of the school in Maryville, Tennessee, where Sam Houston taught as a young man. A large iron sugar kettle from the China Grove Plantation in Brazoria County, home of General Albert Sidney Johnson, rests near the front door of the house.

Sitting at the edge of the Texas Medical Center in the shadow of world-famous healthcare institutions, the Log House offers a contrast between modern-day Houston, one of the nation’s largest cities, and its beginning as a muddy, backwoods town of early 19

th century Texas. In

addition to being the meeting place for San Jacinto Chapter and other historical organizations, it provides school children and other visitors with a glimpse of pioneer life in early Texas.

A Christmas Open House is held in December, where the Children of the Republic of Texas, San Jacinto Chapter, sponsor a toy drive for the pediatric unit at Ben Taub Hospital. The Log House is decorated in early Texas style for this annual event, and Friends of the Log House society are recognized.

FRIENDS OF THE LOG HOUSE

The Friends of the Log House was begun in 1994 during the administration of Past President, Jan DeVault, as a vehicle to give continued support of this historic building. Past President, Pam Covington, joined Jan in developing the concept of an auxiliary for the Pioneer Memorial Log House Museum. Mrs. Covington served as the first president of the Friends organization. They felt that it was important to have a broad-based donor group to call on for help in maintaining the Log House Museum and furthering its mission. Membership is open to anyone who loves Texas history and wants to help us foster that passion and enthusiasm. We encourage friends and acquaintances to join us in continuing our mission of preserving the past and protecting the future of our state’s history. Our membership year begins in July each year. An annual contribution is a great help in maintaining the house and grounds. We welcome all monetary contributions (tax exempt) to help us meet our obligations, but also accept donations of furniture, equipment, landscape services, etc. Lastly, we ask that you remember the Log House as a beneficiary in your will. A set of CRT application papers may be purchased from the CRT applicant's sponsoring DRT Chapter's CRT Registrar or the CRT Registrar General of DRT. The DRT’s computer version application CD-ROM packet is available for purchase from the Custodian General of DRT in Austin. Each packet includes files for a worksheet, the CRT and DRT applications, and the required 8½ x 11-inch 25% cotton bond acid-free paper for printing applications. Instructions for completion of a CRT application are the same as for a DRT application. (See DRT

MOP Membership section / Application Preparation Instructions). One original typewritten or printed application and one photocopy of the application both signed after photocopying, using black acid-free archival ink, shall be submitted. A check or money order for the CRT initiation fee of $10 or supplemental fee of $10 should accompany the completed application. Make checks or money orders payable to Children of the Republic of Texas. One check must be sent for each applicant. When a family with two or more applicants sends papers at the same time, one check to cover all members of the family is acceptable. A chapter check covering several applicants of different families is not acceptable. This can hold up approval of all others if one application is delayed. The Chapter CRT Registrar will be notified by the CRT Registrar General when an application is approved. If the applicant wishes to be notified, a stamped, addressed post card may be included with the name of the applicant, the ancestor's name, and space for the date approved.

CHILDREN OF THE REPUBLIC OF TEXAS HISTORY

On March 3, 1928, during the DRT General Convention, Mrs. Clara Driscoll Sevier, President General, asked the Daughters assembled to bring young people into the organization to take an active part. A committee was set up to make plans to organize the children into chapters. Members of this DRT committee were Mrs. Joseph Carnal, San Antonio; Mrs. J. T. Cox, Austin; and Miss Bess Ferguson, Palestine. During the DRT Convention one year later, on March 1, 1929, the committee made the following motion, which carried:

That the Daughters of the Republic of Texas sponsor an organization to be known as the Children of the Republic of Texas, such members to be subject to the bylaws of our organization pertaining to membership and objectives and that a committee be appointed to further the same.

The CRT has undertaken projects all over the state, such as cleaning cemeteries, restoring monuments, raising funds to update computers at

the DRT Library, marking the graves of the Real Daughters, raising funds for the restoration of windows and doors at the French Legation. Also, the CRT has participated annually as re-enactors in the Fall of the Alamo, assisted with the auctions at the annual gala of the Alamo, and served as pages for the DRT Conventions. Lastly, CRT members assist with historical ceremonies and parades when requested. Over fifteen thousand children have been members of the CRT and aged out to become members of the Daughters of the Republic of Texas and the Sons of the Republic of Texas.
