Project DescriptionThe County of Frontenac of Glenburnie, Ontario issued an RFP for consultative work on their In-Field Communication – Procurement and Project Management for their Public Safety groups in the county including, paramedics, fire and public works. This also included interfacing with the OPP. This ‘In-Field Communication Procurement and Implementation Project was facilitated by the County of Frontenac on behalf of the townships of North Frontenac, Central Frontenac, South Frontenac and Frontenac Islands. The goal of this study is to provide an improved Public Safety Communications network for the county in-field communications network for the various public safety groups.

Schedule “B” provided consideration of the work completed to date and the scope/current state of in field communications are the following reports: The RFP guides the preparation of the study for the four member municipalities in the County of Frontenac. For the purposes of expediency, the County of Frontenac acted as the administrator of this RFP and all contracts falling out of this RFP were in accordance with the legislative policies of the County. Researched how the Eastern Ontario Regional Network (EORN), a not-for-profit corporation owned by the 13 municipalities that make up the Eastern Ontario Wardens’ Caucus, could assist the funding the Frontenac County Public Service Network.

This ‘In-Field Communication Gap Study and Option Analysis Report’ was facilitated by the County of Frontenac on behalf of the townships of North Frontenac, Central Frontenac, South Frontenac and Frontenac Islands to improve the Public Safety networks in the county including, paramedics, fire and public works. This also included interfacing with the OPP. The goal of this report was to examine the user experience with emergency and in-field communications. Input and opinions were sought from front-line stakeholders and allied emergency personnel regarding the problems, issues and risks facing first responders in the performance of their duties. Throughout this study, every effort was made to get to the root of the relevant issues. The RFP guides the preparation of the study for the four member municipalities in the County of Frontenac. Project Description: Health Canada required a senior technical writer and User Acceptance Tester for their RADAR & COSMOS project to provide support their Enterprise Network for the communications officers and other team members in an IT project establishing business process maps, governance framework and support services in implementing new legislation. This includes turning legislation and regulations in to codified lists of obligations, authorities, requirements and prohibitions. It will also include a critical review of materials developed to manage internal business processes, developing Statements of Requirements (SOR) and Statements of Work (SOWs), writing RFIs and RFPs, producing Evaluation Criteria, drafting Requests For Information (RFI), writing user guides and maintaining/creating business cases and communications plans, which outlined business requirements from analysing user needs/expectations and change requests, as well as transformation requirements, capabilities, impacts and risks. Finally, User Acceptance Testing (UAT) is required to run various verification case testing prior to putting the system into production. This was the central project plan document for the 2009/10 Health Canada Plan of Record project “Consumer Product Incident Reporting System”. Project Description: The Ministry of Post, Telephone and telegraph (MoPTT) through their operations company, Saudi Telecom and main consulting firm, Bell Canada, required the services of a consultant to advise high ranking Saudi officials and aspect involving the operation and maintenance of their local junction, national and international trunk and switching network.

Role Description: Provided technical, maintenance and operational advice to

various Saudi Managers on matters relative to the planning, operation, maintenance and administration of the International and National Telecommunication Networks in Saudi Arabia.

Provided advice and training for the integration of the initial Automatic Telephone Project (ATP) that included integrating many new Philips and Ericsson digital switches with older analogue systems over trunk and junction networks provided by various manufacturers.

Developed methods and operating procedures along with training practices that facilitated the transfer of technology to the Saudi and Third County Nationals.

Developed construction plans for the new telecommunications network in the country, and worked with engineers that involved travelling from Riyadh to Montreal working with Bell network people, and to Hilversum, Holland and Stockholm, Sweden working with their switching engineers;

Provided training through workshops to Saudi and third country Nationals through a ‘Transfer of Technology’ process.

Developed and led training sessions for all new network technicians in the main centres of Riyadh, Jeddah and Dammam.
