1. Fold a 12 by 18 inch piece of construction paper in half, lengthwise.

2. From the center, fold 2 inches and glue this section together.

3. From the open edge, cut six 4 inch slits, spaced about 2 ½ inches apart.

Cut six, 4 inch slits from outer open edge.

Fold over 2 inches and glue together.
