The SMART-SPACE backbone Analyzing the Alpine Space

The first step to a successful project is to work on the needs and current level of knowledge of the targetgroups, in our case they are SME’s, intermediaries and policymakers. To do so, Smart Space has spentresources on spreading awareness about the implementation of technologies as well as identify and verifythe needs of alpine SME’s, intermediaries and policymakers.

What actions have been taken?Actions were spread in four fields and contained local events, surveys and back desk analysis. We specificallydid cover generic Digital Innovation to meet alpine challenges, Smart Technologies to improve SME’s,knowledge of intermediaries and the Digital Single Market to support policymakers and innovationstakeholders.

What results have been discovered? The currently main challenges faced to all actors in Alpine Space we identified and elaborated were theeconomic globalisation, demographic trends, a change of alpine climate, meeting energy demands, an up to

date mobility and transport challenge as well as the continuing digital divide.Though, the Alpine SME’s did create a sustainable impression. Our Survey covering companies of mostrelevant fields in production already had an idea about the content of technologies relevant to Industrie 4.0.Also, most of them are currently trying to find suitable partners to implement technologies or get furtherinformation if they are not already in place.Alpine Intermediaries were offering varying content for each region, yet with the same structure and similarquality of measures. Their main tasks are still awareness campaigns, providing a platform for SME’s as wellas to exchange Ideas and network. To help improve intermediaries, Smart Space aims to support theinternational network and help connect generalists with digital specialists.Regarding the Policy Makers and Innovation Stakeholders, a lot of initiatives are currently carried out on aregional, national and European level. The main EU initiatives to support Smart Space Ideas are the SmartSpecialisation, aiming to support competitive innovations for all areas as well as the Digital SingleMarket Strategy. Smart Space aims at supporting those as well as other strategies and help to carry outideas by supporting local and national authorities.

Digitising European Industry Stakeholder Forum2018

The Stakeholder Forum on digitization of European industry has been held in Paris on March 27 & 28, 2018.This second edition has been co-organized by the European Commission and the French Ministry ofEconomy, during the Global Industrie exhibition. It gathered more than 350 people over the 2 days. Thisevent took place in the context of the Digitising European Industry Initiative (DEI).

Regarding the challenges faced by Europe on digitization, in 2016 the EC launched the DEI initiative. Themain goal is to improve the European competitiveness through the development of digital technologies andthe digital transformation of the companies.

One pillar of the DEI initiative is to facilitate the access of the SMEs to digital innovations through dedicatedhub of resources called Digital Innovation Hubs (DIH). The EC defines DIH as one-stop-shops wherecompanies – especially SMEs – can get support with regards to their business, production processes, products and services by the use of digital technologies. Here is the panel of services that a DIH shouldprovide to the companies: awareness creation on digital technologies, innovation scouting, digital maturityassessment, visioning and strategy development for business, brokering/matching, access to specialists andinfrastructures, mentoring and training, access to funding and investor readiness services, collaborativeprojects.

Page 15: D.C.4.4 Newsletter · SMART-SPACE –Deliverable D.C.4.4 “Newsletter” 3 1. Campaigns Number Delivery date Subject line 1 Wed, Apr 04, 2018 SMART-SPACE Platform, First Study Visit

There are already some European Digital Innovation Hubs referred under Smart Specialization StrategyPlatform. One big priority for the EC is to support the networking of the local/regional DIHs to allow everySME to get access to the best available expertise, abroad if not available locally. European calls for projectson digital innovation hubs and industrial platforms or European programs such as the I4MS, Innovation formanufacturing SME in Europe are European initiatives contributing directly to the implementation of thisstrategy with the objective to set up pan-European networks of DIHs.

During the second day of the Forum, a specific session was dedicated to share experiences and exchangebest practices on DIH, presenting different regional, national or transnational initiatives. Many other relevanttopics have been presented and discussed such as the digital industrial platforms, the challenges to face thelack of investments in digitization in Europe or to overcome the digital skills gap.All the presentations of the workshops are available and a complete report of the forum with all theconclusions will be published soon.

The objective of the Smart Space project to support SMEs from traditional sectors in their challenges ofdigital transformations directly in line with the DEI initiative and will contribute to the EU strategy to supportthe setting up of transnational networks of DIHs. Indeed, Smart Space project aims to set up a DIH atAlpine Space area level and to put in place an Alpine Space strategic partnership for digitalizationof the SMEs. Through the services provided through the Smart Space digital platform and pilot actions in11 regions, the Smart Space project partners can support you as an SME, intermediaries and policymakersto be informed on the latest developments on digitalization and to get the best benefits to supportdigitization of industry.

The roundtables for the policymakers in ItalyIn the months of May and June, the three Italian regions participating to Smart Space – Piedmont, Lombardy and Veneto - organized each aroundtable in order to analyze the regional situation and the opinions of the most relevant local stakeholders in order to support a realtransformation towards the smart manufacturing. These workshops were the first steps of a path addressed to create a common strategy in theAlpine Space to support the smart manufacturing. Some common points emerged like the need for a new cultural approach for betterunderstanding the importance of the right technology for their company, the need to work together as a network/cluster. Moreover, the possibilityof a transregional collaboration was welcomed. In the month of September and October, other meetings will be organized in order to compare the regional strategies and start in drafting acommon roadmap for the next period.

On May, the 17th 2018 Venice hosted the workshop “Is there an Italian Digital Manufacturing ? Indications and suggestions for new supportpolicies” organized by Veneto Innovazione. Representatives from Veneto Region, universities, entrepreneur associations and chambers of commerce discussed the relationship between digitalmanufacturing and companies. It emerged that in general companies acquire digital technologies from their usual providers and they usually do not know the range ofpossibilities that offer their machines. The adoption of new technologies does not mean an increase in the number of employees.Businesses lack personnel trained for new technologies. Yet companies are quite reluctant to be assisted by universities or research centres. There is a strategic and cultural problem: it is hard to understand how much important digital technologies are for those that do not use them.Companies receive too many information and they are not able to distinguish which are more important. It is necessary for companies to find

desks where they can ask which technology is better for their organization, or production, or market. All participants agreed in working for the provision of assistance to companies in the digitalization of production, training courses for employeesand desks to give complete information on which are the best technology for their need.

In Piedmont, the roundtable organized by CSP took place on 21 June 2018 at the Circolo dei Lettori di Torino. The workshop had a twofold objective: to share the image of the regional SME system among the interested parties in order to harmonize thedifferent actions and to present the goals and actions of the SMART-SPACE project, with particular reference to the launch of the Regional Pilotintended to policymakers.Representatives of the University of Turin and the Polytechnic, Chambers of Commerce, Innovation Poles and the Piedmont Region were invited tothe table. The DIH Piedmont presented some qualitative data of the survey carried out by them on more than 300 SMEs from Piedmont and has highlightedsome critical aspects for the transition to manufacturing 4.0, which are mainly of an organizational and cultural nature, as well as registering thedifficulty of these companies to work online. The discussion continued among the participants at the table along two paths: in the first, stakeholders were asked to witness the transformationunderway according to their point of observation and in the second they were asked for an opinion on the needs of the system, to try to draw -even if charcoal - the characteristics of the activities that the Smart Space project is organizing.

Grand Est Region and its DIHGrand E nov are missioned to elaborate a road map to structure the digital sector (under way –January to May 2019). As a first step it will concentrate on artificial intelligence to identify expectations, themes to be included in the roadmap. Then identify artificial intelligence actors to reinforce actions 4 and 5of the regional digitization plan:

Adapt skills to digital challenges (initial and continuous training)Support the digital transition of companies.

The result will be used as a component of the future regional DIH to serve industry but also bioeconomy andhealth sectors. This corresponds to task 4.5.1 and 4.5.2. as the outputs of the SmartSpace project will beproposed to a larger group of users/other industrial sectors. Developed according to principles of co-construction, different events will strengthen the impact of the project results.

Digitalization and Digital Innovation Hub

On June 27, 2019 the innovation agency of the Grand Est Region is organizing the “360 Possibles”event with the aim to explore how innovation good practices and existing solutions could be re-used by SMEs, and what role regions and DIHs could take in this around 4 major topics:

Digital transformation / artificial intelligenceEnergy and environmental transitionManagerial transformationStart-up/ Scale up.

The event welcomes regional policy makers from France and Germany, the European innovation-ecosystemsuch as companies, investors, intermediaries of innovation and DIH-related European projects that havedeveloped relevant platforms or marketplaces, as well as Digital Innovation Hubs themselves to see whatadditional solutions they may be able to add to their service offerings.

In this context, we are organizing a panel discussion on the topic of future digital innovationhubs. The European Commission, DG Regio, DG GROW, DG Connect, the cluster Paris-Saclay and the ItalianDIH I4MS from Milan are invited.

This event (special order from the Region Grand Est – our policy maker) is a "toolbox" where eachparticipant comes to draw what he needs, within his own organization, to make a success of histransformation. Business models, organizations, technologies are in full mutation, and all companies areconcerned: Innovation is a solution. Thus the 360 Possible will be used to :

Provide individual and collective support to adapt skills to digital challenges (organization oftrainings and information meetings for SMEs and intermediaries – WP3).

Within the event inspirational conferences, workshops, masterclasses and panel discussionswill bring keys to support transformation related to the 4 main topics (WP3):

A reboot camp will notably be organized in parallel to the event (WP3 pilot action under tasks 3.3and 3.4). Before the event we will train intermediaries (Chamber of Commerce, competitivenessclusters, etc.) to a new method of accompanying innovation. We will identify the challenges that 3companies in the industrial sector (BtoC) will face in the medium- long-term. Depending on theweak signals identified, we will identify for them experts able to shed light on possible solutions.During the event, two workshops will be organized per company to assist them in thecreation of new products taking into account digital issues (IoT and customer relationship, productivity, new business models related to data, etc.). Present the skills of regional actors on the theme of digitalization (industrial sector and others)

A BtoB will be organised (WP3)An innovation village with exhibition and demonstration stands for technology providers

Organize transnational cooperation (Saarland, BadenWürtenberg, Rheinland Pfalz, Luxembourg,Canton de bâle are invited) : The event should launch a political movement on the basis of a Franco-German engine with the ambition to facilitate the transformation of blue banana into blue banana4.0.

AFIL and TPLJ became Advisors of the European ADMA Support Centre!

The European Commission has launched a project to establish aEuropean Advanced Manufacturing Support Centre to helpSMEs assess the possibility of adopting advanced manufacturingsolutions and transforming their organisation towards next-generation factories with more competitive, modern andsustainable production. The European ADMA Support Centre will focus on facilitatingthe access of SMEs to technological, organisational, financial as well as business model expertise availablewithin the consortium and their broader ecosystem. As the technological expertise of a downstream SME is oftenquite limited, they often do not exactly know what knowledge, services and equipment is required for their demand.ADMA will therefore centralize the SMEs´ request and offer apersonal contact with Factories of the Future advisors. The study started in June 2018 and will be conducted in a 36month period. The consortium, including both technological and non-technological partners, welcome organizations willing to becomeAdvisor or Coaches adopting ADMA methodology to support SMEsaiming to become “Factories of the Future”.Advisor and Coaches are key partners in the development ofthe Transformation and Implementation Plan of theselected SMEs.ADMA consortium supports these organizations with specifictrainings to introduce the methodology.AFIL and TPLJ attended the 1st ADMA Training in Eindhoven, last23-24-25 April 2019. The Digital Transformer: a coordinated action tosupport SMEs in digital transformation

Technologies and digital culture are changing the way work is organised, management practices andstandards, the way people relate to work and the ways in which they collaborate. These multiple evolutions areparticularly ambivalent, and extremely rapid. They offer opportunities for employees to work with greater flexibility, autonomy and cooperation, but can alsoresult in new constraints, intensification and hyper-rationalisation that generate risks for the individual(alteration of physical and mental health, career breaks) and reduced performance for the company.New work models are to be built; new solutions are to be invented in order to integrate the issue of quality oflife at work into digital transformation projects. Tools and digital culture must also promote it.

The Digital Transformer is a collaborative innovation action is that aims to support at the same timedigitalisation and quality of life at work. The 11th edition has been carried out by the Aract Grand Est, in partnership with Grand E-nov, the DireccteGrand Est, the INRS, with the financial support of the Conseil Régional Grand Est, the Direccte Grand Est andthe ESF.

Step 1 - Call for applications to identify companies that:

offer digital and/or technological solutions in response to companies' needs to improve their productionprocesses, work organization, marketing, etc.integrate a digital solution and/or new technology into their work environmentwanted to challenge their project by digital and innovation experts.

Step 2 - Accelerating projects. Pitch and brainstorm cessions to identify the main obstacles to be removedto mature their project. Several techniques and tools were used:

mind mapping, to identify the locks and guide the discussion in the QVT field (quality of working life)

Page 66: D.C.4.4 Newsletter · SMART-SPACE –Deliverable D.C.4.4 “Newsletter” 3 1. Campaigns Number Delivery date Subject line 1 Wed, Apr 04, 2018 SMART-SPACE Platform, First Study Visit

individual coaching, to lead candidates to imagine innovative implementation paths, and reciprocal coachingbetween peerscontributions of experts.

Step 3 - post Accelerator, support actions.Support offer from the different partners adapted to the identified remaining needs of the projects.

Partners have helped companies to achieve a state of the art of existing technical solutions in relation totheir objectives, put them in contact with various solution providers and assisted the project owner so that themission could be carried out successfully (change management notably).Since SMEs rarely have the internal skills to coordinate such projects, our actions have been very well received. This action was carried out beyond the Alsatian territory on the basis of the services developed thanks to theSmartSpace project as part of the transferability actions. The value proposition as well as the profiles of thepeople we have recruited to carry out this type of digital transformation support seem to be adequate for a DIH inthe global Grand Est Region digital strategy.

Grand E Nov: a coordinator in the elaboration of atransnational digital roadmap

The present Regional digitalization plan is composed of 5 actions:

1. A collaborative and agile community2. A smart and connected territory3. A public service for e-citizens4. Adapt skills to digital challenges5. Accompany the digital transition of companies.

To maximize impact, resources are concentrated around Smart Specialisation domains:

Industry of the futur and industrial processesNumeric/digitalHealthAgriculture, agri-food sector, forestEnergyMobility, smart transport sytemsAudiovisual and creative indutriesTourism.

The creation of a DIH seemed to be one of the major keys, structuring a global system. Gran E Nov werecommissioned to coordinate the elaboration of the artificial intelligence regional Roadmap as a basis for otherscientific and technical fields, as a first block of a regional Digital Innovation Hub.The elaboration of the roadmap to structure the digital sector was conducted by interviewing morethan 200 regional stakeholders to identify:

Expectations, themes to be included in the roadmapActors to reinforce actions 4 and 5 of the regional plan.

The results were presented during two workshops. The first one involved 100+ private and public actors specialised in AI. They design and prioritize theproposals that will constitute the heart of the Artificial Intelligence strategy for the Grand Est:

creation of an identitydefinition of governance.

The second one brought together 130+ participants from the academic and economic worlds able to exchange onthe subject and share their contributions. The final roadmap described the concrete aims and actions according to 5 pillars:
