1. DESCRIPTION OF THE PROJECT

The scope of the works that are part of the project includes:• Basic and detailed engineering of the pipeline and all its components, including the necessary studies such as hydraulic, hydrological, geotechnical, etc.• Acquisition of piping, equipment and materials• Construction• Testing• Commissioning and start-up• Environmental Management: Development of technical documentation required for the processing of environmental permits• Management and obtaining construction permits• Management of the necessary land and payment of compensation and servant staff

SPEC will build a gas pipeline in order to transport natural gas from the LNG regasified, from the facilities of the Terminal to the connection point with the National Transmission System natural gas in Mamonal, Cartagena.

The pipeline's Cayao-Mamonal will have an estimated length of 9.32 kilometers, 18” external diameter in carbon steel pipe with a maximum carrying capacity of 400 MMSCFD and with an expected point of connection in the Mamonal station.

The pipeline will have a maximum allowable operating pressure (MAOP) of 1,200 psig, which is the maximum accepted by the national regulation as operating pressure which will be tested in accordance with ASME B31.8.

2. OBJECTIVE

This document is presented in order to establish criteria to be used in the preliminary activities on building perimeter walls of the pipeline project El Cayao-Mamonal.

3. LOCATION

The pipeline designed in this project begins at El Cayao, having an approximate distance of 9.32 km, bordering the town of Pasacaballo, crossing Canal del Dique and finally reaching its destination at Mamonal.

4. INSTALLATION OF CAMPS

The BUILDER shall install camps and mobilize all materials, equipment, personnel and other elements necessary to carry out the work to where the pipeline and stations will be built.

The BUILDER must adapt or lease and maintain temporary facilities for offices, workshops, warehouses and other storage areas necessary at the site of the works.

The camps, warehouses, offices, workshops and any other facilities necessary for the BUILDER to develop its work, will be executed on behalf of himself and will have to meet the sanitary conditions and meet the requirements for this kind of facilities required by Colombian law on this matter. The camps should meet the necessary conditions to develop quality control work required in this document.

The BUILDER shall have at least two standard type of portable toilets in the work, single or Type "C", distributed as follows: one in each of the sites where stations and pipeline sectioning valves will be built and at least one or two for each work front strategically located.

4.1 COLLECTION CENTERS

The BUILDER shall provide for the implementation of a collection site for the receipt and storage of steel pipes to be installed in the pipeline and all equipment, materials and other items needed to be used in the construction phase in the different fronts.

The warehouses, workshops, collection centers or storage sites must have safety procedures, physical protection and infrastructure for access and load sufficient to ensure the preservation of the stored items and will have to meet the necessary conditions to develop the required quality control in the technical specifications. Conduction line piping storage in the collection centers the BUILDER will use horizontal terraces, so that the pipe rests on them properly, according to the recommendations of the supplier of the pipe.

To adapt and implement the collection centers in the project area required by the BUILDER, according to his constructive approach, this should make appropriate negotiations with the owners of the properties to use, process the necessary permits with the competent authorities, carry the lease payments for as long as necessary and, in addition, it will have to meet the requirements imposed by the environmental authorities.

4.2 INDUSTRIAL PROTECTION

The BUILDER is the sole responsible for the physical security, surveillance and control of temporary facilities, the sites of execution of work, personnel and all equipment, materials and in general of all the necessary resources for work performance from the start of work to its final receipt.

The BUILDER will be responsible for the physical safety of personnel and equipment related to the project and is in charge and will be responsible for malicious acts of third parties against personnel or equipment of the manufacturer or its subcontractors, therefore, it must take all security measures it deems appropriate.

4.3 MATERIALS IN CHARGE OF THE OWNER

The BUILDER will be provided with all the steel piping with Fusion Bonded Epoxy coating to be installed on pipelines in diameters and quantities specified in the Annex to the Commercial Offer.

All piping shall be delivered "Double Randon Length", as stipulated in the API 5L and beveled ends.

If necessary THE BUILDER will be required to work with piping of any other specifications.

A staff that will be giving away the piping to THE BUILDER on the site will be designated.

THE BUILDER will be responsible for the loading, transport, unloading and storage of pipes, from the Collection Center to conveniently chosen sites along the route and properly distributed according to the needs of the fronts of work.

Damage and loss of the pipes to be supplied by THE BUILDER, once these are received by it shall be its sole responsibility and therefore repair or replacement in case of loss, as well as providing material used in repairing them, this does not lead to the fact that the time lost in replenishing material causes an increase in the deadline for the execution of the work.

All the materials provided will be awarded with certificates signed by THE BUILDER or its authorized representatives and the same procedure will apply to the receipt of surplus at the end of the work. In case of inconsistencies between the quantities delivered, those used by THE BUILDER in the work and returned, the resulting difference will be deducted from the final act of payment to be concluded between the parties.

THE BUILDER shall supply all the necessary materials for the completion of the works except those that are clearly defined in the commercial offer as the responsibility of others.

For purposes of delivery of materials THE BUILDER must request them in writing stating where they are to be used; likewise, it shall accredit an authorized representative, who shall sign and stamp the forms of delivery, essential requirement for removal of material. In the final balance only authorized cuts reels used in the tests of welds will be accepted. All piping must be returned rebeveled; elbows, tees, flanges will not be received, the piping welded together or welded to pipe reels. THE BUILDER is the sole responsible for the loading, transport, unloading and disposal of all materials returned to warehousing sites that have been agreed.

4.4 MATERIALS AND EQUIPMENT SUPPLIED BY THE BUILDER

All other materials required for the total construction of the work for the Commercial Offer, whether consumable or not, and all other specified on the drawings issued for construction as "supplied or manufactured by the BUILDER" shall be borne by the BUILDER and placed at the site of the works. Likewise, the BUILDER should consider when preparing its bid the location of the various sources of supplies and their costs should consider all the factors that affect to dispose of these materials.

The BUILDER shall provide timely in order not to affect the detailed work program - PDT, samples and tests required or trials deemed appropriate to determine that the quality of the material complies with the requirements of these specifications.

Parts of the work to be buried should be reviewed to establish the quality and extent thereof, prior to its termination. Likewise tests or trials deemed appropriate may be ordered before these works are covered.

If the BUILDER omits this procedure it may be ordered to unearth any non-visible works.

Approvals of materials will not discharge the BUILDER of its responsibility for the quality and stability of the works. Therefore, it must repair its own faulty construction or that do not adhere to these specifications.

The BUILDER shall submit for approval and prior to the start of the construction phase of the works, specifications and complete technical description of the main materials to be provided to advance the work.

4.5 PROCEDURE FOR LOAD AND TRANSPORT OF MATERIALS

The BUILDER will be responsible for transporting all piping for pipelines, materials and equipment necessary to the construction site, without deterioration in quality. Damage, breakdown, theft and/or loss of materials, equipment, or caused to any work of reconditioning of bridges, culverts, roads, etc., necessary for the passage of equipment, personnel or material and the assurance will be its sole responsibility. Furthermore, the BUILDER must comply with current legislation in terms of capacity, safety and vehicles required to transport the necessary elements for the development of the Project.

The BUILDER will be responsible for all paperwork and permits required by the authorities to carry pipes and all materials and equipment required to the construction sites. This includes loading and unloading at any intermediate point en route, storage and insurance from the point of delivery of materials in warehouses or collection centers of the BUILDER, to the site of the works.

It is understood that in preparing its proposal the BUILDER has been fully informed of the transportation facilities, market conditions regarding the proposal and demand for land and river transportation, intermediate storage, transfer points, capacities, tunnels and other limitations that must be considered in its program of transport and packaging procedures. The BUILDER will also be responsible for obtaining the necessary permits from the authorities of transit for transporting loads exceeding the limitation of load.

For operations of loading, transport and unloading of coated piping the BUILDER must take all necessary precautions to avoid damage during transport in the body and pipe coating.

The BUILDER be responsible for the supply of vehicles used for transporting all materials to be delivered from the delivery room to its collection centers, these vehicles shall comply with the rules and regulations required for both suppliers and equipment manufacturers, in the type of platforms, type of mooring for fixing the elements, the number of helpers for loading, etc.

The BUILDER shall perform the transport of materials and equipment from the site of delivery to the collection centers with a transport company specialized in handling heavy burden, using vehicles in good condition, equipped with all the necessary elements to ensure security of cargo.

To transport machinery, heavy or light equipment for the project, the BUILDER must provide and use appropriate vehicles and all required elements such as poles, jackets, chains, etc., to ensure that accidents do not occur during transportation that may affect transported elements or vehicular traffic. The vehicles used in this work must be specialized and appropriate in number and capacity not to exceed the load limits determined by the National Roads Institute or the competent body. These vehicles must be in good mechanical condition not to cause disruptions in the automotive traffic.The BUILDER shall take into account the specifications listed below for the load and ground transportation of coated pipes to be used in the construction of the pipeline.The BUILDER shall consider, in addition to the specifications contained in these paragraphs, any other requirement set by suppliers of piping in their standard procedures for delivery, loading, transport, unloading and storage of coated pipes.

4.6 TRANSPORT OF COATED STEEL PIPES

These specifications contain the guidelines to be followed by the BUILDER to ensure the integrity of the final product during loading and transport of steel pipes coated with Fusion Bonded Epoxy, in strict accordance with the requirements of the supplier of the pipe.

The BUILDER shall supply all materials such as slings, poles and cots in the number and quality required by this procedure. Also, it must provide appropriate vehicles in number and capacity not to exceed the load limits established by the competent authority. Vehicles that use the transporter must have a valid license.

Vehicles must be in good mechanical condition not to cause disruptions in traffic, they also must be equipped with all the minimum elements required to ensure the safe and reliable transport of the coated pipe supplied.

The BUILDER shall provide assistants for the pipe unload process at the site of delivery.

The following precautions should be taken into account by the BUILDER during load and trucking of coated steel pipes:

Laterally the truck table must have at least 8 steel pins, 4 on each side, with a diameter not less than 2" and a minimum length of 60 cm. each lined with rubber.

If the tube load is simple range, it will be placed across the width of the truck, bed load type. For dual-rank pipe less than or equal in diameter to 3" Line Pipe, the load can be performed bed type if the truck’s bodywork is covered laterally, if the truck is plank type, it can be loaded bed or pyramid type with at least four (4) pins on each side of the truck table holding the cargo.

Each pin will have a length of 60 to 70 centimeters in case the load is pyramid type and minimum length of 1.20 meters if it is bed type. See Figure 1 of Appendix 1 of this document.

The pipe load must be placed at least on four wooden poles which will provide support.

Rubber coated wood cribs must be used for the transport of piping with diameter of 8" to 24" with pyramid type load. At least three (3) cribs along and two cribs on high will be installed, arranged as shown in Figure 2 of Annex 1 of this document.

The pipeline will be tied, in the case of plank trucks, at least with four canvas or nylon slings 4" thus: One at each end and two in the center, subject to the truck table and bypassing the load tubes. The slings shall have a tensile strength of 25,000 psi minimum.

4.7 TRUCK LOAD ACCORDING TO DIAMETER TO BE CARRIED

You should not overload the truck, to the point where the pipeline transportation can represent any kind of danger, the load should be made taking into account the distribution and the number of tubes by truck given in Table 1 and presented below:

4.8 PIPE LOAD VERIFICATION

THE OWNER will assign the staff to carry out the verification of the load, verification of compliance with the standards and approved procedures and to approve the vehicles loaded by the manufacturer at the time of leaving the loading site.

Assigned personnel must carry out the verification of the following aspects before the vehicle supplied by the manufacturer to be loaded with the pipe:

Good conditions of the transport vehicle: the conditions and status of the table will be checked, the tires, if it has adequate slings according to the pipe diameter to be loaded, the number needed (minimum 4) and 8 steel pins 4 on each side of the truck and protected with rubber or neoprene.

The bed of the truck must bear at least 3 wooden poles to carry the load for pipes with diameter larger than 6" and at least 4 wooden poles for pipes with diameter

smaller than 4". The poles must be of minimum dimensions of 2.45 m in length and 3" by 4" at its base and must be covered with canvas or rubber.

The bed of the truck must be made of wood.

Once the vehicle is loaded these issues will be verified before the vehicle leaves the Warehouse:

The Load should be subject at least with four slings and their respective clamps that allow tying tightly to prevent rolling or movement: one at each end of the bundle, subject to the bed of the truck and passing over the pyramid or load and the other two in the center of the set of tubes that make up the load. The width of the slings must be 4". See Figure 3 of Annex 1 of this document.

The pipe must be free both internally and externally, of oil, solvent or any product that induces the sliding of the loaded tubes.

The protective bezel (if you have it) and protective ring of coated surfaces must not be loose because there is a risk that these are loose during the trip, damaging thereby the machined parts of the tube and / or the coated surface.

If the load of pipes is simple range, it will be placed across the width of the truck, bed load type. The vehicle must have four pins on each side separately from each other by a distance of approximately 3-4 m and coated with rubber or neoprene.

The wooden poles will be located on the bed of the truck.

The length of a tube projecting from the back of the truck should not exceed 80 cm, if the pipe projects outside the boundaries of the platform you must placed a long load sign.

For the truck loading the trailer must be positioned on a horizontal level surface, this in order to avoid imbalance during loading and after tightening and movement of the truck.

When you placed the first laying of pipe on the trailer and one of the tubes does not fit completely, for no reason you must apply force or pressure to try

to accommodate it. Such operation would only bring damage to the product as the tip will be bent and you can scratch the coated surface.

When locking the slings they should be placed as close as possible to the spacers poles of each layer in order to avoid deflection in the pipe.

4.9 MARINE TRANSPORT OF COATED STEEL PIPES

Any pipe to be transported by sea will be charged according to the API RP5LW Standard. You should take into account the paragraph 8.16 of ANSI B31.8, for the whole process of loading and pipeline transportation.The following precautions should be taken into account for the maritime transport of steel pipes:

Pipe providers or their agents shall provide adequate supervision at the time of loading and unloading of water loaders to protect them against improper or inadequate packaging, to prevent diversions for the vagaries of the ship, stowing pipe on or adjacent to the bottom of the ship, located on the keel of water on or near harmful chemicals, or corrosive materials that can damage the surface coating.

You must drag the pipe along the stack not allowing the machined ends to twist or hit the edges or to crash into the rails of the boat.

The state of the load in the vessel must be constantly monitored.

Under no circumstances you should the contact of water with the pipe during shipping.

The placement of different loads on the pipe, must be communicated.

4.10 RAILROAD TRANSPORTATION OF COATED STEEL PIPES

Any pipe that will be transported by railroads, shall be load in accordance with API RP5L1 Standard. You should take into account the paragraph 8.16 of ANSI B31.8, for the whole process of loading and pipeline transportation.The following precautions should be taken for railroad transportation:

When the pipes are loaded into the wagons wooden platforms must be provided to place at the base of the wagon, in order to give adequate support to the pipe and leave room for handling. Keep the pipes away from dirty, moisture and objects that can scratch, puncture or cause dents on the coated surface.

If the back of the wagon is not homogeneous, the platforms must be prepared so that their ends are in the same plane.

The platforms should not be placed under the machined ends of the tube, the load should be tied and made of a size that allows to keep it in a fixed position.

The presence of corrosive chemicals should be avoided.

All contact with metal protrusion should be avoided.

The clamping of the pipe is done with canvas or nylon bands. The use of chains, wire rope and straps is not allowed.

The provision of pipe in the wagon and the number of tubes to be loaded is shown in Figure 4 of Annex 1 of this document.
