Familiarization

of

Aviation Rules & Regulations

• Federal Aviation Administration (FAA)

– The FAA is mandated by public law to write reasonable rules affecting the operation, manufacturing and maintenance of civil aircraft, aircraft engines, propellers and appliances

• The FAA activities include:-

– Safety regulation – Issues and enforces manufacturing Regulations and minimum standards

– Airspace and air traffic management

– Air navigation facilities

– Civil aviation abroad

– Commercial space transportation

– Research, Engineering and Development

5

• Federal Aviation Administration (FAA)

– Code of Federal Regulation (CFR Title 14)

• Aeronautics and Space

– Federal Aviation Regulation (FAR)

• Defines the basic rules for conducting civil aviation

• Have the following document types:-

– Special Federal Aviation Regulation (SFAR) – temporary

for a 2 years period

– Advisory Circular (AC) – FAA issues AC to inform the

aviation public of non-regulatory material, unless the

AC is included in the regulations

• Federal Aviation Administration (FAA)

– Federal Aviation Regulation (FAR)

• Have the following document types:- (cont’d)

– FAA Directives – the primary means of issuing direction

and work information within the FAA

» Orders (Remain in effect until cancelled, but revised

at least semi-annually)

» Notices (Temporary instruction which remain in

effect for 12 months or less)

– Typical Order related to PMA is “Order 8110.42B – Parts

Manufacturer Approval Procedures”

• Federal Aviation Administration (FAA)

– Notification of FAA for Non-conformance

(Positive Recall)

• Manufacturer have to notify customer and regulatory

authority if non-conformance found. The official

vehicles for notification are:-

Aviation Manufacturing Industry

• Aerospace Quality Management System

(AQMS) Standard

– 1st Edition released in 1999

– Driving force behind

• Globalization of aerospace industry

• Multiple customer requirements with varying expectation

• Diversity of requirements

– AQMS developed to address aerospace specific requirements (Safety, Reliability,

Traceability, etc.)

6

• Aerospace Quality Management System

(AQMS) Standard

– Most major manufacturers and other tier

suppliers require conformance or certification to

an AQMS standard

– AQMS recognized by FAA as a good

management system standards

– Internationally recognized

• Developed by International Aerospace Quality Group

(IAQG) representing from USA, Europe and Asia Pacific

• Aerospace Quality Management System

(AQMS) Standard

– AS/EN/JIS 9100:2004

• Applicable for Aerospace Design & Manufacturing

– AS/EN 9110:2003
