dit boek wil een geactualiseerde en uitgebreide versie zijn van het werk Les monnaies des Pays-Bas bourguignons et espagnols van H. Enno G & Marcel H (Amsterdam, ). Het gee een overzicht van de centrale muntslag in de Lage Landen van tot . Het beginjaar is gebaseerd op de Ordonnantie van januari , waarmee Filips de Goede de muntslag in zijn gebieden uniformiseerde — het eindjaar valt
samen met het stopzeen van de gemeenschappelijke muntslag onder Wiem I, koning der Nederlanden, na het uitroepen van de Belgische onafhankelijkheid.
Bestuurlijk was het gebied sinds de Bourgondische periode ruimer dan het grondgebied van het huidige Nederland en België (met als voornaamste uitzon-dering het Prinsbisdom Luik). Aangezien de vorst meestal in Vlaanderen of Brabant verbleef, sprak men van de ‘landen van herwaarts over’ of ‘es ays e a eç’, d.w.z. de omliggende en aangrenzende gebieden, en van de ‘landen van derwaarts over’ of ‘es ays e a e’, d.w.z. de Bourgondische gebieden in Frankrijk.
De centrale muntslag in de Lage Landen wordt hier behandeld in de breedste zin wat betre het bestuurlijk grondgebied (incl. Bourgondië), en omvat al de officiële uitgiften van de regerende vorsten, de munten van opstandelingen in deze periode, en andere speciale uitgiften zoals meervoudige gewichten (pied-forts), presentatiemunten, enz. Het was de bedoeling zoveel mogelijk informatie te bundelen in dit werk. Aanvuingen en correcties aan dit boek zuen beschik-baar zijn op de site www.hugovanhoudt.be.
Dit boek is het resultaat van een jarenlange inspanning die ik niet tot een goed einde had kunnen brengen zonder de hulp van velen die mij op uiteenlopende manieren hebben geholpen: door het laten bestuderen van hun verzamelingen, door het verstrekken van informatie, van afbeeldingen, enz.
Mijn grootste erkentelijkheid gaat dan ook uit naar de vele numismaten, verza-melaars en openbare insteingen die mij hebben geholpen, en in het bijzonder naar de heer Jan M die onvermoeibaar de lay-out op zich hee genomen; zonder hem was dit boek er niet gekomen.

cet ouvrage souhaite compléter et mere à jour le livre Les monnaies des Pays-Bas bourguignons et espagnols de H. Enno G & Marcel H (Amsterdam, ). Il donne un aperçu du monnayage dans les « Pays-Bas » de à . La première date est cee de l’Ordonnance du janvier qui a marqué le début de l’organisation par Philippe le Bon d’un monnayage uniforme dans ses territoires — la seconde date est
cee de la fin du monnayage commun sous Guiaume I, roi des Pays-Bas Unis, après la proclamation de l’indépendance belge en .
Administrativement et depuis la période bourguignonne, la région couverte dans ce livre est plus grande que le territoire actuel des Pays-Bas et de la Belgi-que. Puisque le prince résidait généralement en Flandre ou en Brabant, on parle des « ays e a eç» (pour les territoires adjacents), et des « ays e a e» (pour les territoires bourguignons en France).
Le monnayage du pouvoir central des Pays-Bas est décrit dans le sens le plus large en ce qui concerne le territoire administratif (les Pays de par deça et les Pays de par delà). Il comprend l’ensemble des émissions officiees faites par le monarque régnant, les monnaies obsidionales durant cee période ainsi que d’autres émissions particulières tees que les piedforts, les monnaies de présen-tation, etc. Le but est d’intégrer autant d’informations que possible dans cet ouvrage. Les ajouts et des corrections à ce livre seront disponibles sur le site www.hugovanhoudt.be.

It provides an overview of the centralized coinage in the Low Countries, from to . e first year is based on the Ordinance of January , , whereby Philip the Good orga-nized a uniform coinage in his territories — the laer year
coincides with the end of the common coinage under Wiiam I, King of the United Netherlands, due to the proclamation of the independence of Belgium in .
Administratively, Philip the Good’s territory was larger than the territory of the current Netherlands and Belgium combined. Since the souvereign usuay stayed in Flanders or Brabant, they spoke of ‘countries hither about’ or ‘es ays e a eç’, being the surrounding and adjacent areas, and the ‘countries thither about’ or ‘es ays e a e’, being the Burgundian territories in France.

INTRODUCTION
The Constitutional History (1434-1830)
The Burɡundiɑn Netherlɑnds (1434-1506)
Since Duke Philip the Good and his successors, multiple regions were brought to-gether into a single territory by inheritance and marriage strategy: Flanders, the duchy and free county of Burgundy, Artois, Brabant, Limburg and several French regions under the treaty of Arras (1435).
Philip the Good was even more a ‘collector of regions’ than his father, John the Fearless. He acquired the County of Namur (1421) and integrated this in 1429. From 1425 to 1433 he managed to deprive from his cousin, Jacoba of Bavaria, the counties of Hainault, Holland and Zeeland. In 1430 he inherited the duchies of Brabant and Limburg from his uncle Anthony of Burgundy. In 1443 the Duchy of Luxembourg was added to his possesions, while the Duchy of Guelders was added in 1473 by Charles the Bold. Philip the Good also increased his influence on the surrounding ecclesiastical principalities by the appointment of friends.
All these areas were connected only by a personal union, so that each principality retained its proper linguistic, institutional, legal, and administrative environ-ments. Philip the Good started the first steps towards a political centralization. The Burgundian regime, in addition to the person of the monarch, was neverthe-less characterized by several factors of unity. As of 1434 a single currency and central institutions were introduced for all regions. A Court Council was a per-sonal advisory body of the monarch with progressively more political power. A Financial Court presided over the finances, and the Great Council of Mechelen presided as the judicial power. The general ordinances issued by the monarch starting from the year 1460 were applicable to all of its regions.
Charles the Bold achieved remarkable progress with institutional unification and centralization of the Burgundian Netherlands, especially after the reforms in 1473 through the establishment of the Great Council, later called Parliament, and a single Financial Court in Mechelen. But Charles the Bold was an ambitious and cruel warlord and continually led his lands into wars. His ambition was to reestablish the ancient kingdom of the Carolingian Lothair: from the North Sea to the Mediterranean. Charles the Bold was killed on January 5, 1477 near Nancy by Swiss forces allied with Lorraine, ending his military conquest to connect his Burgundy with his territories in the Low Countries.
The death of Charles the Bold caused a crisis: his daughter, Mary of Burgundy, was immediately confronted with dissatisfaction with the warlike and centralist policies of her father. The States-General wanted better governance. By awarding the Grand Privilege of February 11, 1477, Mary reconfirmed the local rights for several regions and promised financial and military support against the aspira-tions of France, that had annexed the Duchy of Burgundy.
These disputes were largely solved by the marriage of Mary of Burgundy to Maximilian of Austria, the result of which the ‘Low Countries’ became part of the possessions of the house of the Austrian Habsburgs.

De ordonnanties drukten de massa (M) van de munten (ongeacht het metaal) uit onder de vorm van het aantal stukken (de snede) dat moest worden geslagen uit 1 Trooise mark van ca. 244,75 gram, met uitzondering van de munten van Willem I, waarvan de massa werd uitgedrukt in Hollandse azen, i.e. ¹⁄₅₁₂₀ deel van de iets zwaardere Hollandse mark van ca. 246,08 gram. De Spaanse matten werden gesla-gen volgens een Spaans-koloniale muntvoet, die – wegens slijtage van de meeste exemplaren die in omloop waren – equivalent werd genomen aan een snede van 9 stukken van 8 reaal per Trooise mark.

FILIPS GOEDE (1419-1467)
Filips de Goede (Dijon, 31 juli 1396 – Brugge, 15 juni 1467) was hertog van Bourgondië van 1419 tot aan zijn dood. Toen hij in 1419 zijn vader Jan zonder Vrees op-volgde, beloofde hij aan Vlaanderen – toen nog zijn belangrijkste bezit in de Nederlanden – een muntsta-biliteit van 15 jaar, waardoor hij pas in 1434 een grote munthervorming kon doorvoeren. Filips de Goede, die reeds Vlaanderen en Artois had geërfd van zijn vader, kwam vervolgens in het bezit van Namen (1429), Bra-bant en Limburg (1430), Henegouwen, Holland, West-
Friesland en Zeeland (1433) en Luxemburg (1462, maar hij was er reeds regent sinds 1442). Zowel het hertogdom als het vrijgraafschap Bourgondië vielen onder het bestuur van Filips de Goede.
Eerste emissie (1434-1454) – Ordonnɑntie vɑn 23 jɑnuɑri 1434
Vlak nadat Henegouwen, Holland en Zeeland bij zijn bezittingen werden inge-lijfd, werd door de ordonnantie van 23 januari 1434 eenzelfde muntsysteem inge-voerd in zijn ‘Landen van Herwaarts over’, waartoe ook het hertogdom en het Vrijgraafschap Bourgondië (Franche-Comté de Bourgogne) behoorde. Het munt-systeem was gebaseerd op de Vlaamse groot, waarbij in Brabant, Vlaanderen, Henegouwen en Holland voortaan munten van hetzelfde type en met eenzelfde gewicht en gehalte werden geslagen: hele en halve gouden rijders, naar Frans voorbeeld, van respectievelijk 48 en 24 groot, en zilverstukken van 2, 1, ½ en ¼ groot, die al spoedig onder de bijnaam vierlander bekend geraakten. Tevens was er de belofte om gedurende 20 jaar de muntstabiliteit te waarborgen. Wegens de gewijzigde prijzen van edel metaal werden na 1440 weinig munten geslagen. De munten van de verschillende gewesten onderscheidden zich slechts door de titu-latuur van de hertog en door een regionaal herkenningsteken. De regionale denominaties van de pasmunt vertoonde echter niet dezelfde uniformiteit als de goud- en zilverstukken. De onderverdeling van de groot in 24 Vlaamse mijten werd in de andere staten van de Bourgondische Nederlanden niet gevolgd: in Brabant bleef de Vlaamse groot onderverdeeld in 36 mijten, in Holland in 8 pen-ningen, en in Henegouwen in 12 penningen. In Luxemburg werd volgens de Instructie van 21 september 1443 een nieuwe reeks van zes munten ingevoerd, waarvan echter enkel de Bourgondische gulden volgens Duitse voet werd aan-gemaakt op naam van Filips de Goede.
Tweede emissie (1454-1466) – Ordonnɑntie vɑn 11 juni 1454
Omwille van de stijgende goudprijs werd de rijder in 1454 vervangen door de gouden (Vlaamse) leeuw van 60 Vl. groot.
Derde emissie (1466-1467) – Ordonnɑntie vɑn 23 mei 1466
De zieke Filips de Goede werd de laatste regeringsjaren bijgestaan door zijn zoon Karel de Stoute, die mede aan de basis lag van deze derde emissie. Omwille van

de verder stijgende goudprijs werd in 1466 de gouden leeuw van 60 Vl. groot ver-vangen door de Bourgondische Andriesgulden van 38 Vl. groot. Met deze goud-gulden op Duitse voet (Rijnse gulden) en met beeldenaars die sterk geleken op de Duitse munt beoogde Filips de Goede/Karel de Stoute goede handelsrelaties met de Duitse keizer, om later een Bourgondisch Koninkrijk te kunnen realiseren.
De aanmunting van zilveren munten werd in 1466 opnieuw gestart met een lager zilvergehalte en met de introductie van het nieuw type van de dubbele stuiver.

PHILIPPE LE BON (période de 1434 à 1467)
Philippe le Bon (Dijon, 31 juillet 1396 – Bruges, 15 juin 1467) est duc de Bourgogne de 1419 jusqu’à sa mort. Quand il succède à son père Jean sans Peur en 1419, il promet à la Flandre, alors sa principale possession aux Pays-Bas, une stabilité monétaire de quinze ans. Ceci l’amène à mettre en place seulement en 1434 une grande réforme monétaire.
Philippe le Bon avait déjà hérité de son père de la Flandre et de l’Artois. Par la suite il entre en possession de Namur (1429), du Brabant et du Limbourg (1430), du Hainaut, de la Hol-lande, de la Zélande et de la Frise occidentale (1433) et du Luxembourg (1462, dont il était déjà régent depuis 1442). Tant le duché que le comté de Bourgogne (future Franche-Comté) entrent dans l’escarcelle de Philippe le Bon.
Première émission (1434-1454) – Ordonnɑnce du 23 jɑnvier 1434
Immédiatement après l’entrée en possession du Hainaut, de la Hollande et de la Zélande, un système monétaire unifié à destination des Pays par deçà est mis en place par l’ordon-nance du 23 janvier 1434.
Dans ses domaines aux Pays-Bas, le système monétaire a été basé sur le gros flamand. En Flandre, Brabant, Hainaut et en Hollande, les monnaies sont frappées au même type et sur le même pied (poids et aloi) : des cavaliers et des demi-cavaliers d’or, sur le modèle français de 48 et 24 gros respectivement, des pièces d’argent de 2, 1, ½ et ¼ de gros. Le double gros est bientôt connu sous le sobriquet de ‘Vierlander’.
Les pièces de monnaie des différentes régions se distinguent seulement par les titres du duc et par une marque régionale.
Les dénominations régionales des monnaies ne montrent pas la même uniformité que les pièces d’or et d’argent. La subdivision du gros en 24 mites de Flandre n’a pas été suivie dans les autres États des Pays-Bas bourguignons : dans le Brabant flamand il est divisé en 36 mites, en 8 deniers de Hollande, et dans le Hainaut en 12 deniers.
En Bourgogne, tant dans le duché que dans le comté, des monnaies sont frappées au nom de Philippe le Bon : le cavalier d’or et ses dénominations locales.
Au Luxembourg, suivant une instruction du 21 septembre 1443, une nouvelle série de six monnaies est promulguée, dont seul le florin bourguignon sera fabriqué selon la norme monétaire germanique au nom de Philippe le Bon.
En 1434 intervenait la promesse de sauvegarder la stabilité monétaire pour vingt ans. Cependant, durant cette période, le prix des métaux précieux évolue de sorte qu’après 1440, très peu de pièces sont frappées.
Deuxième émission (1454-1466) – Ordonnɑnce du 11 juin 1454
En raison de la hausse du prix de l’or, le cavalier d’or est remplacé en 1454 par le lion d’or de Flandre de 60 gros de Flandre.
Troisième émission (1466-1467) – Ordonnɑnce du 23 mɑi 1466
Malade durant les dernières années de son règne, Philippe le Bon est secondé par son fils Charles le Téméraire qui est en partie responsable de la troisième émission.
En raison de la hausse constante du prix de l’or, le lion d’or de 60 gros de Flandre est rem-placé par le florin bourguignon Saint-André de 38 gros de Flandre.
Avec ces florins d’or frappés au pied germanique, très semblables au florin d’or du Rhin, Philippe le Bon et Charles le Téméraire cherchent à se rapprocher du domaine monétaire du Rhin. La frappe de pièces de monnaie d’argent est relancée en 1466 mais avec un étalon monétaire inférieur. En outre, on introduit le nouveau type du double patard.

PHILIP THE GOOD (1434-1467 period)
Philip the Good (Dijon, July 31, 1396 – Bruges, June 15, 1467) was Duke of Burgundy from 1419 until his death. When in 1419 he succeeded his father, John the Fearless, he promised to Flanders – then his main property in the Low Countries – a 15-year currency stability. Thus a great currency reform could only happen as of 1434. Philip the Good, who already had inherited Flanders and Artois from his father, then came into the possession of Namur (1429), Brabant and Limburg (1430), Hainaut, Holland, Zeeland and West-Friesland (1433) and Luxembourg (formally 1462, but he had been reigning there since 1442). Both the duchy and the free county of Burgundy fell under the rule of Philip the Good as well.
First emission (1434-1454) – Ordinɑnce of Jɑnuɑry 23, 1434
Shortly after Hainaut, Holland and Zeeland were incorporated into his holdings, a com-mon monetary system was introduced for his ‘Countries hither about’ (les Pays de par deça or the provinces in the Low Countries) by the Ordinance of January 23, 1434. The central-ized monetary system was based on the Flemish groot. In Flanders, Brabant, Hainaut and Holland the coins were now of the same type and standard (weight and intrinsic metal content). The gold coins were the whole and half gold riders (following the French model) of 48 and 24 groot. The new silver coins of 2, 1, ½ and ¼ groot, were known under the nick-name ‘vierlander’, meaning ‘four lands coinage’ (Brabant, Flanders, Holland and Hainaut). The coins of the different regions could be distinguished by the titles of the Duke and the regional mintmark.
The regional denominations of the coins did not show the same uniformity as the gold and silver pieces. The subdivision of the groot in 24 Flemish mites was not followed in the other states of the Burgundian Netherlands: in Brabant, the Flemish groot was divided into 36 Brabant mites, in Holland in 8 Holland deniers and in Hainaut in 12 Hainaut deniers.
In Burgundy (duchy and free county), the coins minted in the name of Philip the Good were the golden rider (analogous to the instructions in the north) and its local denominations.
For Luxembourg and according to the instruction of September 21, 1443, a new set of six coins was announced in the name of Philip the Good, of which only the Burgundian guilder was minted according to the German monetary standard.
In 1434, the Duke made a promise of monetary stability for 20 years. Accordingly, the prices of precious metal varied little during this period.
Second emission (1454-1466) – Ordinɑnce of June 11, 1454
Because of the rising metal prices, upon the expiration of the 20 year pledge, the gold rider was replaced in 1454 by the golden Lion of 60 (Flemish) groot.
Third emission (1466-1467) – Ordinɑnce of Mɑy 23, 1466
The now sickly Philip the Good was assisted by his son, Charles the Bold, during the last few years of his government. Charles was partly responsible for the third emission. The price of gold continued to rise. In 1466 the golden lion of 60 Flemish groot was replaced by the Burgundian St Andreas Guilder of 38 Flemish groot. With this golden guilder, Philip the Good and Charles the Bold sought to join the monetary system of the German Rhineland.
The minting of silver coins was started again in 1466, but with a lower monetary standard. Also, the new type of the double stuyver was introduced.

Er zijn geen documenten bekend m.b.t. de uitgifte van eigen noodmunten, en de meeste (alle?) gekende stukken op naam van de stad Ieper moeten als niet-authentiek worden aanzien; wel staat vast dat in de loop van 1583 de in de stad circulerende munten werden geklopt met een gekroonde gotische Y (Ҿ) om hun koers te verhogen; al deze stukken zijn uiterst zeldzaam (R4).

Brussel werd een tweede keer belegerd door de Spaanse troepen onder bevel van Alexander Farnese vanaf augustus 1584 tot de inname op 10 maart 1585. Tijdens dit beleg vond krachtens een machtiging van de Staten van Brabant van 23 november 1584 een emissie plaats van noodmunten, geslagen volgens de muntvoet van de toen-malige Brabantse munten (gouden leeuw en hele en halve Robustusdaalder), nl. 4 en 2 gulden in goud en 2 en 1 gulden in zilver.
