Opportunity Overview

This position is responsible for strategically positioning the college’s STEM and other educational and occupational programs in Minnesota’s higher education market to serve the needs of the southeastern Twin Cities metropolitan area. The incumbent will develop relationships with industry, business, the community, government and education; evaluate and improve existing programs; develop new programs; and identify pathways and develop “stackable credentials” to degree completion. The position will manage budgets totaling $4 million, and supervise over 50 faculty and staff. The successful candidate will be tasked with the following opportunities:

Build on the college’s reputation for STEM offerings to innovate programming to meet the needs of the southeastern Twin Cities Metropolitan Area.

Increase student persistence from semester to semester; increase student academic program completion to transfer or job placement; and close the retention, persistence and completion gaps among under-represented students.

Strengthen relationships with industry and business to open doors to new community-based learning and internship opportunities.

Balance trends and opportunities in STEM fields with compliance with the requirements of national, regional, and program specific accrediting agencies.

Build academic pathways for students to progress from entry level jobs to more advanced roles.

Strengthen partnerships and build new collaborations with other MnSCU institutions, private colleges, other non-profits, and business and industry workforce leaders.

The Minnesota State Colleges

and Universities System

Inver Hills Community College is a member of the Minnesota State Colleges and Universities (MnSCU). The MnSCU system is comprised of 24 two-year colleges and seven state universities located on 54 campuses in 47 communities throughout the state.

Chancellor Steven J. Rosenstone, and a 15-member Board of Trustees appointed by the state governor, lead the system. In January 2012, the Board of Trustees adopted a Strategic Framework with the following overarching commitments:

1. Dramatically increase the success of all learners, especially those in diverse populations traditionally underserved by higher education.

2. Develop a collaborative and coordinated academic planning process that advances affordability, transferability, and access to our programs and services across the state.

3. Certify student competencies and capabilities, expand pathways to accelerate degree completion through credit for prior learning, and foster the award of competency-based credit and degrees.

4. Expand the innovative use of technology to deliver high quality online courses, strengthen classroom instruction and student services, and provide more individualized learning and advising.

5. Work together under new models to be the preferred provider of comprehensive workplace solutions through programs and services that build employee skills and solve real-world problems for communities and businesses across the state.

6. Redesign our financial and administrative models to reward collaboration, drive efficiencies, and strengthen our ability to provide access to an extraordinary education for all Minnesotans.

Inver Hills Community College

Inver Hills, an Academic Quality Improvement Program (AQIP) institution, is a comprehensive community college offering 35 program options and degrees. Located 10 minutes from downtown St. Paul, scenic Inver Hills Community College serves over 9000 credit students annually. Many Inver Hills students are first generation. The student of color population has increased from 24% to 28% in the last four years. Almost 30 percent of students are low income and eligible for Pell grants. Through prudent management of its resources, the college has remained financially sound through several years of decreased state appropriations and a current tuition freeze to support affordability for students. Inver Hills strives to reflect a diversity of perspectives and backgrounds among administrators, faculty and staff.

Inver Hills offers K-12 partnerships for college readiness programs and opportunities for high school students to earn college credit. The college has innovated programs for adult learners, including credit through Prior Learning Assessments and accelerated classes. Over 25% of enrollment is in online classes.

Exceptional STEM training at Inver Hills provides students with a clear pathway to employment and transfer opportunities to universities nationwide.

Inver Hills is one of only 13 community colleges nationwide, and the only two-year college in Minnesota, to be recognized by the Department of Homeland Security and the National Security Agency as a National Center of Academic Excellence in Information Assurance Education.

The college is leading the state and the nation in training students and workers to be recruited by corporations and government agencies to defend against cyber-attacks. Last year, Inver Hills’ students clinched five of the top 15 positions in the CyberAces National Competition, a nationwide competition focused on the fundamentals of cyber security. The college was one of ten higher education institutions selected nationwide to host a state CyberAces Championship competition, and the third two-year college to ever be selected.

Inver Hills has been awarded a Department of Labor E3 STEM grant with Public School District 196. With a focus on IT and engineering, college faculty are involved in the design of a fabrication lab at Apple Valley High School. The long term vision is for faculty, the campus community, and the Continuing Education/Customized Training (CECT) Department to use the fab lab at the high school.

In addition, Inver Hills Community College is partnering with CHS, a local Fortune 100 business owned by U.S. agricultural cooperatives, farmers, and ranchers to launch the Agricultural Sciences Career Pipeline Program, a new statewide educational and career pathway initiative for middle and high school students. Funded by a $250,000 grant from the CHS Foundation, the program will introduce thousands of students from across Minnesota to career opportunities in the agricultural sciences. The program opens a pathway for students to complete an Associate of Science degree and then transfer to the Agricultural Science B.S. program at the University of Wisconsin, River Falls, or a similar program at another four-year institution.

Minimum Qualifications

Master’s degree in a STEM related field or Education.

Five years of experience in academic leadership, STEM industry leadership, project leadership in higher education, and/or college level teaching. (Please note that any combination of these experiences aggregating to five years is acceptable)

Experience developing entrepreneurial, creative partnerships and building collaborative relationships.

Experience with accreditation processes.

Experience developing and managing budgets.

Experience with quality improvement.

Experience with diverse populations.

Collaborative management style.

Commitment to the community college mission, the accreditation process, and assessment of student learning.

Experience with the integration of technology in education or practice.

Preferred Qualifications

Doctorate in related field or in Educational Leadership

Experience with program or learning assessment

Experience administering union contracts

Experience with distance learning

Experience with competency –based/accelerated adult programming
