Tax Law Changes for Moving Expense Reimbursements (Mitch Bealer, Carrie Childs)

Mitch notified the Council that tax law changed in 2018, stating that moving expenses are no longer deductible. All moving expenses are now taxable, and SUU can't pay tax-free reimbursements for moving

expenses. Carrie Childs explained that the process for issuing payment for moving expenses will be changing. In negotiation of Faculty contracts, deans must notify the new faculty that moving expenses

are taxable. Colleges/School will not submit check requisitions to Accounts Payable to issue payment for moving expenses. The new process will be to submit a check requisition to the Payroll Office. A summary

of expenses and copies of receipts should be included with the check requisition (so the Provost’s Office

can track and account for the funds they contribute.) If you would like the moving expenses paid in advance, write “Advance” on the check requisition. Payroll will calculate the estimated amount of taxes,

and reduce the check accordingly. The default process will be for payment of moving expenses to be added to the faculty’s first payroll check. Aimee Uchman told the Council the information posted on the

website about moving expenses will be updated to reflect this change.

SPARC: Policy Changes (ACTION ITEM)

Bill O’Neill presented, for approval, three policies pertaining to SPARC. These policies were introduced to the Council in November 2018.

“Disclosure of Financial Interests Related to Federally Sponsored Projects”

This policy is required specifically by the National Science Foundation (NSF) and National Institute of

Health (NIH). It would require university employees involved in a project to disclose any financial conflict of interest at the time the project is submitted. This is a supplement to Policy 5.7. The form

in Appendix A of this policy must be completed annually, or anytime a change is made that might trigger a conflict of interest.

A motion to approve this policy was made by Shauna Mendini, seconded by Jean Boreen, and APPROVED unanimously.

“Requirement to Complete Training in Responsible Conduct of Research” The National Science Foundation, National Institute of Food and Agriculture (NIFA), and

programs within the Public Health Service (PHS) such as National Institute of Health (NIH) require that students who receive funds for research from these programs complete a training in

Responsible Conduct of Research. Students receiving research grants would be required to complete this online program for each grant. Faculty must complete this program every four years. SUU has

subscribed to a program that allows the training to be completed online.

A motion to approve this policy was made by Shauna Mendini, seconded by Patrick Clarke and

APPROVED unanimously.

Provost Cook asked Associate Provost Sage to investigate possible policy numbers. This policy will need

to go to President's Council, released for a 30-day comment period, returned to President’s Council for a vote, and then to the Board of Trustee for a vote.

02. Provost’s Report

a. Organizational Changes

SUU is making significant organizational changes, as President announced in his open forum. The Engagement Centers will be dissolved, with the exception of the Outdoor Engagements Center, which will

be renamed to reflect its IIC and Semester in the Parks functions. Most Engagement Center leaders will return to teaching in their respective disciplines.

b. Faculty Hiring & Budget Nineteen new faculty lines have been approved, contingent on funding. Conversations about these

positions and their available salary will be on-going. A beta-test for the First Year Experience will take place in the coming year, but it is anticipated that no new lecturers will be hired. President Wyatt would

like to allow the new Provost to be able to determine their involvement in the First Year Experience.

The Board of Trustees approved program fees up to the amount requested, and President Wyatt is going

to try and find E&G funds so that no student fees will be increased this year. SUU has set aside $1M for capital improvements. SUU has set aside $1M in one-time funds for Capital improvements, and $3.8M for

the Three-Year Degree program. Most of it will be in faculty contracts.

c. Compensation

The state is providing a 2.5% compensation adjustment for our campus, and SUU plans to come up with an additional 1% for a total of 3.5% Some funds will be utilized for COLA, and the remainder will be used

for “hotspot” positions. As Deans put together plans for how to disseminate these funds, please be as transparent as possible.

d. Academic Officer Evaluations

Deans, Associate Deans, and Chairs will have a formal evaluation every three years. In the interim years

between formal evaluations, informal reviews will occur. Brad is working with HR to put together an evaluation instrument for informal reviews.

e. Three Year Degrees

Brad asked the Council to comment about what they have learned so far concerning the three-year

degrees. Councilmembers expressed the following concerns/questions:

• Will all programs be required to map out a three-year completion?

• Many internships for performance-oriented degrees can’t be completed over the summer, and students need that time to network.

• How is condensing semesters going to impact student learning? It takes time to learn and

process things.

• More funds may need to be invested into career services and CAPs

• How will changing to a trimester system impact the P&T process?

Brad said that the three-year programs will likely be focused on degrees that are 120 credits, and that we will have more information about what is needed once we have gone through the trimester schedule

once. Jason Ramirez noted that Steve Meredith is putting together a series of meeting to launch the

conversation about three-year programs and to discuss faculty concerns.

f. Program/Course Fees (Bruce Tebbs) Bruce provided the Council with a summary of proposed Fee Change requests. After President’s Cabinet

and the Board of Trustees has approved proposed changes, Bruce will meet with John Allred to discuss

the detail codes for each fee.

03. Associate Provost’s Reports

a. UUCC Minutes from 28 FEB 19 Meeting, UGCC Minutes from 01 MAR 19 Meeting i. R401: PsyD – Clinical Psychology

Minutes from the UUCC & UGCC meetings have been posted to the google drive for the Council’s review.

An R401 for a PsyD in Clinical Psychology was approved by the UGCC, and requires Deans Council approval before it can proceed to President’s Council and the Board of Trustees. Steve Barney told the

Council that this will be the first Ph.D. program offered by SUU. The degree trains professionals to diagnose and treat patients. Conditional accreditation is treated as standard accreditation for academic

purposes during the first few years of the program. If approved, this will go to the Regents for approval

and then to NWCCU. It is anticipated that students will be recruited in mid-spring 2020.

Shawn Christiansen motioned to approve the PsyD in Clinical Psychology. The motion was seconded by Shauna Mendini and APPROVED unanimously.

ii. Graduate Council: Tuition Waiver Allocation (results + msg from James)

A document was posted to the google drive with information about tuition waiver allocations model

the Graduate Council approved. Tuition revenue generated by each program will be divided across the program according to ratios, with the exception of the MFA program. If a program doesn’t use all

of their waivers, they can submit what they don’t use to be reallocated for “hotspots” without impacting the amount they will be allocated in future years.

b. Curriculum and Catalog Updates: Deadlines for 2019-2020 and 2019 Catalog launch on May 1

James Sage notified the Council that he ‘d release information about curriculum deadlines once the academic calendar in finalized. Katya Konkle explained that the catalog launch has been postponed to

May 1st, to allow time for budget decisions to be made that will impact all programs in terms of General Education.

c. Programs Under Development (last updated 6 MAR 19) The most current “Programs Under Development” document is posted to the google team drive. Please

send any updates to this document to James Sage. The updated version of this document will be shared in early May.

d. Academic Calendar: “Normal” semester schedule for 2020-2023 and Alternative “trimester” schedule

Draft versions of these documents are posted to the google team drive. Please share any feedback you have with James Sage. Further discussion on these calendars will occur after President Wyatt presents

additional information to the Council.

e. UEPs: Template and Handbook

We are getting ready to launch Unit Effectiveness Plans (UEPs) for 2019. Templates are prepared and have been posted to the google team drive. Please submit input about the template or handbook to

James Sage, and let him know if there is anything that needs to be changed or clarified. The Provost’s Office will get together with Chairs and Deans sometime after commencement to discuss UEPs.

04. Assistant Provost’s Report (Johnny MacLean) a. University Committees - 2019-2020 Vacancies (click here for viewing access)

A Google spreadsheet has been created to allow Deans and the Deans Council to know which committees will have vacancies and need faculty member recommendations for 2019-2020. The spreadsheet has tabs

for various committees, and is likely going to be updated based on proposed changes to the Faculty

Senate by-laws about who orchestrates committees for faculty awards. The hope is to allow faculty to be able to include this important service in their Faculty Engagement and Contribution (FEC) plans. Please

Page 4: Deans Council Minutes · 3/25/2019  · Deans Council Minutes 3/25/19 Page 3 03. Associate Provost’s Reports a. UUCC Minutes from 28 FEB 19 Meeting, UGCC Minutes from 01 MAR 19

begin the process of populating these committees now so that committee work can be integrated into

faculty plans for the next year.

Faculty are still on the LRT policy review cycle for Fall 2019. Provost Cook asked the Council for best practices to evaluate the performance/contribution of committee members as part of the LRT process.

Mary Pearson indicated that Deans would like to have access to committee information and how active

each committee member is. Steve Barney recommended that committee chairs write a letter to each faculty involved in their committee, outlining their contributions to the committees. This letter could be

included in faculty contribution plans. James Sage recommended combining committee chair information with faculty self-reporting information for a fuller perspective of faculty service.

b. OPM Summary - Feedback Survey update Johnny thanked those who responded to survey and participated in open forums over the past few

months. This feedback has informed the decisions of the committee. President Wyatt has asked to move forward with pursing a partnership with Academic Partnerships, based out of Dallas, Texas. Academic

Partnerships will be coming to campus, and administrators and faculty will have the opportunity to meet with them to discuss the path forward.

c. OTL - Compensation Structure - Guest: Matt McKenzie OTL has been going through significant changes. Johnny introduced Matt McKenzie to the Deans Council

to elaborate on changes taking place. Matt explained that there is a new structure to compensate faculty for online course design. Previously, we did not have an incentive structure for revamping existing online

courses. The new model for compensation will be a collaborative process between faculty and OTL, with

compensation differing based on how much of the course needs to be modified or completely redone.

Johnny notified the Council that the OTL is hiring a third instructional designer, and is also creating a consistent template to be used for courses in order to help students understand where to look for specific

pieces of information in each online course. OTL can help faculty members change the visibility of accessibility gauges on each course.

Brad asked for the Council’s feedback about Quality Matters. A councilmember said that when used correctly, it's one of the best practices an institution can implement. It requires having multiple qualified

peer reviewers, and each course needs to be reviewed by three people, one of which must be outside the institution. Matt Weeg noted that there are a few companies similar to Quality Matters, with similar

rubrics. Matt McKenzie stated that there are a few companies coming out, but their rubric looks very

similar to Quality Matters, but Quality Matters provides the best professional development opportunities.

Councilmembers expressed the following concerns:

• Some faculty have indicated that designing online courses in accordance with Quality Matters is taking 70-80 hours each course.

• When we add an OPM to the mix, will this increase the amount of revisions needed in addition to

revisions needed for the Quality Matters?

• Changes in the academic calendar could also have a significant impact on revisions needed to

online courses. • Could we focus on implementing this after we have settled into the new academic calendar?

• There are courses that could be structured better to make more sense to students. Are there

different tools to engage students?

d. CETL - CIG update; Post-Commencement Professional Development Week update;

Associate Director Search update The deadline for Curriculum Innovation Grants has passed. There will be 18 faculty participants, 14 of

which have not participated in previous calls for proposals. A CIG workshop is being planned for post-

commencement professional development week. There are four applicants for the Associate Director of CELT. Matt will meet with each of them over the next couple of weeks.

e. GE - Summary of Luncheon with Advisors

The General Education Committee reached out to advisors and held a luncheon. The GE Committee hopes to make this an annual event. Advisors asked the GE Committee to provide insight about how to

talk to students about the importance of GE courses.

f. End-of-Course Student Feedback Surveys - Upcoming trainings (4/11 at 4pm; 4/26 at

10am; both in Shooting Star) This Faculty Senate Committee is working on developing university-wide questions. Departments and

individual faculty will have the ability to create and customize a portion of their questions. The purpose of these surveys is to provide formative feedback for a faculty member to continually improve. The surveys

are not to be used to evaluate faculty members, but to provide feedback or create a plan for

improvement. Alison Adams will be the University-wide administrator of these surveys. She has been in trainings with the developer/provider, and would like to provide trainings to department chairs and admin

assistants. Alison will visit with each college/school business manager to walk them through the end-of-course feedback surveys.

g. Faculty Affairs - Survey Responses (see attached)

Johnny asked Deans Council to encourage their faculty to respond to the survey. A link to the survey has

also been posted on the Faculty Senate canvas page.

05. Standing Reports:

Faculty Senate (Steve Barney)

a. Proposed Changes to Bylaws Faculty Senate voted to modify their bylaws. Changes include:

• Redefining the roles of executive committee members, and including text about the addition of an

Executive Assistant to assist with Faculty Senate.

• Placing more logistical control of Committees in the hands of the Provost’s Office.

• Continuation of the Faculty Salary & Review Committee.

• Proposal to change the representation on the Senate from a House of Representatives model (number of senators is based on number of full-time faculty in each college/school) to Senate

Model. Right now, bylaw says every college gets 2 senators and an additional senator for every 13 full-time faculty. If this representation model continues, the Senate will grow larger as more faculty

are hired. If the proposed change is approved, there will be one senator for every department, and

department chairs would be responsible for helping select a Senator.

07. Action Items

a. Policy 6.49 – Graduation Requirements (James Sage)

Changes needed to this policy were brought to our attention in the context of Concurrent Enrollment in Beaver County. Current policy says that the last 24 of 30 credits must be earned in residence (i.e.,

originating from SUU). All other USHE institutions have removed the requirement, but they have kept minimum credits earned from the institution (ranging from 18-21 credits). The proposed revision will

state that at least 24 credits must be earned from SUU to earn a degree from SUU. Also, several other

changes have been included (e.g., changing “at SUU” to “from SUU” to include courses that are taught online or via Concurrent Enrollment).

Patrick Clarke motioned to approve the revisions to Policy 6.49. The motion was seconded by Jean

Boreen and APPROVED unanimously.

08. Information/Discussion Items

a. Pay to Publish Journals (Shawn Christiansen) Faculty are running into a “pay to publish” situation when submitting work to Open Access journals. This

places the cost put on the researcher or institutions, rather than the journals. Some faculty are able to pay for these fees out of grant funds. As this becomes a more frequent situation, SUU might need to

Page 6: Deans Council Minutes · 3/25/2019  · Deans Council Minutes 3/25/19 Page 3 03. Associate Provost’s Reports a. UUCC Minutes from 28 FEB 19 Meeting, UGCC Minutes from 01 MAR 19

Deans Council Minutes 3/25/19 Page 6

consider establishing a policy about publishing to Open Access journals and researching other institutions

that frequently publish to Open Access journals to establish a model for how SUU could do so.

The Council provided the following comments/questions:

• Can Faculty use FSSF Funds to cover the cost of publishing?

• Could SUU establish a list of legitimate/non-predatory journals?

• Is it better to pay to publish in an open access journal, with a broad audience, then to present at

a conference with a limited audience?

• There could be a ten-year lag between when subscription amounts for pay for publish journals

and savings from subscribing to more open access journal would balance out. There could be alarge cost up-front.

Brad asked Shawn Christiansen to chair a task force to further explore this topic. The

committee would explore the idea of creating a policy or procedure and general guidelines for how to

consider paying for publishing, help differentiate legitimate journals from predatory ones, explore budget implications of faculty publishing in these venues, and draft a general statement from the Dean's Council

that provides direction and consistency to all faculty and academic leadership across the campus.

Brad recommended that faculty apply for FSSF funds to fund publishing until we have a better sense of

the budget implications of “pay to publish.”

b. Eccles Foundation Student Scholarships: $48,000 (Aimee Uchman)The Eccles Foundation has granted SUU $48,000 in funds for student scholarships. The guidelines were

posted to the shared google drive. In previous years, the Council has voted to split the total amount into8 scholarships, with one going to the School of Business, 1 going to the College of Education, 2 going to

the College of Science and Engineering, 2 going to the College of Humanities and Social Sciences, 1 going

to Performing and Visual Arts, and 1 going to Honors. The Council could also vote to split the totalamount into 9 scholarships and grant an additional scholarship to college/school. Because SIEL was not

incorporated into to our grant request for this year, funds cannot be awarded to them. Janet Borg willinclude them on the grant request for next fiscal year.

The Council voted to distribute a total of 8 scholarships of $6000 each, to be distributed as follows:

• School of Business: 1 scholarship of $6000

• College of Education: 1 scholarship of $6000

• College of Science & Engineering: 2 scholarships of $6000 each

• College of Humanities & Social Sciences: 2 scholarships of $6000 each

• College of Performing and Visual Arts: 1 scholarship of $6000

• Honors: 1 scholarship of $6000

09. Council Reports (2 minutes per report)Matt Zufelt: The Regents established a policy that University business will only be able to be conducted

using official university email. SUU is considering creating a policy stating that University email cannot beused for personal business.

Suzette Bulloch: Sylvia Bradshaw has been selected as the new SPARC director. Her anticipated start state is May 1.

Matt Nickerson: Richard Saunders will be giving a presentation in the Cox Auditorium (St. George) at

7pm on Thursday.

Meeting adjourned at 4:42 p.m.

− Matthew Roberts, Chair of Department of Engineering and Technology, gave an overview of the proposed changes to the Engineering program and courses.

− ENGR 1010 had been counted in the GE Humanities Knowledge Area and the department is hoping to replace it with ENGR 1020 to fulfill the same mission. Several of the changes are based on this switch.

− Sophomore classes were only offered once a year and they now hope to offer more often. (Close to 200 majors in Engineering and Mechanical Engineering.)

− They are standardizing contact hours and updating the flow of the curriculum.

− In the Engineering program modification, they are removing the manufacturing and mechanical tracks as they have been replaced by the newer Mechanical Engineering degree. In the Mechanical Engineering modification, they are standardizing some of the requirements with the Engineering major. For example, COMM 4240 Technical Writing course was not listed as an option in the Mechanical Engineering program at the beginning but students should be able to take either COMM 4240 or ENGL 3120, as they are in the Engineering major. The E&T department expects that the Student Success Advisors will be able to let the departments know if there’s an uptick in the need for the writing courses.

● Motion to bundle and approve all Education and two SCI items: Eric Freden ● Second: Brian Swanson ● Discussion:

− Shawn Christiansen, Dean of the College of Education and Human Development, and Nichole Wangsgard, Associate Dean of the College of Education and Human Development, gave an overview of the proposed changes.

− The SCI courses have been taught in COSE for Athletic Training students. They are requesting to move SCI 1010 over to COEHD and keep the same faculty teaching the course (online) as an organizational change, but not a content change. SCI 1020 is no longer needed due to the changes in the Athletic Training program.

− The new courses and changes to FLHD is to help align the curriculum to the 10 content areas of the National Council on Family Relations. Not exactly an accreditation issue, but it can be considered similar.

− The Secondary Education licensure changes are part of a reevaluation and reduction of the total number of credits in both Elementary Education and Secondary Education. Most students graduate with 140+ credits so these changes will help reduce that number.

− Nichole will work with Katya to determine the best place for the note that they would like to add to the General Education core because it can’t fit there due to catalog programming restrictions.

− The Department of Kinesiology and Outdoor Recreation wants to add NFS 1020 to the Physical Education – Teaching/Coaching Emphasis and minor. Members of the UUCC would like to ensure that the nutrition faculty have been consulted.

− Question: Can the course descriptions for ELED 3460 and ELED 3490 be tweaked with some word changes after they are approved here? (Answer: The catalog launches in mid-March, so have the originator resend the information to Katya to be updated.)

− Question: EDUC 4850 is a new research course. Unsure if any other colleges have a similar course—research seems to be something done above and beyond coursework as extracurricular. Is COEHD the only one who will have a dedicated undergraduate research course? (Answer: There are several other courses in other colleges that focus on undergraduate research and research methods.)

03 New Prefix Proposals

A. See tables below for items. B. Voting:

● Motion to approve new prefix proposal: Jeb Branin ● Second: Brian Ludlow ● Discussion:

− Greg Powell, Chair of the Department of Management, Marketing, and Hospitality, explained that having a prefix specifically for entrepreneurship classes will help distinguish them from management courses. These types of courses will be built to be broadly applicable with no prerequisites. They will also help with the Boost Badge.

− Question: Will students taking ENTR courses not starting their own business be at a disadvantage for having ENTR courses instead of MGMT on their transcript? Could the department could ensure the course titles have a clear description that shows the management component to illustrate it’s not just a niche course in entrepreneurship? (Answer: In the corporate world, they’re increasingly looking for employees who have entrepreneurial skills. This is also a common prefix across other universities.)

04 New Course Proposals

A. See tables below for items. B. Voting:

● Motion to bundle and approve all remaining new course proposals: Jeb Branin ● Second: Brian Swanson ● Discussion:

− Question: Do GE courses have to be lower-division? (Answer: GE is primarily non-prerequisited. SUU 3000 is targeted to transfer students.) Why is it 1-3 credits? (Answer: Right now there’s a parallel course, SUU 1000, that’s 2 credits. If we have a transfer student who comes in without an associate degree, they want a 3000-level option. They will negotiate with the General Education Committee about how to best fold that in.)

− Question: Who is the body on campus that approves non-GE University graduation requirements (e.g., EDGE)? (Answer: In the past, it was UUCC.) Idea is to get SUU 3000 as both a GE and a University graduation requirement. This will result in a net decrease of overall credits for students, as the “new” version of experiential education will be 1-2 credits. If we just make it a University requirement, some students will have to take SUU 1000 and will not be served well by it. However, if we only make it a GE, some students will come to SUU and not be as successful as someone who has taken SUU 1000.

− Question: Would the proposal be that students could “opt-out” of SUU 1000 and instead take SUU 3000? SUU has SUCCESS Academy students, of which SUU 1000 would serve none of them, and they’re targeting an associate’s degree in high school. If we have a requirement in GE (such as SUU 1000), how would they fulfill that? (Answer: There is a set of standards in SUU 3000 that allows students to jump into that course instead of 1000. SUCCESS Academy students likely don’t fit those standards and would need to take SUU 1000 while they were in SUCCESS.) We retain only a small portion of our SUCCESS students, so taking an SUU orientation course doesn’t seem valuable. (Answer: USHE has mandated that all institutions have a first-year experience course so it should transfer.)

− Question: Is SUU 3000 hybrid or online delivery method? (Answer: Form noted it as hybrid.)

− Comment: Banner can’t check all of the requirements asked for on the proposed MGMT 4400 and SUU 3000. Katya and John will work with the departments to identify alternatives that can be programmed.

05 Program Modifications

A. See tables below for items. B. Voting:

● Motion to bundle and approve remaining program modifications (Management & Political Science): Brian Swanson ● Second: Jeb Branin ● Discussion:

− The changes to Management include a shorter list of four required courses and more options of upper-division elective courses to parallel requirements at other institutions across the country. They are also adding a course on supply chain management.

− Question: Should the POLS 2005 number match the SUU numbering system for research? Should POLS 2000 be 2850? (Answer: James will take the option back to POLS for a decision.)

− Question: How does adding more electives impact the School of Business getting the right numbers to run the courses? (Answer: Most courses serve other audiences. There still should be plenty of demand for the courses, although some courses may now be offered only once a year, especially those online.)

07 Action Items

● Vote on removal of “ESL majors may not enroll” registration restrictions on 300 courses (see list in Drive) o Discussion:

− If this restriction is taken away, an ESL student will be able to enroll in any course that doesn’t have a prerequisite. Who will police?

− The main concerns is that the language is unfriendly. Can we change it to IEP instead of ESL?

− IEP has a policy that states students can’t take “regular” university classes until Level 6 and have enforced it through Banner. If we remove the block, there is no system to enforce. Can we get assurance from the ALCC that the function of the block will happen in their office? It’s not an ALCC requirement but a University admission requirement. ALCC doesn’t think it will be an issue.

− Are there best practices at other institutions?

− Potential courses of action (James will bring results to next meeting): ▪ Proposed action as it appears on the agenda ▪ Switch ESL to IEP (but there is a concern about misinterpreted as Special Education Individualized Education Plan) ▪ Reach out to other institutions to see how they handle the issue ▪ Talk to Kelly Stephens in Academic Advising to get feedback after hearing the bigger picture (Jeb Branin will do this) ▪ Reach to Robb McCollum to see if there are other solutions from their end ▪ Look at blocking the language in the catalog ▪ Get advice from Schvalla Rivera, Maria Martinez, and Ann Marie Allen – how much of a problem/issue is it really?

− Question: Is the work that the block doing important? (Answer: Yes. It benefits both students and faculty.)

● Second: Nathan Slaughter ● Discussion:

1. MBA program is replacing the 36 credits of undergraduate prep work with four online prep courses from MyEducator.com. (The student pays a fee and has lifetime access to the textbook.) They are adding some new required courses and opening up some electives. They are also cleaning up the catalog entries to make them consistent with those changes.

2. Question: The courses with red in the action box—what are you doing with them? (Answer: These courses are currently crosslisted with BA 6100 Special Topics. The MBA program is looking to create stand-alone courses based on these special topics. The answer to the questions in the box is keep the undergraduate courses.)

B. Voting: ● Motion to bundle and approve all remaining course modifications: Mark DeBeliso ● Second: Rachel Parker ● Discussion: ● The changes requested by MPA to the Research Methods and Capstone courses are in the hopes of reducing the number of add/drop forms needed.

They are also aligning the displayed catalog sequencing with the semesters the courses are actually offered. ● Question: By adding “graduate student only,” will that affect any courses you offer in the Bridge program? (Answer: For Bridge we have to manually

add/drop students anyway. Also, Registrar automatically puts that on every graduate course.) ● Approved unanimously

06 R401s / New Program Proposals

A. Voting: ● Motion to approve new program proposal: Mark DeBeliso ● Second: Robin Boneck ● Discussion:

1. Educators are seeing more diversity in the classroom. Teachers are anxious to have English as a Second Language on their master’s degree. 2. Question: Do you think this is the future of the M.Ed. program, to have specialized emphases like the MPA does? (Answer: Yes. It helps increase

numbers in our core classes and allows us to address the changing needs of the education world.) ● Approved unanimously

09 Curriculum Information Items

● Reminder from John Allred: o At the graduate level, the grade scale jumps from “C-“ to “F.” There are no “D” grades. (John will verify that this is correct—the last grade before “F”

could also be a “C.”) o Questions: When looking at some undergraduate courses in the catalog, noticed that the prerequisite minimum grade was “D-.” Why? (Answer: The

default minimum grade when it’s not specified is “D-,” which means that the student just needs to have passed the course in order to enroll in the next one.) Is there a way to push a button and make that default at “C”? (Answer: Usually that’s done through memos in the curriculum process and we change them in Banner.)

o Question: Policy 6.62 says that the graduate grading scale ends at “C+.” The catalog says “C.” Does Policy 6.62 need to be updated to reflect the current grade scale with “C-“ as the minimum? (Answer: The policy doesn’t say that the “C+” is the minimum grade available, but that some programs may not accept that as a passing grade in their courses. We can create a grading scale in Canvas that reflects the graduate scale, so students won’t see they would get a “D.” The Policies Workgroup will discuss if the policy needs to be changed.)

o Question: Is this grade scale consistent with practices at other institutions or USHE/NWCCU policy? (Answer: The decision was made because a “B” average is required for graduation. Each program can adjust up as desired.)

GRADUATE COUNCIL

10 Announcements

● Graduate Red Riot on February 15, 2019 (Jonathan Roberts & Tori Taulogo) o The undergraduate Red Riots have seen a lot of success. o Potential students will participate in activities and will get information from the graduate programs they’re interested in. o Jon and Tori will get information out about the participants’ interests so programs can attend as needed. o Cost is $30 per participant and their application fee is waived for attending. o Jon and Tori will share a sample message with James and Katya so the directors can forward to interested students as needed.

Page 29: Deans Council Minutes · 3/25/2019  · Deans Council Minutes 3/25/19 Page 3 03. Associate Provost’s Reports a. UUCC Minutes from 28 FEB 19 Meeting, UGCC Minutes from 01 MAR 19

2/1/2019 UGCC Minutes 11

o Question: Can directors send students to represent their programs? (Answer: Yes, and Enrollment Management also has representatives.) o If directors have any questions or concerns, let Jonathan Roberts or Tori Taulogo know ([email protected]).

● Remaining curriculum rounds (James Sage)

o There is one remaining curriculum round to get in items for the 2019-2020 Catalog: Deadline is February 21st for the next UGCC meeting on March 1. o The new catalog will launch on March 15, 2019. o Only clean-up and editorial changes will be accepted at the final curriculum round in April. The exception is that new R401s for brand-new, full

programs (e.g., no emphases of current programs) may also be submitted for April to allow for time to go through USHE and NWCCU. o Credit by exam at the graduate level o SUU cannot give credit for any type of experiential learning that happens before the student starts the program. This is a NWCCU regulation. This

means no Prior Learning Assessment (PLA) or credit by exam at the graduate level.

11 Working Group Committees Updates

● Student Success & Retention o Have come up with some ideas to help with retention and honor student success. They are working with James and will send ideas to Graduate

Council. ● Policy Review

o Have not yet met. ● Finance & Budgeting

o Met 12/13/19 and identified what they need to do and identified questions about tuition waivers: 1. How do we want to allocate once we get our lump sum? 2. How did this year’s allocation change work for each program? 3. Can we get an advance? 4. Would getting a base amount as soon as possible be helpful? The amount could then go up from there. 5. We cannot discount non-resident tuition below resident tuition. If directors want to give a tuition waiver to an online-only student, they must

reside in Utah.

• Question: How do directors identify if students are out-of-state students? (Answer: Registrar or Admissions can provide that information.)

• Discussed marking practices to help figure out the best ways to talk to out-of-state students when SUU can’t offer them a tuition waiver.

o Tuition rate: ▪ Graduate Council hasn’t really ever been consulted in the decision of tuition rates. It has been brought up that tuition rates might not reflect

the market rate. SUU has always just gone up as a flat percent based on the Tier 1 tuition increase each year. It’s unclear how to advocate for tuition rates to be more individualized or to increase them at a difference pace than undergraduate tuition.

▪ Should we propose a tuition change to President Wyatt? If the workgroup were to take this on, what kind of guidance should Grad Council give them?

Page 30: Deans Council Minutes · 3/25/2019  · Deans Council Minutes 3/25/19 Page 3 03. Associate Provost’s Reports a. UUCC Minutes from 28 FEB 19 Meeting, UGCC Minutes from 01 MAR 19

2/1/2019 UGCC Minutes 12

• Show the argument that we’re below the market and leaving money on the table. Look at adjusting to fit the market and show that we understand the market we’re in.

• All considerations need to be made before the Truth in Tuition hearing on March 5, 2019.

• Options: 1. Percentage across the board for all graduate programs and give some modest examples. 2. Look at tuition cost per program—lane change or percent change in tiers. 3. Can also gear up for next year with more details and information.

▪ If tuition were raised, where would the money go?

• Class sizes

• Operating budget

• Grad Council would like to see some sort of benefit for the programs if tuition were raised. o Katya will schedule a meeting for Finance & Budgeting Workgroup to meet again later this month.

Meeting adjourned at 4:46 PM.
