I am pleased to greet you at the fifths edition of the International Exhibition CONSTRUCT HOME 2016. The experience of past editions shows that every visitor to these exhibitions succeeds in finding a solution to questions related to architectural projects, design, building materials, technologies and equipment for a modern house. Exhibitors offer advice and even practical solutions for your home

The Ministry of Regional Development and Constructions supports the organization of such events, as any international exhibition offers opportunities to extend economic and social cooperation with other countries, as well as an effective exchange of best practices in the field of constructions and building materials.

In this context, it is worth mentioning that the Ministry takes actions to complete the construction of apartment buildings in the country, as well as building social housing to en-sure the access to decent housing to socially vulnerable categories of people. The Ministry has focused its activities also on issues of energy efficiency and buildings rehabilitation.

Mă bucur să vă salut la cea de-a V-a ediţie a Expoziţiei internaţionale specializate CONSTRUCT-HOME 2016. Ediţiile anterioare ne-au demonstrat că aici reuşim să găsim soluţii pentru problemele ce ţin de proiecte arhitecturale, soluţii de design, materiale de construcţii, tehnologii şi echipamente pentru o casă modernă. Totodată, participanţii la expoziţie prezintă o gamă largă de scule şi materiale pentru construcţii, oferind, inclusiv, consultaţii şi chiar soluţii pentru casa fiecăruia.

Ministerul Dezvoltării Regionale şi Construcţiilor susţine şi salută organizarea expoziţiei an de an, deoarece asemenea evenimente oferă oportunitatea extinderii colaborării eco-nomice şi sociale a ţării noastre cu alte state, precum şi oferă un schimb de bune practici în domeniul construcţiilor şi a materialelor de construcţie.

Totodată, în acest context, Ministerul continuă prin proiecte concrete să întreprindă acţiuni pentru finalizarea construcţiei blocurilor locative din republică, precum şi pentru a asigura accesul la locuinţă a persoanelor nevoiaţe prin construcţia locuinţelor sociale.

SECURITY.The Ministry of Internal Affairs, as a government institution, is currently working on

implementing European standards in our society. The alignment to these standards re-quires new dimensions of quality and the ability to demonstrate their applicability in the social environment. SECURITY 2016 is an event that allows us to present developments in the areas of security and the capabilities of the Ministry to promote and to ensure the observance of the law, the fundamental rights and freedoms of our citizens.

At the same time, the Ministry appreciates SECURITY 2016 as an opportunity to face the challenges of a changing society. Our institution is trying to rally the modern concepts of law enforcement structures, seeking to provide quality services to the citizens both on individual and community levels.

The law enforcement system realizes the perpetual need for adaptation and manage-ment of vulnerabilities, threats and risks of the century, that is why the Ministry of Internal Affairs demonstrates its willingness to become a perfect leader in enforcing public order, in guaranteeing the physical and moral security of the individual and the protection of the democratic nature of our society.

Am plăcerea să vă salut la cea de a XV-a ediție a Expoziției Internaționale Specializate SECURITY.

Ministerul Afacerilor Interne, în calitate de instituție guvernamentală, este actualmente orientată spre aducerea standardelor europene în rândul societății noastre. Astfel, acomo-darea la aceste rigori solicită noi dimensiuni de calitate dar și capacitatea de a demonstra aplicabilitatea lor în mediul social. SECURITY 2016 este un eveniment expozițional care ne permite să prezentăm evoluțiile pe domeniile de securitate, capabilitățile MAI în promovarea și aplicarea respectării legii, a drepturilor și libertăților fundamentale ale cetățenilor noștri.

În același timp, instituția ministerului de interne percepe SECURITY 2016 drept o perspectivă de a face față provocărilor impuse de schimbările în societate. Iar MAI încearcă să se ralieze la conceptele moderne ale unei structuri de forță, încercând să ofere servicii de calitate în rândurile cetățenilor atât la nivel individual cât și comunitar.

Sistemul afacerilor interne conștientizează necesitatea perpetuă de adaptare și gestionare a vulnerabilităților, amenințărilor și riscurilor secolului, motiv pentru care MAI își demonstrează preocuparea anuală de a deveni un leader desăvârșit în asigurarea respectării ordinii publice, garantarea securității fizice și morale ale persoanei, a protecției caracterului democratic în societate.

MAI, prin intermediul subdiviziunilor sale, completează treptat tabloul unui sistem funcțional al afacerilor interne, consolidând instrumentele de aplicare prin inovații tehnice și profesionale. The joint holding of exhibitions dedicated to security and constructions proved to be a suc-cessful endeavor. It is natural, taking in consideration that the continuing real estate boom is generating, in turn, an increased demand for buildings security. Most important is the beneficial effect that both exhibitions have on the development of respective industries. Certainly, the exhibitions represent the most effective platform for establishing business contacts, promoting innovations, spreading good practices, purchase new products.

The International specialized exhibition SECURITY, traditionally supported by the Ministry of Internal Affairs, contributes to the consolidation of the public security system, based on the interaction of state and legal structures, NGOs and operators in the security market. At its 15th edition, the exhibition displays a rich offer of equipment, technologies and products for the protection of individuals, homes, institutions, businesses, traffic, fire-protection systems etc. At the same time, SECURITY is a spectacular event due to the display of safety products and techniques in operation, as well as to the demonstration of professional skills of the representa-tives of law enforcement bodies.

The International specialized exhibition CONSTRUCT HOME, dedicated to domestic con-struction, sums up housing projects, interior designs, building materials, tools, equipment, fin-ished articles etc. In the framework of the exhibition will be also held: the contest of architectural projects, presentation of innovations in construction and security, seminars and other activities organized with the support of the Ministry of Regional Development and Construction of Mol-dova, the Agency for Intellectual Property, Association and Union of Architects of Moldova. The great results of this relatively “young” exhibition position this event as a viable one, with good prospects and attractive to the public.

Domeniile securităţii şi construcţiilor formează de cîţiva ani un tandem de succes în peisajul expoziţional din republică. Este firesc, în condiţiile unui boom imobiliar care se atestă de mai mulţi ani şi care a generat, la rîndu-i, sporirea cererii la amenajarea şi securizarea edificiilor. Dar, cel mai important este efectul benefic pe care îl exercită expoziţiile asupra dezvoltării ramurilor respective. Cu certitudine, expoziţiile reprezintă platforma cea mai eficientă pentru stabilirea contactelor de afaceri, promovarea noutăţilor, răspîndirea experienţelor bune, achiziţia unui produs nou, deosebit şi multcăutat.

Expoziţia internaţională specializată „Security”, susţinută tradiţional de Ministerul Afacerilor Interne, contribuie la consolidarea unui sistem unic de securitate publică în baza interacţiunii organelor de stat şi de drept, organizaţiilor neguvernamentale şi a subiecţilor pieţei securităţii. La ediţia a XV-a expoziţia vine cu o ofertă bogată de aparate, tehnică, tehnologii şi mijloace de protecţie a individului, domiciliului, instituţiilor, întreprinderilor, traficului, împotriva incendiilor etc. În acelaşi timp, „Security” este un eveniment spectaculos datorită demonstrărilor acestora în funcţiune, dar şi abilităţilor fizice ale reprezentanţilor structurilor de forţă.

Expoziţia internaţională specializată “Construct-Home”, dedicată construcţiilor casnice, însumează proiecte de locuinţe, modele de amenajări interioare, materiale de construcţie, in-strumente, utilaj, articole finite etc. În oferta bogată se regăsesc şi expoziţia-concurs de proiecte arhitecturale, prezentarea de inovații în construcții și securitate, seminare şi alte activităţi, organizate cu suportul Ministerului Dezvoltării Regionale şi Construcţiilor al Republicii Moldova, Agenţiei pentru Proprietatea Intelectuală, Asociaţiei şi Uniunii Arhitecţilor din ţară. Performanţele frumoase demonstează că această expoziţie, relativ „tînără” în calendarul expoziţional, este una viabilă, binevenită, de perspectivă şi aşteptată de consumatori.

Nu-mi rămîne decît să urez expozanţilor noi parteneri de afaceri, clienţi, vînzări profitabile, iar vizitatorilor – cumpărături reuşite!

Academia „Ştefan cel Mare” a MAI este promotor al valorilor, ide-alurilor şi tradiţiilor militare naţionale. În acest an, pe data de 1 septembrie, Academia „Ştefan cel Mare” a MAI a consemnat 25 de ani de la fond-are. De-a lungul anilor instituţia a dezvoltat un corp didactic şi ştiinţific experimentat, care promovează educaţia şi instruirea de calitate. Astfel, cei aproximativ 10 000 de ofiţeri şi subofiţeri de poliţie care au absolvit această instituţie, activează în diferite funcţii ale sistemului afac-erilor interne, precum şi în funcţii ale altor organe de drept. Numeroşi absolvenţi au fost decoraţi cu cele mai înalte distincţii de stat pen-tru rezultate înregistrate în lupta cu criminalitatea şi menţinerea ordinii publice.

În semn de înaltă apreciere, Academiei „Ştefan cel Mare” a Min-isterului Afacerilor Interne, la 5 martie 2012, prin Decretul Preşedintelui Republicii Moldova i-a fost conferit Ordinul de luptă „Ştefan cel Mare”, fi-ind unica instituţie de învăţământ din ţară care s-a învrednicit de această supremă distincţie.

Over the years the institution has de-veloped a scientific and experienced teaching staff, promoting quality education and training. Thus, around 10 000 police officers and NCOs who graduated from this institution, are working in various functions in the system of law enforcement. Many graduates were awarded the highest state awards for achievements in the fight against crime and in maintaining public order.The Academy has become a center for promoting national values, ideals and military traditions. Thus, in the sign of high appreciation, on the 5th of March 2012, the Academy “Stefan the Great” of the Ministry of Internal Affairs was awarded, by Presidential Decree, the Order of Battle “Stefan the Great”, becoming the only educa-tional institution in the country which was awarded this supreme award.

Brigada de poliţie cu destinaţie specială „Fulger” este o subdiviziune subordonată specializată cu funcții de suport a IGP, care asigură, prin metode şi procedee specifice, neu-tralizarea şi capturarea infractorilor deosebit de periculoşi, protecţia persoanelor a căror viaţă este în pericol, eliberarea ostaticilor, respin-gerea atacurilor armate sau în grup, căutarea şi reţinerea delicvenţilor evadaţi de sub arest, restabilirea ordinii publice.BPDS “Fulger” este o subdiviziune cu statut operativ, care exercită, în condiţiile legii, atribuţiile ce îi revin cu privire la apărarea or-dinii şi liniştii publice, a drepturi-lor şi libertăţilor fundamentale ale cetăţenilor, a proprietăţii publice şi private, la prevenirea şi descoperirea infracţiunilor şi a altor încălcări ale le-gilor în vigoare, precum şi la protecţia instituţiilor fundamentale ale statului şi combaterea actelor de terorism.

Using special methods and proceedings, the PBSI ensures the neutralization and capture of dangerous criminals, protection of citizens whose life is in danger, response to armed attacks, per-petrated by individuals or groups, search and detention of offenders escaped from custody, restoring public order. The PBSI FULGER is an operation subdivision, exercising, under the law, the incumbent duties on the protection of: public order, the rights and freedoms of citizens, public and private property; the prevention and detection of crimes and other viola-tions of laws; the protection of state institutions; combating terrorism.

Direcţia generală securitate publică este o subdiviziune specializată a Inspectoratului General al Poliţiei al Ministerului Afacerilor Interne cu atribuţii și funcţii de asigurare a cli-matului de siguranţă în comunitate, prin organizarea, dirijarea, moni-torizarea şi controlul activităţii subdi-viziunilor teritoriale de Poliţie în do-meniile siguranţă copii, interacţiune comunitară, prevenire a victimizării şi fenomenelor sociale generatoare de infracţiuni şi contravenţii, controlul şi supravegherea de stat asupra respectării legislaţiei privind regimul armelor, muniţiilor şi materialelor explozive cu destinaţie civilă, ac-tivitatea particulară de detectiv şi de pază, de confecţionare şi distrugere a ştampilelor. Misiunea DGSP constă în im-plementarea politicii de stat prin intervenţii directe și acţiuni eficiente de interacţiune cu membrii comunităţii şi exponenţi reprezentativi ai aces-teia (autorităţile administraţiei pub-lice centrale şi locale) în scopul organizării interacţiunii dintre subdi-viziunile IGP şi membrii comunităţii întru realizarea climatului de securi-tate publică, controlului asupra do-meniilor activităţii licenţiate, potrivit competenţelor stabilite de legislaţia în vigoare, precum și acordarea serviciilor calificate populaţiei pe do-meniile de activitate, transpunerii şi implementării politicilor ce ţin de pre-venirea faptelor ilegale generatoare de infracţiuni şi contravenţii, precum şi în domeniul securităţii publice.

Inspectoratul General al Poliţiei reprezintă unitatea centrală de administrare şi control a Poliţiei, cu statut de persoană juridică şi cu competenţă pe tot teritoriul Republicii Moldova.

Misiunea Inspectoratului Gen-eral constă în implementarea po-liticii de stat ce ţine de asigurarea legalităţii, ordinii publice, drepturilor şi libertăţilor fundamentale ale omu-lui, precum şi a proprietăţii publice şi private.

În vederea realizării misiunii sale, Inspectoratul General are următoarele funcţii:

Inspectoratul naţional de patrulare este o subdiviziune specializată a Inspectoratului General al Poliţiei, cu competenţă pe întreg teritoriul Republicii Moldova, creată în scopul menţinerii, asigurării şi restabilirii ordinii publice, asigurării securităţii circulaţiei rutiere, reacţionării prompte şi opera-tive la evenimentele publice care îşi pierd caracterul paşnic şi civilizat, patrulării locurilor publice şi de agre-ment, precum şi sporirii climatului de siguranţă în societate. Inspectoratul naţional de patrulare coordonează ac-tivitatea tuturor serviciilor de patrulare subordonate Inspectoratului. Poliţia de Frontieră este organul administraţiei publice din cadrul Min-isterului Afacerilor Interne, care îşi exercită atribuţiile şi implementează politica statului în domeniul man-agementului integrat al frontierei de stat, prevenirea şi combaterea criminalităţii transfrontaliere.Atribuțiile Poliției de Frontieră sunt reglementate în Capitolul III, articolul 6 al Legii nr. 283 din 28.12.2011 cu privire la Poliția de Frontieră.Pentru asigurarea realizării sar-cinilor de prevenire şi combatere a criminalităţii transfrontaliere, in-clusiv traficul de fiinţe umane, or-ganizarea migraţiei ilegale, trecerea ilegală a frontierei de stat, con-trabanda, falsificarea şi folosirea frauduloasă a documentelor, Poliţia de Frontieră, în limitele stabilite de legislaţie, constată şi examinează contravenţiile, întreprinde expertiza judiciară a documentelor, efectuează măsuri speciale de investigaţie. Poliţia de Frontieră îşi execută atribuţiile prevăzute în limitele zo-nei de frontieră şi ale punctelor de trecere a frontierei de stat.

În conformitate cu legislaţia în vigoare sarcinile de bază ale Ser-viciului sunt:a) conducerea nemijlocită a sistemu-lui protecţiei civile;b) organizarea şi executarea lucrărilor de salvare, a altor lucrări de urgenţă, în cazul declanşării situaţiilor excepţionale şi a incendi-ilor, şi lichidarea consecinţelor lor;c) organizarea pregătirii preala-bile şi multilaterale a populaţiei, a obiectivelor economiei naţionale şi a forţelor Protecţiei Civile, care includ formaţiunile Protecţiei Civile, Direcţia serviciului de salvatori şi pompieri, formaţiunile specializate ale organelor centrale de speci-alitate ale administraţiei publice, instituţiile şi organizaţiile speciale, pentru acţiuni în caz de pericol sau declanşare a situaţiilor excepţionale şi a incendiilor;d) exercitarea supravegherii de stat în domeniul protecţiei civile şi asigurării apărării împotriva incendi-ilor pe întreg teritoriul ţării;e) efectuarea măsurilor în regimul stării de urgenţă, de asediu sau de război.

В соответствии с действующим законодательством основными задачами Службы являются:а) непосредственное руководство системой гражданской защиты;б) проведение спасательных и других неотложных работ в условиях чрезвычайных ситуаций и при ликвидации их последствий;с) организация заблаговременной и всесторонней подготовки н а с е л е н и я , о б ъ е к т о в национальной экономики, сил Гражданской защиты, включающих структуры Гражданской Защиты, Д и р е к ц и ю с п а с а т е л е й и пожарных, специализированные формирования центральных о р г а н о в г о с уд а р с т в е н н о г о управления и органов специального назначения, к действиям при угрозе возникновения и в условиях чрезвычайных ситуаций и пожаров.д) осуществляет государственный надзор в сфере гражданской защиты и обеспечивает пожарную защиту на всей территории страны;е) принятие мер в чрезвычайных ситуациях, осады или войны.

Centrul ştiinţifico-tehnic ТеКО a fost înfiinţat în anul 1992. Principalele activităţi ale TECO sunt dezvoltarea şi producerea de echipamente de alarmă de incendiu “Astra”. Imple-mentarea în procesul de producţie a sistemelor moderne de management al calităţii care corespund cerinţelor standardului internaţional ISO 9001: 2008 permite TECO să producă articole competitive care corespund cerinţelor populaţiei. Nivelul tehnic, calitatea şi designul modern al produselor sunt confirmate de mai mult de 50 de certificate şi diplome obţinute la expoziţii naţionale şi internaţionale.Dezvoltarea continuă este conceptul de bază al întreprinderii. Acest lucru înseamnă că TECO elaborează şi dezvoltă 5-7 proiecte noi pe an, ceea ce permite companiei să fie unul dintre lideri de pe piaţa rusească de echipamente de alarmă incendiu.
