Dear Greater St. Louis

On behalf of Area Resources for Community and Human Services’ (ARCHS) Board of Directors, staff, funders, and grantee partners, we present our FY 2017 Report (July 1, 2016—June 30, 2017).

During the past year, ARCHS focused on the “power of partnering” with funding, resources, and expertise that strengthened more than 150,000 of our most vulnerable children and their families. We hope this FY 2017 Report informs you how ARCHS is contributing to “moving the needle” on more than two dozen national, regional, and local indicators (p. 14).

ARCHS monitors the impact of its funded and strategically supported programs using the respected and vetted indicators of Kids Count®, No Kid Hungry®, Missouri Family and Community Trust (FACT), Ready by 21® St. Louis, and Forward Through Ferguson. We highlight how ARCHS updated the indicator alignment of our new programming that was added after the Ferguson Commission Report was issued (pp. 15-17).

While we are pleased to pause and reflect on FY 2017, be assured that efforts are well underway to make FY 2018 an even better year for ARCHS and the communities we serve. Each day, we work alongside our growing network of funders and grantee partners to put “continuous quality improvement” into action, on the ground, at more than 380 program site locations where positive impact is most needed.

We are proud to highlight the combined achievements of our community partners that have collectively ensured that our joint programming is currently valued at $21.6 million – each dollar of which strengthens the work being done in neighborhoods, schools, community centers, and faith-based organizations to benefit Greater St. Louis.

Milestones

Data & Information Technology

For the second time in less than a year, ARCHS was nationally recognized for its innovative use of information technology by Social Solutions, whose extremely secure and flexible Apricot Software™ offers tracking as well as outcomes management through real-time reports and actionable data to inform service delivery and build a foundation for continuous internal improvement. For the past three years ARCHS’ staff uses Apricot Software™ on a daily basis to keep track of more than 3,000 program dashboard data points at 380 community locations.

On September 16th, 2016 at a national conference in Baltimore, ARCHS was one of three organizations presented with Social Solutions’ first annual “UNITE Award”. The Social Solutions’ award recognizes ARCHS for the following achievements:

• Commitment to community impact • Data-driven decision making • Dedication to outcomes and performance management.

In March 2017, ARCHS was prominently featured in a six page case study by Social Solutions. The profile highlights ARCHS' innovative use of Social Solutions’ Apricot Software™ to enhance ARCHS' outcomes management strategy for the 34 organizations and programs that ARCHS funds and supports.

After School & Youth Development

In June 2017, the Boys & Girls Clubs of Greater St. Louis presented ARCHS with a national “award of merit.” The honor highlighted ARCHS’ funding and strategic technical assistance and professional development support for area after school and youth development programs.

ARCHS has partnered with the Boys & Girls Clubs for several years, in particular the operation of ARCHS’ after school program site at Adams Park Community Center that is facilitated by the Boys & Girls Clubs.

ARCHS, on behalf of the After School for All Partnership in St. Louis (ASAP), manages a total of 30 after school program sites that serve nearly 2,000 youth annually. ARCHS’ 30 sites participate in an evaluation process in which youth, parents, afterschool site directors, afterschool staff, school administrators, and community partners complete surveys addressing their experiences with and opinions about the after school program. These surveys are based on the statewide evaluation system developed by the Missouri AfterSchool Network (MASN) in partnership with the Extended Learning Section of the Missouri Department of Elementary and Secondary Education (DESE), MU’s Office of Social and Economic Data Analysis (OSEDA), and the David P. Weikart Center for Youth Program Quality.

For the 2016-17 school year, ARCHS’ sites made positive progress on four outcomes:

• Commitment to learning • Youth outcomes • Family support from the parent perspective • Program quality from the staff perspective.

Additional years of surveys and data will be necessary to determine any long term trends and outcomes.

Summer Meals

ARCHS was honored with a "legacy award" by the Helping Hands Food Pantry in October 2016 for the leadership role ARCHS has played in supporting an innovative summer meals program.

During the school year, many children receive meals through the School Breakfast Program (SBP) and National School Lunch Program (NSLP). When summer begins, these children lose access to healthy meals and their nutritional needs are not met when the schools close. Since 2012, ARCHS has participated in a national demonstration project to address this issue, providing more than 11,000 children with summer meals support.

The households chosen received extra funding each month per child for the summer months and prorated amounts for the partial months when school ended late spring and resumed at the end of summer. The St. Louis summer meals program is a partnership with ARCHS, U.S. Department of Agriculture, Missouri Department of Social Services, Family and Community Trust, Ferguson-Florissant School District, Saint Louis Public School District, and Urban League of Metropolitan St. Louis, Inc.

Child Care Health & Safety Trainings During FY 2017, ARCHS increased Missouri’s investment and commitment to child care programs. A federal child care law requires mandatory trainings for child care programs receiving state subsidies. More than 48% (1,860 of 3,845) of Missouri’s registered child care programs are located in the St. Louis area. ARCHS worked diligently with the state and these programs to maintain their state child care subsidy contract and/or registration via these mandatory trainings. Communicating with these program staffs proved to be a challenge in that many were apprehensive and confused about the training requirements. ARCHS used a variety of communications vehicles (phone, email, mail) to enroll participants in the trainings, explain the process, and help alleviate their concerns. Training Highlights:

Forward Through Ferguson: Alignment Update Since August 9, 2014 the word “Ferguson” has taken on important meaning regarding inequities in the St. Louis community. Soon after the Ferguson Commission Report was issued, ARCHS conducted an audit of how ARCHS’ current programming supported the recommendations outlined. Not surprisingly, ARCHS discovered that it is actively engaged in the four regional themes framed: Justice for All; Youth at the Center; Opportunity to Thrive; and Racial Equality. Three years later, ARCHS continues to align its programming with the Ferguson Commission Report. The Ferguson Commission’s specific Calls to Action are listed below, along with the ARCHS' program(s) that moved the action forward in FY 2017. Ferguson Commission Signature Priority #1: Justice for All Call to Action: Utilizing Community-Based Alternatives to Traditional Sentencing

o ARCHS’ Community Mentoring: ARCHS funded local services for the statewide program that supported DYS juveniles in transition from alternative court sentences

o Judicial Circuit Court Program: ARCHS funded services that addressed job barriers for court-referred, non-custodial parents of TANF children
