In 1982 a boat ramp was constructed on County Road 399, just west of Edgewood Drive on HBTS property. The boat ramp belongs to HBTS for use by all res- idents. The association’s bylaws require the main- tenance of all common areas, but over time, the boat ramp was left behind. The years of neglect and the impact of Hurricanes Dennis and Ivan are evident, resulting in a lack of use. The only maintenance performed was after Dennis when the dock was rebuilt. Resident Dan Ram- sey, a founding member of the HBTS Fishing Club, recognized the need to improve the boat ramp. And in June -act- ing as the liaison between the fishing club and the HBTS board - asked the board if it could assist with finding a con- tractor to repair the boat ramp property. Under his leadership, the fish- ing club, along with Jack- ie Goebel, HBTS main- tenance manager, solicit- ed bids for the job. After interviewing several con- tractors, it was decided to recommend John Loftis of Loftis Marine Division, Inc. based in Pensacola to the HBTS board members. The board members approved the estimated cost of $25,500, to include the additional permit- ting costs. Once the HBTS boardmembers gave theirapproval, the process ofgetting approval from theSanta Rosa County Boardof County Commission-ers and pulling permitscommenced.

However, it was soondiscovered that no per-mits had been pulled onthe ramp in years. A doc-ument search producedno permits since 1997 andthat “opened up a wholecan of worms,” said Ram-sey.

Loftis then had to meetwith the Florida Depart-ment of EnvironmentalProtection, the Corps ofEngineers, and submit

paperwork that lead up toa sit-down for a “meetingof the minds” to determinewhat could be done.

That meeting resulted

in a request to the countycommissioners to approvethe conditional-use requestto allow for the expansionof the recreational boat

ramp and gazebo. Therequest was approved inOctober.

Now Loftis is waitingon the permits to start theproject. According to a let-ter from the Santa RosaCounty DevelopmentServices, “the dock/pier,seawall, and a boat rampwill require Coastal Con-struction reviews andBuilding permits,” toinclude a building permitfor the gazebo. Ramseyhopes the permits will begranted within the nextcouple of weeks so workcan begin.

Public input was alsosought and the neighborson each side of the facili-ty expressed no opposi-tion to the improvements.

Once the permits areapproved, Ramsey believes

it will only take a coupleof weeks to complete theramp and dock improve-ments; however, the gaze-bo may take a bit longer.

Some of the improve-ments to the existing struc-tures will be pouring newland slab; creating a slopedhandicap approach; pour-ing a new level pad thatwill be flush with thewooden deck approachplatform; extending theexisting approach plat-form width by two feet;and installing a catwalkoff the dock. The ramp willaccommodate 18-footboats.

To use the boat ramp,no reservations arerequired. The area islarge enough to accom-modate several boatersand families.

a pool enclosure. The savingsfrom not heating the pool thiswinter would save $40,000 in theheating costs and the $9,000 thatit takes to put up and take downa vinyl dome. The other savingswould come from not purchas-ing the vinyl dome which wouldsave $120,000. There was $142,000in an improvement fund andthen the board could decide toset aside $85,000 in 2012. It wasalso mentioned that the annu-al reoccurring costs would beabout $15,000 versus the $49,000currently spent each year to heatand put up and take down theseasonal pool dome.

The entire permanent enclo-sure would have a lifespan of 30years versus the five to sevenyears of a vinyl dome, which hasa current annual operatingexpense of $49,000.

In all, with a permanent struc-ture, the association would save$34,000 annually.

The pool enclosure commit-tee was also tasked to look intothe option of having solar heat-ing augmented with natural gas.Currently the lap pool is heatedexclusively with natural gas, whichis the bulk of the annual cost.

To heat the pool with solarpanels would cost the associ-ation about $95,000 up front,and it would be recouped afterfour years.

The board of directors is expect-ed to vote on whether to pur-chase the solar panels during itsDecember board meeting.

the fees for an in-house notary withthe stipulation that if the employeeleaves the association will be reim-bursed because the notary status goeswith him/her. The notary service willbe available for HBTS business andmembers only.

■ Association Certificates of Depositsare maturing and the board voted torenew them for three and six monthsso that there will be a “ladder” effectand funds will be available at differ-ent times and not all at the same time,or conversely, not available.

■General manager search was dis-cussed. Landrum Professional is help-ing with the search and there havenot been very many qualified candi-dates to date. The board voted to extendthe interim general manager occu-pied by Jennifer Barrett until the endof January.

Architectural issues were not discussed.

Members of the HBTS ten-nis community are excited toannounce that Jimmy Cellihas assumed the role of Inter-im Tennis Pro, effective Nov.7.

Celli recently relocated toFort Walton Beach after 20years of teaching on the EastCoast. He is certified by theUSPTR and the USPTA as aP1 instructor.

Celli is enthusiastic aboutthe growing interest in tennis atHBTS and has begun planning several newevents for the near future.

Upcoming events will include mens’ and ladies’nights, junior USTA and ladder play, and a mixeddoubles round robin mixer for all levels of play,with food, drink, prizes and lots of fun.

Cost for adult lessons and clinics are on a slid-ing scale based on the number of participants.The junior clinic schedule can be found below,and at the HBTS website, www.HolleyByThe-Sea.org (click on Complete Menu, then click onTennis).

Hello all, Wow. It is December already.

How fast another year has flownby. It will be 2012 before we knowit. The dome will be up by now andour lap pool will be comfortablyheated again. Thank you all for yourpatience in the dealing with thecool water temps until the domewas in place. We are still movingforward with looking into the solarenergy and hopefully will havesome decisions soon. Also the

research into upgrading the Recreation center server andmoving to electronic filing of our documents is very closeto being finished. We should be able to begin the processin the new year.

Everyone should have received their annual assessmentstatements by now. Please remember to return the surveywith your payment before Jan. 1. While we prefer you mailyour payment to Charter Bank (formerly First NationalBank of Florida), you may also pay at the Recreation Cen-ter or on-line at www.Holleybythesea.org.

Some dates to remember: The facility will be closed onChristmas Day New Year’s Day and closing at noon onDec. 24 and 31. We will also be closing at 5 p.m. Dec. 16 foran employee Christmas party. At the BOD’s request, adonation box has been placed in the Recreation Centerlobby for anyone wishing to express their appreciation tothe employees of HBTS Recreation Center.

For Richard and Martha Justice, having a wellmaintained yard is not just about fancy land-scape elements and exotic plant life.

The basics of lawn maintenance are anythingbut routine for the Justices, who live at 1939Commodore Drive. Richard makes sure thathis spacious lawn is always in tip top condition.

It was this attention to detail and commit-ment to routine care that lead Frank Valensi,November’s Yard of the Month winner to sin-gle out the Justice home as December’s Yard ofthe Month winner.

“One of the reasons I picked this house isthe way the bushes are meticulously trimmedand the edging on the lawn makes this yardstand out,” said Valensi. “The front, back, andside yards are all well manicured and fertilized.”

Richard and Martha moved to the Holly bythe Sea community more than 10 years ago,when they first arrived in Florida. They helpedplan out the landscaping to ensure that theiryard was truly the crowning jewel of their home.

The white brick retaining wall which encir-cles the palm trees in the front yard is offset bythe lush green Florida plant life. In the spring,the dormant lawn roars back into life, provid-ing a thriving carpet of grass for bare feet toenjoy.

Balance and symmetry are the hallmarks ofthe Justices’ yard; there is not one spare inchthat was not perfectly planned and executed.From the height of the palms near the entry-way to their home, to the width of the Justices’hedges, no detail is too small to escape notice.

The result is a classic Florida yard with a win-ning edge.
