CRIMINAL DAMAGE/HATE CRIME Between Friday, December 8, 2017 7:00 p.m. and Saturday, December 9, 2017 9:00 a.m., unidentified suspect/s used a sharp instrument to scratch at least 10 vehicles parked at an apartment complex located at 10851 N. 43rd Avenue. Racist Graffiti, including the letters KKK, was scratched on 2 of the vehicles, Detectives need assistance in locating suspect/s in this case. NORTERRA COMMUNITY FIRE DEPARTMENT COVERAGE UPDATE The Phoenix Fire Department is working in concert with city management to aggressively implement a solution to concerns about emergency response coverage in the Norterra Community in North Phoenix. After analyzing comprehensive research of detailed response data over the past several months, a phased plan approach has been developed to provide prompt fire department response in the area. The immediate solution is to staff a peak time advanced life support fire engine, with four firefighters, in the area of Jomax Road and Interstate 17. Peak time means approximately 9 a.m. to 9 p.m., based on our response data. We anticipate this temporary solution being in place very soon and are currently working aggressively to enact it. The city acknowledges there is a need to provide fire service with a new station in the Norterra Community on land the city already owns. This project is a priority that is currently being processed internally to determine budget, design, development and related staffing decisions that need final approval. But for now, Chief Kalkbrenner has found a temporary solution to use existing resources to provide more coverage during the peak hours based on our data. The Phoenix Fire Department is deeply committed to the safety and welfare of our community. We have been planning this phased approach of providing service to your neighborhood and now we are on the cusp of enacting it. It is worth noting that even when neighborhood fire trucks are not available due to emergencies, that the Phoenix Fire Department utilizes a nationally recognized service delivery model that hinges upon our dispatch centers sending the closest available unit to an emergency, even if that means fire trucks respond from nearby cities. It is an extremely effective model which provides the fastest, safest available resources to our community.

COUNCILWOMAN WILLIAMS HONORED WITH PRESTIGIOUS CENTER CITY

STARR AWARD Since 1993, Phoenix Community Alliance (PCA) has honored men and women from the public, private, and non-profit sectors who have made outstanding contributions to advance the quality of life and further the renaissance of Central Phoenix. The Center City Champion Award was presented from 1993 to 1997. In 1998, the award was renamed the Center City Starr Award after the late Barry Starr, PCA’s long-time President. Prior to joining PCA, Starr served as a City of Phoenix Police Officer, Valley Big Brothers Executive Director, Phoenix City Council Member, and Assistant to Governor Rose Mofford and Mayor Paul Johnson. Starr was a driving force behind the development of Steele Indian School Park.

Today PCA continues to find the right opportunities for business leaders to collaborate with government – city, county, state, and local federal agencies – and with other stakeholders including educational, cultural, research institutions, and emerging industries to build the 21st century city we want. The Center City Starr Award Honors Individuals who: Consistently lead and challenge the community to continued quality growth and development. Unfailingly support the commitment and efforts of business, government, educational, cultural, civic and religious organizations, neighborhood groups, property owners, and individuals to revitalize Central Phoenix and surrounding neighborhoods. Tirelessly devote their time, talent, and resources to the betterment of Central Phoenix. At the awards ceremony, City Manager Ed Zuercher introduced Councilwoman Williams with the following:

Councilwoman Williams was re-elected to her third term as District 1 representative in 2015. She previously served on the Council from 1989 to 1996 and has served as interim Mayor twice. Her history is a remarkable journey through important events that shape our City over the last 30 years:

• The beginning of GPEC in 1989;

• The building of Arizona Center, the downtown basketball arena; Phoenix City Hall; the Convention Center;

• Light rail;

• Building the original 5 miles of SR-51 (did you know the City of Phoenix built that freeway and started the regional system?);

• Bringing international flights from London and Europe.

Councilwoman Williams is an advocate for efficiency and transparency in government, public safety, and domestic violence prevention. She is an expert in transportation and water security, and is well known for her passion to protect animals in our city. All those things are remarkable and tell us about her expertise as a strong leader for Phoenix. But, none of those things by themselves, makes someone a Center City Starr. Mostly I believe Councilwoman Williams was recognized as a Center City Starr because she represents what we want our elected officials to be - a public servant who puts the good of the entire City of Phoenix at the top of her to-do list every day. Consider this: Thelda represents District 1. Stretching from Metrocenter to beyond Anthem, this District is the farthest possible distance in Phoenix from Downtown. She fights hard for her District. But she has always been a strong believer and a fighter for downtown. Thelda understands that a strong downtown makes a strong city, region and state. She doesn’t see success for Downtown as a zero-sum game where a win takes away from north Phoenix, but as a shared victory that makes every part of Phoenix better.

Thelda understands that Downtown is EVERYBODY’S neighborhood. That light rail, streets and freeways are all important parts of a strong transportation network. That attracting a grocery store to Central and Washington pays dividends on Bell Road. That building a convention center creates resources that help us rebuild a new swimming pool at 35th and Dunlap. That ASU and UofA downtown make a better life for all of our children and grandchildren. That investing in a renovated Arena makes everybody’s neighborhood better. One last piece of this award that is notable - Thelda Williams served on the City Council with Barry Starr, for whom this award is named.

NEW RIVER AND DESERT HILLS WATER HAULER PERMITS EXTENDED After many discussions with Phoenix’s Water Services and Law departments, Councilwoman Williams coordinated a resolution to a pending water hauler deadline in New River and Desert Hills. Councilwoman Williams appreciates Corporation Commissioner Andy Tobin, State Senator Karen Fann, Maricopa County Supervisor Bill Gates, EPCOR, Phoenix’s Water Services and Law departments, the Anthem Community Council, residents and many more who came together, allowing for a short-term extension while a long-term solution is put in place.

PHOENIX SISTER CITIES YOUTH AMBASSADOR EXCHANGE PROGRAM Phoenix Sister Cities exists to create people-to-people relationships between the residents of Phoenix and its sister cities through commercial, educational, cultural and artistic exchange programs and events that create and sustain global, long-term, international partnerships and business opportunities for the citizens of Phoenix. Beginning October 1st, applications will be accepted for the

2018 Phoenix Sister Cities Youth Ambassador Exchange Program (YAEP). What is the Youth Ambassador Exchange Program? Phoenix high school sophomores and juniors apply to be selected to serve as a Youth Ambassador to one of Phoenix’s ten Sister Cities. Upon selection, the Youth Ambassadors will participate in Academy Sessions where they not only learn how to interact in their host country and what they can expect, but also how to best represent Phoenix, the state of Arizona, and the United States abroad. Each Youth Ambassador will depart in the summer to spend approximately three weeks in the Sister City they are assigned. They will live with a host family and an international counterpart where they will be fully immersed in the culture of the Sister City. Shortly after the Youth Ambassadors return to Phoenix, their international counterparts from their host city will then travel to Phoenix to spend approximately three weeks living with the Youth Ambassador. While the

international counterparts are visiting, both the Phoenix and the international Youth Ambassadors will engage in trips and activities to give the international students the best representation of Phoenix culture. HONORING OUTSTANDING PHOENIX YOUTH The city of Phoenix Youth and Education Office is now accepting applications for the 2018 Outstanding Young Man/Young Woman (OYMYW) of the Year awards. The OYMYW of the Year program recognizes and honors the outstanding achievements of young people, enhances the perception of youth and raises community awareness of the positive contributions of youth. This awards program is open to any students currently enrolled in high school in Phoenix or live within Phoenix city limits. Here's how it works:

• One young man and one young woman will be selected as winners from each city council

district and receive an award of $500. • In addition, each district-level winner will be eligible for an additional $1,500 award if they are

selected as the citywide winners.

Students interested in applying will need to write an essay, submit a recommendation letter and proof of legal residence in the United States. Finalists will be interviewed by judges of the program including members of the Phoenix Rotary 100 and Soroptimist International of Phoenix. District award winners will be invited to a luncheon sponsored by Rotary 100 and Soroptimist International where the citywide award winners will be announced.

Eligible students can apply before 5 p.m. Feb. 19, 2018 through the online application form located

ARTS GRANTS FOR YOUTH-ORIENTED PROGRAMMING In June 2017, the City Council approved a $20,000 increase to the Community Arts Grants program for Youth-Oriented Programming for the 2017-2018 fiscal year. Since this funding was made available after the completion of the 2017-2018 Community Arts Grants process, the Office of Arts and Culture collaborated with the Phoenix Youth Arts and Culture Council on disbursement of the funds, including establishment of

a new grant category. For the 2018-2019 fiscal year, the Youth Arts + Culture Engagement Grants will be processed in coordination with the other Community Arts Grants with a deadline of March 23, 2018. The following projects were approved for the 2017-2018 fiscal year: Youth Arts + Culture Engagement Grant Facilitated by the City of Phoenix Office of Arts and Culture's Youth Arts and Culture Council, the Youth Arts + Culture Engagement Grant is a funding opportunity for youth led arts and culture advisory boards, councils, art groups, clubs, and similar organizations to create projects which support the artistic and cultural work of young people or projects which introduce youth to arts and culture in the City of Phoenix. The following grant proposals received during November 2017 were approved:

Western School of Science and Technology High School Art Club: $2,500 Arizona School for the Arts Fashion Show: $2,500 North High School Literary Magazine: $2,500

Youth Arts and Culture Pilot Project Grants In addition, the following projects proposed by Youth Arts and Culture Council members will support arts and culture clubs of the following Phoenix-based schools to activate local parks and senior centers through intergenerational arts programming. These projects will be overseen by Youth Arts and Culture Council members at their schools:

Sandra Day O'Connor High School: $1,500 Arizona Agribusiness and Equine High School: $1,500 Alhambra High School: $1,500 Washington High School: $1,500 Basis Ahwatukee High School: $1,500 South Mountain High School: $1,500 Shadow Mountain High School's North Valley Arts Academy: $1,500 Veritas Preparatory Academy: $1,500

CUTTER AVIATION DEER VALLEY, INC., NEW GROUND LEASE AND

AMENDED LEASE FOR COMBINED FIXED BASE OPERATOR (FBO)

AGREEMENTS Cutter is currently a FBO of two operations at Phoenix Deer Valley Airport and provides aircraft storage, fuel sales, maintenance services, and avionics and aviation supply sales. Cutter intends to grow the services offered to local and transient aircraft operators through a new hangar development and improvements to its FBO facilities.

Cutter will invest not less than $5 million to construct new aircraft storage hangars that consist of approximately 60,000 square feet at Phoenix Deer Valley Airport. Cutter will also make an investment of not less than $2 million to upgrade and improve its FBO facilities. In order to allow Cutter to amortize these investments, the term of the FBO agreements will be extended 23 years. Upon expiration, ownership of all of Cutter's investments and improvements will be conveyed to the City. The FBO agreements will be combined into one agreement and the rental rate will be based on a ground lease at fair market value versus the current methodology of a minimum annual guarantee. The area of the current FBO leased premises is approximately 20 acres.

ASU TO MOVE THUNDERBIRD SCHOOL TO DOWNTOWN PHOENIX CAMPUS

INTO NEW $40M-$50M BUILDING As part of its continued commitment to the Thunderbird School of Global Management, Arizona State University announced the relocation of the iconic school’s graduate programs, and the Thunderbird Executive Education program, to a new building on its Downtown Phoenix campus. This geographic move reflects the strategic importance ASU places on Thunderbird and its role in the university’s global vision. It represents a significant investment in the school’s continued excellence long into the future. “Locating Thunderbird with other ASU schools and departments on the Downtown Phoenix campus will provide greater community embeddedness and enhanced resources for Thunderbird students and faculty,” ASU President Michael M. Crow said. “This move also brings Thunderbird closer to other university schools and departments and to the private- and public-sector forces in downtown Phoenix that are engaged in international business and nonprofit organizational activity.”

HOW TO DONATE TO HELP THE HOMELESS Some of the most common calls our office receives are related to issues with our homeless and transient population. Homeless and transient issues are experienced across the country and they are growing. Phoenix is not alone in its struggle to find effective ways to address the concerns of all of our residents and that includes those who need the most assistance in finding housing, or other services. Often, people ask how to help in ways that get less fortunate people the help they need. Handing out money seems like a quick method to help, but it doesn’t contribute to long term, or effective solutions. We suggest that if you want to help, consider donating to charities such as St. Mary’s Food Bank, UMOM New Day Centers, Central Arizona Shelter Services, the Phoenix Rescue Mission, or any other of the many organizations that can provide housing, or other services. HEAD START FAMILY SUPPORT A Head Start Preschool parent with Greater Phoenix Urban League - Pendergast Early Childhood Center is currently taking care of a 3-year-old family member who was involved in a car accident with a wrong way driver. The 3-year-old is in a cast which prohibits her from walking or using the bathroom on her own. A Head Start caseworker observed the parent carrying the child while dropping off her own children to school and was able to assist the parent with a free wheelchair through the Southwest Lending Closet for the duration of the time the child will be in a cast.

Duet: Partners In Health & Aging—a 36-year-old Phoenix area nonprofit that promotes health and well-being through vitally needed services to homebound adults, family caregivers, faith communities, and grandparents raising grandchildren—has moved into a new office space

in the Metro Parkway neighborhood. Duet’s new office is located near 31st Avenue and Dunlap at 10000 North 31st Avenue, Suite D200, Phoenix, AZ 85051. “We look forward to being a part of the vibrant Metro Parkway neighborhood and business community,” said Elizabeth Banta, executive director. “Relocating is the perfect opportunity to expand our reach and enhance service coordination in a welcoming space that showcases the collaborative and caring efforts that our supporters, community members, and—most importantly—those we serve have come to expect from Duet. While our office will be at a new location, we will still provide services to homebound adults, family caregivers, faith communities and grandfamilies across the Valley.” An open house and ribbon cutting at Duet’s new office is being planned for March 1, 2018. To help support the significant move, Duet launched its “Let’s Soar” fundraising campaign, with a goal of raising $250,000. To date, more than $49,000 has been raised and the campaign is ongoing. The fundraising campaign will underwrite capital costs of moving and rent while providing a continuity of care that keeps up with the growing need for Duet’s vital services. GLENDALE UNION HIGH SCHOOL DISTRICT NEWS

Glendale Glitters Performance The Glendale Union High School District Vocal Ensembles will make a dazzling appearance Friday at Glendale Glitters. All nine of the school’s choirs will perform, starting at 8 p.m. School choirs will sing pieces separately and as an entire, nine chorus unit. The selections will include beautiful, classical holiday pieces and other works the students have focused on this year. GUHSD has participated at Glendale Glitters for many years and students look forward to this annual contribution to the season and the

community. The event is free and open to the public. Glendale Glitters takes place in historic downtown Glendale on Glendale Avenue and 59th Avenue. This informational evening will introduce students and their families to prestigious college and university opportunities. Representatives from some of the country’s top schools, including Brown, Princeton, Yale and Harvard will be onsite for families to investigate higher education opportunities. WASHINGTON ELEMENTARY SCHOOL DISTRICT NEWS Last week, the Washington Elementary School District was recognized in a New York Times analysis as one of the top 20 school districts in the country for growth over five years among students third through eighth grades. Additionally, WESD was one of three public school districts in Arizona to receive this recognition along with the Chandler and Peoria Unified School Districts. This growth is a reflection of the hard work and commitment of every WESD employee! The Washington Elementary School District (WESD) will host a

Teacher Interview Fair this Saturday, December 16, 2017 to hire teachers for the 2018-2019 school year. The fair will be held from 8:30 a.m. to 12:30 p.m. at the WESD Administrative Center, 4650 West Sweetwater Avenue, Glendale, 85304. Contracts for the 2018-2019 school year will be offered to qualified candidates. Student teachers, soon-to-be college graduates, seasoned teachers and alternative pathways are encouraged to attend! Interviews will be conducted for those interested in teaching: kindergarten, elementary education, special education, language arts, mathematics, science, social studies, general music, art and special needs preschool. CITY MANAGER’S REPORT:

Economic Development & Education From Dec. 7-12, the Phoenix Convention Center will host 2,200 estimated delegates at the 48th National Athletic Directors Conference. The National Interscholastic Athletic Administrators Association (NIAAA) champions the profession of administering athletic programs in our nation’s high schools and middle schools. From Dec. 7-24, the Phoenix Symphony Hall will host 30,000 estimated attendees at Ballet Arizona’s performance of the Nutcracker. The magic of The Nutcracker illuminates the stage with more than 150 performers, hundreds of costumes, and the beauty and athleticism of Ballet Arizona’s nationally recognized dancers. On Dec. 6, the Orpheum Theater hosted 1,200 estimated attendees at SEED APOT Demo Day. SEED SPOT is a 501c3 organization dedicated to supporting all social entrepreneurs creating a product, service, or technology that improves lives or makes the world a better place. They support entrepreneurs by surrounding them with the right access to resources, mentors, business fundamentals, community partners, capital sources, and anything they need to succeed. Community and Economic Development’s Youth Program staff continue to recruit young adults, ages 18 to 24, for the upcoming Highway Construction Training Program in conjunction with Maricopa County Workforce and the Associated General Contractors of America, Arizona Chapter. Thus far, contract provider agencies have identified seven youth to participate in this program that will begin Dec. 11, 2017, and run for 10 weeks. The first two weeks will focus on industry readiness, and the remaining eight weeks will provide young adults with a work experience within a construction contractor organization. Successful participants could be offered employment upon completion of the program.

Neighborhoods and Livability Arts and Culture staff is partnering with Artlink, Downtown Phoenix, Inc. and Street Transportation to issue a call for Arizona artists and designers to develop unique designs for bicycle racks. Arts and Culture staff participated in a public meeting at DPI the evening of Dec. 6 to assist artists in applying for the project. Street Transportation is conducting an online survey to gauge the public’s knowledge and attitudes about driving a vehicle and riding a bicycle in Phoenix. Survey results will be used to further shape the City’s overall bicycle program efforts. The survey will remain open Dec. 4, 2017 through March 31, 2018. Planning and Development staff conducted a pre-application meeting for a new 22,245-square-foot Aldi Grocery Store and associated site improvements at 1401 E. Bell Road. This is a new concept grocery store and is the first location in the Phoenix area. The project is in the process of obtaining variances for building and landscape setbacks. Planning and Development staff conducted a pre-application meeting for a new mixed-use high-rise development at 201 W. Van Buren St. that will be constructed in two phases. The ground level will house an indoor multi-tenant, market-type food/retail space. The total unit count will be 1,200, which may be reduced based on a redesign to meet the Downtown Code requirements. Planning and Development staff granted preliminary approval for the second (and final) phase of the Vistal project at 7th Street and Dobbins to proceed with development of 195 additional single-family detached homes, a model home complex area and recreation center. The northwest portion of the site was modified to replace higher density, attached development with a lower density detached product. Planning and Development’s Office of Customer Advocacy staff is facilitating an Adaptive Reuse project for State 48 Brewery at the historic Welnick Brothers Market Building at 3rd Avenue and Van Buren across the street from The Van Buren music venue. Staff is assisting the business owner, PDD Site Planning and Historic Preservation staff and Street Transportation Department staff to review a street activation proposal. The business owner previously had submitted an amended site plan that includes interior brewing equipment and dining space, an outdoor dining patio in the right of way and a façade remodel to accommodate access to the space. Planning and Development’s Office of Customer Advocacy is providing development assistance to the Chef and owner of Gallo Blanco to repurpose an existing auto body shop into a new fast casual Vietnamese restaurant at 7th Avenue and Camelback Road. A site plan was submitted that includes a partial demolition of the existing structure to reduce the building footprint and provide additional parking. To improve on-site circulation, the developer proposes to acquire a portion of the Light Rail Park and Ride facility to the north. Staff has connected the development team to staff in the Real Estate and Light Rail Office to explore the potential acquisition of land. Planning and Development’s Inspection staff was recently commended for exemplary work on two major projects. The Annual Facilities Program (AFP) staff received commendation from a construction contractor performing major work for Phoenix Elementary School District. In a letter sent to AFP staff, McCarthy Builders thanked AFP inspectors for “their willingness to help guide and support the school district in creating

a safe and economical solution. In dealing with some of the most difficult financial times for school districts, this team has consistently displayed insight and knowledge to do whatever is in the best interest of the community and students.” A representative of Alliance Residential Company, which manages the new apartment complex, wrote staff to thank them “for working through some other construction issues for their new project.”

Financial Excellence Public Transit prepared the “Uniform Report of DBE Commitments & Awards and Payments”, which is an annual report of Disadvantaged Business Enterprise (DBE) participation in contracts awarded or committed with federal funds. This report covered the period from Oct. 1, 2016, through Sept. 30, 2017, and is due to the Federal Transit Administration on Dec. 1 of each year. The DBE achieved for the year was 9.2%, which exceeded the City goal of 4.97%.

Social Services Delivery On Dec. 2, Human Services staff participated in the Phoenix First Step Drop-in Center for survivors of human trafficking at Helen Drake Senior Center. The drop-in center is a joint effort between Arizona State University and the City of Phoenix. Local medical, legal and social service providers were on site to assist survivors. Approximately 35 people were in attendance. City of Phoenix staff are working with My Brother’s Keeper, the Aviation Department, and YouthBuild staff to host an Aviation Career Fair for YouthBuild students on Jan. 24, 2018. The event will take place at the Gateway Community College Central City location, 1245 E. Buckeye Road. The event will also be open to the public and community.

Public Safety On Dec. 2, HR staff assisted Police with the Police Recruit exam held at Grand Canyon University. Four hundred fifty-one applicants signed up for the exam. The exams are scored on a scanner and results are provided immediately. Those who passed the written exam were given a pass for the next physical exam. On Dec. 7, a Fire Community Education Specialist taught fire and home safety to adults with special needs at AHF-Perry Rehabilitation Center from 9 to 10:30 a.m. The staff at this rehab center are trained to connect to people with autism, their families and their caregivers. On Dec. 16, children of all ages will have a chance to take a ride as the Phoenix Fire and Police Departments host their annual “Rides for Toys” events. The City of Phoenix will trade a ride in a fire truck or police car in exchange for a new, unwrapped toy or clothing item sized newborn to 8-year-old boy or girl. The toy donations will go to at-risk youth at valley charities. The Dec. 16 event is being held from 5 to 8 p.m. at the Ahwatukee Target at 4734 E. Ray Road.

Phoenix Team Jim Bennett was honored with the American Association of Airport Executives’ (AAAE) Distinguished Service Award. The Chairman of AAAE traveled to Phoenix to present the award on Nov. 29 at a PHX Aero Club luncheon. AAAE and Phoenix Sky Harbor distributed a national press release announcing the prestigious award. The City of Phoenix was one of ten cities honored at the C40 Cities Bloomberg Philanthropies Awards ceremony, which recognizes the world’s most inspiring and innovative cities taking climate action. Phoenix was one of two cities to win the “Cities4ZeroWaste” award for the Reimagine Phoenix Initiative to divert 40 percent of waste away from the landfill by 2020 and zero waste by 2050.
