• Engineer submitted final PS&E package. • Held Technical Review Committee meeting. • Started advertising for bids November 28th.

Planned activities for the period ending December 31, 2012:

• Hold mandatory Pre Bid meeting on December 13th. • Take bids on December 20th, review and prepare to award contract. • Schedule work outlined in work plan for Decanter repairs to coordinate with UV

and valve repairs. Project schedule:

• Design: February 2012 to December 2012. • Construction: 4th Quarter 2012/ 1st Quarter 2013

Hatfield Basin Trunk Sewer Design Engineer: Freese & Nichols, Inc. Progress this period:

• 90% PS&E submittal submitted by the Engineer and reviewed by staff. • Attended PISD board meeting and completed PISD easement acquisition at

Jamison Middle School, completed corner clip acquisition at FM 518. • Completed 90% tree protection plans based on tree evaluation report. • Engineer preparing for 100% plan submittal. • Reviewing project scope and budget for efficiencies, preliminary indications are

that materials prices are rising. • Held Utility Coordination meeting with utilities.

Farm Road Park. • Public Works completed 200 ft. of open cut to tie in the newly installed segments

of water line across Dixie Farm Park, and along the Harris Co. detention pond, to complete both segments of water line.

• Water meter vault delivered to site.

Planned activities for the period ending December 31, 2012: • Hydrostatic testing and chlorination of the water line. • Approval of the water line, flushing and placing new water line into service. • Repair of any sidewalk and site restoration. • Coordinate with BDD#4 and Harris County as needed.

• Obtained geotechnical investigation proposal for borings needed for boardwalk foundations.

• Consultant preparing 90% plans. • Parks Department received notification of possible grant funds becoming

available. Planned activities for the period ending December 31, 2012:

• Negotiate contract for soil borings. • Obtain soil borings and complete design of foundations for boardwalk. • Review project for possible phasing if a portion of grant can be assigned for

construction. • Coordinate with Parks Department on any agreements necessary for grant funds. • Continue with Final Design and complete submittal of 90% plans. • Coordinate with KPB.

Pearland Parkway Extension Design Engineer: HDR Engineers, Inc. Progress this period:

• Engineer submitted 60% plans. • TxDOT reviewing Categorical Exclusion (CE) documents, drainage report

and 60% plans. • Traffic warrant study revised and submitted to TxDOT. • Noise analyses are being reviewed by TxDOT. • Continued review of CE environmental segments. • Monitored jurisdictional determination sent to USACE. • Engineer finalized geotechnical report. • Right-of-Way maps revisions provided. • TxDOT started reimbursements to City.

Cullen Parkway Improvement (Beltway 8 to FM 518)

Progress this period: Phase II Work north of City Limits

• Bridge bents were completed in early Nov. • Bridge beams were set and final beam completed Nov. 30 • Hand poured the median between the McHard/ the Park Entrance • Subgrade preparation ready north of the Bridge for stabilization

operations in 600 foot increments • Drainage laterals are complete on northbound side

Planned Activities for period ending Dec. 30, 2012:

• Again, no schedule was available at the time of this report But below

are some of the know items that will take place during the month of November.

o Form work and Reinforcing steel will begin on the northbound section of the bridge in early Dec. This is scheduled to require about two weeks

o Depending on weather the bridge deck may be poured before the Christmas break

o Liming operations will begin in early Dec between the bridge and the Beltway. These will be completed in 600 foot increments allowing for basing and bond breaker operation to follow immediately

o Side street intersections will begin during the first week of Dec. These are to be performed half at a time to maintain traffic access

o Rough excavation completed from WalMart to about 800 feet north of Napp Filled eight existing to remain AT&T manholes that will be

abandoned in place Three manholes known to remain north of Napp Rd.

o Basing operations completed from Orange to Napp Road o Drainage laterals complete along northbound side o Drilling bridge and abutment foundations at Town Ditch and Hickory

Slough bridges One abutment foundation on north side of Hickory Slough

was determined to be six inches out of place and must be either re-drilled or modified substantially to be accepted. This may delay work at this location until the contractor can determine what will be acceptable

o Work at the McHard intersection is complete and traffic patterns have been returned to normal on the new pavement. No further long term intersection closures will be required here or at Orange.

o Drainage outfall work at Town Ditch and Hickory Slough bridges is now complete

Planned Activities for period ending Nov 30, 2012:

• Nighttime Roadway Paving operations are scheduled to begin December 17th beginning at FM518 and moving north.

o First segment to pour will be Broadway to Orange then from Orange north.

o Contractor planning five nights of paving to culminate on evening of 12/ 21.

o Contractor’s forces will break for Christmas the evening of 12/21 and not return until Jan. 3

o Signals at 518/ 35 intersection can be completed and activated once the northbound lanes are poured in that first full block north of the intersection and NB traffic can be moved over on to them.

Railroad Crossing Quiet Zone

Design Engineer: ARKK Engineers Contractor: N/A CM: In House Billed to Date: $ 12,600 % Billed: 50 Contract Days Used: 75 % of Contract Days: Progress this period:

• TxDoT Area Office has approved the City’s plan set for modifications to the Crossing for the Quiet Zone.

o TxDoT requested copies of the agreement between the City and BNSF for final processing of the permit.

• BNSF sent draft agreements to Staff Oct 30th, Staff are reviewing those documents now to determine if Council approval is required.

• Staff’s efforts to coordinate Quiet Zone crossing with BNSF are still proceeding. Presently it appears that the City will not pay for any work by the railroad at this crossing.

• Waiting on review of scope of work by piecework contractor

• Continue to coordinate with Railroad on timing of repairs and new construction.

o Continue work on agreement with railroad • Forward all required agreements and plans for permitting once the

agreements have been received from BNSF • Obtain an agreement with unit price contractor for the paving and

median modifications

McHard Road 16” Water Line and Roadway PER Progress this period:

• Attended monthly progress meeting. • GC met with Monument Pipeline to discuss any potential conflict with the installation of the

waterline. Monument provided the city with a list of guidelines that are required to work within their right of way and in particular for the crossing of their pipelines.

• GC completed the Preliminary Drainage Report and submitted copies to the City and BD4 for review.

• Followed up with TxDOT’s Permit Coordinator regarding the line crossing beneath SH288. o Coordinator has spoken with TxDOT’s structural engineers who requested that we

submit the plan without altering the proposed design, noting that upon their review, there may be some adjustments required.

• The geotechnical work continued along proposed alignment. Planned activities for the period ending December 31, 2012:

• Begin work on the Traffic Warrant Study. • Prepare and attend a monthly progress meeting. • Continue utility coordination.

Project Schedule:

• Project design is scheduled for twenty-four months. Westchester Sidewalks and Drainage Project Progress this period:
