1. The Army-Navy Communication Intelligence Coordinating Committee (ANCICC), under the direction of higher authorities, coordinates the communication intelligence activities of the armed forc&s. It consists of:

Completion Dates
• 6. ANCICC has authorized its Secretariat to fix dates for the completion of reports and other Illcl.tters by A1~CICC subcommittees.

7. ANCICC is supported by various subconllllitteeb composed of members from G-2, ONI, SSA, and ~CA.
8. The duties of a subcommittee of ANCICC are to:
a. Make recommenu~tions to ANCICC concerning communication intelligence policies.
b. Coordinate methods, procedures, operations, equipment (including recommendations for the coordination of research, development and alloc~tion to m~et operationul n~ed&) of the communication intelliganco activities within tho cognizance of the subcommitt~e.
c. Establish its own method of proc~dur~ in carrying out its duties.
d. Implem~nt its decisiono ~xc~pt vn matters of maJor policy ~J:uch will be referred to ANCICC.
e. Form committees from personnel of the Army and Nr...vy as required to assist' in its performance of its duties.

-9. Each subcommitte'e of ANCICC may request other subcommittees for such information and assistance as may be required in connection with its duties.
Subcommittees and Their Composjtion
10. Each subcommittee is organized to study and report on problems arising in a designated sector of the communicctions intelligence field. Except as specifically authorized by ANCICC, the membership of subcommittees is limited to two representatives of the U. s. Navy and two representatives of the u. s. Army.
11. 12. Subcommittees are authorized to implement their unanimous decisions in specific matters whl.ch 1nvol7e no question o~ policy or principle.
Meetings of Subcommittees
13. Regularly scheduled meetings will be held on or about the. third Wednesday of each month, but if the urgency of subcommittee work requires, additional meetings ~hould be held as often as necessary to enabld the subcommittues to compl~t~ their ~ork expeditiously.

Cr.airman's Duties
15. Th~ responsibility for expeditious action on mo.tt~rs referr&d to a suocommittee, as well as the responsibility for th~ form, complet~noss and accuracy of its reports, rests upon the chairman of the subcommitt~e. It is lns duty to s~cure a unanimous agreed decision or a d~tailed minority r~port signed by th~ dissenting members or the senior member of the dissenting group.

20. Subcommittees may request the presence of speci~lly qualified persons, military or civilian, to a.id thcni in effectively accomplishing their work. Such persons may also serve on working committees.
Coordination
21. Complete coordination of all matters not involving policy must be effected r..t subcommitt&e level. Complt=te coordination requires:
a. Cons'Llltation by members of the subcommit"tee assigned primary in~er6st with other subcommitteGs having an ov~rlapping interest.
b. Consultation by thE. members of th~ subcommittee assigned primary interest with th&ir respective sE.rvic~ for ~dvic~. However, subcommitte~s ar~ required to achi~ve solutions of tru:. problems presented after .full consider&tion of all pertin&nt factors.

22. Prompt completion of assigned t~sks is ~ssential to the effectiveness of ANCICC. Subcommitt~e m~mbers ur~ to give prompt attention to work ~ssigned to th~m. Special Recommendations - Completed Staff Work
23. The paragraphs of each report should be numbered consecutively with Arab.LC num~~1ls. Thu report should be as brief as the naturL of the c~se permits and should be limited to two pag&s, double sp&ced, with additional materlal attached as appendic&s, annex~s, and t~bs ~s IDE..y be necessary. The special report containing a specific recomm~ndation should contain:

f. Recommendations of the subcomn1i ttee drafted in such manner tnat they include a directive, letter, or language suitable for promulgation by ANCICC. It must contain completed staff work.
g. Affirmative statement that the matter ha5 been coordinated with other subcommittees (names) and the result of bUCh coordination. If no problem of coordination is involved, w1 affirmative statement that no coordination was dbemcd nec~ssary shall be made. -

24. "Completed Staff Work" is the. presc.ntation by a staff officer or group of compl~ted action, leaving nothing to be done by his chit..f but to approve or disopprove it. ~riting a memorandum to hl.s chief does not constitute ncompleted Stn.ff Work", but writing a :ro.t..morandum for thE.. cbl.ef to S<:lnd to someone else does. The writer's views should b& in finul form so the chief can J:iake them his oVtn simply by signing.
Minority Reports
25. Where appropriate, minority opinions shall be prepared in the manner set forth in p~ragraph 22, but may refer specifically to paragraphs of the .llll1.jority report without repetition of those parts. A minority report shall be signed by the minority mt::mbers or the benioi• moml:1~r of the minority group.
Effectiv~ Dates
26. In preparing th~ir recomm6ndations, subcommitt~cs should givC":: consideratl.on to the establishment of dates when their rbcommendations should become crfective, if adopted by AhCICC, and should includ~ recommended uffective dates in their reports. Recommendations as to ~ff~ctive dates should not be permitt~d to delay the submission of a conbiued &grE..ement, either by reason of disagr~emept as to th~ effective date or b~cause of the additional time requir~d for full coordination with oth~r subcoI:liilittees or authoriti~s outside i\NCICC.
