NUMBER: 87/M-IND/PER/9/2009
CONCERNING
GLOBALLY HARMONIZED SYSTEM OF CLASSIFICATION AND
LABELLING OF CHEMICALS
BY THE GRACE OF GOD
MINISTER OF INDUSTRY OF THE REPUBLIC OF INDONESIA,
Considering: a. That in order to protect the health and safety of people and the
environment from the risks of chemicals, to prevent the
differences in the classification and labeling of chemicals from
hampering the trade and security of chemicals, it is necessary to
adopt and implement the Globally Harmonized System of
Classification and Labels of Chemicals;
b. Based on the considerations referred to in clause (a), Regulation
of the Minister of Industry should be issued;

To stipulate: REGULATION OF THE MINISTER OF INDUSTRY
CONCERNING THE GLOBALLY HARMONIZED SYSTEM OF
CLASSIFICATION AND LABELING OF CHEMICALS.
CHAPTER I
GENERAL PROVISIONS
Article 1
In this regulation, the following definitions shall apply:
1. Industry refers to economic activities of processing raw
materials, semi-finished or finished goods into goods with a
higher value for its use, including the activities of design and
engineering industry.
2. Production is an activity of processing raw materials into
semi-finished materials and are made so through the stages of
the processes
3. Globally Harmonized System of Classification and Labelling of
Chemicals, hereinafter called the GHS, is a common and logical
approach harmonized globally to define and classify chemical
hazards and communicate the information on the label and
Material Safety Data Sheet / MSDS.
4. Chemicals refer to all the materials in the state of liquid, solid or
gas, in the form of elements or compounds, pure substance or
mixture, and have special properties.
5. Hazard is the inherent property of a substance or mixture that
causes adverse effects on human health and safety and
environmental safety.
6. Mixture is a combination, alloy or solution composed of two or
more compounds which will not react with each other.
7. Label is any information about the chemical substances in the
