1. Inleiding

1.1. Wheelchairs and scooters and the Homologation Directive R 06

Homologation Directive R 06 describes the requirements valid for hand propelled wheelchairs, electrically powered wheelchairs and scooters. When a wheelchair or scooter meets the requirements of the Homologation Directive R 06, then it meets the GQ approval. When technical aids bear a GQ approval mark, they meet specifically written requirements about quality, usefulness and functionality. Reading indicator This publication describes the KBOH requirements for electrically powered wheelchairs and scooters / handpropelled wheelchairs. In this introduction it is described how the making of R 06 has been accomplished. Also there is a description of the situation of R 06 according to legal standards and European rules for wheelchairs and scooters. The second chapter describes the classification of clusters and the ways of execution with which an advise for inspection is ordered. These are used by the inquirer while completing a test advice. This test advice is also the application for a test in order to get the GQ approval mark. This chapter also includes specific administrative definitions in addition to AB 01 (General administrative regulations and general requirements). The actual homologation requirements are stated in chapter 3. For the measuring procedures which have to be followed, please see the seperate publication: KBOH Homologation Directive for hand propelled wheelchairs, electrically powered wheelchairs and scooters: Definitions.

1.2. Homologation Directive R 06

The homologation directive R 06 applies to wheelchairs for adults with a sitting depth of at least 305 mm and consists of two parts: Part A: Hand propelled wheelchairs

• push chairs (attendant driven and operated);

• self-propelling wheelchairs (user driven and operated); Part B: Electrically powered wheelchairs

• electrically powered wheelchairs (electrically driven, electronically operated by user);

• electrically powered push chairs

• hand propelled wheelchairs with an auxiliary electrical propulsion/controls

• scooters (electrically driven, mechanically operated by user).

In line with European standards, the homologation directive R 06 does not apply to:

• wheelchairs with a specific user function, such as sport;

• customised wheelchairs and wheelchairs designed or adapted for

specific users with functional limitations. scooter (electrically powered, mechanically powered by user). and additionally to

• wheelchairs for showering and toileting purposes (another KBOH-TNO homologation directive applies here, namely D 01)

• motor powered office and workplace chairs.

The homologation directive

• requires that products satisfy the European product standard 12184 (Electrically powered wheelchairs, scooters and accompanying battery chargers) which are covered by the Medical Devices Directive.

• requires that products satisfy Dutch legislation applicable to the product, such as the Road Traffic Act (WVW) and the low-voltage guidelines. (The low voltage directive applies to battery chargers and wheelchairs with built-in batteries).

• includes more rigid requirements in the event of the Dutch quality standard exceeding the European standard. For example, a recommendation is raised to the status of a requirement, or maximum and minimum values are tightened.

• includes functional and ergonomic requirements if these are not already contained in the European product standard. These requirements are also of equal status to current Dutch standards.

• requires that products satisfy the General Administrative Regulations and General Requirements of KBOH (AB01).

The homologation directive R 06 was prepared in the wake of

recommendations provided by the Advisory Group, in which the Dutch association of local authorities (Vereniging Nederlandse Gemeenten), the Dutch association of occupational therapists (Nederlandse Vereniging voor Ergotherapie), wheelchair and scooter manufacturers and importers, the Dutch Council for the Chronically Ill and the Disabled (Gehandicaptenraad), health care retailers (Thuiszorgwinkels Nederland), the Dutch Purchasing organisation (Nederlands Inkoopcentrum) and health care advisers (Zorgvoorzieningen Nederland) are represented. The homologation directive R 06 is the result of close co-operation between KBOH and TNO Automotive in Delft, and, more recently, TNO Prevention and Health in Leiden. An update was carried out in 2003 on the basis of contributions made by the following partners: TNO Prevention and Health in Leiden. Users, represented by the “Fortune Group” of the Dutch Council for the Chronically Ill and the Disabled (CG-raad). Manufacturers, represented by the approval holders.

1.3. Introduction to the classification of clusters

Wheelchairs are designed for persons who are confronted with mobility problems. Depending on the product characteristics, a particular type of wheelchair will provide a solution to this problem of mobility. A wide range of wheelchair designs, on the basis of productgroup 12 21 of the EN/ISO 9999 classification, is currently available on the market. The choice of wheelchair depends on the desired or necessary method of propulsion and control, the area of use in which the wheelchair is used, the type of sitting posture required and how the wheelchair is transported etc. Many commonly occurring combinations of these user circumstances have been merged together in these so-called clusters. Wheelchairs that fall into different clusters will have to satisfy different test requirements. Before a wheelchair is issued with a GQ approval mark by the testing agency, the cluster to which the wheelchair belongs needs to be determined. This is done by KBOH on the basis of the test advice, in view of the manufacturers claim of the intended use and the product information. See Appendix A and B for examples. Section 2 of this homologation directive is a manual intended to establish the design form(s) of wheelchairs. The design forms which are described are based partly on the current availability of wheelchairs. It might well be the case that design forms not included in this manual are able to guarantee their intended use. In order not to exclude these products from gaining approval, this manual has the status of directive. In case of doubt, the KBOH Approvals Office will decide on whether a design form can be approved or not.

2. Manual for completing the test advice

2.1. Introduction

Electrically powered wheelchairs have been divided into three categories: electrically powered wheelchairs; electrically powered push chairs; and scooters. These categories have been further sub-divided into clusters. This chapter describes these different clusters and how these should be interpreted with respect to the design model which will be provided for testing.

2.2. Clusters

For electrically powered push chairs a cluster classification has been made on the basis of the sitting posture (adjustable by backrest angle and tilt mechanism). For electrically powered wheelchairs and scooters a more detailed differentiation, in conformity with the standard, has been made between wheelchairs for indoor, indoor/outdoor and outdoor use. Scooters for indoor/outdoor use are divided into those that are transportable by an estate car and those that are not.

The product characteristics are: propulsion and controls, area of use, portability and sitting posture. Table 1 and 2 list the key characteristics for electrically powered wheelchairs and scooters respectively.

By using the flow chart in Appendix G it is possible to determine the

cluster in which a product is categorised. The term “suitable for cluster X”, means that the product appears to be suitable for this user application on the basis of the product information. Whether this is actually the case, is eventually ascertained on the basis of testing.

2.3. Description of wheelchair clusters

The descriptions and the pictograms of the clusters in R 06 are listed in tables 3, 4 and 5. To satisfy the requirements of 10.2GQ1 (‘’User manual for electrically powered wheelchairs and scooters") and 10.4GQ1 (“Additional technical information"), the manual and the technical information include the same cluster names.

2.4. Determining wheelchair design

Wheelchair designs can vary from a basic version to one which incorporates all sorts of components intended to satisfy the individual requirements and wishes of the user. The test advice indicates the designs that serve as a possible basis. It might be the case that a wheelchair submitted for testing includes a number of extra items which have been indicated in the test advice, but for which no requirements are made for that particular cluster. If however, the requirements are included in the homologation directive for these, the requirements in question do apply. For example: There is no standard requirement for a milometer to be fitted on electrically powered wheelchairs. However, for EMC testing it is assumed that the milometer will have an effect on the readings. For this reason the expectation is that a milometer undergoes testing too (if available).

The cluster system ties in closely with the wheelchair's intended use. Every cluster in the homologation directive has its own set of requirements. Of course it is quite possible for a wheelchair in one cluster to be suitable for inclusion in another cluster. An electrically powered wheelchair for indoor/outdoor use can, for example, be used exclusively indoors. In order to maintain a measure of transparency in the availability of products per cluster, the aim has been to classify wheelchairs in the 'most demanding' cluster: an electrically powered wheelchair with a tilt seating unit will in the first instance be categorised in the tilt cluster. If, after testing however, it turns out that the wheelchair cannot satisfy the requirements for that particular cluster, an attempt will be made to explain exactly why the requirement is necessary for that particular cluster, in the hope that the manufacturer/importer will implement the changes so that the product is able to satisfy these requirements in the future. There is no automatic decision to approve the wheelchair for a 'less demanding' cluster. Using the aforementioned example, an electrically powered wheelchair with a tilt seat, which does not fulfil the requirements for tilting, will not be approved as a wheelchair with an adjustable sitting posture.

'Family' testing When different variations of one product are tested, 'family' testing is said to take place. The basis for family testing - in the case of a wheelchair - is formed by the frame of the device. It is recommended to think carefully about which model you wish to submit and at which price, both for the testing of one product as well as for family testing. This information will be published by KBOH in its manual of products on the Dutch market (Hulpmiddelen in Nederland). More information on family testing can be found in § 3.3.6 AB01, General Administrative Regulations and General Requirements, which accompanies the KBOH homologation directives for GQ.

2.5. Components

When completing the test advice the following components are dealt with. 1. Wheelchair design 2. Sitting posture 3. Dimensions 4. Other support elements 5. Other components 6. Other designs to be tested concurrently

Ad 1. Wheelchair design There is no recommended maximum weight of user. Naturally, the chosen weight will determine whether or not the product satisfies requirements with respect to driving force, stability, strength and durability. For GQ testing use is made of dummies and additional weights. The weight of the dummy and the additional weight required are determined on the basis of the maximum weight specified by the manufacturer/importer.

For electrically powered push chairs and electrically powered wheelchairs with an adjustable sitting posture, the design of the backrest and the seat (upholstered or non-rigid/non-upholstered) is exempt. For electrically powered wheelchairs and for scooters an upholstered backrest and seat is assumed.

Ad 2. Sitting posture The type of sitting posture required by the user depends largely on the duration of use and the level of activity whilst the user occupies the wheelchair. The longer a person occupies a wheelchair, the more important the individual setting of the sitting posture becomes with respect to both the angle of the seat and the angle of the backrest. In addition, for longer periods of use, it is advisable for the user to change sitting posture at frequent intervals. A tilt seating unit in the wheelchair can help in this process. Table 6 lists the angle settings required for the different clusters. In principle, a more extensive range of settings is allowed, as long as this does not apply as the lower limit of another cluster. A differentiation can be made between the following adjustments:

• non-adjustable

• adjustable with tools

• adjustable without tools

• variable settings operated by attendant whilst user remains supported

• variable setting operated by user whilst user remains supported, non-power assisted

• variable settings operated by user whilst user remains supported, power assisted

seating height (height of the whole sitting support) is variable in relation to the ground. It is possible to have this design form tested, however, specific requirements will be made.

Ad 3. Dimensions If a product is available in a number of different dimensions, the standard design forms always approximates to the following sizes: sitting depth which is closest to 400 mm; sitting width which is closest to 450 mm. Other designs with different dimensions can be tested concurrently. In view of the fact that these products will have a different set of overall dimensions and other weights, it might mean part of the testing being carried out separately for these designs.

Ad 4. Other support elements

Armrests and legrests All wheelchairs are required to be fitted with armrests and a footrest. The exact requirements which are placed on these elements depend on the duration of use.

• For all wheelchairs with an adjustable backrest or a tilt seating unit, armrests are required to be height-adjustable.

• The footrest is required to be length-adjustable for all wheelchairs (sitting height).

• For scooters, the height adjustment is made by fixing the height of the seat in relation to the platform.

• For wheelchairs with a tilt seating unit, a lower leg support is required.

The detachability of armrests and legrests is important for making transfers. For scooters it is assumed that the user can make a standing-sitting transfer. To do this, the seat needs to be rotated, but the armrests too are required to be detached. For electrically powered wheelchairs and push chairs, it is assumed that standing-sitting transfers can be made as well as transversal transfers and with the aid of a patient hoist: armrests and legrests are therefore required to be detachable for this purpose.

For armrests and legrests, tables 7 and 8 indicate which design forms are assumed as a minimum for the different clusters. If more designs are available, with respect to armrest length, the standard design is assumed to be the one with the longest armrest. If more designs are available, with respect to legrest length, the standard design is assumed to be the one with divided footplates.

For tilt wheelchairs with an angle of tilt more than 10 degrees, a headrest is assumed, which can be varied in height depth and angle by the therapist or the user.

Ad 5.Other components

There are no restrictions on the design of the wheels (pneumatic/solid, drive or castor wheel). Naturally, the size and the position of the wheels will help determine whether the product can satisfy the requirements for area of use, such as manoeuvrability and negotiation of obstacles. Certain wheel designs have experienced problems with durability testing. For electrically powered push chairs, pushing handles and a tipping device are required to be present. A possible milometer is required to be present in order to carry out electrical safety and EMC testing. In general, it is advisable from a financial perspective to have all designs which are EMC-sensitive, such as all possible control designs, tested concurrently, even if this is not a R 06 requirement.

Ad 6. Design forms to be tested concurrently If the product can be made available in a number of design forms, e.g.

different colours, this information is likewise included in the test advice.

2.6. Administrative regulations

For the administrative regulations currently valid with respect to general matters on technical aids for disabled persons, reference is made to the appropriate document, KBOH AB 01. The regulations specific to wheelchairs, which retain their validity, are described in this section.

Samples to be submitted: If a product is available in various sizes, a sample is required to be submitted which most closely approximates to the dimensions given below: sitting depth which is closest to 400mm sitting width which is closest to 450mm.

Hand propelled wheelchairs with auxiliary electric propulsion

On the market at the moment are attachable electric propulsion/steering units which can quite easily change a hand propelled wheelchair into an electrically propelled wheelchair. According to EN 12184, this combination must be tested as an electric wheelchair. R 06 stipulates the following conditions: 1. The hand propelled wheelchair to which the unit is attached is

required to have a GQ approval mark. 2. The GQ approved hand propelled wheelchair with the electrical

propulsion/steering unit attached, can then be submitted for testing as an electrically powered wheelchair.

3. When testing - under requirement 6GQ1 - extra attention will be paid to the way in which the attachment of the electric propulsion/steering unit to the hand propelled wheelchair is carried out .

4. After having been approved, the GQ approval mark sticker for the electrically powered wheelchair will be affixed to the attachable unit. In addition, an indication is required to be given as to which GQ approved hand propelled wheelchair it is to be used in combination with, and for which the GQ approval is valid (make, type and GQ report number). If the unit has been approved for attachment to various hand propelled wheelchairs, these are all required to be specified.

5. If the hand propelled wheelchair and the attachable electrical propulsion/steering unit are marketed by different manufacturers or importers, the applicant is required to request permission in writing from the other manufacturer or importer for the testing.

Frequency of follow-up testing

The frequency of periodic product follow-up testing is fixed at once every 12 months. This follow-up test will be carried out no later than one month prior to the expiry of the valid GQ certificate.

3. Test requirements

3.1. Explanation

The requirements for R 06 have been formulated on the basis of research and discussions in the field.

The changes made in this R06 publication (November 2003) are

primarily based on the results: 1. enquiries and complaints received by KBOH 2. evaluation of the R 06 homologation directive published in March

1999. 3. discussions with the KBOH working group on wheelchairs as a result

of these. The following groups are represented in the KBOH working group: users, advisers, providers and manufacturers/importers.

For all wheelchair clusters, Dutch legislative requirements apply at all

times (WVW, EMC and low-voltage). For a summary of these see appendix D. Additionally, the original requirements from the EN also apply. The original CEN requirements are not included in the Homologation Directive R 06; for this purpose reference is made to EN 12184. A table with the CEN requirements per cluster is included in appendix E. This directive contains the CEN+ requirements and the supplementary requirements for GQ. The CEN+ designation means that the test requirement is based on the requirement from the EN, but that GQ has added to it. For example, by upgrading a recommendation in CEN to a requirement or by applying more strenuous criteria with respect to the requirement. These CEN+ and GQ requirements are numbered according to the standard and are listed sequentially. General Requirements are included in the KBOH homologation directive AB01, General Administrative Regulations and General Requirements. An ISO table, supplemented by R 06 test values per cluster in conformity with ISO7176-15, is included in appendix F. Definitions of characteristics and descriptions of the accompanying test definition and method can be found in the section “KBOH Homologation Directive R 06, definitions”.

Wheelchairs, used at night and during the day when visibility is seriously restricted, must be fitted with (WVW 1994 cl. 5.18.43): a. two front lights if the wheelchair has two front wheels, or one front light if the wheelchair has one front wheel; b. two rear lights if the wheelchair has two rear wheels, or one rear light if the wheelchair has one rear wheel. The lights must function properly (WVW 1994 cl. 5.18.44 par. 1) and must not be shielded (WVW 1994 cl. 5.18.44 par. 5). The lighting brackets and their components must be firmly attached to the wheelchair (WVW 1994 cl. 5.18.44 par. 2). The glass on the lighting brackets should not be so damaged, repaired or worked that they have a detrimental effect on the light intensity, the amplitude of light or their functioning (WVW 1994 cl. 5.18.44 par. 3). Lights with the same function must be of equal size, equal colour and of equal or almost equal intensity. 4. Summary of test requirements per cluster The following requirements are valid for all wheelchairs:

requirements stipulated by Dutch legislation, the original CEN requirements in the EN, excepting those requirements for which a more stringent requirement applies in conformity with these regulations, i.e. the so-called CEN+. The CEN requirements applying to each of the clusters are listed in appendix E.

Table 9 on the following pages lists the CEN+ and GQ requirements

valid for each cluster. The requirements are listed in the same order

as in the standardisation. It should be noted however that these

requirements apply to the most basic design form required for the

cluster in question. A specific wheelchair might incorporate added

extras, which are listed on the test recommendations, but for which

no requirements are stipulated for that particular cluster. If

requirements are included for these in other R 06 clusters, the

requirements in question do however apply. This is indicated with a

(x in the table.

If a box in the table has been left blank, this requirement does not apply for that particular cluster. An x on the other hand, indicates that the requirement does apply.
