PH Navy uNveils first missile system; sHows off caPabilities, assets

For the first time, the Philippine Navy (PN) made public its

first missile system in a capability demonstration held on November 21 2018, at vicinity of Lamao Point, Bataan with Secretary of National Defense (SND), Delfin N. Lorenzana, as the guest of honor and speaker. Navy Flag Officer In Command, Vice Adm. Robert A. Empedrad together with other PN senior leaders and other dignitaries joined the SND in witnessing the event on board BRP Davao Del Sur (LD602) which served as the viewing platform for the demonstration. Highlight of the event was the scenario-based capability demonstration of Live Test Firing of the newly-installed Spike-Extended Range (ER) Missile Launching System (MLS) and Mini Typhoon Machine Gun System (MGS) of the Multi-Purpose Attack Craft (MPAC) MKIII of the Philippine Navy. The activity simulated an

attack from armed hostile surface vessels which was successfully deterred and neutralized by the combined efforts and effective interoperability of PN air and surface assets. Two spike ER missiles were fired and accurately hit hostile targets during the simulation. The full-armed firepower system of AW109E naval helicopter was also put on display as it performed air strike to neutralize the targets. The Spike ER Missile has a minimum and maximum effective range of 400 meters and 8,000 meters respectively. It can penetrate up to 1,000 mm of rolled homogenous armor, good enough to destroy small boats and armored vehicles, or damage small ships. On the other hand, the Agusta Westland (AW) 109 naval helicopter is armed with .50 calibre machine guns and 2.75-inch rockets for close air support to operating troops and surveillance operations. The PN MPAC Acquisition

Project entered into a contract with Rafael Advanced Defense Systems Ltd. (RAFAEL), through SIBAT of Israel Ministry of Defense (IMOD), for the supply and integration of the Weapons Systems to MPAC MKIII platforms. On April 15, 2017, the Secretary of National Defense approved the Notice to Proceed (NTP). Last Aug. 09, the PN together with DND and RAFAEL representatives conducted a Sea Acceptance Test (SAT) to test and inspect the missile systems in accordance with the contract for the final acceptance of the system. This very first missile system of the Navy is expected to strengthen the country’s littoral defense and improve maritime interdiction capability of the PN which is now capable to deliver precision fire against the enemies within the littoral. Further, this will stand to benefit not only the Armed Forces of the Philippines but the entire nation, as the Navy stays true to its commitment to protect the seas and secure the nation’s future.

The modernization of the Armed Forces of the Philippines that

used to be just a dream for the AFP and for many Filipinos has already led to concrete and tangible results over the past few years. The numerous contracts awarded, biddings, technical inspections, training of end users here and abroad, deliveries and actual use of procured hardware, munitions and armaments are already public knowledge. The big ticket items such as aircrafts and ships are the most visible and most well received perhaps but all the efforts towards the attainment of a credible and modern defense system for the country help in moving the AFP closer to the dream. Here in this issue of the Defense Chronicle, stories and articles of more recent efforts and different projects seem to have converged. Topping our list is the first time that the Philippine Navy showed off its first missile system through a capability testing.

In this issue we can also glean how the Department works on developing or promoting defense industry and logistics cooperation with other countries through government to government deals. In addition there had been MOAs and MOUs signing with various parties and these will redound to more good news such as the procurement of good quality force protection equipment and also eventual technology transfer. Other good news include infrastructure development. The DND for instance has inked an agreement with a fellow national government agency for the implementation of various airport development projects. These are good developments. But there should be more to come. Another year is just around the corner. As we await the New Year with anticipation we also look forward to more good news in the days to come.

DeveloPmeNt ProJects

The Department of National Defense (DND) and the Department of Transportation (DOTr) signed a Memorandum of Agreement (MOA)

for the Procurement and Implementation of various airport development projects at the DND Social Hall on November 19, 2018. Defense Secretary Delfin N. Lorezana and Transportation Secretary Arthur P. Tugade officially signed the MOA for their Departments’ partnership projects that will contribute to the Build, Build, Build Program of President Rodrigo Roa Duterte. Through this joint venture, four (4) initial priority airports are allotted six-hundred eighty-eight million twenty-two thousand and five hundred pesos (PHP688,022,500.00) for their development. This budget is dedicated to the asphalt overlay runway and strip grade correction of Laoag International Airport in locos Norte, extension of runway of Vigan Airport in Ilocos Sur, Asphalt overlay of runway Cotabato Airport in Maguindanao, and construction of

perimeter fence and embankment of Sanga-Sanga Airport in Tawi-tawi. DND and DOTr officials were present as witnesses to the ceremonial signing - Undersecretary of National Defense Cardozo M. Luna, Undersecretary Capt Manuel Antonio L. Tamayo - Undersecretary for Aviation and Airports, DOTr, Engr. Abelardo Sobe Jr. Acting Chief of Aviation Project Development Unit, DOTr, MGEN Felipe B. Bejar JR AFP – AFP Corps of Engineer (AFPCOE), Task Force for Infrastructure Development. Secretary Lorenzana expressed his confidence in finishing these projects on time and is hopeful that infrastructure development in other airports will be prioritized. Together, the DND and the DOTr will endeavor to give Filipinos a more comfortable life. As Secretary Tugade said, “kasama namin kayo sa Build, Build, Build [Program], at kasama rin namin kayo sa pagbibigay ng mas komportableng buhay para sa mga Pilipino.”

25 October 2018, Camp Gen. Emilio Aguinaldo, Quezon City – Top officials of the Department of National Defense (DND) Philippines and the Directorate General of Armaments and

Materiel (DGAM) of the Ministry of Defense of Spain met in Manila during the latter’s visit on 20-23 October 2018. Headed by MGen Felipe De La Plaza, Deputy National Armament Director for International Relations, the Spain delegation discussed with Philippine Defense officials the proposed Memorandum of Understanding (MOU) on Logistics, Defense Materiel, Armaments and Defense Industry Cooperation between the two countries. “The proposed MOU will serve as the legal framework for the DND to procure defense equipment from Spain through Government-to-Government

deals pursuant to RA 9184. This is very timely in light of the ongoing implementation of the 2nd Horizon of the Revised AFP Modernization Program (RAFPMP),” said Assistant Secretary for Acquisition and Logistics Jesus Rey R. Avilla, who led the delegation of the DND and the Armed Forces of the Philippines (AFP). The Spanish delegation also manifested interest in collaborating with the local defense industry and even visited ARMSCOR, a local firearms manufacturing company. Spanish Defense Industries have been actively participating in various procurement projects of the AFP under the AFP Modernization Program. Among the most recent acquisitions involving Spain were the three (3) units of Medium Lift Aircraft (C295) for the Philippine Air Force (PAF) worth PhP5.29 billion, which were procured from Spanish aircraft manufacturer EADS CASA, now Airbus. The aircraft are now being used for air transport and humanitarian assistance and disaster response (HADR). Additionally, a Notice of Award has been issued on 16 October 2018 in favor of Airbus for the procurement of one (1) unit of Command and Control Fixed Wing Turbo Prop Aircraft for the PAF with a contract price of Php1.8 billion.

The Department of National Defense, in partnership with the Cyber Group of the Armed Forces of the Philippines

and private company Synetcom Philippines, Inc., held Cyber Bayanihan 2.0 with participants from both the private and public sectors on November 7, 2018 at the AFP Commissioned Officers Club in Camp Aguinaldo, Quezon City.

With the theme, “Securing the Philippines’ Critical Cybersecurity Infostructure”, Cyber Bayanihan 2.0 focused on securing the country’s information technology infrastructure – otherwise known as infostructure – by integrating, updating, strengthening, designing, and implementing cyber Security Operations Center (SOC) capabilities and programs.

“I would like to express my gratitude to

everyone here who continues to support one of the most important, albeit new aspect of the defense mission – cyber security,” Undersecretary of National Defense Cardozo M. Luna said in his welcome remarks.

The thrust and advocacy of the conference involved educating government agencies, communities, and vertical markets on how critical new technologies in cyberspace are in defending and preventing cyber threats from acquiring information from the stakeholders.

“This conference, which followed through from the Cyber Bayanihan 1.0 in 2014, now aims to bridge the gap between stakeholders’ cyber awareness and the implementation stage of a viable and strengthened government Security Operations Center (SOC). This likewise

complements the Public-Private Partnership (PPP) programs of the government to boost the country’s cyber defense capabilities,” Usec Luna explained.

During the whole-day event, Dir. Nebuchadnezzar S. Alejandrino, chief of the Defense Situation Monitoring Center, tackled “Threats to Philippines Cybersecurity: A Defense Perspective” in his presentation, while other guest speakers from reputable IT companies Microsoft, Synetcom, Nexus, SES Networks, Nexus, AhnLab, ePLDT, Genians and Efficient IP shared their security solutions to help address the current cybersecurity threats and attacks on Cyber Space.

Participants who attended the conference were from various government agencies, namely: the DND, its bureaus – the AFP, Philippine Veterans Affairs Office, Office of Civil

Defense, and Government Arsenal; Office of the Executive Secretary of the President; House of Representatives; Department of Finance; Department of Justice; National Bureau of Investigation; Department of Public Works and Highways; Department of Trade and Industry; Department of Social Welfare and Development; Department of Transportation; Philippine National Police; Department of Information and Communications Technology; National Economic Development Authority; National Intelligence Coordinating Agency; National Security Council; and Land Registration Authority.

Moreover, companies Synetcom Phil. Inc., Plexus Systems Inc., Easycall Communications Inc., One Delta, TDG, Easycall E-services, Inc., Transnational E-Business, Miescor Telecoms, Easynet, Microsoft, Transportify represented the private sector.

Philippine Government Arsenal (GA) Director Daniel R. Casabar, Jr., and

South Korean corporation SAMYANG Comtech Co. Ltd President Kim Jong Il signed an implementing arrangement for the Force Protection Equipment (FPE) Co-production Agreement at the Department of National Defense on November 13, 2018. Director Daniel R. Casabar, Jr., Chief of the Government Arsenal of the Philippines, and Kim Jong Il, President of SAMYANG Comtech Co. Ltd of the Republic of South Korea, signing the Implementing Arrangement of the Force Protection Equipment (FPE) Co-Production Agreement. This signing of the Implementing Arrangement is pursuant to the Memorandum of Understanding on Logistics and Defense Cooperation between the governments of the Republic of the

Philippines and the Republic of Korea with its amendment and supplemental Implementing Arrangement dated August 12, 2013. The FPE Co-production Agreement was crafted in July 4, 2017 with technology transfer as a vehicle towards the local manufacture of FPE in the Philippines. Both parties have agreed on the terms and conditions, which are anchored on the spirit of cooperation and mutual trust between GA and SAMYANG. SAMYANG Comtech Co. Ltd will establish FPE manufacturing and testing facilities in the GA complex and eventually transfer to the Government Arsenal the technology needed in the production and testing of FPE, primarily armor vests and ballistic helmets. This technology, which is equivalent to the quality of South Korea’s Army FPE, is needed by the GA to develop the capability for the in-

country production of FPE to support the requirements of the AFP and other law enforcement agencies, in line with the FPE Acquisition Program of the Philippines. that implements the government’s reintegration program, asked former rebels to tell their former comrades who are still fighting against the government to surrender, to come home and reunite with their families this Christmas, and seize the opportunity being offered to them under the Enhanced Comprehensive Local Integration Program (E-CLIP). Addressing the 125 former rebels from different provinces in northern Luzon who were presented to Defense Secretary Delfin N. Lorenzana in a two-day Peace Summit at the Northern Luzon Command (NOLCOM) , Usec. Mapagu said, “Sana ay tanggapin ng mga kapatid nating mga rebelde ang kabutihang loob ng ating pamahalaan, bumaba na sila sa kabundukan, at magbalik sa lipunan para makapiling nila ang kanilang mga pamilya, lalo na nitong nalalapit na kapaskuhan.” Usec. Mapagu oriented the former rebels on the benefits they may avail of from various government offices that are working together as lead and partner agencies of the Task Force. These benefits include a housing unit or housing assistance worth P450,000.00, skills training, livelihood opportunities, business capital, health care for themselves and their family, education for their children, among other benefits or assistance. These are on top of immediate assistance and livelihood assistance from the Department of the Interior and Local Government (DILG), which also provides firearms remuneration depending on the type and condition of the weapon surrendered. “Personalized ang assistance na ibinibigay ng ating pamahalaan sa mga kababayan nating nagbalik-loob. Hindi ito ‘one size-fits-all’ na approach kung saan pare-pareho ang matatanggap nyong tulong, pagkatapos, wala na,” Usec. Mapagu explained, stressing that the types of government interventions and benefits that will be given to each FR would depend on the needs of the individual and his family, as assessed by the designated social worker, and are based on the FR’s profile. Usec. Mapagu assured the former rebels that the Task Force is available for any inquiries that they may have regarding

the benefits he mentioned. He also expressed his appreciation to the former rebels for their decision to have the chance to live a better and peaceful life and for trusting the government to assist them in doing so. He also informed them that President Rodrigo Duterte himself is very thankful for their decision to turn their back on insurgency. He encouraged the FRs to be one with the government in achieving progress and peace for the country by being peaceful members of the community. In response, most of the FRs reiterated their support to the government and thanked President Durte for his sincerity and genuine concern. They also expressed their interest in helping the government in their personal capacity, and in serving in the military or police force. Pleased with the reaction he got from FRs, Usec. Mapagu said,, “Mabuti yang naiisip ninyo. Kung hindi man kayo, ang mga anak ninyo ay pwedeng sumali sa sandatahang lakas o kapulisan. Sama-sama tayong maglingkod sa bayan.” E-CLIP is the flagship program of the Duterte administration that seeks to effect social healing and national unity through a whole-of-nation approach towards the higher objective of having just and lasting peace. It provides social equity to former members of the CPP-NPA-NDF and the Militia ng Bayan by devising a different modality of giving benefits and services to the FRs, in order to reintegrate them into mainstream society. These benefits do not serve as an end, but rather a means to aid the FRs in securing a foothold in restarting their lives. TFBL, on the other hand, is an interagency body that monitors and assesses the implementation of E-CLIP at the national level. Established pursuant to Administrative Order No. 10 of President Duterte, the TFBL includes the Department of the Interior and Local Government (DILG), Office of the President, National Housing Authority (NHA) and the Office of the Presidential Adviser for Peace Process (OPAPP) as among its lead agencies, and other government agencies and instrumentalities as partner agencies that may be tapped to provide additional benefits and services to FRs.

10 November 2018, Tandag City, Surigao del Sur — The hope to start

a new life with their families fueled the desire of 96 former members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) to finally surrender to the government. And through the benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP) awarded to them here in a ceremony organized by the Provincial Government of Surigao del Sur, the former rebels (FRs) were given means in securing a foothold in restarting their lives.Following the Oath of Allegiance administered by Surigao del Sur Governor Vicente T. Pimentel, Jr., 82 male and 14 female FRs received livelihood assistance and immediate cash assistance from the provincial local government, vegetable seeds from Department of Agriculture (DA), health assistance from Department of Health (DOH), and food packs from the Department of Social Welfare and Development (DSWD) - CARAGA Region. Fourteen of them will also receive firearms remuneration for having surrendered 36 firearms. The Department of the Local and Interior Government (DILG) also awarded Php 5-M to the Provincial Government of Surigao del Sur for the construction of a halfway house which will serve as a transitional shelter for FRs while undergoing the process of reintegration. Moreover, Tandag City was also awarded the Performance Challenge Fund amounting to Php 5.1 million. DILG Secretary Eduardo M. Año, the guest of honor and speaker in the event, thanked and commended the efforts of local leaders, specifically the Augusan del Norte Governor Ma. Angelica Rosedell Amante-Matba, Chairperson of the Regional Peace and Order Council - Region XIII and Gov. Pimentel, Jr. He also cited the support coming from Congressman Prospero Pichay,

Congressman Johnny Pimentel, and the other local government officials and staff.Secretary Año likewise commended Task Force Balik-Loob (TFBL) Chairperson, Usec. Reynaldo B. Mapagu of the Department of National Defense, DILG Assistant Secretary Alexander Macario, and all TFBL-lead and partner agencies including DSWD, DILG, DOH, DA, Department of Justice, National Housing Authority, Technical Education Skills Development Authority, Department of Labor and Employment, Department of Trade and Industry, Department of Education, Department of Agrarian Reform, Office of the Presidential Adviser on the Peace Process, and the Commission on Higher Education. “Dahil sa inyong dedikasyon at walang humpay na pagtatrabaho, nagkaroon ng direksyon ang ating E-CLIP. Sa katunayan, mula ang 464 milyong piso sa mga regional offices na nangangasiwa sa pagpapatupad ng E-CLIP sa buong bansa. Sa ngayon, aabot na sa 800 na mga kapatid natin ang nabigyan ng suporta sa kanilang panibagong buhay,” said Sec. Año.

He encouraged the FRs to call on to their former comrades and join them in yielding to the government, “Ang landas tungo sa kapayapaan ay hindi imposible kapag tayo ay patuloy na magtutulungan at magkaisa. Kaya patuloy tayong maniwala at manindigan na may puwang ang kapayapaang magsisilbing tulay tungo sa tunay na pag-unlad.” Meanwhile, Usec. Mapagu thanked the FRs for their decision to rejoin the government and encouraged them to take advantage of the assistance from the government to improve their condition, emphasizing that their future is in their own hands. He shared the success story of “Imelda” whose turning point in her life was her decision to surrender from the countryside. “Her story is one of our inspirations. Imelda is now a businesswoman and a millionaire, exporting produces to different countries. Pa’no siya naging success story? Kasi nandun ‘yung passion niya, ‘yung commitment niya para umangat ‘yung buhay niya, gumanda ‘yung kinabukasan niya…. although may benepisyo na ibinigay sainyo ang gobyerno, pero dapat rin kayo magsumikap para umangat ang inyong buhay,” Usec. Mapagu added. At the sidelines of the event, the Task Force Balik-Loob Team interviewed some of the FRs who received assistance through the E-CLIP. All interviewees said the reason why they left the communist terrorist group CPP-NPA was their longing for their families. They said they realized the futility of insurgency when they were abandoned by their leaders. “We lived in constant fear of armed confrontation given the intensified military operations which were backed by stronger cooperation of the citizens, local government units and civil society groups to the soldiers. The hope to start a new life, with freedom and peace with them, strengthened our resolve to do the right thing, which was to surrender,” one of the FRs said.
