A number of tools have been tailored in order to meet the objectives. A set of Building blocks, datasets and Public

Service Applications will be carried out through the WeLive Framework

Two-phase pilots in 3 cities and 1 region across Europe.

First pilot phase July-December 2016, second pilot phase April-December 2017 involves a number of Stakeholders

groups (i.e. Citizens, Public Bodies, Companies, Academics):• Bilbao (ES)• Trento (IT)

• Novi Sad (SR)• Region of Helsinki-Uusimaa (FI)

Exploitable assets currently identified include a number of Public Service Applications for each pilot city

Area of open DataWeLive provides an open data toolset which eases to capture,

transform, adapt, link, store, publish and search for data.

Area of open ServicesWeLive provides an open

services framework based on B. blocks and app templates. These will be easily combined to give

place to new services

Area of open InnovationWeLive focuses on how to pass from innovation to adoption, by

democratizing the creation process through the Open

Innovation Area and Marketplace tools.

Area of User-centric ServicesWeLive enables personalization of public service apps based on

user profile and context through the Citizen Data Vault, Visual

composer and WeLive decision engine element.

Refinement: Allows the owner of an idea to define functional, technological and user interface requirementsImplementation: Interacts with the Visual Composer in order to let users to comment and rate the co-created mockups of the co-created public services

Monitoring: The idea, linked to artefacts published in the marketplace, can be commented and their usage monitored by WeLive Analytics Dashboard

Conclusions

Public Sector is facing two external conflicting and apparently irreconcilable aspects: • The reduction of available budget

• The growing demand for innovation.

ICT systems currently provided by Public Administration should be renewed and made inter-operable, breaking the PAs silos towards a strong integration based on mashups of

data coming from heterogeneous sources (Citizens, IoTsystems).

Sustainability aimed by the Smart Cities paradigm asks for a more inclusive and participated public administration,

incorporating, through different channels, citizens into the planning of development activities.
